From Sumatra's West Coast dated 25 June 1760. to bring a people standing on their own to reason and fairness, since the quantity of gold with which they otherwise used to come down to P.lo Chinco to trade from time immemorial would not be to be despised; but having begun to show their discontent by not estranging themselves completely from those places and by wholly denying the superiority of the panglima Zillida over the sapoulo boabandhars, they finally burst out into that rebellion which it would now be a superfluous labor to relate to Your Honor with everything that was written back and forth and executed in this regard, because the resolution of 10 October 1756, 25 May, 21 June, and 26 September 1757, 10 April 1758, 12 March, and 30 June 1759, together with the outgoing and incoming letters of Poulo chinco from that time, will be able to give Your Honor the necessary information thereon at length, for which reason, citing here only the cause of their discontent, one finds it solely in the election of one Bandhara Campeh as king of Canbang, in whose place they had sought to force one Sipakat, under whose instigation one Sipatabo, dato moedo, and Bandhara Jtam, having set themselves up as the ringleaders, one was forced at the session of 21 June 1757, in order to maintain the respect of the Company, to arrest them—while the first one fled—and banish them whithersoever Their High Mightinesses might deem fit, which, however, had no other effect than that they, rearing their horns even more, caused continuous troubles, and even more so upon the appointment of Southan gimba as king of Cambang in place of the mentioned Bandhara Campe, who was demoted on account of bad conduct and debauchery in opium, for which reason, tacking on another course, one thought to bring them to reason by gentle means, all the more because one hoped for this upon the repeated writing of the resident of adjarhadja, Seijfferth, that they promised to be quiet and come down to trade as before, if the banished Ponghuls were restored. But instead of now awaiting their arrival upon the favorable decision taken hereon by Their High Mightinesses, they have begun to break out into public violence by already making preparations at adjarhadja to force the above-cited Sipakat as if by violence into his pretended territory, all of which is what has been deemed useful to state for your information in this regard, 187 From Sumatra's West Coast dated 25 June 1760. The Hormats, or honors of the Natives, being likewise treated extensively in that Memorandum, I shall only add thereunto that the more sparing the Company is in the course of time with the handing out of new ones, the more advantageous it is, and the less one will be troubled with the settling of differences which, though trifling, are sometimes far-reaching, originating solely from jealousy and envy of one against the other; principally the granting of an hormaat, consisting in being permitted to wear a long Sammoreel, to Radja Poetie ponghul in Pauw has caused no small disputes, which hormat should then be without consequence to his descendants, and moreover the movements of those of pauw may well be observed closely, as these peoples have already conspired several times with those of Tigablas cottas. Having thus surrendered the affairs of the natives to Your Honor to the best of my knowledge, I shall conclude the same with my customary frankness, which has always remained with me whenever the interests of my Lords and Masters required it, and which now also permits me to say in general terms with regard to all the contracts that the article containing the surrender of full ownership of their lands, and accordingly making them immediately into subjects from being free-born, not only falls somewhat hard, but also not seldom awakens this or that one from the state of their slumber and causes them to make unfavorable reflections; wherefore, in my opinion, in subsequent contracts they can be bound with the same security and advantages for the Company as allies, without being strictly obliged to surrender them and their lands in ownership, which on the one hand will gradually increase their affection and trust toward the Dutchman.

From Sumatra's West Coast, dated the 25th of June 1760. — From Sumatra's West Coast, dated the 25th of June 1760. increase, and on the other hand relieve the Company of so many adjacent lands, which it cannot protect anyway by rushing to their aid at the slightest cry, to which it is tacitly bound in such contracts as lord of the land. All the more was I confirmed that this will bring the Honorable Company greater convenience and less expense with the same security, as the native would thereby be obliged to settle the disputes they have with their neighbors themselves, whereas now, relying on their protector, they cry fire where sometimes there is no fire yet. The state of the fortifications and buildings attached hereto will clearly show Your Honor how urgently necessary—if they are not to fall into utter ruin—the complete renewal of some and the repair of others has become. With regard to the fortifications, there is not much to praise about them, as the moats are too narrow and shallow, the bastions weak, and the masonry or parapets upon them too low, and the embrasures entirely disproportionate, thus in short words of no other use or defense than against a native who lacks the necessary war gear and the direction thereof. With respect to the buildings, the large residence, or the commandancy, is still in reasonable condition, provided some repairs are made to the ceiling, the arch of the gallery, and the pantry. The roof and ceiling of the first administrator's house need to be renewed, as they are mostly rotted and dangerous in the event of an earthquake; that of the second administrator is passable, but also very defective in roof and ceiling. The so-called fiscal's and secretary's houses, of which the latter is used for the trade office, are in poor condition, damp, and very unhealthy, the walls cracked in several places, causing the roof and ceiling, which are already very bad and decayed in themselves, to suffer even more. The same is true of the small houses opposite them, which serve as kitchens, but can endure no repair at all. The walls of the northwest flank are bowed, cracked, and subsided; the roof, ceiling, and other woodwork of the adjacent small houses, among which are the pay office and assay shop, are in a deplorable state, just as the assistants' quarters on the other flank are becoming entirely uninhabitable due to their condition, also in roof and ceiling. The same applies