To the same as aforementioned: We have the honor herewith to offer to Your High Excellencies the duplicate of our recent respect, dated the 22nd of February of this year, with which the ship Vrouwe Rebecca Jacoba left the Surat Roadstead the following day in good condition of ship and crew. Since then, the ship Amerongen has arrived here safely, with which we had the honor to receive Your High Excellencies' formal rescript to our successive dispatches sent in the year 1756/1757, dated the 15th of November of the past year, with all the annexes mentioned therein. Having deliberated thereon as required during our session of the 14th thereafter, we shall provide the necessary answer thereto before we proceed to our usual yearly description of the state of affairs and the events that have occurred since the 14th of May of the past year, insofar as they have not already been treated in our letters sent in the meantime, initially assuring Your High Excellencies that we shall not fail to observe properly their esteemed orders which do not require special mention herein, and to guard ourselves carefully against everything that has displeased or may displease Your High Excellencies in any way. It has been very pleasing to us to see that Your High Excellencies have been pleased to honor our proceedings with relation to the ship Rhoon with their esteemed approval, and we have regarding that, by way of clarification of our previous reports, only to note that our expectation with respect to the trade at Onor was not very great, and we therefore also did not formally advise, much less recommend, the authorities, but merely suggested for consideration to make a trial of it, as a matter of which the outcome was uncertain, and for which one did not wish to be responsible, since we had already been able to gather what was noted regarding this in Your High Excellencies' aforesaid esteemed missive from the own writings of Ribeiro.

From Souratta, 15 April 1758. The monopoly of the brokers is an old sore, but at present more absolute than ever; it should be provided against when time and opportunity permit. Although the musk, for reasons stated in the text, remained unopened, the purchase amount shall nevertheless be counted into the cash treasury. By letters of 12 July of the past year that the merchants had to come down from the mountains to trade. That the monopolies of the brokers have long been an ancient evil in Souratta, even when there was no lack of wealthy merchants there, is detailed in the Report transmitted to Your High Excellencies by Director Ketting under date of 28 April 1698. But it is certain that, to our knowledge, there has never been a broker of the Company of such great credit and influence with the Regents, and consequently so formidable to anyone who would dare set himself up as his competitor, as the present second broker Mantchergie Gorseedjie. For which reason one also cannot deny that this evil has risen so high that a remedy is now very far to seek, and consequently time and opportunity must be awaited and seized in order to comply with Your High Excellencies' salutary recommendation in this regard, founded on good grounds. In which matter our zeal and attention will not be lacking, the Director not failing from time to time to have discrete inquiries made into the prices at which the merchandise is turned over in small parcels, in order to take his measures accordingly. The boxes in which the musk sent back by Your High Excellencies was received have not been dared to be opened as long as there were no buyers for it, for fear of the loss that, however fine its quality may be, must necessarily arise through evaporation. For which reason one has also not been in a position to serve Your High Excellencies with a report concerning its quality upon its arrival, but one has had the same kept in a place where, provided it remains closed, no spoilage could come to it other than that which inevitably flows from long storage. So that we hold the previous administration, as well as ourselves, free from neglect of duty in this regard, although we have nevertheless, in dutiful obedience to Your High Excellencies' honored order, thought fit to have the purchase amount counted into the Company's cash treasury, by or for the account of those who constituted the Political Council here when that fragrant ware was requisitioned and received, as being the closest to bear that charge, if one, having requisitioned this or that ware upon probable grounds, must bear the loss that may nevertheless fall upon it, on account of the falling of the market between the time of dispatch and the fulfillment of the requisitions, through unforeseen accidents, or else through long storage, when one, flattering oneself that the lack of demand will be only temporary, does not immediately venture to divest oneself of it as best as possible, which must necessarily cause great timidity and hindrance in drawing up the petitions. Regarding returns, one shall observe what has been recommended concerning the requisitions and returns. The linens upon which a discount was granted are as noted in the text. The orders written concerning the granting of transport to foreigners on the Company's ships, and that which was further recommended in respect of the requisitions and returns, we shall, according to our obligation, properly observe, as was already done in the past spring regarding the formal requisition, only the mistake having been made of sending the same in duplicate on one and the same ship, namely Lapienenburg, which the Director only recently discovered and prohibited doing in the future, unless it could only go off with the last ship. The note concerning the linens from the Brootchia collection, upon which