157 The 16th of February The 16th of February remained answered thanked of two Company ships delivering an impertinent message stating that on the afternoon of the 14th an English warship of 60 guns had come to anchor in the roads, that he had saluted the same with 15 guns without receiving a return salute, but that shortly thereafter a Lieutenant from the same ship had come to him and, in the name of the Captain, had apologized for this, offering the assurance that the aforesaid salute would be returned as soon as the Captain, whom he said was very dangerously ill, should be on the mend; that the said Lieutenant, upon being asked whether more of the King's ships were expected to arrive here, had answered that he did not know for certain, but that possibly one more of 40 guns would arrive, and that the remaining ships lying at Bombay would have enough work to be ready even within the first month. Adding thereto, with a P.S. of the 15th, that that morning two English Company ships equipped for war, along with 4 grab vessels and some smaller craft, had arrived in the roads, one of which ships, as well as 3 grab vessels, had each saluted with 11 guns, and that he, in accordance with instructions, had returned thanks with an equal number of shots, as the Danish Company ship the Kongen af Danmark had likewise done; but that an hour thereafter a Lieutenant from the aforesaid warship had come to him and, in the name of the Captain, had notified him that the said Captain did not agree that any salute should be received by the Dutch that was fired under an English flag, as one must not think that this was done in honor of the Dutch Company, but solely for the King's ship, and that all Dutch ships arriving here in the roads that might salute 156 Company 159 The 16th of February The 16th of February would not be thanked by the English; that he had replied thereto in polite terms, stating that the Dutch, not being dependent on Great Britain, did not allow foreign powers to prescribe laws to them, and that it was thought they ought to consider it a courtesy that their salute was likewise returned, the more so because of the apology made the day before, according to which the warship could not return the salute, but that a report of both matters would be made to the Director; mentioning at the same time that this last message had been delivered only to him, and not to the Danish ship. His Honour having communicated all this to the assembly, with the addition that although the skipper van der Nijpoort in this matter wrongfully appealed to the instructions for the ship officers in these roads, since, with a little reflection not only upon the words but upon the intention of the order to return the salute of Company ships of a foreign nation with an equal number of guns, he could easily have understood that the same could only apply to the English when there were no warships or Company ships of that nation lying in the roads, as these are otherwise notoriously the foremost to claim the salute for themselves and to return thanks for it, they on their side might nevertheless have been content to laugh at those polite Danish and Dutch skippers for such an uncalled-for courtesy of returning thanks for a salute that had not been made to them, and to mention this if it should happen to come up in conversation, but that the Captain of a foreign warship was by no means authorized to lay down laws for us in a neutral roadstead regarding the return of salutes; outside, and besides that the aforesaid compliment was not likewise paid to the Danish ship, from which one could easily gather that the same is not to be attributed so much to a notion that the English nation had been given cause for offense by the counter-salute and that they were entitled to the aforesaid sharp message by custom regarding warships and merchantmen, as to the envy and jealousy which the English in this part of the world harbor in their breasts toward the Dutch, and to the pleasure they generally take in wronging and insulting them everywhere this can be done with impunity, and in particular the naval officers in equating the Dutch Company, which possesses so many lands and kingdoms and is privileged to exercise such notable regalia of the Sovereign and actually exercises them, The 16th of February with a common private merchant in Europe. [illegible] resolution in the event that some cannonballs of the English might fly over onto our wharf, having made a verbal report thereof. other foreign European, whether warship or Company ship or ships of a third nation that might be found in the roads, but no English, since such is expressly forbidden on account of the aforementioned uncalled-for statement by the abovementioned Captain, namely that they would not thank the Dutch. The Sidy, due to the arrival of the English armada in these roads, having not only