First, the senior merchant and elected head administrator Hendrik Breton, who arrived from Grissee the day before yesterday, having been sworn in and introduced into this assembly, it is agreed to have the transfer of the Head Administration take place according to previous custom in the presence of the merchant and First Warehouse Master Hemsing and Receiver van Kervel, who are hereby expressly commissioned for this purpose. And it has also been approved to appoint the aforementioned senior merchant Breton as President in the Board of Estate Masters of this city and First Outer Regent of the Proveniershuis in place of the outgoing Head Administrator Godin, who held both those offices. Furthermore, entered into the trade books of this Government for write-off were two grapnels from the pantjallangs De Fortuijn and Vliegende Visch, one of which was lost on 24 April near P.mo Mandalika, or the so-called Duvels klix, due to the breaking of the anchor rope, and the other on Thursday, 14 June Anno 1759, in the morning at 9 o'clock, meeting of the Council of Policy. 9 June of this year due to a similar cause in the roadstead of Rembang, along with 15 fathoms of the rope, according to the attested statements confirmed under oath by the seafarers stationed thereon, without it having been possible, whatever efforts were made, to fish up those grapnels again. Hereafter, it having been made known by the Lord Governor that His Honour, during his walk along the ramparts, having seen several times the poor condition of the two orillons or sea points of this city, as the flank behind the barracks has shifted outward greatly from top to bottom and the flank on the right-hand side of the other point is cracked in three places, six of the old bricked-up embrasures also having been pushed from the inside outward by the earth, as well as twenty-one platforms on the said points having caved in, and the wall and banquette of the point Herstelder along the Kaligawe river, the orillon points, and further along the great river up to the point Lier being very dilapidated, wherefore he submitted for consideration whether one should not have those necessary repairs carried out; and at the same time an estimate having been presented by the Engineer Haak regarding the expenses that this would incur, amounting to the sum of Rds 883: 12: —, it was approved, since the repair is unavoidable, to let it proceed, but first to have everything accurately examined by commissioners from this Council, the junior merchants van Kervel and Adrichem, in the presence of the said Engineer, and to see if the expenses could not be bargained down, which it was understood should be taken from the surplus interest of the Estate Masters, and whatever might be lacking to be supplemented from the Company's treasury or another fund, in order not to exceed the amount stipulated by the Memorandum of Economy concerning extraordinary expenses. Furthermore, it having also been taken into consideration that the drawbridge in front of the Government House has likewise become very weak and dilapidated due to the decay of the posts on which the superstructure rests, and that one fears, not without reason, for accidents that the collapse of that bridge could cause, of which an example from earlier times is already known, it was approved to renew that bridge completely, since the same is unavoidable due to the heavy traffic, but to provide for the Company's account only the necessary timber consisting of 92 beams of 30 feet long and 16 inches thick, and 180 planks of 3 inches thick, and to have the remaining expenses, which according to the calculation of the frequently mentioned Engineer Isaak would amount to Rds 528, furnished by those who keep carriages, each in proportion. And it is also understood that the aforementioned van Kervel and van Adrichem should likewise examine this structure more closely and submit a written report of their findings. In place of the Company's old carriage, of which the wood is almost entirely rotted away and which is useless for any purpose, it was decided to acquire another suitable carriage for the Company's account, and that for a sum of Rds 200, and then to have the old one sold at the first public auction. B, at the same time charging that amount back to this Samarang office by invoice, since he claimed that upon the restitution of those funds in the following month of December, when rds 10,000 were remitted thither from here, it had erroneously been forgotten to write off such sum from the Tagal cash account. had made excessive expenditures beyond what the cash sent from here amounted to, and thus remained in advance, which appears nowhere, so that this wrongly charged invoice could not be accepted, since the aforementioned resident was merely to consider this advance as a temporary loan, and to reimburse himself by withdrawing from the Company's funds, it was therefore that the presenter of this, having not failed to consult the monthly Tagal balance sheet on this matter, discovered the heavy or rather mistaken comprehension of the frequently mentioned resident, since this questionable sum of rds 2200:—:— was refunded again in the month of December 1757, in the manner as appears in the balance sheet of that month annexed hereto under Letter E, and of which the undersigned at the same time had the honor of notifying Your Right Honorable Worship by demonstration, which occasioned the contents of a further letter of the 7th of August last which notified the resident of his error, as evidenced by Letter D; nevertheless the undersigned noticed, not without astonishment, after the departure of merchant Falck to India's capital, that notwithstanding the just-cited notification, before the handover of his residency, he once again subtracted this disputed sum from the actual balance of the cash, and probably by mistake benefited himself twice with these rds 2200:—:—, to be seen further under Letter T, balance note of the ultimate of August also annexed hereto; for having a cash account drawn up by the repatriated resident Falck and having arranged the handover of his cash according to the same, this is also proven by the aforementioned undersigned account handed to the undersigned for examination by the present resident De Man, and submitted herewith for further proof under Exhibit G; wherefore, to redress this confusion, one did not spare the trouble, out of a more than obligatory politeness, to maintain resident Falck by private letter, sending the papers cited in this matter and relative to this affair, Letter H; although the same was, contrary to expectation, of no avail, since resident Falck continued to persist in the opinion that this sum was still due to him, as his reply to the undersigned, to be seen under Letter I, confirms; so that the presenter of this, for all these reasons, thought it advisable and was obliged to delay the further discovery of this difference until not only the Tagal trade books were settled, but also the trade journal of this main office was closed, to then see and perceive how matters stood here, while in the meantime such clerks to whom resident Falck had entrusted the keeping of his books, fully aware and convinced of this error, also informed him of his mistaken concept in their letters exchanged back and forth. Two sleepers, or beams on which the bridge rests, are also partially decayed, as is evident from the struts that support the railing, which have sunken there by fully 1 to 1½ inches. Of the 6 piles that were placed to ward off the currents, so that their force would not crash against the piles of the bridge so violently, one has been washed away entirely, one has been swept onto its side, and the others are already loose, as is evident from their tilted position. Thus, during a bad monsoon and heavy torrents of descending water, the bridge could be in danger if not provided for in time. The crutch and bascule of the bridge still seem to be in a capable condition, but upon dismantling, the same might well be found unfit, and the ironwork might also be warped or half worn out. Wherewith, hoping to have fulfilled your Right Honorable, Highly Esteemed, and Venerable Sirs' highly respected intentions, we take the liberty to sign ourselves with all tokens of respect and true high esteem. While concluding that from the burghers Joel Morel and Lourens Steur 328 Steur, although encumbered with more debts, something might yet be obtained and collected, we have granted a single delay upon their urgent request, and the Chinese sugar miller Lim Liamko, the greatest and principal debtor, having offered to us, under pretext of some, and as it appeared to us, entirely non-reprehensible expressions regarding a large part of the debt itself, with sincere protestations of inability, as having nothing in the world besides a single sugar mill, which of the four remained to him through the reduction of mills on Java, and which is moreover mortgaged above its value, he being in addition burdened with other heavy debts which he likewise gladly wished to settle pro rata, to pay off in sugar a sum of 8000 rixdollars and thereon deliver annually 500 piculs until that sum was paid, on the condition and with the plea that he might then remain exempt from all further demands from this side.