a discount was granted at our session of 23 February 1757, we shall also dutifully take for our guidance, the same consisting of the following: For the fatherland: 2 packs of fine niquanias, No. 14 and 15, which were repacked and dispatched for Batavia. For Batavia: 13 packs of coarse niquanias, from No. 168 to 180. From Souratta, 15 April 1758 On the 14th ultimo it was resolved to authorize the factors to settle the matter of the rent of the factory as best as possible. Regarding this, the sovereign, despite all efforts made both from our side and theirs, has not yet been pleased to settle the accounts, possibly in order to claim an exorbitant sum for it if we should ever wish to move. This is to be settled as best as can be done, provided that, if required, they are prepared to confirm under oath that they negotiated this as strictly as possible, there being no small apprehension that this claim might otherwise serve as a pretext to detain the Company's servants with the remaining goods for a long time, to see whether one might be persuaded to continue. Your High Excellencies' esteemed remarks regarding the criminal proceedings completed here in the year 1754/5 we shall not fail to take as a rule and guideline for the future. We are extremely sorry to see Your High Excellencies' displeasure concerning the errors committed in that regard, both by us and by the Council of Justice. A full extract from Your High Excellencies' missive having been delivered to them by extract for their information and compliance, an extract from their memorial dated 16th ultimo was presented to us by them, with two appendices cited therein containing their justifications regarding the points that principally concern them, with the request that the same might be presented to Your High Excellencies, as we take the liberty of doing herewith. From the contents thereof, the first undersigned, now looking back and being himself convinced that he should not have allowed himself to be persuaded to desist from the appeal lodged by the fiscal by his order in the case of the sailor Jan Hendrik Roode, the lord's prisoner, for attempted desertion, has nothing else to add than that this, as little as the approval of the sentence against two slave boys of the fiscal, is to be attributed to inattention—from which his conscience, as far as the matter of justice is concerned, completely acquits him—but solely to a mistaken understanding. For, not to speak of what was alleged by the Council of Justice in the aforementioned extract from their memorial regarding the sale of the said slaves to the highest bidder without distinction of nation, and the confiscation of the wages of the deserters, etc., he believed he was choosing the best course in this matter and acting according to orders. This was because Your High Excellencies, in your esteemed missive to Mallabaer of 10 August 1745, were pleased to order that the rulers of the outer offices should not customarily, but only in cases of the utmost importance, proceed to the suspension of executions and detention in custody until news of Your High Excellencies' pleasure could be obtained. With regard to the forthcoming, he takes the liberty to refer respectfully to our humble letter of 16 December of last year, having retained from his illness an ailment of the nerves of his right hand, from which he has little hope of being cured here. Our Master of Equipment Falk expresses to Your High Excellencies his gratitude for his promotion to Captain Lieutenant, which he humbly requests may be followed by some increase in his salary, given the expiration of his term, by a petition accompanying this; as also for their advancement, the Junior Merchant Oudenhoorn humbly thanks, together with those who have been further favorably considered by Your High Excellencies. The edict concerning the buying and selling of permitted chests by the repatriating sailors has been duly published and posted at this place, both within the Lodge and on the ships, as shown by six certificates signed by the Secretary of Justice, of which three will be sent with Toornvliet and an equal number with Amerongen. Of the received sailing orders for the ships heading to India's capital, we have handed authentic copies to the officers of the said vessels for their information. But in the meantime, we see with regret from this incident how great the power of the Angrians is and what harmful consequences their enterprises may have. Prudence therefore requires that one avoid these pirates as much as possible, and you have done very well to give the necessary orders to that effect to the ships sailing along this coast. the widow of the late Raja Sahu, or supreme prince, named Tarabai, holding herself enclosed with her minor son in her fortresses without them being able, so to speak, to stir hand or finger. This prince, being at the same time master of Bassein and accustomed to leasing the free piracy at sea to the highest bidder, one may rightly say that the Angria has merely made way for a robber who is incomparably mightier on land and, in all likelihood, will soon equal him in power at sea as well. But experience has taught that the sea can best be secured against his enterprises by immediately resenting the insults he offers us in a rigorous manner, if one has men of courage and conduct at hand whom one can entrust with such matters with some peace of mind, when one can often accomplish more with small craft than otherwise with ships. We also approve that you, having ordered the ministers here to ransom the crew members held captive by the Angrians, have already learned with satisfaction that they succeeded therein according to wish. And since you, upon the arrival of the said crew members, will have had