From Surat, under Date 27 April Anno 1759 Furthermore, it was approved to mandate the said Skipper Bakker that, in case an action should occur between the Portuguese and the Marathas, and the fighting parties should approach the Company's ships such that these might run into danger from their artillery, then to weigh anchor and go lie out of range as much as possible, in order to remain out of all dispute; except only in case any vessel, especially of the Marathas, should come too close under the cannon of the Company's ships, in which case the officers shall warn the same with a sharp shot across the bow to keep off, and, this not being obeyed, fire upon it, thus to compel it to obedience, without further meddling in the fight. After this, having spoken of the approaching departure of the ship Sulpenburg, it was resolved to dispatch that vessel before the middle of this month, whereupon it is expected that it will be able to be at Galle in timely fashion with the returns for the Fatherland; and for greater security of its unhindered voyage with respect to the Marathas, to have it escorted up to the latitude of Cape Saint John by the Vrouwe Rebecca Jacoba and the snow De Jonge Jacob, in case a noteworthy squadron of their fleets lying in the roads of Bassein or Gheriah should leave the roads shortly beforehand, or at the same time, or within twenty-four hours thereafter; which can be done quite easily because this ship does not yet have any cargo in it and will thereby lose nothing. Subsequently, having deliberated upon the provisional requisition of merchandise to be sent for the year 1759/60, the same, after comparison with the remainders still lying in the trade warehouses, was finally determined in this manner: Motives of the Surat Provisional Requisition for Anno 1759/60. The sale estimated at 30000 lb. in the year, although on average it actually amounts to only 26000 lb., because in a single year that much more is sold, and it is advisable always to have some spices in stock to prevent monopolies, thus in 2 years as above 60000 lb. Pepper, black winnowed Bantam The sale as above calculated for 1 year for the same reasons as with the cubebs, since it is doubted whether, if more arrives, the fixed price can be obtained; it being possible to provide for the household with 5 to 600 lb. 45000 lb. 40000 lb. From Souratta under Date 27 April Anno 1759 Tuesday the 5th of December Anno 1758 forenoon Absent the merchant and fiscalus Denis Kellij, and the captain lieutenant at sea and master of the equipage Jan Warner Falk, being on the wharf, the junior merchant and cashier Rutgerus van Ebbenhorst, on account of indisposition, and the junior merchant Hendrik Kroonenbergh, on commission in Poena. Having been submitted by the director the report required by the resolution of the 2nd of the recently passed month from the master of the equipage to that of the master blacksmith of the equipage at Batavia, Anthonij van der Steen, concerning allegedly wrongly received grapnels with the ships 't Huijs te Boede and Middelburg, reading as follows: Title as before The undersigned master of the equipage having been handed an extract from the resolution of this directorate, item a copy of the report of the master blacksmith of the equipage who in his aforesaid report maintains that grapnels were shipped in error in the ships 't Huijs te Boede and Middelburg instead of in the Honourable Company's ship Buijtenzorg and whereon an accounting is demanded of the undersigned by the aforesaid extract of the resolution, the signer takes the liberty to serve your Right Honourable with the information that said grapnels to his knowledge did not weigh heavier than the indicated weight stated in the invoice, and besides that, such goods are not reweighed by him, as he has no scale etc. to weigh such heavy goods at his warehouses, and thus such goods are always received by him at the written and thereon stated weight. Shortly after the meeting had dispersed, a chobdar or staff-bearer of Mia Atsjent, or of the so-called Nabab Mier Moe Uddienchan, who currently, with the help of Sidij Havis Ehmetchan or the Castle Governor, is waging war against Ali Nawaaschan for the city government, arrived to say that he was sent by his master to inform His Honour that all the foremost merchants of the city, even the European nations, and among them the English, had already sent their courtiers to him, excepting only the director, and that therefore he was expecting that His Honour would likewise do so; but being asked to what end, and being unable or unwilling to say such, whereupon he was answered by the director that he would send his courtier to inquire what the Nabab's desire was; thus His Honour communicated this to the reconvened members, who agreed with the aforesaid answer. Furthermore, having deliberated on the message that it was proper to have delivered to the said Mia Atsjent From Souratta under Date 27 April Anno 1759 in order not to appear to take sides before matters are decided, it was resolved to have the courtier ask him how they may be of service to him, with instructions, if he expresses himself