9 174 From Souratta under date 27 April Ao 1759 it was, after deliberation, in accordance with the general regulation of 15 August 1752, unanimously resolved to validate to the authorities: 16 lb or ¼ per C:to cloves, provided the oath of faithful and good supervision is taken before the council of justice of this office, 50 lb or 1¼ do. nutmegs, 3½ lb or ¾ do. mace on the gross underweight, 19 lb or 4¾ do. cochineal on the net underweight, provided that the commissioners confirm their report judicially by oath, and upon verification amplify it with their verbal report that the chest was made of thin pine wood and without iron bands. Whereupon the valiant captain Pieter De Bakker being called inside, the same took, in compliance with that resolution, the oath of purgation regarding faithful handling and good supervision of and concerning the spices recently brought by the ship de vrouwe Rebecca Jacoba, in the Reformed manner with the raising of the 2 front fingers of his right hand and the clear pronunciation of these words: So truly help me God Almighty. After that, the merchant and warehouse master Joan Anthonij Sweers De Landas, together with the junior merchants and ordinary commissioners at the warehouses, the Honorable Philip Wargaren and Carel Jacob Engelerantsz, as present members of this meeting, having had the contents of their declaration concerning the underweight on the cochineal brought by the aforementioned vessel and mentioned in the extract inserted above clearly read to them word for word, declared that they were ready to confirm the truth and soundness thereof by solemn oath, adding thereto that the chest was made of thin pine wood and without iron bands, subsequently taking the oath immediately, in the Reformed manner with the raising of the two front fingers of their right hands, and the clear pronunciation of these words: So truly help me God Almighty. Furthermore, there being produced by the Honorable Lord President another extract from the resolutions mentioned in the heading of this, reading as follows: Extract from the resolutions taken in the Council of Policy at Souratta on Saturday 23 December Ao 1758. Whereas the said commissioner also, while transmitting an account of the Thanna cash fund, requests permission to draw a small bill of exchange to meet the daily expenses, it was decided to reject this as long as the Rajapore cash fund has not been accounted for satisfactorily. However, the visual gift of 5 silver rupees presented to the Subahdar of Thanna on the feast of Dassara is to be passed. It was also agreed to let Their High Excellencies' judicious remarks concerning the mission sent to Poona by the Danda Rajapore factors Sanderus and Vander Sleijden, of which extensive mention was made in the resolution of this assembly of 2 March Anno 1758, serve strictly as guidance in case it might, contrary to expectation, happen again that subordinate factors should emancipate themselves to such an extent; with the respectful representation that one would by no means have let such conduct pass without correction, much less approved the expenses arising therefrom, had one not taken into consideration, on the one hand, the good intention they had in doing so, namely not to let slip the opportunity of a favorable disposition of the ruler of the Marathas, for the purpose of effecting that which alone was capable of making Danda Rajapore one of the most profitable subordinate trading posts on the west coast of India, in which, to all appearances, they would also have succeeded, were it not that our competitors, taking umbrage at that mission, caused the then dissatisfaction of the ruler Ballagie Ballerouw against them to cease through lavish gifts and large promises, and made the balance tip back to their side; and, on the other hand, that both aforesaid factors are men of very little means, whose salary accounts are also already burdened with some thousands of guilders, and who consequently could not possibly have paid the amount of the specification, even if one had wished to impose it upon them and proceed against them with rigor; as well as that it has appeared from the outcome, in what subsequently happened to the Junior Merchant Sanderus, that if they had sent no one to the court upon the summons of the ruler, and had not in this matter willingly accommodated themselves to the intention of His Highness, he might very easily have caused one of the factors to be brought up by force, as is clearly to be inferred from the forced dispatch of the aforesaid Sanderus to Poona, appearing in detail in the resolution of 28 August last. Concerning the muskets received in the past year by the ship Amerongen in excess of the requisition, which Their High Excellencies order to be sold by auction, it was approved to dispose of them at public vendue on the coming Monday, the 29th of this month, for whatever they may fetch, even if it were below cost, since many of them are old and almost worn out or otherwise damaged, and the intention of the High Government of the Indies seems to be to get rid of them in the best possible manner. At the same time, it was resolved to sell openly on the aforesaid day all the porcelain on hand and likewise brought in the past year by the Amerongen, provided that the