the opportunity to conduct a closer investigation into the incident and how it occurred, we expect a detailed report thereof. The loss of the ship Bredenhof is no less painful to us, for although the first incoming tidings gave great hope that the chests of money had been salvaged, the latest reports received make us fear that very little of that money will reach the Company, of which we nevertheless wish to hope for the best. The small vessel d' Jonge Susanna, sent to Mozambique to reclaim the money and cannon together with the boat of the Bredenhof, having returned on 6 June 1754 without having accomplished its mission, and a report concerning this having been submitted by the chief mate Arij Fransz on the 24th of [illegible], it was resolved on the 26th of the same month to at least preserve and secure the Company's rights as far as possible through a formal protest. And that paper, inserted into our Resolution of 28 August following, was, according to a note kept by the resolution of 30 November of the same year, sent along with the necessary annexes through the channel of the Jewish merchant Joseph Kohen, who resides here as factor or director of the Portuguese nation, to Mr. Francisco de Melho de Castro, Governor-General of Mozambique, to His Excellency the Count of Alva, Viceroy of Goa, and also to his predecessor, the Marquis of Tavora, who has already departed for Lisbon, without anything further having been heard of that matter since that time, although one is well assured that the aforementioned Protest was delivered at least to the first two mentioned gentlemen. The aforementioned Portuguese Director has merely recounted more than once to various persons that the restitution of the money had already taken place in Europe, which from this passage appears to be to the contrary. Concerning the affairs of this Directorate itself, we see with pleasure that notwithstanding the continuous troubles and internal wars, the vent of merchandise has met with good success, since the profits achieved in the financial year 1752/3, amounting to ƒ 983,791 or 246½ percent, are quite considerable. We must, however, remark upon this again that these achieved profits have for the greatest part arisen from the sale of spices, which alone yielded a profit of ƒ 514,046, and we therefore refer again to what we noted in this respect in our letter of 13 October of the previous year. We shall take proper care not to retain more funds than we need to properly balance the collection of return cargoes and to cover the expenses of the Directorate. The retention of so much cash in a place which the ministers acknowledge is daily exposed to extortion and plundering does not at all correspond to our intention, nor to previous orders expressly directing that the funds be sent from here without delay to such places where they are most needed.

From Souratta, the 15th of April 1758: The best argument militating for the re-establishment of the factory at Amedabaad and the retention of Brootchia is that thereby, with respect to the assortments produced there, one does not need to depend on the hands of the Souratta brokers and suppliers, and thus it is not in their power to force us to pay more than market price for those goods which can be procured there as well as in Souratta. Yet we can by no means reconcile the aforementioned reasons brought forward with the motives of which the ministers availed themselves to demonstrate the necessity and presumptive advantages of establishing the factories at Brootchia, Ketsmandui, and most recently at Amedabaad; for if the linens can also be collected at those factories, then Souratta is not the only place that supplies them, and if one were to say that this nevertheless can make no difference in the purchase prices, then surely useless are all the expenses incurred for maintaining those factories. If this were a proposition of the present Director, he would find himself at a loss to justify it before Your Right Honourable Lordships, since it must necessarily appear very strange, unpleasant, and offensive to advance, and even much more to dare maintain in any way, that the Company could not trade here as advantageously as its servants, which also cannot be so generally acknowledged or defended; but since he has not the least connection with his predecessor, Mr Pecok, and therefore is neither directly nor indirectly interested in justifying that proposition, in so far as the same can be gathered from the saying that the contract would not have succeeded at the same prices if undertaken directly for the account of the Company, we hope it will by no means be taken amiss that we take the liberty to demonstrate how the merchants in this country have such a grand notion of the wealth and extent of the Company's trade that the rumour that it was beginning to trade in new assortments would certainly have prompted the linen merchants to keep them at a high price, whereas, on the contrary, the Director in his private capacity carries no more weight with them than any other merchant, and therefore that which is done in his name, not making so much éclat, also does not have such an effect on the market. The information requested herebefore might perhaps also have elucidated to us how we are to understand that, consistent with the ministers' bounden duty, a contract of 50,000 to 60,000 Ropias could have been made in the name and for the account of the retired Director Pecok, which, if undertaken directly for the account of the Company, would have made no progress at that price, since this has appeared to us exceedingly strange and completely unpleasant; but upon which we would rather make no further remark for the present, in the hope that through the good management of the present