concerning the city governorship or indicates that he, as chief ruler, wishes to be complimented, to declare roundly that, being seated here as merchants, they do not meddle in any disputes between the rulers or concerning the regency, and therefore recognize no city governor other than the one who is currently in possession, but that once he shall have obtained it, His Honour will not fail to be also among the first to recognize him as such and to offer him congratulations therewith. Upon a petition and accompanying oral presentation made by the bookkeeper Fredrik Boogaardt, stating that he had entirely pledged his earned wages for a certain debt at Batavia by notarial contract for the benefit of Maria Geertruijda Ruijsch, widow of the former orphan master Abraham Bogaerdt, in the hope of being able to find a modest subsistence here beyond that, but that this had failed him, and he thereby found that from the board money given by the Company it was impossible to procure the necessary food for his sustenance, let alone board and clothing, wherefore he was compelled to take his refuge in this assembly with the request that he may nevertheless enjoy half of his wages; it being considered that such an engagement is contrary to the regulation according to which the wages of any Company servant can or may never be attached for more than half, and consequently, laboring under an essential defect or nullity in law, cannot stand, or at least not stand further than what the petitioner could have been condemned to pay by a judge in case of a lawsuit; it was therefore approved and agreed to grant the petitioner half his wages henceforth for his sustenance, without prejudice to the aforesaid contract, which is otherwise left to its validity and invalidity. From Surat, dated 27 April Anno 1759. he has not been able to retain enough of it to pay for clothes and other bodily necessities. Subsequently, speaking of the necessity to send the ship de Vrouwe Rebecca Jacoba to Batavia as soon as possible, partly to comply with the honored intention of the High Indian Government regarding the prompt dispatch of ships in general, and secondly to report on matters to their High Excellencies; it was thus resolved to dispatch that vessel before the ultimate of this month, unless in the meantime circumstances arise that make its detention necessary, the more so because, due to the war and its consequences, the progress of gathering the return cargo has been disrupted to such an extent that it cannot yet be foreseen how long it might still take before one could even provide that vessel with any cargo. The Ahmedabad officials, having complied by their letter of the 16th past with the requirement concerning the conduct maintained by the assistant Vermeulen on the occasion of taking inventory of the cash; it was approved to let the matter rest for this time, but to authorize the factor De Bellon that, should the said assistant or anyone else presume to act out of line again to such an extent, he may, without waiting for orders, send him hither to be at the disposal of this administration, which in such a case, for the maintenance of the so highly necessary subordination, will lean toward the severest side. From Surat under date 27 April Anno 1759. the commissioners to instruct them in writing that they must henceforth await the order of this ministry before having the reports sworn, because once the oath has been taken, a contrary disposition could no longer take place. And whereas the Banyan Lalagie Kissourdas, who for reasons mentioned in the resolution of the 2nd of the past month was denied access to the Company lodge, extensively excuses himself in a letter written to the Director and attempts to demonstrate that the hatred of the brokers toward him has no other foundation than that he has more than once appraised the Company merchandises at higher prices than they were willing to give for them, as well as accusing one of having borrowed money in the name of the Company from a certain money-changer, it was accordingly resolved to send a copy of the translation thereof to the aforementioned servants, with the instruction that if his assertions correspond with the truth, they may decide regarding him and the re-granting of access to the lodge as they shall deem useful for the service and the interest of the Company, since on the one hand it is a good thing to keep such people, though somewhat turbulent of temperament, close at hand and to protect them in order to oppose the brokers, who everywhere attempt to set themselves up as tyrants of trade to the considerable detriment of the Company, and on the other hand because the aforesaid accusation of borrowing money in the Company name is a matter of such a nature that an accurate investigation thereof is necessary, and at the same time to order them to do so impartially and to communicate the result at the first opportunity, as well as, without prejudice to the Company, to help the money-changer Coeboer Perboe according to equity to obtain what is his, he having likewise written a letter filled with complaints about the brokers to the Director.
