15 From Surat, dated 17 December 1759. English soldiers and to Governor of the Armada. Ministry in Bombay, protest against their conduct, and consequence thereof. Which is everything that public enemies could do in a neutral place, and which therefore obliged us, because of these and our further grievances, to protest against the Chief and the Council by letter of the 7th of the same month. This had the effect that the same has not occurred since, although for the sake of peace concerning the point in question we had to yield so far as to promise them not to cause any more of our deserters to be seized whom we know have already actually entered their service, provided they stay off the Company's territory, in so far and for as long as they act in the same manner regarding their defectors who have entered our service, according to their explicit promise. Fighting between a party of Dutch sailors, English soldiers supported by a large number of native sepoys, and eight of our European seafarers, to the detriment of the former. The English Company appointed by the Mogol as Governor of the Castle and Admiral of the Armada. Adding further with relation to the English that they sent in authentic copy the translations of the firmans and sanads obtained by them from the Delhi Court, whereby the English Company is confirmed as Governor of the Castle and Admiral of the Surat Armada, and is moreover granted, in the last-mentioned capacity and for the maintenance of the fleet, two hundred thousand rupees annually from the city revenues.

17. From Souratta under date 17 December 1759: From Souratta under date 17 October 1759. Raised to a Government. This ministry not properly endowed with the alongside-standing. Mr. William Andrew Price, having last been Chief at Bankot, the first-named alongside the Council not only gave us notice thereof on the day of his departure, or the 5th of this month, by a small letter dated the day before, but also informed that it had pleased their Bombay superiors to erect their trading post in Souratta into a Government under the title of Chief for the affairs of the British Nation, as well as Governor of the Mogol's Castle and Fleet, alongside the Council at Souratta, with which we could not bypass congratulating their Honors and the Chief, titling Mr. Price at the head of our letter as the Honourable, or Noble Sir, just as the Governor of Calcutta and our Director in Bengal have always mutually addressed each other during the presence of the first-undersigned and long before, with the addition of the quality of Chief for the affairs of the British Nation alongside the Council, representing the English Company, Governor of the Mogol's Castle and Fleet at Souratta, for reasons in the text, since the firman does not read for the person who is placed at the head of affairs at Souratta on behalf of the English Company, but for the Company itself, from which it then follows that the English Chief is not the actual Governor but at highest only a Naib or deputy, unless one might well consider the Governor of Bombay as the actual Naib and him only as his representative or Vice-deputy. At the same time, without giving reasons for this deviation from their instructions, their Honors are endowed, and at the same time reminding or rather recalling the promotion of the first-undersigned to his present rank, of which they had hitherto pretended to be ignorant, indicating that the same was more eminent among us than that of Governor, wherewith they indeed likewise complimented him, yet nevertheless continued, but such having been answered to the English, to give him no higher Title than that of Worshipful, or Honorable, as the Bombay Ministry and they have always affected to call the Dutch Director, because their Chief here is entitled to no higher style of address, or at least was previously entitled, and they absolutely did not want to agree that an English Chief was inferior in rank, which Title of Worshipful we, judging it wholly unsuitable for the Company's interests nor for the honor of the Nation to allow ourselves to be treated as inferiors, nor being able to bring ourselves to dispute over such punctilios, have also used again in our answer to the last-mentioned letter without making any remarks thereon. After having heard almost nothing of any ships of the French gentlemen here or hereabouts for a considerable time, and so little was even spoken of it as if they had none left at sea, there arrived in the roads of Mascat the French warship Le Conde of 74 and a frigate of 24 guns. Finding there the ship Fatte salam destined for Mocha, formerly called The Marij when it belonged to the English, now belonging to the Turkish merchant Sale Tjieliebie and some other native merchants of Surat, and whose cargo was estimated at around 600000 Rupees, they seized it and took the same with them to the Persian Gulf, where it was fruitlessly reclaimed by the Nakhoda upon presenting his French pass, which had been on land when that vessel was taken, under the pretext that its restitution was a matter not within the power of the commanders, but had to be solicited at Pondicherry. The Fiscal, regarding the prisoner Christiaan Witter, having found it objectionable to the Council of Justice, having been placed in the hands of Justice in order to proceed against the same according to the requirements and findings of the