From Souratta under date 12 xber: 1750 who at the requisition of the Fiscal of this directorate The Honorable David Kellij declared that he from childhood sailed on a Dutch collier to England and thus learned the English language, but that coming from Cadix with a Dutch merchant ship named De drie gesusters in the latter part of the year 1754, he was taken in the Channel by an English privateer and brought into the Downs, that since he, the detainee, mastered the English language he for that reason served as an interpreter, and the English admiral pressed him, together with two other sailors, the one named Pieter Iansen, the name of the other being unknown to him, and placed them on the warship De Iork, with which vessel he, the detainee, in the year 1755 landed at Bombaij, where he was exchanged for another sailor named Iik George and was placed on a Company ship, De gardin, since which time he had always attempted to desert back to his own nation, the Dutch, which had not been possible for him sooner than at Denda Rajapoer, where he had swum from on board at 12 o'clock at night, and had addressed himself directly to the Factors there. The detainee hereby concluding his given declaration, which he testified to contain the pure and sincere truth, wherefore he remained ready at all times of need and upon being required to confirm the same further by solemn oath. Below stood: Thus done and declared in the Dutch Office Souratta on the day, month, and year aforementioned, in the presence of the Honorable Ian Warnar Falk and Willem Blauwkamer, Commissioners in the Honorable Council of Justice. From Souratta under date 12 December 1758 will have to do, and if on that occasion or subsequently they should discover any runaway slaves among them, to put them in irons and deliver them shackled at Batavia, as well as to report thereon to his Excellency the Most Noble Lord Governor-General, to the end that it may please His High Nobility to put them in chains in the artisans' quarters at Batavia until the owners shall have an opportunity to reclaim them. Furthermore, upon the request made by the suppliers for a further advance payment on the new contract, it was resolved to let them have another Ro/a 50,000 or ƒ 75000:—:- from the Treasury, in order to be able vigorously to pursue the work currently in hand. Thereafter was reviewed a letter from the Denda Rajapoer servants of the 29th of this month, received today, wherein they impart, to the utmost surprise 557 From Souratta under date 20 December 1758 of this Ministry, especially in this season which is completely favorable to all war expeditions, but particularly to the besieging of cities or places, the unexpected irruption of the Marhattas, who with an armada of more than 50 galvets, under the command of Manogie, or the so-called Little Angria, and a banished subject of the Rajapoer prince, named Sidi Seroor, made a landing there on the 18th of this month and immediately set about robbing and burning, without sparing the Dutch Factory with regard to the former, notwithstanding the fact that the Commissioners had hoisted the Company's flag and sent the clerks to the commander-in-chief with a request for a safeguard; they were also forced to surrender the keys of the warehouses under threat that they would otherwise be broken open, plundered, and set on fire, and they were separated from one From Souratta under date 12 December 1758 another without the one being allowed to come to the other; to which the servants further added that there they were hourly expecting an English armada by water and a Marhatta army by land under the command of the general Ramagie Madeeuw, and that according to reports they intend by all force to make themselves masters of the Castle of Sinsiere. The particulars of this unpleasant news having been heard not without emotion, and good counsel being scarce, the more so because what has occurred seems to forebode even more detrimental consequences for the Company and its servants, and at present no way is seen to bring them any assistance in the present unnavigable season, it was, after mature deliberation on the measures to be taken in this matter, unanimously approved upon the proposal made by the Lord Director to dispatch as soon as possible two letters to the prince Ballagie Ballerouw and his aforementioned general, with a request for a safeguard 53. 8 From Souratta under date the 13 February 1738 for the Company's servants and effects, as well as to give notice thereof to the Commissioners, and to exhort them not to let their judgment be clouded by any dejection over past events which cannot be remedied, nor by apprehension of future calamities which may possibly not occur, but, resting upon divine providence, to do their best to preserve their tranquility and presence of mind, in order to be able to profit from the means and opportunities that time may present to save the Company's effects from the eminent danger into which they have been brought by the rapacity of the Marhattas and their allies, and the intrigues of those who still hide behind their screen and who, they report, will soon appear openly on the stage. Because they also report in their letter of the 15th of this month that the prince finally, concerning the rent of the large warehouse and the