ministry the Company may in the future trade here at least as advantageously as its servants. That the ministers have concluded a cartel with the English nation is fully approved by us, but on the other hand it has displeased us in the highest degree that the ministers, without any qualification, and thus on their own authority, have established a factory at Amedabaad; and we are surprised that you have passed over these and other arbitrary actions of those ministers with a simple reproach, whereas you, as well as we, are constantly intent upon and actually engaged in curtailing all unnecessary burdens, and you have repeatedly experienced, not only in general that such subordinate factories are usually great burdens which one is subsequently forced to abandon again, and wherein the Company never finds its account, but that it is also easily foreseen that specifically on this coast the aforementioned new establishments can by no means be advantageous. This cartel was broken by the present English chief, the Hon. Brabazon Ellis, almost as soon as he had set foot ashore here, and the English are so keen on crimping our men that, even if one could obtain a renewal of the cartel, one can by no means flatter oneself that it would serve any purpose other than to prevent them from doing so at least so publicly and with so little circumspection and discretion. We hope that Your Right Honourable Lordships will please to take into favourable consideration that the change of times and persons, both those who formed the Moorish Government and the Dutch ministry, must necessarily produce a change of ideas, since all men are subject to this, not always to judge in one and the same manner upon one and the same subject, although the circumstances have not changed, and that according to our humble conception it is very useful for the service and interest of the Company that the ministers dare to state unfeignedly and without hesitation wherein they diverge from the sentiments and ideas of their predecessors, provided nevertheless that they, in so far as Your Right Honourable Lordships or the High Indian Government have affixed their seal thereto, let them serve as a rule and guide for their actions until further orders. We shall observe economy to our utmost ability, and also exert all our strength to bring the work to completion, as soon as we can obtain permission to proceed with it. But since your Honor has given further orders to the ministers in this regard, we shall acquiesce in them, expecting that economy will have been observed as much as feasible, and the work begun finally brought to completion. We have examined the specifications or calculations sent to us concerning the shipping and trade between China and Souratta, as well as that between Souratta and Mocha, together with the plan for the trade from Batavia to Mocha, but neither the one nor the other can move us to depart from our previous resolutions, because experience has taught us too often, and particularly with respect to the said voyages, that projects which appear very profitable in a calculation on paper do not always meet expectations in their execution, besides the fact that the author of those calculations is significantly mistaken in various respects, and especially in the estimate made of what a ship with its rigging costs the Company, as well as the use that can be made of it, as could be demonstrated with little effort, though it is not necessary to dwell on this any longer, since we still persist in our previous orders to abandon entirely the aforesaid shipping and trade on behalf of the Company. Concerning 67 From Surat, 15 April 1758: Regarding the vessels, it must first be stated that, owing to the uncertainty wherein we have long resided concerning the true intention of the Marathas, whether the general rumors that the Marathas were inclined henceforward to live in peace and friendship with the Company—which could well have been a rumor spread to lull us to sleep and unexpectedly seize their opportunity, all the more since they were heavily engaged in increasing their naval force through the construction of new grabs and other craft—we resolved on 7 October of the past year, following the example of the year 1743, to quietly hire a vessel. We had a hired native vessel cruise with a letter for the arriving ships. And, having manned the same with the necessary natives and provisioned it with victuals for one month, under a pass from the Governor of the Passins, ostensibly to go fishing, we ordered it to cruise to and fro off Cape Saint John to meet the Company's arriving ships and to deliver to their commanders a letter from this administration in order to warn them of the state of affairs so that they might be on their guard, as can be seen in detail in our resolution of the aforementioned date. But the fear that these pirates would not respect their own pass was the cause that this vessel only went and lay just out of sight of the roadstead, and dared not venture further. Wherefore we also did not pay the master the promised premium of 90 guilders for a proper delivery of the aforementioned letter at the appointed place, it remaining not far from the roadstead. Captain-Lieutenant van Kervel, when his vessel was already fully under sail, having sent the boat with a quartermaster and four sailors to put a Persian servant he had on board ashore, that craft, on account of the stormy weather and the high seas, had to remain here. The boat of Zevenbergen remained ashore. We have entered the same into the books, and, having had to remain here, we have, in accordance with our resolution of 31 May, at the risk of the said van Kervel, disbursed to the said five men who were on it such monthly wages as they would have