case, the Fiscal of this Directorate, David Kellij, after the documents to the charge of the prisoners were obtained and put in forma probanti, and the same were heard on interrogatories, has served with a Declaratory statement with regard to Jacobus van Aarden and Johan Hend[illegible]k Rat[illegible] off[illegible], wherein he declared that he could institute no action against them on account of their desertion, since it was very probable that they were made drunk by the English crimps and thus brought by force to the Castle and compelled to let themselves be enrolled, and therefore submitted to the Judge's consideration whether it would not be best to release them from their custody, provided they pay the ordinary capture reward and the costs of the trial, yet under solemn promise by handshake to present their persons again in Juditio at all times when summoned, sub poena confessi et convicti; and at the same time against the prisoner Christiaan Witter, who had not shrunk from going to the Castle contrary to the aforementioned prohibition, so recently renewed and amplified, and thus willfully exposing himself to the danger of being detained there and compelled to take up service, served with a Demand in scriptis, and at the end thereof concluded that the same should be condemned to be severely flogged with boots or whipped on his bare back by the Servants of Justice in the presence of the entire Garrison, and furthermore not to be taken again into the Militia or in the Company's service at a higher wage than nine Guilders per month, furthermore to be secured with one leg in the stocks until there should be an opportunity for his dispatch to Batavia, and further condemnation as well in the customary capture reward of runaway deserters as in the costs of the trial, with the addition of the salutary clause; whereupon the Council of Justice, by operative part of the sentence of the 18th of June last, fully conformed with the Declaratory statement of the Fiscal with regard to the first two prisoners, furthermore having condemned the said Christiaan Witter to run the gauntlet through the entire Garrison six times up and six times down, furthermore to be secured as above, with the forfeiture of his earned wages until there should be an occasion for his dispatch, and furthermore also condemned him in the capture reward and the costs, with denial of the further or additional claims demanded, the Lord Director has, upon attentive review of the trials, found it objectionable to approve the aforesaid sentence and disposition as it stood, as well as the reasons thereof, and his further

From Souratta under date the 7th of October 1759. having been placed in the hands of justice to proceed against them as required and determined by the circumstances of the case, the fiscal of this directorship David Kellij, after the documents against the prisoners had been gathered in legal form and they had been heard on interrogatories, with respect to Jacobus van Aarden and Johan Hendrik Secht, Rat: off:, served a declaration whereby he declared that he could not institute any action against them on account of their desertion, since it was very probable that they had been made drunk by the English crimps and thus taken by force to the Castle and compelled to enlist, and therefore submitted to the judge whether it might not be best to release them from their custody, provided they pay the ordinary capture reward and the costs of the trial, under promise nonetheless by solemn handshake that, if summoned, they would at all times present their persons in court again, under penalty of confession and conviction, and at the same time against the prisoner Christiaan Witter, who had not hesitated, contrary to the said recently renewed and reinforced prohibition, to go to the Castle and thus willfully expose himself to the danger of being detained there and compelled to take up service, served a demand in writing, and at the end of it concluded that the same should be condemned, in the presence of the whole garrison, to be severely whipped or flogged on his bare back by the officers of justice, and further not to be accepted again into the militia or at a higher wage than nine guilders per month in the Company's service, as well as to be secured with one leg in the stocks until there should be an opportunity for his transport to Batavia, and further condemnation both in the usual capture reward for runaways and in the costs of the trial, with addition of the salutary clause; whereupon the Council of Justice, by order of the 18th of June last, completely conformed to the declaration of the fiscal with regard to the first two prisoners, and also condemned the said Christiaan Witter to run the gauntlet through the whole garrison six times up and six times down, as well as to be secured as above, with suspension of his earned wages until there should be an opportunity for his transport, and further also sentenced him to the capture reward and the costs, denying the remainder or more of what was demanded; the Director, upon careful review of the trials, found it objectionable to approve the aforesaid sentence and order as it stood, as well as the reasons thereof, and his further