soldiers' guard, has repeatedly declared that he claims no rent for it nor wishes to set any, but will expect an annual present proportioned to the value thereof; adding that they have learned from afar that His Highness might value it at 100:—: Rupees or ƒ 150:—: per month, but that in their opinion, pro rata of the others, 50, or at most 60 Rupees would be sufficient; it was thus resolved, upon drawing up a draft present for the prince in the autumn, to reflect properly upon this, and at the same time to order the servants to abandon the aforesaid warehouse and the military guard as soon as possible. And finally, to answer them upon the question whether they, From Souratta, under date 12 December 1758 upon the appearance of more deserters, shall turn them away or retain them: that because the English continually throughout all India make it their practice to entice the Company's people into desertion, without exercising the least moderation in that regard, they, when matters on the Coast are in order again such that one can think of it, shall also accept the English deserters throughout the entire year and give them service, as this accords with the authorization of the High Indian Government by letters written hither under date 19 August 1746 and 28 November 1747 to pay that nation in like coin; but not those of other nations, except when they have the opportunity to send the same hither shortly. Furthermore, the proposal made by Factor de Bellon by letter of the 28th of the preceding month, namely to be allowed to insist, when the Company's prerogatives are renewed according to custom upon the return of the Marhattas governor Ramtsjender or confirmed by a Parwanna, that instead of the words, according to old custom, which is a vague expression leaving undecided what actually must be paid, it be specified what will have to be handed over at each guard and post, was fully approved, in case the same can be brought about without the least expenditure. Decembr 1758 The Lord Director having received on the 11th of this month a Persian letter from the Bassein Governor, the Pandit Sangraadje kissou, whereby the same proposes, for the settlement of the Rajapore affairs, promptly to send a man of distinction to Prince Ballagie Ballarauw, alongside a writing containing a detailed account of all that has occurred, and a similar one to him, whereupon he promises that he will take care that the same reaches the hands of the Prince, and further to cause the necessary inquiry to be made; the said letter being accompanied by 2 enclosed loose notes, in one of which he insists once again on the sending of the aforesaid two letters and on rendering no assistance whatever to the Prince of Denda Rajapoer, in which case he says he trusts that the matter will be settled within a short time to His Honour's satisfaction, and that the restitution of the plundered goods and effects will not be far off; thus His Honour communicated the translation thereof to the meeting and simultaneously proposed, pursuant to what was proposed by Pankraadje Pandit, who is understood to be a Sourata under date 12 Decembr: 1758 a friend of the Dutch and on the other hand an enemy of Ramagie Madeeuw and of his entire faction, to dispatch the aforesaid letters as soon as possible, but not for the present, or for as long as there is any fundamental hope of being approximately indemnified without it, to proceed to the proposed embassy, on account of the heavy expenses that the same would drag along with it, and because one cannot see what is to be negotiated much about the restitution of the Company's servants, merchandise, and effects seized by violence and injustice, but to excuse the same on the basis of the already commenced rainy season, which essentially renders the roads virtually impassable for a person traveling with any baggage, simultaneously producing the draft of both, with whose contents the members, after an attentive hearing, completely concurred and furthermore converted the made proposal of His Honour into a formal resolution, the said letters being to be found in the daily register of this office. Approved and agreed to give notice of both matters as soon as possible to the High Indies Government, and to send such letter via the overland route to Nagapatnam with an accompanying note, in order to be delivered from there to Their Right Honorable at the very first opportunity; and for the rest, on the occasion of the departure of the aforesaid Barara, to write back to the Commissioners, on the assumption that all the Company's servants and effects are presently at Thanna, that this council cannot see otherwise than that they will be as safe there in the present state of affairs as at Rajapore, and for that reason approved 595 Surat, under date 12 December 1758 that they, if their consent was requested for it, submitted to the pleasure of Ramagie Madeeuw with regard to their relocation; while declaring, with reference to what was written by San Kraadje Pandet concerning the non-rendering of assistance to the prince of Denda Rajapore, how much it were to be wished that the thoughtless dispatch of the assistant surgeon and the soldiers with a Siddee vessel hither had never entered their heads, since the said prince was thereby afforded the opportunity to employ them