851 Surat, dated 12 April 1759 Having deliberated on the contents of the esteemed missive from the High Government of India of 2 August last, together with its annexes, brought in original and duplicate by the ships Gulpenburg and Vrouwe Rebecca Jacoba, and primarily concerning the emoluments due to an Extraordinary Councillor of India, which have been granted by Their High Mightinesses, alongside the standing salary thereto, to the Director from the day on which the news of His Honour's promotion to the aforesaid character arrived in Batavia, being 17 July 1757; and whereas no specific determination has been made in this regard by the High Government of India, it was resolved in that matter, so far as is applicable, to follow that which was provided from Surat, dated 12 April Anno 1739, to the late Councillor Extraordinary of India and Director Pieter De Vos, as the sole precedent found in the records of this office, and accordingly, subject to the favourable approval of Their High Mightinesses, to regulate the emoluments for the present Lord Director as follows: for board money 24 rixdollars or - - - - - - wax candles - - - - And annually: nutmeg... the quantity stated hereafter, or as much less as shall be needed... 18 pounds mace... 5 pounds powder sugar, according to the resolution of 14 March last... 300 pounds firewood - - - - - - - - - - lamp oil... 125 seers cloves... 18 pounds sugar candy... 270 pounds Spanish wine... 300 bottles cinnamon... 18 pounds Rhenish wine... 175 bottles pepper... 60 pounds - ... 14 per month mum - ... 25 rupees at 30½ 853 From Surat, dated 12 April 1759 Japanese soy - - - 1 tub according to the aforesaid resolution for porcelain - - - - 400 guilders mum - - - - - - - - - 2 casks olive oil - - - - - - 45 cans 38¼ 25 Furthermore, for common rice, white wheat, Persian wine, vinegar, ghee, butter, tarragon vinegar, rose water, pinang, hard and cracked almonds, plums, pistachios, long raisins, currants, garden seeds, and other small provisions; item, gifts given to the regents' servants upon the delivery of dishes and fruits, which articles were formerly entered respectively under ordinary rations, account of gifts, and ordinary expenses, the sum fixed in cash by the resolution of 14 March last of 1596: 1: 8. Whereas the merchant Marten Huijsvoorn, in a report of which Their High Mightinesses have transmitted a copy, has stated in his defense from Surat, dated 12 April Anno 1759, that the deficient length and width found in the linens negotiated by him as Chief of the Amed-abaad office and his secunde in the year 1754 originated from the shrinkage of the cloths during bleaching, as they were contracted and accepted upon raw samples sent thither by the Surat ministers of that time; and Their High Mightinesses accordingly, by an extract from the minutes of 17 March last, demand of this administration the reason for that improper practice, observing that when measuring the length and width of raw linens, care ought to be taken that they are taken so much larger that both measurements may still turn out correct after the bleaching has been done; and considering that 855 From Surat, dated 12 April 1759, the goods negotiated in the aforesaid year 1754 at Amed-abaad belonged to the secret purchase with which no one interfered except the late Director, the late Mr. Pecock, and the secunde, the Senior Merchant and Head Administrator Drabbe, it was resolved to have an extract of this delivered to the said secunde, in order to provide a written report thereon. Their High Mightinesses further remarking on the aforesaid occasion that care should have been taken that no greater length and width be entered on the packing slips than the pieces actually contain when bleached or at the time of shipment, it was decided to amplify the instructions of the Bazaar Commissioners accordingly, and to order the Warehouse Master, as co-signatory of the packing slips, from Surat, dated 12 April Anno 1759, to help take care and keep an eye on this so that everything in that regard is properly in order, as well as to instruct the Amed-abaad and Brootchia servants to observe the same regarding the linens gathered or to be gathered there. Regarding the deserted commander of the sloop Weltevreeden, Govert van Welle, and the fugitive Malacca burgher Andries Andriesz, it was resolved, together with a copy of the received extract from the resolutions of the High Government of India of 13 April of this year, to deliver an extract of this into the hands of the Fiscal and to instruct that officer to make discreet inquiries underhand as to whether the said fugitives have been heard of here or at Bombay, so that, if discovered, further action may be taken in conformity with Their High Mightinesses' esteemed requisition