occupied the garden of that nation, situated between his wharf and the outer city wall, but also erecting batteries on his own wharf next to that of the Company, and that situation causing fear that in case of an attack by water, the buildings on the Company's territory will run great danger of being damaged by the cannonballs of the English; thus it was deemed good to commission two members of this meeting to repair thither and inspect the situation of those batteries, namely whether the same are placed in such a manner that upon the arrival of the English great damage to the Company is to be expected from it. And the members Kelly and Falck, having acquitted themselves of that commission during the meeting and having reported that two batteries are being constructed there, of which the foremost is placed so close behind a projecting corner that it cannot be discovered and fired upon from the river except when one comes opposite that corner, and that the rearmost is indeed situated more toward the Company's wharf, but stands on an elevation such that the cannonballs which might fly over or beside it from the vessels could also not easily hit the Company's buildings except by accident; it was thus taken into consideration what one ought to do in any case if the Company's buildings were damaged by the cannonballs of the English, whether by accident or sometimes with premeditation? Namely, whether one should shoot back at them, or not? And after mature deliberation it was resolved not to do so, but considering the situation of the wharf, to regard the cannonballs that might hit the Company's buildings as stray shots, and to lodge complaints about this to have it handled as much as circumstances may allow, unless one could clearly see and perceive that they were being deliberately aimed at. The 16th of February And in order to avoid every appearance of occasion for disputes with the English, who, relying on their great power, will according to all appearance become very unmanageable if they were to achieve their aim of obtaining the mastery of Surat, cost what it may; it was understood not to take into service any deserters coming over from them to us who are native-born subjects of Great Britain, unless the English take in our deserters who are native-born subjects of the State of the United Netherlands, and even then only in an equal number, that is to say, no more than the number of Netherlanders they have accepted; and moreover not to send the same immediately to Batavia, but to keep them on shore for a while, in order to be able to exchange them again in case a proposal to that effect might occasionally be made. Finally, it was understood to let the hooker De Jonge Jacob, currently lying in the roads, come with the spring into the river and before Zorgvry. However, since none of those currently on hand can be spared, the provisional Assistant Thomas Felix, who is expected here in the coming days from Thanna, was designated for this purpose, to go to Brootchia on the next occasion, to remain stationed there, and in the meantime to perfect himself in learning the indigenous languages. The ship Amerongen, sent to Thanna in accordance with the resolution of the 20th past to collect the Company's remaining Rajapoer effects and servants, alongside the horry De Uitwinner, having returned from there alone, and the skipper Christiaan Hansz having given a detailed report of his proceedings to the Lord Director both orally and in writing, from which it appears that the Commissioners were not ready at the appointed time, although the said skipper, pursuant to oral and written authorization, had waited an additional two days, and that they consequently, contrary to the explicit orders given to them, had detained the horry in order to travel hither aboard it; and it being considered by His Honor that the aforesaid vessel is not defensible enough to dare venture such a journey alone, the less so because therein, besides the surplus goods and other effects, a considerable sum in cash has been laden, which might easily, though somewhat late in the year, incite the greed of some sea pirates to seize the opportunity; and it being judged at the same time that not a moment should be lost in remedying this in the best possible manner; and His Honor having consequently given orders forthwith to the hooker De Jonge Jacob to make all conceivable haste in order to go fetch the aforesaid horry and convoy it hither in safety; the same Lord Director gave notice thereof to the members present, who fully concurred with what had been done in this matter, as it appeared to them entirely irresponsible to risk a vessel of so little defense, with the Company's cash and effects, against the explicit orders of this Ministry, on so loose a footing as the aforesaid Commissioners have done; and it was consequently resolved to make a note