contrary to the Company's intention for the defense of the castle, without their having been in a position to prevent it; seeing that Ramagie Madeeuw, who behaves on all occasions as a friend of the English and consequently as an opponent of the Dutch, will not hesitate to interpret that unfortunate incident in the worst possible light, in order to obtain permission from Prince Ballagie Ballerouw to declare the sequestered goods confiscated. Souratta under date 12 December 1758 by the envious whisperers who are devoted to the English, of whom there is no shortage in Poena, would unfailingly be decried as a lack of regard for His Highness, and might entail the confiscation of the goods, or at least a slow and defective restitution, without Jan Kraadje Pandet and other well-meaning persons being able or daring to bring in anything against it, the less so because the proposal for an embassy had already previously been made to the Director by the said Governor of Bassijn, who seems to be informed of His Highness's wishes and intentions in that regard; besides and beyond that, the heavy responsibility that one would bring upon oneself in such a case, as the High Government of the Indies could easily attribute the loss of the goods to that negligence, and consequently charge this Directorate with their reimbursement; thus it was approved and understood to conform in this matter to the inclination of the prince, in order to leave nothing untried that might in any way seem to favor the prompt release of the servants and effects, all the more because to 59 599 Souratta under date 12 December 1758 this Ministry no other way has been left than that of negotiation, all further undertakings and acts of force having been expressly forbidden by Their High Nobles in their respected missive of 15 November of the past year. This point having been settled to that extent, the Director submitted for consideration whom one could best employ for this commission, adding that the prince expressly desired a man of standing who has His Honor's confidence and who is agreeable to His Highness, for which reason hardly anyone outside this assembly ought to be chosen, asking whether any of the members present offered himself voluntarily for it, in which case his office, if he had one, would remain reserved for him until his return and during his absence would only be carried out ad interim; but as no one showed much inclination for it, because one could not know whether one would satisfy the last requirement, namely whether he would be to the liking of Souratta under date 12 December 1753 the prince, and also none of the currently sitting members is sufficiently conversant in the native language to negotiate in it by word of mouth, as is primarily required in commissions of that nature, it was finally, upon His Honor's proposal, agreed by vote to appoint junior merchant Hendrik Kronenberg, notwithstanding that he has requested his release to Batavia by petition to the High Government of the Indies, as having not only a complete knowledge of the native language and customs as well as, in particular, of the Poena court, but also having been pointed out by His Highness as if with a finger by the words a person who is agreeable to him, since during his stay in the year 1755 at that court he not only became known to the prince, but also knew how to ingratiate himself both with His Highness and with many of his prominent ministers and courtiers. In order also to give him more status, it was resolved to grant him his seat in the Council again at the next meeting, which, according to the resolution of this assembly of 600 Souratta under date 12 December 1758 5 November of the past year, was only interrupted by the actual function of supercargo on the ship Rhoon, as well as, upon his return, in the Council of Justice, and likewise to accord him from today on the military honor of a merchant, both to animate him better and to provide a recompense for the trouble to be taken and the hardships to be endured by him, and finally, in view of his indisposition, to send along an assistant or third surgeon of his choice; but concerning the travel and other expenses to be incurred during his stay in Poena, it was resolved not to grant him a monthly fixed allowance, but to permit him to enter the necessary expenditures in an itemized account, provided that all possible frugality be observed in that regard, and that he be able to confirm the same under oath. 603 Surat, dated 12 December 1758 The Director undertook to draft, as well as the reply to the prince, it being deemed fit to introduce therein that should it happen that His Highness—who, as well as his ministers on the one hand, appears to be thoroughly persuaded of the advantages and riches which trade affords to a country, and on the other hand has also formed a grand notion of our eagerness to establish a factory in his territory, and whom it therefore seems necessary to convince that we are by no means persuaded that so great a benefit is contained therein for us—might come to speak or make any proposition concerning an establishment in one of his seaports, the envoy in such case shall have to excuse himself from expressing any view thereon and say that he has no instructions whatever in the world regarding that matter.