The Fiscal in respect of the prisoner Christiaan Witter having felt aggrieved, the Court of Justice having been placed in hands of the Justice to proceed against them as the requirement and finding of the matter demanded, the Fiscal of this Directorate, David Kellij, after the documents against the prisoners had been collected and put into legal form and they had been heard on interrogatories, submitted a declaration in respect of Jacobus van Aarden and Johan Hendk Rat: off:, whereby he declared that he could not institute any action against them regarding their desertion, since it was very probable that they were made drunk by the English crimps and thus brought by force to the Castle, and were compelled to let themselves be enrolled, and therefore left it to the Judge's consideration whether it would not be best to release those people from their detention, provided they pay the ordinary capture reward and the costs of the trial, under promise nevertheless by handshake to present their persons again in court at all times if summoned, on pain of being held confessi et convicti; and at the same time against the prisoner Christiaan Witter, who had not hesitated, contrary to the aforementioned ban, so recently renewed and published, to go to the Castle and thus willfully expose himself to the danger of being detained there and compelled to take service, submitted a demand in writing, and at the end of it concluded that the same should be condemned to be severely flogged on the bare back by the officers of justice in the presence of the entire garrison, and furthermore not be taken back into the militia or employed in the Company's service at a higher wage than nine guilders per month, as well as being secured with one leg in the stocks until there should be an opportunity for his dispatch to Batavia, and further condemnation both in the customary capture reward for runaways and in the costs of the trial, with the addition of the salutary clause; whereupon the Court of Justice, by operative part of 18 June last, fully conformed with the declaration of the Fiscal in regard to the first two prisoners, as well as having condemned the mentioned Christiaan Witter to run the gauntlet through the entire garrison six times up and six times down, as well as being secured as above, with suspension of his earned wages until there should be an opportunity for his dispatch, and furthermore also condemned him in the capture reward and the costs, denying the further or more of what was demanded, the Director, upon careful review of the trial proceedings, felt aggrieved to approve the aforementioned sentence and ruling as it stood, as well as the reasons thereof, and his further

The wages of the aforesaid 3 deserters resumed. further considerations concerning this matter and the accessories thereof, communicated to the two members of the Council of Policy having no seat in the Council of Justice, the Equipment Master Falk and Secretary Rupertij, and demanded their advice in scriptis, among other things whether he might permit the Judicial Council, while providing them with his disapproving remarks for their future guidance, and as far as necessary authorize them nevertheless to proceed with the execution etc., and after the same was received, and thereby a conclusion was reached in favor of the affirmative of this proposition, he, acting in that delicate matter to the best of his knowledge, without prejudice to his aforesaid remarks, which he still believes to be fundamental, granted permission to let the execution take effect, as can be seen in more detail in his written document and the mentioned advice under letter E: E: added to the trial records, to which he requests permission to refer in order to avoid too diffuse a prolixity, it having been further resolved on the 26th of June in the Council of Policy to let the pay of the said van Aarden and Techt run again at the earliest opportunity, and that of the said Witter on the day he should receive his warrant on a ship, and furthermore these 3 persons have been placed on the bearer of this document. And whereas the rumors which had been heard repeatedly that several of the missing soldiers from our garrison, regarding whom not the slightest indications of a premeditated desertion had been found, were abducted by force by the English recruiters or crimps, or were induced by cunning to leave the Company's service, were not only confirmed by a sworn judicial declaration residing in the aforesaid trial records from Corporal Iohan Michiel Votenhouwer of what happened to him personally, but also by a secretarial declaration under presentation of oath from the soldier Iohan Christiaan Rigter in relation to a soldier found absent named Jean Pierre Du Bois, and a third attestation from the soldier Anthon Benedictus Wasserman, who, having been dragged with force to the Castle by the English along with one Casper Ferenholtz, took service with them with an outward appearance of willingness, but immediately returned to us with the bounty money he had received, all three of which have been incorporated into our resolutions of the 26th and 29th of June, we have on that day resolved not to regard the said Jean Pierre du Bois and Caspar Berenholtz as deserters if they return within the year, but to let their ordinary wages run again, the more so because it seemed that a deliberate attempt was made to trap the said du Bois in order to take revenge because some weeks ago, having had a dispute with 3 or 4 English crimps who wanted to persuade him to go along, he had thoroughly