thereof herein, and to suspend further disposition regarding the written report of the skipper Hansz, circulated for reading with its annexes, until the arrival of the Commissioners here. On that occasion, the Lord Director also communicated to the meeting that they already had satisfaction regarding the insolent message delivered by the English to the skipper of the Nijpoort concerning the salute, of which there was extensive discussion during the latest session; for the ship Amerongen, upon its return from Thanna, having saluted the roadstead with 9 shots, and having been thanked with an equal number of shots by the warship Newcastle, which had since arrived from Bombay, the skipper Hansz, although the orders given did not dictate it, as one could not foresee that the English would so far alter their intentions, had caused an inquiry to be made on the commodore ship Sunderland, being the same whose captain, named Grant, had caused the aforesaid message to be delivered, asking for what reason the first-mentioned vessel had returned thanks; and having received as an answer that this had been done for the Dutch salute, the said skipper had again let it be known that he had saluted the Dutch, Danish, and Portuguese flags, but by no means the English, seeing that they had declared that they would never answer any salute given by arriving Dutch ships; but that the English had entrenched themselves in the negative and said that they had never given orders to that effect, as their warships received all salutes; and it was unanimously agreed to fully approve the conduct maintained by the skipper Hansz in this matter. In the past night and this morning several cannonballs and pieces of bombs have landed on the Honorable Company's yard, and thereby already caused some damage to the Buildings, so that one can clearly perceive that, if the English continue to cannonade their enemy from the south-west side, and throw bombs indiscriminately wherever fate will make them fall, the powder magazine is by no means safe, and consequently the lives of all Company's Servants present on the Yard hang by a thread, so it was unanimously agreed, pursuant to the resolution taken in the session of the 16th of this month, to lodge an emphatic complaint about this by Missive to Mr. Spencer and his Council; adding that, by so doing, to the heartfelt regret of this Ministry, nothing seems left for them but to struggle free from the threatening danger by, if possible, dislodging those who cause it to them, and for that purpose to use the means that God and Nature provide them, unless on the English side an expedient could be devised to avert the danger from them, as self-preservation is the supreme law; as one cannot evacuate the Honorable Company's yard and leave it, with Warehouses full of merchandise, and a considerable quantity of Artillery and Ammunition goods, as a prey to those who might desire to take possession of the same, or to cause damage thereto, nor can one bring oneself to let oneself be shot dead here as spectators; and thus to request them to place themselves in our position, and to send their answer to this Ministry as soon as possible, in order to be able to take measures accordingly. 182 The 3rd of March On the 3rd of March past, brought up again for consideration and approved, to insert here the aforementioned report, together with the annexes under No. 13, being the report made upon his return on board by the second mate of Amerongen, Nicolaas van der Steene, sent to Thanna, as well as to approve the conduct of the said captain in this matter. To the Right Honorable and Highly Esteemed Lord Louis Taillefert, Extraordinary Councillor of the Dutch East Indies and Director on behalf of the Honorable Company's trade in the Kingdoms of Guzurat and Hindustan, together with the Council. Noble Lord and Lords, The undersigned makes known with all required respect and submission how, after having received the much-respected verbal orders on the 28th of January of this year, together with the letter under the seal of the country addressed to Messrs. Johannes Sandereis, Hendrik Kroonenberg, and Jacob van der Sleyden Simonszoon, junior merchants and commissioners at Thunnasjasti, the undersigned sailed to the roadstead on the morning of the 29th, and set sail on the same day together with the horry the Uytwinner. And on the morning of the 30th, passed Cape St. Jan, and in the evening, due to hazy skies, came to anchor about 3 miles north of Bassyn. On the 31st ditto, manned the horry with 1 corporal and 6 soldiers, together with 2 sailors above his ordinary crew, and besides the ship's sloop manned, apart from the second mate Nicolaas van der Steen, with 9 men. Sent them to land with the letter under cover, the contents of which are attached hereto under No. 1, and the instructions for the aforementioned vessels following