225 The 10th of March The 10th of March by the said Commissioners of the Deccan Trade the Head Merchant credit under the same obligation as above: Consenting that an instrument here of be drawn up and delivered in common form. Thus done and passed at the Dutch Trading Post of Surat on the day, month, and year aforesaid, in the presence of Jan Frederik de Hartog and Josua Sien, clerks at this Secretariat, as witnesses. The minute hereof is duly signed. Beneath stood: Quod Attestor, was signed: P. J. Wenkink, First Clerk. From a statement submitted by the Commissioners Sanderus and van der Heyden regarding the Honorable Company's cash balance for the Deccan Trade since the first of September 1757, it having appeared that the same has not yet been accounted for up to the end of February 1759; that according to their statement the said cash balance still shows an amount of Ro/a 2829 14/16 or ƒ 4244:14:8, it was understood to receive this balance provisionally into the Company's small cash office, and subsequently to have the aforesaid statement of account confronted against the trade booklets, as soon as they shall be ready, and their appendices, by special commissioners appointed for this purpose, to which the Junior Merchants Onderhoorn and Engelcrantz were named. The said Commissioners having also submitted the below list of merchandise, which they say was sold and delivered in the past year to the Moorish and Gentoo merchants mentioned therein, but for which no payment has yet been received, and therefore each of them has been debited in their trade booklets for his portion at buying price, subject to approval, amounting together to ƒ 12718: 11: 8. Further order to the said Commissioners to render a written report regarding their findings, as well as to demand an accounting from the said Commissioners regarding the concealment of the Company's cash balance; notwithstanding what was written to them concerning this in the letter of the 21st of January of the past year, as well as why they both drew bills of exchange on this administration, just as if they had no cash in their possession, while nevertheless, according to themselves at the close of the account, it appears that there was enough money in remainder. 232 232 233 The 13th of March The 13th of March further declaration of the aforementioned gentleman [illegible] and promises to also answer in writing possibly to satisfy their own passion, or to earn a drink, did not hesitate to invent such untruths, as one was solely busy completing a new patthy of bamboo and mats with a leaf roof, which had already been started before the arrival of the English, with permission of the Moorish Regents on the Company's own ground, the aforementioned gentleman having said in response that, the matter being so, he did not wish to meddle in it any further, nor in any way oppose the progress of the work, asking however on which side that latthy was being made. And it having been answered thereto that the frame of the same was already standing in the back corner, close to the south side of the former side [illegible] east gate of the Company's yard, His Honour said thereupon in his own words: In the name of God let Mr Taillefert make what he will at the Bander, or, let Mr Taillefert in God's name make whatever he wants on the yard; which words His Honour had afterwards repeated in two distinct manners, at the same time indicating that it was a duty Furthermore came for reading a report a mutual burden to handle matters in writing, since being in the same place they could more easily be settled orally, but that he would have the honour to answer the letter delivered to him in writing. To which the aforementioned commissioners added that they had been very kindly received and treated, and that, since the promptest satisfaction had been given by Mr Spencer, there had been no occasion to acquit themselves of what they had in mandatis regarding the right and authority in which the English seem to succeed the former possessors of the castle, since not a single word had been mentioned on that subject. 236 237 The 13th of March The 13th of March The commander of the Maratha armada stationed nearby, named Narroe Trimmik, having requested by letter to the Director 5 white turbans, pieces of Atlas, 2 pieces of Botidaars, 2 pieces of Masjeroes, a large chest, and a small writing desk, with the promise to send the money according to His Honour's specification, His Honour informed the Members thereof and simultaneously asked them to consider whether one should comply with that request on behalf of the Company or not, since one knows from experience that the Marathas are poor payers; and it was unanimously voted to condescend thereto in order to keep that robber in good humour, the more so because the armada of the Marathas has until now conducted itself very quietly and friendly towards the Company's ships, as well as to write off the costs, if no payment should follow, to the account of gifts. Thereafter having been read the last draft pages of the letter drafted by the Director for Batavia, containing a brief account of the war between the City and Castle Governors, the capture of the Castle by the English, as well as some particular matters concerning this Directorship and the ship Amerongen, it was unanimously resolved to agree with its