thrashed them with a piece of firewood and forced them to take flight into the inner city. 25. Some remarks Also, considering that by virtue of the aforesaid one could no longer doubt that among the absentees who are recorded as deserters, there were several who had not willingly entered English service, but having no witnesses or proofs thereof, did not dare to return out of fear of punishment, we have at the same time decided to authorize the Judicial Council, until Your High Noblenesses' further orders, in concluding the trials of deserters, to hold the exception of duress and force as proven when alleged, whenever the prisoner, as far as appears or can be ascertained, took the first opportunity or attempted to take the first opportunity to return, or has not been missing for so long a time that one can conclude he had the opportunity to do so but willfully neglected it, as is imputed to the said Jean Pierre du Bois, who has not returned to this day, whereas the other, as soon as he heard this, sought and found an opportunity to go back to the Company's Lodge, and has therefore profited from the aforesaid resolution taken with respect to both of them. The soldier Gerrit Cappenhaagen, a prisoner of the Lord for attempted desertion, having been condemned by the Judge by sentence of the 7th of August last to run the gauntlet through the garrison for three consecutive days, each time three times up and three times down, and further to be banished for the term of 5 years to the island of Eijdam, there to labor in the ropewalk for food and clothing with the pleasure of Your High Noblenesses for that duration, and to that end to be sent to Batavia in safe custody at the first opportunity, with a declaration of not having earned any wages since the day of his detention, with further condemnation in the costs and expenses of justice, that sentence has been approved by the Director, with remarks on some informalities which in his view had crept into the trial, though causing no alteration to the matter, and the execution of the first part of his condemnation has duly taken effect; that delinquent is also being sent over on this occasion. Approved the sentence pronounced by the Court of Justice under date of 21 August last against Castano Rosarro of Bombaij, soldier, and 31 other Company servants who deserted between the end of April 1758 and the end of April of this year, in which all of these same persons were sentenced in contumaciam to perpetual banishment from the Company's jurisdiction, under penalty of being punished with the rope until death ensues if caught therein at any time. The ruling of the said Court rendered on 4 September following, upon a submitted declaration of the Fiscal, Officer of the Court, whereby the soldier James Jiftens, of Bernen, alias Ian Jafgens of Willemstad, held prisoner for desertion and intention to entice others thereto, was likewise released from custody under solemn promise by handshake to appear again at all times sub poena confessi et convicti, provided he pays the costs; which scoundrel escaped his well-deserved punishment only through lack of irreproachable evidence, having actually deserted some time afterwards. And the sentence pronounced on 6 October by the said Court of Justice against Henrij Selbij of Ipson, who was stationed as a soldier in our garrison, for desertion and attempting the same a second time, whereby the Fiscal's demand was granted and he was accordingly condemned to be punished with the rope until death ensues, etc.; which judgment, however, remained unexecuted, since he found an opportunity, on the night between 28 and 29 October, after sentence of death had already been pronounced upon him, to escape from the Fiscal's wooden block or lock-up, which must currently be used as a prison because the Director, along with the garrison and the native soldiers, is staying at the wharf, without it having been possible to discover in the inquiry made into the circumstances of that affair that anyone made himself guilty of neglect of duty, as appears from the report of the said Officer, along with the collected declarations inserted in our resolution of 12 November last, when it was decided to let the matter rest, though solely for security's sake to discharge one of the Fiscal's peons, who having stood guard over the prisoner had immediately disappeared out of well-founded or unfounded fear, and not to allow him back into service; the aforesaid legal proceedings otherwise accompanying this in original among the annexes. The condition of the gunpowder brought for this Directorate by the vessel Hof d'Uno, according to the report of commissioners who inspected it in the presence of the Fiscal of this Directorate, being found to be 24 barrels damp, and of the 60 barrels sent with the Waaksaamheijd, 23 caked and damp, and 37 wet, spoiled, and unusable, we have shown the same to a native powder maker, who indeed offered to restore the damp powder, provided that he might suffice with accounting for only 30 lb. for every 40 lb., and the wet, provided delivering only half or 20 lb. for the 40 lb., and that in addition 2½ Rupees should be paid to him for each Maon, but moreover still wished to stipulate that a suitable place on the Company's wharf should be provided for him, where the same could be done without it being seen by natives, in order not to become subject to