to the two guardhouses and the gunner's quarters, of which the ceiling beams, except for a few eaten through by white ants, are still reasonable; the walls of this flank are 191 From Sumatra's West Coast, dated the 25th of June 1760. — From Sumatra's West Coast, dated the 25th of June 1760. — also sunken considerably in the middle. The floors of the guardhouse under the gate are very bad, as are those of all the mentioned buildings, and the roof is such that hardly any mason dares trust himself upon it anymore. The textile warehouse, aside from needing to be provided with a few new ceiling beams, is still in a reasonable condition, as are the secretariat, provision, and rice magazines. However, the nail, artillery, equipment, and salt warehouses long all the more for a good repair, as the roofs are bad, the ceilings rotted, and the walls cracked in several places. Above all, the powder magazine requires the most attention, as it is without a vault, dilapidated, the wall at the corner cracked, damp, and unfit to preserve the gunpowder properly. Outside the fort, the Company's prison house is the only well-conditioned building that requires little or no repair, but repair is urgently needed for the smith's and carpenter's shops, along with both their houses, of which the woodwork, except for a few ceiling beams, is for the most part decayed, as well as the hospital, with respect to whose bad condition in detail I refer to what the commissioners say about it in their report annexed hereto. Meanwhile, with regard to the equipment wharf, where the dwelling house is passable but the shed is very bad, new pilings must necessarily be laid at the pier, the slipway, three capstans, and the crane that fell over long ago renewed, the crane at the pier in front of the fort being likewise unfit for use. Before I leave the article of the buildings inside the fort, Your Honor must also be pointed to one of the greatest inconveniences within the same, namely the poor condition of the sewers, almost all of which need to be dredged and renewed, as several, especially the one by the west bastion that has collapsed, are clogged and unusable, whereby not only during heavy rain, which falls frequently here, all the surrounding streets or houses are flooded with water, but it also causes a stench that makes the houses very unhealthy for the occupants. However much I would have wished to have been in a position to deliver all this to Your Honor in a better condition, I was nevertheless obliged to add this melancholy demonstration, following the principal rule of such a document, which requires not so much an elegant style or wealth of words as an accurate report.

From Sumatra's West Coast, dated 21 June 1760. — demands, as well as a pure sincerity in the transaction and surrender of affairs, the more I have expatiated on this matter, for reasons that Your Honour, being able urgently to bring one thing and another to the attention of Their High Noble Honours, the same will finally see the great necessity, for the restoration of all these, not only to grant authorization, which has already been lying here from earlier years, but also to send the necessary timbers, materials, and craftsmen, in order to enable Your Honour to prevent the decay that is increasing rapidly, which was not allowed to happen to us, as that lack of everything necessary not only presented a sad spectacle regarding the buildings, but also especially regarding the vessels assigned to and present at this station. Of these, the sloops Meeuw and Goudvink, on account of their poor condition, have already several times been reported by the equipment overseer and others expressly commissioned for their inspection as completely unfit to put to sea without further major repairs, as is distinctly recorded in the session of 23 April and 9 May; they are currently at work on the Goudvink, which with much effort will perhaps still be brought so far that, provided she carries no cargo, she will be able to undertake the voyage to Batavia in order to be repaired further there; but the Meeuw is so bad and eaten through by worms, as are also the rigging and sails, entirely unserviceable; she is completely unable to put to sea, unless the required repairs are expended upon her; thus is it also situated with the Tanjongpour and the Kroonvogel, whose hull of Malay wood urgently needs to be provided with fishplates and the rigging renewed, and these two vessels can only barely, with continual caulking and stopping of leaks, still be used for discharging and loading the ships, and for fetching firewood, coals, and other supplies from Wood Bay. Which we humbly request may be formally redressed at Batavia and then returned to us as soon as possible. Regarding the Company's interests, we have nothing to report, for from Bancahoulou, Nattal, or Baros we have received no further news. And trade is not yet truly getting underway, although the merchants are already beginning to arrive. But among the council members, a dispute over rank has arisen, of which we cannot omit to give Your High Nobilities the requisite notice. The junior merchant van Seijfferth, having been sent here in the year 1756 as resident of Adjerhadja and council member of the political council, claimed precedence in rank by virtue of his residentship over the then fiscal and second administrator. These being senior council members appealed to Your High Nobilities' resolution of the 12th of July 1740 taken during the committee on Bengal, and believed on that account that the higher rank was due to them. And this dispute was indeed decided by Your High Nobilities in favor of the latter, such that Your High Nobilities, by honored letter of the 14th of July 1750, declared that the then second administrator and fiscal should retain their rank. However, the present fiscal and second administrator now believed, on the basis of this answer, that the higher rank was likewise due to them above him, even though they are junior council members. The resident van Seijfferth, currently present here, contends to the contrary that according to Your High Nobilities' resolution of the year 1740 and the further decision of the year 1750, as the most senior junior merchant and council member of this assembly, he ought to have rank not only above them, but even above the chief of poulou Chinco. And he having requested our verdict in that regard, we did not hesitate in our meeting on the 15th instant to assign him rank above the fiscal and second administrator, since Your High Nobilities' resolution of the year 1740 dictates all too clearly that the senior member of that...