contents. Mr. Spencer, pursuant to his promise mentioned in the latest session, having replied in writing on the 13th of this month together with his Council to the letter sent the previous day, the Director presented the translation of that letter for reading, conforming to the verbal answer given to the commissioners, with the addition that they, the English gentlemen, according to their promises, will strictly respect the lawful or legitimate privileges not only of the Dutch, but of all European nations in Surat. But since the secretarial as well as the trade papers of this Directorate, due to the continual unrest since October of last year, whereby the collective clerks frequently had to be in arms for whole weeks at a time, have fallen so far behind that the Director is absolutely unable on this occasion to serve Their High Honours with a complete description of what has occurred in the Company's service since the end of March 1758, regarding both trade and management as well as otherwise, insofar as it has not already been addressed in the respectful letters of this Ministry of the 12th and 27th of December of the previous year and the 12th of March of this year, His Honour informed the assembly thereof, and at the same time submitted for consideration whether they should provide this vessel only with a brief accompanying letter, or rather with a piece-by-piece description, leaving the remainder postponed until the departure of the ship Ameliswaerd? Adding that, as there were several matters that necessarily needed to be brought to the knowledge of Their High Honours as early as possible so that a resolution could be taken concerning them during Their High Honours' session and deliberation over the affairs of Souratta, and which could not conveniently or without inconvenience remain postponed until the departure of Ameliswaerd, because they had too many examples of ships that departed late from here and, falling upon the West Coast due to the expiration of the Monsoon, arrived very late at Batavia, and the like might also happen to the aforementioned vessel, even though every conceivable haste would be made with its dispatch to send it off before the end of the coming month of April, whereby by postponing the description until its departure the High Government of the Indies would remain deprived of timely knowledge of many matters of importance; furthermore, that His Honour for that reason, notwithstanding his frail condition, would rather endure the trouble of doing double work in some respects by preparing two descriptions, than be the cause of such inconvenience and the consequences arising therefrom; and therefore it was approved by the collective members to concur with the opinion of the Director. Furthermore, the Director gave to understand that the European militia, who for lack of other space have had to lodge in tents pitched on the Company's Wharf since their relocation from the city, it will be impossible to accommodate the men underneath during the approaching rainy season, unless one wished to expose the entire garrison to all kinds of sickness in that season, which is otherwise very unhealthy, and even give occasion for desertion through the discomfort suffered; but that to prevent these inconveniences, it would be sufficient to make a spacious and suitable lodging for the militia out of beams, rafters, bamboos, and mats, in place of the Patthy which, according to the resolution of the 6th of February of this year, was built next to the warehouse and was at first intended for a guardhouse, but has since had to serve for the storage of woodwork and other goods.

Right Honorable Commanding Lord and Esteemed Councilors, The undersigned, finding himself burdened to provide the necessary packaging for the linen bales that are still lacking, unless it please Your Right Honorables to grant him a considerable increase per bale, because currently, virtually due both to the encirclement and the continuous unrest in the city, no gunny rope or sail yarn can be obtained except at excessive prices, and doti is also becoming more and more expensive by the day; therefore he takes the liberty very respectfully to give notice thereof to Your Right Honorables, with the request that Your Right Honorables may be pleased to grant him some increase; he deems it unnecessary to demonstrate to Your Right Honorables the circumstances through which everything has grown equally expensive, since Your Right Honorables are fully aware thereof. So long as he could manage tolerably well with the 6 rupees per bale granted by their High Mightinesses, which is to say that what he lost on the large bales, as for example the blanket bales, he could recoup again on the small ones, he consoled himself with the advance of funds and the risk of the money; but now finding that he would come to suffer a considerable loss upon delivery if he continued on that footing, he finds himself well obliged, in order to prevent his loss, to trouble Your Right Honorables, as being all too equitable to claim the loss of a servant who did not commit himself to the delivery forever or however times might turn out, but complied as long as was indeed possible; and very humbly to submit for consideration whether one can presently require of him to deliver each bale, small or large, for 9 guilders, whereas firstly the smallest bale, being