any cavils from the Moorish Regents; wherefore, and because such could just as little be done on the wharf or anywhere else without danger, as any chance was seen to obtain permission to have the same remade there or elsewhere, one had to resolve to have the caked and damp quantity dried in the sun here as best as possible, and to have the wet powder discarded by commissioners in the presence of the Fiscal and the skippers, together with sending the first-mentioned lot back to Batavia without charge along with the empty barrels of the other, and to have the costs written off to Profit and Loss subject to Your High Nobilities' approval, as having been caused by leakage of the ships through no one's fault, according to two attestations given under offer of oath by the ship's officers, accompanying this as well as the three reports received regarding this, as well as a copy of a report by naval and maritime experts regarding the inspection of the bearer of this, which we have resolved to have repaired and provisioned as far as the same can be done here according to the indications of that document, as has subsequently taken place; there having moreover been made to that vessel, upon a request submitted by the skipper, inserted in our Resolution of the 2nd of the past month annexed hereto in extract, the necessary provisions, and among them: 1 heavy rope to be used in the roads, and 1 old boat from the ship Bloemendaal, wrecked in the year 1755, provided with the necessary sail and rigging, in place of the one that sailed away astern in the Sunda Strait, according to the declaration also entered in that resolution.

The orders concerning the transmission of the original trial documents have here, as far as we know, always been properly observed; nevertheless, we have delivered a copy of the aforesaid circular letter to the Council of Justice for their information, The vegetables are so expensive here that granting 4 stuijvers a month per man for them, instead of on each meat day, would be just as well as if one gave him nothing at all, and any reductions in rations, in a place where there is currently more occasion for desertion than anywhere in India, could sometimes entail such detrimental consequences that we dare not meddle with them without a positive order, nor can we advise Your High Nobilities to grant the same. The required two sets of resolutions and principal enclosures for the Homeland are underway, and we shall not fail to comply strictly in the future with Your High Nobilities' decision of the 20th of June 1757. 57. Although it cannot in any way be denied that the outcome has demonstrated the solidity of these remarks, one cannot refrain, in the hope of a favorable interpretation, from remarking that the then Ministry seemed without absurdity before that to be able to flatter itself that, although behind that outward show of affection and friendship there might lurk an aim of self-interest, the English, whenever we had a fleet in his country, would find it much work to establish themselves, since it is rather more advantageous for the Marathas that the goods consumed in Concan and Deccan are brought to Bassein or to another place under their rule rather than to Bombay, as that would undoubtedly also have turned out to be the case if these cross-drivers of ours had not let themselves be persuaded to join the expedition against Geria, or had failed to explicitly stipulate as a condition thereof our non-admission into their lands. From the papers received from here we have obtained some further light, and on which we will now also explain ourselves more closely. Among those points has been the plan or project formed by the former Director de Roth to establish the trade in the Bassein district and from there further into the Deccan, which was founded by him, partly on the personal affection and friendship that the Bassein Prince Nanna had conceived and shown for him, de Roth; partly on the strong solicitations which the aforementioned Nanna had made to him to come there for trade; and finally on the great profits that the Company would obtain from the trade in that Bassein goldmine. But whether the said de Roth did not penetrate, or did not wish to penetrate, the true intentions of the said Prince, this is at least certain: that in the execution of that project he was grossly deceived, as it became evident from the outcome that the Bassein Prince had only his own advantage as his goal, and that his declarations of affection and friendship served solely to entangle the Company in a war against the Angrians. For as soon as the said Prince noticed that he could not achieve that aim, he changed his system and threw himself into the hands of the English, with the further consequence that this special personal affection and friendship, as well as that strong invitation to trade, vanished into thin air to such an extent that the commissioner 61 From Souratta, the 16th of November 1759. In this regard, we take the liberty respectfully to refer to the marginal response to the received extract from Your Honorable High Esteemed letter of the 29th of October 1737, in our Batavian advice letters of the 12th of December 1758. Commissioner Kronenberg, after having stayed for a short time at the court of the said Prince at the Company's expense and having given rather considerable presents, was obliged to depart from there