As to whether it might sometimes please Your High Excellencies to grant the head of Poulou Chinco permanently the rank next to the first administrator, in consideration of the fact that previously a merchant was always stationed at that trading post and Adjerhadja was even subordinate to it. But if we might take the liberty to add our humble opinion here, we would like to request Your High Excellencies to make no distinction in that regard, but always to let the senior member in the assembly also retain the rank. For Nojerhadja has for some time increased to such an extent that it might well happen that before long it will be of greater importance than Poulou Chinco and on that account also sought after more and sooner by the senior members than that. And if the rank were then tied to the trading post or the office, that would only give rise to new disputes again, or at least to mutual dissatisfaction, whereas on the contrary, if Your High Excellencies' resolution of the year 1740 stands as a permanent law, all disputes regarding this will be and remain cleared away for ever. The former English resident of Natter, Mr. Richard Wijalt, being encumbered with wife and children, and for that reason not having dared to undertake the voyage to Cormandel with the other English prisoners of war in a small native vessel, now also departs over, and we hope that Your High Excellencies will be pleased to approve this disposition of ours, because his prolonged stay here is only detrimental to the Company's interests and we see no chance of getting rid of him in any other way; nevertheless, it took quite some effort to persuade him to depart, for just as we supposed the day before yesterday that he would go on board, he came to the Commander From Sumatra's West Coast, the 6 Sept 1760 From Sumatra's West Coast, the 16 September 1761. and declared that he would not depart with this vessel, partly because it was so leaky that he could not risk the lives of his wife and children on it. Honorable, Venerable Lord & Gentlemen, Respectfully shows Jan Anthonij Thierens, junior merchant and fiscal of this Commandery, in the name and on behalf of Their High Excellencies the Supreme Indian Government at Batavia and the Honorable Council of Policy. How the quartermaster Jan Kaiser of Rostock, in the year 1757, aboard the sloop De Meeuw, [illegible], on the 18th of January, in a murderous manner, struck his mate and commander Albertus Bosch of Amsterdam with a musket ball while the same was sleeping in his bunk, so that death followed thereupon; whereupon, the same being confined in irons, managed to rid himself thereof on the 23rd of January past through the help of the deceased native sailor Matthijs Bastensz, and subsequently escaped justice, according to all probability or rumor presently residing at Tappianoli, and notwithstanding the reclamation made by the Council of Policy conform to the herewith submitted copies of letters dated 15th May and 20th ditto 1758 to the English ministers at Bencoolen and [illegible], has to this date not yet come forward. Further, how Fredrik Ernst Wiest of Leipzig, stationed at the post Ayerbangis as corporal, as appears from the submitted extract letter under date of 4th October 1758, absented himself between the 1st and 2nd of the same month with a rowing prahu, having taken along one Company's slave, 2 pieces of muskets, and a filled cartridge pouch, probably to Natal; as also Pieter Heuvel of Arnhem and Jan Fredrik Reijkman of Nagelberg, both as sailors aboard the sloop De Goudvink, then lying anchored at the roadstead of Baros, likewise absented themselves on the 16th of November of the past year with the prahu belonging to that vessel, taking with them a copper cooking pan, and according to all thoughts have retreated to Tappianoli. Finally, how Casper Bieseman of Borculo and Jan Jonas Groot of Rostock, as sailors aboard the sloop De Meeuw, which was lying here in the river, deserted from their appointed vessel on the 7th of April of this year during the night around 12 o'clock, and having made themselves master of Company's goods consisting of one piece of musket, one piece of pistol, also very apparently the female slaves Malatti and Sigoula, the first belonging to the equipment overseer Gerrit Coerte, and the latter to the quartermaster Jan Barends, as they went missing at the same time, as appears from the attestations of the 9th and 10th following thereupon. The Council, decreeing, condemns all the defendants and defaulters, upon apprehension, whether here or elsewhere under the jurisdiction of the General Chartered United East India Company, to be brought to the place where criminal sentences are customarily executed, and having been delivered over to the executioner, the first-mentioned Jan Kuiser shall be bound backwards onto a cross, his right hand pinched off with glowing tongs, broken from below without the stroke of grace, and his dead body, having been transported to the outer place of execution, to be hanged here on a gallows or tree as prey for the air and birds, while in the meantime his name shall be nailed to the cross here at the ordinary place of justice as a memorial, with forfeiture of all his goods and wages for the benefit of the Company. Furthermore, the corporal Fredrik Ernst Wiest and both sailors Casper Bieseman and Jan Jonas Groot shall be severely flogged and, having been riveted into chains, to labor