under No. 2. But the said horry could not make progress due to calm weather. Held somewhat toward the shore and anchored in the evening about 1 1/2 miles from the shore in 10 fathoms; could discern nothing of the shore due to the haziness. Concerning his journey and commission to Thannas: On the morning of the 1st of February, the horry and sloop had gotten somewhat closer to the shore; saw the horry sail after the sloop toward the Bassyn river. At noon, also stood toward the said river, and seeing the horry lying in the mouth of the river, we ran with the ship onto the said Bassyn roadstead and anchored in a depth of 8 fathoms, lying to the west of the same about 1 1/4 miles from the shore. On the 2nd of February, the horry came on board in the morning, reporting that the sloop had parted from him yesterday and had gone out of sight into the mouth of the Bassin river, and that he had not heard from it up to now. Furthermore, heard from several Bassyn fishermen that Thanna lay inland and, according to their indications, more to the south, from which I presumed that the sloop might have chosen the furthest way inland to Tanna. On the 3rd ditto in the morning, got under sail, intending to sail 2 to 3 miles further south to look for Tanna from that side, but at daybreak we sighted the sloop, stood toward it, and understood that one could only reach Thanna through the Bassyn river and the channel of Bombay. Then anchored about 2 miles to the WSW of the Bassyn river. The said sloop also brought a letter from the gentlemen at Thanna, the copy of which is annexed under No. 3, and answered under No. 4. Sent off at noon with the beginning of the flood the horry the Uitwinner and the launch with the second mate Van der Steen to sail ahead of the horry, as appears from his written instructions annexed under No. 5 and 6. Further, we sailed with the ship back before Bassyn in 8 fathoms of water and lay there until the 8th of this month, when I sent the sloop upriver with the letters No. 7 and 8 following hereto. The 3rd of March The 3rd of March the letter, a copy of which follows under No. 9 and No. 10, which was received by me only on the morning of the 10th of the same month, we answered immediately as can be seen under No. 9, 11, and 12. Around noon the sloop came alongside, which had departed from above at 1 o'clock at night by order of the gentlemen, without anything further. On the morning of the 12th of the same month we set sail, keeping underway back and forth, cruising before the river mouth. On the morning of the 13th of the same month we set sail, keeping close to the bar of the said river, and in the evening we saw the longboat approaching, getting the same alongside at 9 o'clock, who reported to me in writing as follows hereafter under No. 13. At noon we had the river east by south of us. Two hours later we anchored in the west-northwest at 10½ fathoms from the river, about 1½ miles from the shore. In the evening we still saw no horry coming out of the river, although the ebb tide ran until late after sunset, whereupon it was resolved to continue the voyage back to Souratta, all the more because Mr. Kroonenbergh still had business to conduct at Bazyn, and there were also still goods there belonging to the gentlemen. And since my mate also reported to me that Mr. Sanderus had indicated that should the ship happen to depart, there would be no danger in it, since they now had the horry and could easily reach Souratta with it without danger. Whereupon the mate said, "There is, after all, the damasie, which we cannot trust," whereto Mr. Sanderus said, "We can easily request a galvat or two from Bassyn to escort us, since those sail back and forth daily anyway." And since the gentlemen have taken the horry for their account and let the mate leave without giving me the slightest message, let alone writing, the undersigned, to his regret, knew not how else to handle this matter. 86 The 3 March The 3rd March Concerning the orders of this ministry Forry having come up and given notice thereof to Mr. Kroonenberg, and requested to be permitted to bring the money to the bark with one of the galvats which they had engaged, which at first he would not tolerate, but afterwards at night proceeded to bring it onto the horry with the galvat, with which I duly brought the same onto the horry, after having first told the gentlemen that I could no longer remain here according to my orders, whereupon I was asked in the presence of witnesses what I intended to do; I answered to depart immediately in order to be outside on the 12th of this month, upon which I was told the Company's affairs require that you stay here; I answered that I was not permitted to go beyond my given orders for no reasons whatsoever as such had been commanded me orally and in writing, whereupon the quartermaster of the horry was called and