without having obtained any permission to carry on trade, or having achieved anything of note to the benefit of the Company, indeed even without having purchased a cargo of rice, however much one had imagined that there would at least be sufficient opportunity for that; so that all the presents, expenditures, and further costs incurred for establishing trade there, amounting together to a rather considerable sum, have been completely fruitless, as Your Honors rightly remarked in your dispatched letter of the 21st of October 1756. It does not appear at all clear to us, however, that such profits were to be obtained from that trade, and in case we were to judge thereof from the plan or project of the aforementioned de Roth, we would Concerning now those great profits which the Company had, and of which, according to the assertions of the Ministers, evidence was already found in the sale of the cargoes of the ships Bloemendaal and Marienbosch, we cannot as yet judge thereof with complete certainty, because up to now we have not had a proper accounting of those sold goods, which we therefore still await. to expect from that trade.

Right Honorable and Highly Esteemed, [illegible] he shall not fail to exert himself so as to strive to make himself continually worthy of that good fortune, not hesitate for a moment to order Your Honor immediately to abandon that entire trade, since the demand for merchandise made by the mentioned de Roth was so poorly arranged, especially with regard to the quantity and the assortment of the manufactures, that, even if the trade in that article could be in any way profitable, it nevertheless had to yield not a profit, but notoriously a loss in that manner. Yet leaving aside the conduct and projects of the mentioned de Roth, we shall consider this trade in that light in which it is presented in the ministers' letter of the 2nd of March 1756 by the present Director L: Taillefert, on all occasions to give evidence that he in whom we, together with Your Honor, are also well willing to place our hope and trust. In that letter the ministers now say that the manufactures constitute almost the only goods that are not in demand in Souratta, but are indeed in demand in the Deccan. That furthermore all other articles of trade that are needed for the Deccan can likewise be sold in Souratta, but nevertheless not at such prices as in the Deccan, nor in such quantities as one could otherwise realize together in the mentioned city and in that region. But concerning in the first place the vent of the manufactures, it is, as we trust, a settled matter between Your Honor and us that that commerce is not convenient for the Company, and especially not in places where the English come to trade alongside us. 65. From Souratta the 16th of November 1759. indicate that the Deccan, or rather [illegible] bordering Deccan trade, would not come here to trade except in singular cases, since they substantially buy or have bought the needed goods, whether particularly both with regard to the prices and the [illegible] can also by no means be contradicted the conclusion which is drawn therefrom with respect to the future, in case of a lasting peaceful state of affairs in the human intellect not fathomable considerations regarding the matter of the trade to limit to the present, or on apparent [illegible] to experience in the vicinity of Souratta, which [illegible] has not experienced. And concerning the further articles of trade, we find as of yet no sufficient reason to flatter ourselves that so much greater profits could be obtained on them than in Souratta, for although the ministers say in the mentioned letter that the Deccan merchants will not come from there to Souratta for other articles of trade than only those which they cannot obtain, or cannot obtain in sufficient quantities, in the neighborhood, namely at Bombay, from our competitors, that the merchants not otherwise than in singular cases come to trade at Souratta, so far at Bombay or in Souratta, where they can best obtain, namely [illegible] assortments, and therefore [illegible] to build on, which however much on the clear give clearly to know it has never been our intention to wish to [illegible], and one would wish to infer therefrom, namely the Konkan merchants who [illegible] on the [illegible] Souratta, but because the future is not fathomable, one often finds oneself forced, either that relation, because the ministers at the same time thereby But this being true, it is not apparent that on the goods which on behalf of the Company directly into the Deccan would [illegible] of a sound reasoning, gives rise to great miscalculations, and in hindsight, or when experience has already shown that they have been deceptive, appear to everyone equally weak or problematic, not to say that there was at that time no likelihood at all of a passable time for a long time yet in and condition of the government fortune to the present Director also in Souratta, as it can be gathered therefrom that those merchants are accustomed to purchase the needed goods, whether in Bombay or in Souratta, where they can best find what suits their taste and choice, and that when matters in the last-mentioned place shall have been brought to a peaceful state, those merchants will also come there again to trade as before, since it is only by chance that they have not done so for some time.