From Souratta under date 12 April 1759. to be able to act. Regarding the renewed placart against the private trade in opium, dated 2 June of last year, and the printed warning for preventing the importation at Batavia of Sourat or other silk garments and linens, it was understood that both should be published on the ships and posted there, as well as at the Company lodge and wharf; also that the passage of the former, whereby all private vessels transporting opium from any place to Batavia or elsewhere, towards and south of Malacca and within the Sunda Strait, as well as to the Company territory or offices on the inner and outer West Coast, are declared confiscable in the first degree, and seizable by everyone, and offenders, above the confiscation of their goods, are threatened with From Souratta under date 12 April Ao 1759. with corporal and capital punishment, shall henceforth, by way of warning, be inserted in the passes of all private ships going to Malacca, or to such places that must pass its straits, and also that this be noted on the back in the indigenous languages. The Noble, Highly Esteemed Gentlemen Masters, having explicitly declared in the introduction of the Homeward Requisition of Surat for the year 1759, dated in Amsterdam on 22 October 1757, that before proceeding to the measures of redress regarding the general decline in the provision of returns experienced in this directorship for some years, they have resolved to await the considerations of the Councillor Extraordinary and present Director Taillefert, and therefore continue to look forward to his report; and his Honour, in order to fulfill the esteemed request of the Gentlemen Masters as promptly and as accurately as possible, having put to paper in a separate missive to the Noble, Highly Esteemed Gentlemen his considerations concerning the cloth procurement, both regarding its decline and the causes from which it successively arose, as well as concerning the measures of redress, communicated the same to the council, which had been convened expressly for that purpose, and summoned the members upon the oath by which they are bound to the Honourable Company that if they or any among them had anything to remark regarding it, or knew anything further to add for greater elucidation, they should communicate it and thus contribute their share both to advancing the interests of our paymasters and perfecting and causing to flourish the cloth trade within this directorship, and to the general welfare of this administration. Whereupon the reading of that missive having been listened to with proper attention, and it being unanimously understood that the propositions contained therein and the conclusions drawn therefrom are accurate and fully applicable to the subject, as well as that the matter was fully elaborated therein, on which account all the members also testified that they fully conformed with the contents, and it was subsequently resolved to make a record of these matters. The 3 pieces of rigging mentioned in the session of the 20th past, which, according to the resolution taken on that day, were put up for public auction yesterday, but could fetch no more than 1 piece for Rupees 110 or 165 guilders, and the 2 others each for Rupees 105 or 157 guilders 10 stuivers, and thus together only Rupees 320 or 480 guilders, having been held back for that price since it amounts to only a little more than half of the prime cost; seeing that the books show that 2 pieces of that rigging, which were received here on the first of December 1751, were charged to this Office at 571 guilders 4 stuivers, and the third, delivered on 26 April 1753, is recorded on the books for 285 guilders 12 stuivers, thus together 856 guilders 16 stuivers; it was resolved, for fear of spoilage, to send the said 3 pieces of rigging to Batavia on the first opportunity, charging the cost, all the more because the same have already lain here in the equipment warehouse for a long time, and such heavy cordage cannot be used by any natives, while on the contrary it will easily find use in Batavia. The Ahmedabad officials having reported in their letter of the first of this month the sale of 6 chests of cloves at 571 guilders 14 stuivers per 100 lb net cash, as well as of the whole parcel of areca nut at 18 guilders 6 stuivers 8 penningen per one hundred lb, after deduction of toll and brokerage, yielding a profit of roughly 33 percent, to be paid after the expiration of 3 months, simultaneously sending the following findings upon weighing out to the merchant: Findings of the Ceylon Areca sold and weighed out today to the Company's business agents Niethalaal and Telliktjent: in 20 bales, which, see findings of the delivered cargo of the vessel, the carrier and extraction received at Broach, with 5850 lb, and upon weighing out to the aforementioned was found to be 5680 lb, less 170 lb, roughly 2 and three-quarters percent. Ruperti Thereafter, the Lord Director made known that the Bazaar Commissioners, having reported verbally that, upon measuring the bajotas pro patria according to samples No. 5 and 7, they had found the same to be partly about one-half gees longer and one-sixteenth broader than they ought to be, and on the other hand again others just as much too short and too narrow, and that His Honour, having understood that there were about as many of each, had ordered them to pack the long and short together mixed, and to note on the packing slips that the pieces are from one-quarter to one-half gees too long and too short, as well as one-sixteenth too broad or narrow; wherewith the members thought fit to agree, partly because the one must be counted From Souratta under date 12th April Anno 1759 to offset the other, and secondly, because the suppliers would not take back the short ones alone without having the longer ones along with them, which also cannot well be demanded of them, and there is no time left to have others made in their stead that keep the correct measure. 