been entitled to receive had they not, by this accident, run into debt accounts, in order to buy clothes therewith, since they had brought nothing with them from on board except what they had on their backs. From Souratta, the 15th of April 1758. seafaring placed, and furthermore, apart from various trifles for both of those keels, of which our Master of the Equipage affirmed the necessity, also had delivered a heavy hawser 19 inches thick as a spare, according to custom, and two months' rations for the first-mentioned vessel, as it was only provisioned for about three months more, and for Amerongen, apart from a heavy hawser as a spare, 8254 lb Rice 22 lb Butter, as that vessel departed from Batavia with more crew than it had been provisioned for. We would not have failed to dispatch Toorenvliet, having already been fully laden on the 24th ultimo, a day or two later, had no matters occurred that made it preferable to detain the same until Amerongen would also be ready to sail, regarding which we respectfully refer to our secret Resolution of the 23rd of March and the separate advices of the first two undersigned. From which it was established that the new smalschip with its rigging would cost ƒ37059: 2:-, being ƒ11401: 11:- more than the Jonge Susanna cost, and the new galbat, being made of nearly the same charter as the galbat de Waakzaamheijd, excluding the rigging or the bare hull ƒ12554: 5:-, it was decided, as appears from the Resolution of the 30th of June, where those papers are recorded, to have the galbat laid upon the stocks immediately. But since the Director had been offered for sale by the Persian Rustum Kanna a virtually brand-new smalschip built aft in the manner of a horrij, 56 feet long, 19 wide, and 9½ deep, with its boat, it was decided not to begin the construction of the smalschip for the time being, but to have that vessel offered for sale, with its accessories, inspected by the Master of the Equipage Falk and Second Mate Arij Fransz, assisted by a native master shipwright, to ascertain whether it was so constructed that it could be of the required service to the Company, and to report their findings under an appraisal of the value, with the addition of an inventory of everything that came with it. And the new gallivat was completed in November and named the Zee Leeuw, after it was decided upon the written remonstrance presented by the master of the equipage at our session of the 5th of that month—stating that the vessel would sail much better and be more capable for the service for which it is intended if two masts were fitted instead of one, and rigged with a gaff rig after the English manner—upon consideration of the reasons he alleged for this his contention, and his positive assurance that the greater utility contained therein could amply outweigh the additional costs, to embrace that proposal. Whereby that vessel has become so formidable that it now seems we may well do without the hooker, or rather the brigantine the Jonge Jacob. The account of repairs and provisions made to all the vessels over a full year, submitted on the ultimate of the previous month, amounting to a sum of ƒ 38802: 4: 8, and of that alone to the Jonge Jacob ƒ 20888: 3, the Jonge Susanna ƒ 9785:17: 8, and the Waakzaamheid ƒ 3142: 16 —, appeared to us so exorbitant—although the vessels truly suffered heavily in the battle against the Sevaji rovers, according to the report of marine and shipbuilding experts regarding their condition inserted in our resolution of the 30th of June 1757—that we could by no means convince ourselves that proper economy was observed in that regard, in accordance with the serious recommendation made on that day by the first undersigned. Although we nevertheless believed we lacked sufficient grounds to refuse to have the aforesaid amount provisionally paid out to the master of the equipage, under caution of restitution, in case in due time, upon examination of that account by people who understand such matters better than we do, it might be found that there was indeed—as we judge solely from the size of the sum—too gross an overcharge. The batela the Voorn, being no longer needed here due to the abandonment of the factory at Ketsmandui, was sold at public auction to the highest bidder for ƒ 1816: 10 — clear money, pursuant to what was ordered in the memorandum on economy and our decision grounded thereon dated the 14th of the previous month. On the delivered Cargo of Amerongen, the following underweights and deficits were found, namely: on the Cloves 1/8 per Cent on the nutmegs 1½ per Cent on the Japanese bar copper ½ per Cent on the Japanese plate copper 1/8 per Cent on the Hungarian copper 1/8 per Cent on the bar iron 2 1/8 per Cent on the Elephants' tusks 1 3/8 per Cent on the red minium ½ per Cent on the cochineal 16 7/6 per Cent on the Candy sugar 4 per Cent on the copper Beads 7/8 per Cent on the glass beads 6 3/8 per Cent on the white Chinese alum 1/8 per Cent on the domestic Pitch 14¼ per Cent on the musk 4¾ per Cent on the Cognac Brandy 5½ per Cent on the arrack 13 3/8 per Cent on the sack wine in the Leaguer 12¼ per Cent The officers have been debited, concerning which disposition was made at our session of the 10th of this month according to the Regulation, and therefore, among others, the officers were charged out of pocket on Account for that which exceeds the permitted write-offs, namely: 1/3 per Cent on the Japanese bar copper, 1/6 per Cent on the bar iron 4 lb of Cochineal, or 2/3 per Cent gross, found short 1 per Cent on the domestic Pitch, 3 per Cent on the Cognac Brandy 1 aam of linseed oil, in place of which an aam of spoiled olive oil was delivered, which was handed over to skipper Christiaen Hans to deal with at his discretion.