From Souratta the 16 9br: 1759 Besides the sorts of manufactures which the Company certainly has, to anyone where they can obtain them, without having to buy them from us first; and we, if the merchants arrive here, would have to offer them at equal prices, nor that if they fail to do so, a greater vent would not be counted upon. Supposing, under correction of wiser judgment, on the contrary on probable grounds, it may be established that the greater or lesser vent resulting therefrom in Souratta is by far not the only place where it would be. If by omitting trade it might be brought in, the proposed greater profits will not be obtainable, since it is beyond all doubt that if we wish to hold those imported goods at such much higher prices, so that thereby not only the costs of transport into the Decran territory are covered, but on top of that even higher advances than in Souratta would be realized on them, the merchants in all likelihood will find it more to their account to make their purchases of those goods at Bombay, or indeed at Souratta, and that they will therefore, according to their previous custom, go to market in those places. To remove this difficulty, the ministers allege that one could divert those merchants from their previous manner of trading by easing the hand somewhat in the sale of the goods. And on the other hand because we can draw fundamental foundation from those articles, which according to the ministers' ideas by means of this trade would notoriously reduce the vent of goods in Souratta; where we are situated at great expense, and must continue the trade, as to the articles of trade which we bring in more than enough, there is no outcome to build upon that the vent would far exceed the flow that would proceed therefrom, since inland towards the Dheckan the goods are transported from Souratta. This first we very gladly concede, Honorable High Respected Sirs, but let us be permitted to say that the second, which is done, must cause those intended higher prices to fall away, and the principal object of that trade to fail; nor can one count much on a greater vent, besides that it is not without concern whether it would indeed be advisable, to promote that greater vent, to transfer the trade into the Deccan, where in their own country they can obtain merchandise from us ourselves, which for the aforementioned reasons is also not advantageous, lest our competitors should prevail over them. 69 From Souratta the 16 9br 1759 From Souratta the 16 9br: 1759 Everything of that which can be obtained by us at moderate prices is sufficient, and since it can be disposed of elsewhere with considerable profits, it is a very unnecessary trouble to twist oneself into so many turns regarding the decay of trade in this city, before being experienced in the means not to remain seated with the imported merchandise for a year and a day; and the solidity of the adjacent argument has also been proved by the outcome, that we have by no means been mistaken about what has been alleged, that the goods which could be vended in greater quantity to expand the Company's trade hereabouts are not so abundantly supplied, sugar alone excepted, but that we can dispose of them sufficiently and with considerable profits elsewhere. To which one would perhaps never, or otherwise hardly, have been driven, had not necessity made it considered. To this is added, as the ministers have also noted in their aforementioned missive, that the Surat regents will by no means view the transferring of trade into the Deccan with indifferent eyes, and that they on the contrary will not fail to harass us anew and make the Company weary of the game if possible; to which the ministers say that not only the English, but even the Company's own brokers will eagerly cooperate, whereby subsequently a certain and greater encumbrance in our trade at Souratta could easily arise, while the intended advantages on the Deccan trade are possibly slight, or at least quite uncertain. Yet to use all possible indulgence in this matter, and therefore assuming that the trade in the Deccan considered on its own could be advantageous, the question remains whether we may expect on good grounds to be admitted thereto, in consideration that the English who are thereabouts will not look upon it favorably. And if, as the ministers insinuate, one will have to buy off those oppositions of the Surat regents with an extra gift, then the amount thereof must first be deducted again from the profits on the trade, which will thereby be diminished not a little.