49 From Souratta, dated 22 April Anno 1759 Concerning the delivered cargo of the ship Tulpenburg, reading as follows. Findings on the delivered cargo of the Company's ship Tulpenburg, namely: By the merchant and warehouse master Ian Anthonij Sweers de Landas, the merchandise brought from Batavia by this vessel, as appears from the annexed report, was received in the presence of the commissioners and ship officers in the following manner, namely: Deficit per cent 18. — Nutmegs were supposed to have been shipped according to the invoice in 25 chests, which furthermore are each sprinkled with 30 lb cloves: lb 3076. Yet upon opening here, no more nutmegs were found in them than: lb 3048. Deficit: 28 lb, or — 1/8 per cent. Black winnowed Bantam pepper should, according to the invoice, be accounted for in 4 straw bags: lb 200. Yet accounted for here only: lb 190. Deficit: 10 lb, or 5 per cent. Japanese bar copper was laden on this vessel: lb 80000. And delivered here only: lb 78892. Deficit: 1108 lb, or 1 3/8 per cent. Japanese plate copper had to be accounted for here: lb 10000. Yet upon delivery no more was found than: lb 9836. Deficit: 164 lb, or 1 3/4 per cent. Powder sugar was shipped according to what was invoiced at Batavia in 2400 canassers: 896319 lb. Yet the cited canassers here could yield only: lb 860469. Deficit: 35850 lb, or 4 per cent. Candy sugar had to be accounted for, 130 canassers with: lb 18149. The number of canassers was indeed delivered, but in them was found of this sweetness only: lb 46224. Deficit: 1925 lb, or 4.2 per cent. Cochineal was to be brought in 1 barrel: lb 153 1/2. Yet according to the report and the declaration given by the commissioner, there was delivered only: lb 143. Deficit: 10 1/2 lb, or 6 3/4 per cent. From Souratta, dated 12 April Anno 1759 By the Captain-Lieutenant at Sea and Equipment Master Jan Warner Talk, the equipment, artillery, and other goods invoiced per this vessel were all received well and to satisfaction, as appears from a report annexed hereto, except: Deficit per cent Domestic rosin, whereas of this tree sap according to invoice should have been brought: lb 3000. Yet no more accounted for than: lb 2442. Deficit: 558 lb, or 18 1/8 per cent. The bookkeeper and dispenser Anthon Sigfried Jodholt Guze has received the provisions brought from Batavia per this vessel in the following manner, and stored them in the Honorable Company's dispensary in the presence of the commissioners, as: Arrack Api was to be brought in 28 leggers: kannen 10080. Regarding the first point, the signer of this must respectfully report that the first ponnebegesjes of 18 wiesas from Ahmedabad were sent from here via Ceylon on the 4th of January 1755 per the ship Luxenburg, in a quantity of 2000 pieces, which at that time, according to the invoice, cost ƒ1694. 4. 8 per bale of 100 pieces; and with the same vessel on the 23rd of December thereafter, 3500 pieces were again sent via Ceylon and charged at ƒ1682:13 per bale of the same quantity, consequently the first sent were more expensive than the last by ƒ11. 11. 8 per bale; but it is indeed true that on the 5th of April 1754, there were sent from Surat to Batavia with the ships De Drie Papegaaijen and Bloemendaal three hundred pieces of white bleached ponnebegesjes of 16 wiesas, 24 covids long, 1 1/8 wide, at ƒ1053. 15. 8 per bale. This difference is certainly large, but it is also a great difference between linen of 16 or 18 wiesas, since, being of the very same width, the latter contains fully 320 threads or two wiesas more than the former, and consequently must be finer in thread and also denser; it being indeed true that if one calculates solely upon the difference of length and width along with that of the number of threads, those of 18 wiesas pro rata should only have to cost ƒ1367. 18. — but over and above the fact that in a country like Surat, where the linen suppliers need give no other reason than that they cannot or will not deliver the goods cheaper, such a calculation of proportion can be of little use or relevance, because, with all due respect, the question is not whether the suppliers act reasonably or unreasonably in wishing to have a disproportionate price for this or that variety, but whether one can negotiate all the linens to come out equally pro rata or at completely proportionate prices, which is not an expert merchant's calculation, for fine yarn also costs more than coarse, and in a word, so far as I was able to go, the prices were bargained at the lowest.