asked what orders he had, who answered I have orders to be under the cannon of Amerongen on the 10th of this month and it is now already the 11th of this month, and at once the said Quartermaster showed his orders, whereupon he was asked well quartermaster what will you do now, the gentlemen know that best, whereupon it was said now then you shall remain lying here, and we shall answer for it before the Honourable Director and Council and we take the Horry for our account and you Mate may just depart then, without further charging anything, so as soon as I had delivered the money onto the Horry I departed from the Horry at night at 11 to half past 11 o'clock, which was still lying at the former place, ½ mile from Thanna, on the 12th of this month at 8 o'clock in the morning I came before Bassyn where I had to wait until 1 o'clock for a pass when I immediately put out to sea, but had to come to a grapnel before the river in sight of the ship because of contrary wind and current, until the 13th of this month when I arrived on board, I also understood that Mr. Kroonenberg also still had to call at Bassyn and had something to attend to there, all this being what I deem necessary to notify to Your Honour, I remain with all high esteem /:was signed below Monsieur /lower/ Your Honour's Servant /:was signed Nicolaas van der Steene, /in the margin — Amerongen the 13th Febr a=o 1759. And whereas the former Thanna commissioners, to wit the junior merchants Iohannes Sanderus, Hendrik Kroonenberg, and Jacob van der Sleyden Simonsz: notwithstanding the notice given to them beforehand on the 22nd January last of the imminent arrival of the ship Amerongen and the Horry the Uitwinner for the transport of their persons and the Honourable Company's as yet unsold merchandise, and that which was further written to them in that regard by letters of the 27th of the same month, have thought fit, in contempt of the so explicit and earnest orders of this Ministry, not only to let the aforesaid ship depart back hither without having accomplished its business, notwithstanding the efforts made by the skipper Christiaan Mansz: to bring them to their duty, but also to detain the aforesaid Horry with Cash on their own authority, against the express orders given to its Commander, for their account, so that afterwards, at a time when the Company's vessels and men were most urgently needed here, one was obliged to send the hoy the Ionge Iacob to Bassyn to convoy that Horry hither, as all this further appears from the above written Report of the Second Mate Nicolaas van der Steene, made upon his return from Thanna to the aforementioned skipper; Thus it was resolved upon the proposition of the Honourable Director, to have a Copy of the aforesaid Report delivered to the said Commissioners, in order to answer in writing to its contents. Furthermore His Honour gave to know, that the Commissioners Sanderus and Vander heyden having the Trade books of the past and the current Financial Year as little in readiness as a statement of account of the as yet unaccounted for Rajapore Cash, His Honour had placed them under civil arrest upon their arrival at the Company's wharf until such time as they shall have made up their Books and accounted for the remainder of the Cash, since merely for having neglected to prepare the books within three months after the stipulated time of at the latest ult:o 8ber, despite the repeated recommendations and warnings given to them successively by letters of this Ministry of the 15th and 27th January of the past year, they would have no reason to complain if they were sent up to India's capital stripped of rank and Pay; because by the amplification of the orders regarding the keeping of the Trade books of the 19th 8ber: 1753 it was explicitly commanded to do so in that case, without any connivance, let alone when they have not properly accounted for the Company's monies, nor are in a position to do so for lack of a properly settled

194 The 3rd of March The 3rd of March as well as postponed for the outcome of this English war, to have shipped off, having seen the state of the Company against the castle, in order to be able to report thereof to the High Government of the Indies and then to dispatch the same as speedily as possible with the packs on hand, as well as to add thereto those that have recently been brought from the Brootchia trading post and are still lying in the vessels in the roadstead; and whereas there is no opportunity to bring the returns ashore, much less to examine the same prior to dispatch, it was resolved to immediately transship the packs from the vessels into Amerongen, and for this voyage, in consideration of the critical circumstances, to send them uninspected, though at the risk of the Brootchia factors as acceptors should anything be found amiss with their quality, to the capital of the