therein for the term of fifteen consecutive years at public works without pay. Article 2. Even as on the night of the 7th of April, Casper Bieseman and Jan Jonas Groot also deserted from the Goudvink lying here in the river, taking with them Company firearms, a flintlock musket, and a pair of pistols, according to the deposition Letter F. Article 3. While still under Letters H and I, under a not entirely groundless presumption, they are brought under suspicion of having transported two female slaves belonging to the company-master Gerrit Coerte, named Malatie and the other named Sigoula, to the quartermaster Jan Berendsz, Article 4. Although in this matter nothing positive can be produced against them, as the witnesses only declare that the said two slaves had deserted at the very same time when the sailors Bieseman and Groot fled. Whereas it has clearly appeared to the Honorable Council of Justice of this Coast, through abundant evidence fully satisfying the law, that Pieter Seurel of Arentheijm and Jan Fredrik Reykman of Saogelberg, both sailors in the service of the Honorable Company and as such having been stationed on this Coast, have, without regard or hesitation, abandoned their assigned vessel in a faithless and villainous manner, and betaken themselves to one of the English factories situated close to this Coast, and also robbed their paying masters; that the defendants, to that end, on the night of the 16th of November of the past year, while the chaloup De Goudvink lay anchored in the roadstead of Baros, absconded from that, their assigned vessel, with the proas serving that vessel, also taking along the Company's cooperage tools from that which was entrusted to them; whereby the said defendants and defaulters have made themselves guilty of capital crimes that are of very evil and dangerous consequences, and must furthermore, according to the written laws and statutes, be punished most rigorously, and therefore in a land where good policing and justice are maintained, must not be tolerated, but on the contrary must be punished as an example and deterrent to others; so it is that the aforementioned Court, having seen and heard the written criminal demand and conclusion made and taken by the under-merchant and fiscal, the Honorable Master Jan Anthonij Tierens, upon and against the defendants and defaulters named in the header, having further reviewed the documents and evidence serving thereto, and having considered everything that was to be considered in this matter; administering justice in the name and on behalf of their High Mightinesses, the Lords States General of the United Netherlands, condemns the said defendants and defaulters, Pieter Sieuvel of Arnhem and Jan Fredrik Reijkman of Haegelborg, in the event of their apprehension, whether here or elsewhere under the jurisdiction of the General Dutch Chartered East India Company, to be severely flogged before the prison gate, with condemnation of six months' wages pro fisco, as well as in the costs and charges of justice. 13. From Souratta under date the 17th of December 1759. which we necessarily ought to discuss on this occasion. The first undersigned having received a report on the 4th of June that 3 of the Company's soldiers who had deserted from our garrison to the English in the preceding month, named Christiaan Witter, Jacobus van Aarden, and Johan Hendrik Techt, had had the audacity and recklessness to come in their undergarments, namely without uniform, into a tavern close to the North post gate of the Company's shipyard, where the common military men and sailors are accustomed to come and drink a dram of arrack, not without suspicion of having been sent there, or at least of having appeared there to attempt to recruit others of our men or entice them to desertion, he immediately had the same sought out by a detachment of soldiers and brought in secure custody onto our territory to be tried before the Council of Justice. Upon which the English Chief, Mr. Spencer, the following day sent the Commander of the Bombay Marines, Captain Watson, to the Director to inquire whether the apprehending of these three men had taken place by his order, expressing his apprehension that consequences would result therefrom that would be extremely disagreeable to the chiefs of both these nations. Whereupon his Honor the Director related the case just as it is described here before, adding in substance that he had such a clear conception and was so completely assured that his duty, along with the honor of his nation and Company, demanded of him absolutely not to suffer that those who had abandoned their service in a faithless and perjured manner should come to defy him as if to his face and thereby encourage others to follow in their footsteps; which latter, to all appearance, had been the objective for which they had chosen precisely a tavern outside the city, situated so close to our shipyard and kept by a native living under the Company's protection; that he could not let himself be intimidated by an apprehension that others might think differently about it and act accordingly, along with the consequences that might arise therefrom, which would only be imputed to those who, by an obstinate refusal to conclude a cartel for the restitution of mutual deserters, kept a door open to disputes and dissensions in the hope of ultimately finding their account therein; wherewith the matter rested at the time.