The procurement of the said linens was carried out upon a secret demand dated Batavia 4 February 1753, which was received here in the following month of December via Bengal, as appears from a letter of 9 April 1754 written by the former director, Mr. Johan De Roth, and the undersigned to the former residents of Ahmedabad, Martin Huijsvoorn and Pieter Ellinkhuijsen. And this at a length of 27 and a width of 1 1/3 ells, namely unbleached, since the doti ponnebegesjes of 18 wiesas are always made to that length and width, and when, after bleaching, they still retain at least the length of 26 and width of 1 7/16 ells, one had no reason to think that they now had to be made so much longer and wider that after bleaching they would retain the length of 27 and width of 1 1/3 ells. But that these cloths were truly found in the Netherlands to be less than 26 ells long and 1 1/16 wide, the undersigned must leave to the account and responsibility of the said factors, who ought not to have accepted any linen that was of such a loose weave that it could shrink further during bleaching, to which one must necessarily attribute this, in case they truly had the required length and width when unbleached, which is very difficult to determine; but in the event of any shortfall in this, such is solely the fault of the second party, Ellinkhuijsen, and the commissioners who remeasured the pieces in his presence. However, regarding their quality, the undersigned can say nothing other than that the pieces inspected from the bales that were opened here were all sound, and also no defect in the packaging was found, it being not customary and impossible to open all the bales that arrive here from the subordinate stations one by one and to inspect the linens piece by piece, so that the poor condition of these cloths cannot be imputed directly or indirectly to the gentlemen directors or to the undersigned. And it was likewise resolved to write off to profit and loss the melted and washed away 865 lb of native resin, together with 173 lb of red lead; in order to proceed with greater certainty in this matter, it was understood, upon the proposal of the lord director, to have the lot stored in the outer warehouse immediately reweighed by two special commissioners, for which purpose the members Falk and Blaauwkamer were appointed, in order subsequently to dispose of the aforementioned deficit according to the state of affairs based on their submitted report. And whereas in the aforementioned annexed indication, and already inserted report by the resolution of the 2nd of this month, it is also stated that 499 gunny bags in which the melted goods had lain are virtually suffocated and can be of no further service, it was thus resolved to authorize the warehouse master to have an equal number of new ones made in their place. The undersigned fiscal, having been ordered by resolution of the 2nd instant to conduct an investigation into the manner in which the sailor Willem Mink—who, on suspicion of desertion, had been sent on the first of this month with the war galivat De Waaksaamheijt under an escort of a corporal and six common soldiers on board the ship De Vrouwe Rebecca Jacoba, and escaped from the said galivat—in order to proceed against those who through neglect of duty or otherwise might be the cause thereof, on the basis of the XXth article of the military articles issued by the High Indian Government on 22nd December anno 1753, exercising his office and duty before the Court of Justice of this factory, has the honor to report that all the soldiers who were stationed on the aforementioned galivat and upon return here were placed under civil arrest by order of Your Honorable Nobilities, have been properly heard and interrogated separately in the presence of Commissioners from the said Court of Justice, as appears from the accompanying seven depositions and three answered interrogatories, whereby it will become evident to Your Honorable Nobilities and Your Honors that on the 2nd instant at 4 o'clock in the morning, when the anchor was being weighed to set sail, and therefore when the crew was at work, the said arrestee seems to have seized that opportunity to go into the water aft by the so-called helm-port, and by swimming to seek his escape, without it appearing anywhere that any occasion was given thereto by any misconduct of the aforementioned soldiers or anyone else, as is established by the aforementioned papers, and specifically by the answers of the corporal Andries Haslach to the 4th, 7th, 8th, 9th, 10th, 14th, 15th, and 16th, and those of the soldier Christiaan Voogt, who had stood sentry, to the 3rd, 4th, and 5th question points presented to them; unless one would maintain that the corporal ought to have requested orders