Indies. Subsequently, a report was laid on the table by the Director from the commissioners who, pursuant to the council resolution of the 25th ultimo, examined the state of the Company's petty cash fund, reading as follows: To the Honorable Lord Louis Taillefert, Extraordinary Councilor of the Dutch Indies as well as Director and Chief Commander of this Direction. Honorable, Worshipful, Commanding Lord. Pursuant to the resolution taken in the Political Council on the 25th of the preceding month, the undersigned special commissioners, in the absence of the Fiscal Kellij, who due to the closing of the city gates had no opportunity to be present, proceeded to the Honorable Company's Petty Cash Fund, and there took inventory of the remaining cash under this date, as well as confronted it against the cash book and the not yet entered warrants, or those of the same that were handed over to us by the incapacitated cashier van Ebbenhorst to the provisioner Guse, who for some time performed the function of cashier for the account and at the risk of the said Ebbenhorst, against the receipts granted by the said Guse alongside a statement of account drawn up by him of the receipts and expenditures made by the same; and on that occasion found that in the cash under this date there was nothing to be accounted for by the said Guse, but that as far as we have been able to ascertain, there actually ought to be a balance in cash under the custody of the repeatedly mentioned Ebbenhorst of f 8298: 2: 8, of which, although he is still in full possession and use of his intellect, senses, and memory, he could give no other reason than that possibly some warrants had been misplaced by him which he could not look for at present, not being in a state to rise from his bed; whereupon we handed over the remaining papers concerning the cash to the aforesaid Guse. In the margin: Souratta, the 3rd of March, Anno 1759. 196 197 The 3rd of March The 3rd of March And it appearing therefrom to our astonishment that the cashier Rutgerus van Ebbenhorst, as far as has been discerned until now, has f 8298: 2: 8 more under his charge than he is able to account for, whether it be that some warrants have actually been misplaced, as he pretends to maintain, or that he is short of that amount, which latter is indeed the most probable; it was resolved, first, to have all the goods and effects of the said van Ebbenhorst inventoried and sealed by commissioners on the Company's behalf, as well as to place the court bailiff in his house for their safekeeping, and also to order the Fiscal to proceed against his person or estate as by law, upon his sufficiently hopeless recovery or decease if the former does not appear in the meantime, in order to indemnify the Company as much as possible, without prejudice to its recourse, in so far as the aforesaid estate might not suffice, upon the Merchant Iohan Anthonij Sweers de Landas and Junior Merchant Otto Hendrik Ruperti, who, as appears from the recorded resolution of the 14th of December 1754, have remained his sureties, under renunciation of the benefits ordinis, divisionis, et excussionis. The discharged pay-ledger bookkeeper Jan Pieter Ohdem having already transferred his duties to his successor, and being about to depart with the Amerongen, the Director produced a deed of suretyship in the amount of Rs. 1000 or f 1500:-:- for the prompt payment of whatever might still incumbent upon him to pay into the Company's cash on account of his aforesaid service within the next four years, being just as much as the security he provided upon assuming his office; with which it was deemed proper to be satisfied, and also to allow his successor to suffice with the same, since that office involves no administration.

Appeared before me, Paulus Jan Wenkink, First Sworn Clerk of Policy of the Surat Directorate qualified for this purpose, the witnesses to be mentioned hereafter: the Honorable David Kelli, merchant and Fiscal, together with the Honorable Valiant Jan Warnar Falck, Captain-Lieutenant at Sea and Master of Equipage here, who declared, as they do by these presents, for the prompt payment of that which the former Pay Bookkeeper Jan Pieter Ohdem, by virtue of his aforementioned service within the first 4 years after his completed transfer, might still be incumbent to pay into the Company's treasury up to a sum of one thousand Surat current rupees, that each of them shall guarantee in solidum and present themselves as sureties and co-principals, therefore renouncing by these presents the benefits of division and discussion, having been fully and properly instructed of the force of those words by me, First Sworn Clerk, binding for this purpose their Honors' persons and property, both movable and immovable, or of whatever nature they may be, subjecting the same to the constraint of all the Lord's laws and judges.