same yield in net cash not below the cost price burdened with the amount of the broken pieces. And whereas Their High Excellencies have been pleased to leave it to the choice of this administration to have the toll warehouse on the Meydan repaired or sold, according to what one should find to be most in the interest of the Company; it was thus considered that its situation right opposite the Castle is by no means favorable, and in troubled times, especially when disturbances arise between the city governor and the castle governor, is no less dangerous than that of the inner custom house; and that since the war of the year 1751/1752, when that building also suffered much, as is more fully stated in the report of the members of this assembly regarding the condition of all the Company's own and rented dwellings and buildings here, delivered under date 28 November 1753, the hand has not been kept to it in order to save useless costs, its repair would now run quite high in comparison to the use one can have of it, since already at the time of the Honorable Extraordinary Councillor Schreuder, as appears from Appendix I of the memorandum by his Honor

From Surat under date 27 April Anno 1759 the Zeeleeuw having been completed, the first-mentioned vessel can now easily be spared, accompanied by an added question as to what reason the galvat was then built, or the smalschip the Beschermer was purchased, if there were enough vessels of that nature in the directorship, since the charter of the one or the other would not differ so much that they could not be used on one and the same waterway or for one and the same purpose; it was decided, for the elucidation of this point, most obediently to show to Their High Excellencies that there is a considerable difference between the charters of the said two new vessels and that of the hooker the Jonge Jacob, the smalschip the Beschermer being 56 feet in keel length, 19 in breadth, and 9½ feet in depth below deck, drawing only 6 feet when ballasted, and the galvat the Zeeleeuw being 40 feet in keel length, 13½ in breadth, 6½ in depth of hold, and 23 feet in snout length, drawing 6½ feet when ballasted; whereas, on the contrary, the Jonge Jacob is 93 feet long over stems, 25 wide, 12½ feet in depth of hold, and draws 10 feet when ballasted, so that from this it can easily be gathered that the said hooker is not very suitable to serve in the river, which becomes shallower almost year after year, for which purpose it was also not built, but rather primarily to transport goods by sea to Cutch, Rajapur, and Sind, as well as to convoy the Company's and other loaded vessels thither or elsewhere; but since the aforementioned offices no longer exist, and the trade to Sind has been halted, the hooker consequently, under the present narrow scope of this directorship, cannot be employed at all any longer for the same services, except for convoying to the north or to Broach, and moreover, however capable it is for war expeditions and overseas voyages, it is not as capable as smaller vessels for pursuing pirates, since when they are chased, they usually escape because with their light galvats they can squeeze close to the shore or 1017 From Surat under date 27 April 1759 or into one or another small creek or inlet, where no deep-drawing vessel can follow them or come near to them, it was deemed to be to the Company's best advantage to propose to the High Government in Batavia to use the aforementioned hooker elsewhere where it can be of greater service than here. And no extraordinary shortages having been found therein, except on the Japanese copper in plates and the black benzoin, it was approved to hear the skipper Christiaan Hansz concerning the same; wherefore he was called into the meeting, and the matter being put to him. Concerning the shortage of 4½ or 1/16 percent on the Japanese copper in plates, he gave to know that he could not understand what could have caused this, since he had kept good watch and the number of plates did turn out correct; and Concerning the shortage in weight of 18 1/8 percent or fully 1 7/8 percent on the black benzoin, that he could say nothing about it with complete certainty, but maintained that, since that aromatic ware had been loose, the missing amount could very easily have crumbled off and been lost during handling. The skipper being subsequently dismissed, and proceeding to the disposition of the aforesaid paper, it was understood in accordance with the general regulation on write-offs and entries. Still upholding the Placard of Their High Mightinesses enacted in the year 167[illegible], which one would otherwise have to consider abrogated by the aforesaid new Articles of War as being of so much later date. 39. By which Placard an order has been established regarding the confiscation of accrued monthly wages, stipulating that the same may not occur beyond half thereof. 40. Thus it is that the Prosecutor ratione officii, considering that the summoned persons have again not appeared upon the fourth summons. 41. And today he has obtained against them the fourth default, and for the effect thereof a fourth summons by edict ex superabundanti to see this Intendit verified and to hear sentence pronounced. 1037 From Souratta under date 12 April 1759: 42.