whether they might secure the arrestee on board in the hold, in which case there is nevertheless no reason to suspect that he neglected this deliberately, but rather to believe that it was omitted through ignorance, for which he seems to have been sufficiently punished by an arrest of nearly three weeks; so that the undersigned cannot see that any action lies against him or the other arrestees, who, moreover, upon subsequent examination, due to their obvious innocence, have already been released from their arrest by order of Your Honorable Nobilities. The number of clerks at the secretariat not being sufficient to keep up with the work, it was resolved upon the proposal of the Director, for the alleviation thereof, to instruct the officers of the subordinate factories by circular letter henceforth always and without fail to send hither clearly and neatly written duplicates of their letters, properly provided with margins, by the next following opportunity, and thus without engaging special runners for that purpose unless it is necessary, to serve for Batavia, and to make a beginning therewith from the first of January next. The Brootchia factors having requested by missive of the 19th instant an advance of Ro/a 12000 or f18000.-.- for the procurement, it was decided to remit that sum at once by bill of exchange in order to deprive the broker of any reason for delay, and, sending them a copy of the above-inserted indication and of the report regarding the findings on the piece-goods last brought from there, to communicate the decision made thereon, together with a sharp reprimand concerning the new signs of inattentiveness that are evident in the cloths of the latest consignment. From Surat under date 12 April Anno 1759 considering the restless and enterprising nature of the mentioned Koutenbergh, being exposed to insults and unpleasant encounters, put it to the members for consideration what ought to be done regarding such an obstinate and malicious subject, who, abusing the forbearance of his master and casting his own promises to the wind, indulged in continuous excesses as soon as he had an opportunity to do wrong again, thus accumulating evil upon evil; but that His Honour, being the principally offended and consequently a party in the matter, did not wish to express his opinion, nor be present at the deliberation, in order to leave the members full freedom to make such a decision in this regard as they would deem proper in a case of this nature. The Director having subsequently retired and the members, being abundantly aware of everything, having spoken on this subject, both to deliberate how to act with such an insolent and recalcitrant person, trampling with his feet on all respect and obedience to his master, and consequently the so highly necessary subordination, in contempt of authority, and to express their indignation at the vile ingratitude of which the mentioned Koutenberg has so often made himself guilty in deeds and words, it was, both for all these reasons and because the invoice keeper Van Ebbenhorst declared that, since he had again been appointed to the trade office, he had repeatedly experienced his arrogance, which made him greatly desire that the same might be purged of that troublesome subject, decided by a unanimous vote that the aforesaid assistant Vincent Koutenbergh, as a dangerous and harmful subject, with his wages written off from this day forward, be sent per the ship Tulpenburg to Batavia, at the further disposal of Their Right Honours, and also to send him on board this very day, with orders to the officers to place him under arrest, and to keep him so long as they shall lie in these roads. Which decision having been communicated to the Director by the secretary in the name and on behalf of the assembly, His Honour declared to be satisfied with it, the more so because the aforesaid Koutenbergh is supernumerary here, and his removal in full decency would certainly encourage others to follow in his footsteps. From Souratta under date 12th April Ao 1759. as not demanded by them, they had declared they could not give more; and that His Honour, seeing that they would not come to a higher bid, had found it proper to summon them, in order to repeat the prices offered by them in full Council, and at the same time to make an effort together to negotiate, if possible, something more for the goods. Whereupon it was agreed, in view of the good testimony of his conduct and competence, to promote the petitioner to junior surgeon, but, pursuant to the General Regulation regarding the promotion of servants Tit: VIII: §13, not to grant him more than ƒ20. —. per month, being the lowest salary attached to that post, to serve out for that a new contract of 3 years, both taking effect today.