the cotton yarns, which are not procured here but at Brootchia, in the cheap season comes to cost 5¼ rupees, and the heaviest, being cotton blankets, of which a large number of bales are contracted this year, at 9½ rupees; and secondly, whereas before this one used to buy Bengalese gunny for 9 to 10 rupees, but presently it is impossible to get passable Bengalese for that price, because one must pay 12 to 13 rupees and even more for a corgie of that sort when it is demanded in a large quantity, such as is needed for packaging, since the merchants then notice that one is in distress: And so that Your Right Honorables shall be all the more convinced of his legitimate complaints, he takes the liberty, for Your Right Honorables' consideration, to present hereafter some memoranda of the prices previously granted to the Warehouse Master, for which that servant formerly also committed himself once a year to deliver the bales, and it was thus his good fortune or misfortune when times improved or worsened. By the Captain Lieutenant at sea and Master of Equippage Jan Warnar Falck the invoiced equippage and artillery and other goods have been received satisfactorily, as well as the weaponry goods by Military Adjutant Lieutenant Harmen Amesbeek, except that the Master of Equippage, instead of half an aam of linseed oil, received an equivalent amount of olive oil and handed it over to the Purser. The Purser Anthon Siegfried Godhold Duse has received the beverages and provisions invoiced per this vessel in the following manner and stored them in the Honorable Company's dispensary, namely: 35 leagers of Arrack Api, which together should contain: 12,600 cans. The Director having made known that the case of the private skipper Pieter Pisje, of which mention was made in the session of the 30th of January last, according to the reply of the Bombay Ministry to the letter of that same date, did not stand in such terms that one could interfere any further in it; and furthermore, that His Honor had received a further letter from the said skipper, who is in Bombay, whereby he himself declared to have resolved to let the matter take its course, it was unanimously resolved to do likewise, and not to meddle any further in it, The 28th of March to let it take its course. Hendrik Kroonenberg, Junior Merchant, to provide security for 1000 rixdollars before departing for Batavia. The Quartermaster Kuyper advanced to boatswain. the more so because from an account by the said Pisje annexed to the aforesaid letter concerning his adventures on the voyage, it sufficiently appears that he is only a titular skipper, and that the owner of the vessel entrusted the command and management to a native present on board; and also because it is not known who the shipowners are, and the said Pisje, although asked, did not disclose them; and to all appearance no others than the resident owner of the vessel, the Moor Sheikh Mahmoet Favel, and other natives share in the cargo. The Junior Merchant and former Commissioner for the sale of the Thanna goods, Hendrik Kroonenberg, being about to depart for Batavia pursuant to permission obtained, it was resolved that he, prior thereto, pursuant to the resolution of Their High Mightinesses of the 10th of July 1750, shall be required to provide sureties for the sum of 1000 Rixdollars or Ro.s 1600, and this for the term of the next 4 succeeding years. [con]fronted, and the lowest being chosen, the suppliers were called inside, and that which the Gentlemen Masters remark and require regarding various articles of the homeland requisition being earnestly presented to them, they promised that they would take this into account. But since among the Chelassen Calla diverse, 100 pieces red are requisitioned for the Netherlands, half with white and the other half with blue checks, which assortments have never been negotiated here before, it was decided, before proceeding to contract for them, to have samples made thereof, and to act likewise regarding the 4 packs of Photassen requisitioned for Batavia. It was also resolved regarding the 1000 pieces of Chelassen Tjoria requisitioned for the homeland, to have half of them made according to sample No. 10, and half according to sample No. 11. Likewise, regarding the Chelassen Calla diverse, requisitioned by the Gentlemen Masters, to contract the 1000 pieces of blue, ordinary check included therein, half according to sample No. 12 and half according to sample No. 14. The suppliers insist on the increase in the price of the cloths, give reasons therefor. Thereafter, the prices having been discussed, the suppliers, who at the beginning had made mention of a general increase on all cloths, would not let themselves be persuaded by any arguments to any reduction on the homeland assortments, saying that because one now proceeded so strictly according to the samples in the acceptance of the cloths for the Netherlands, and was also so fastidious regarding the dyed and printed cloths, rejecting everything in which there was the slightest defect, they could with good reason insist on an increase, because they were left stuck with those rejected goods, or had to resign themselves to turning them over to the Company at a discount for shipment to Batavia; that they therefore believed they had shown themselves reasonable and accommodating enough by offering to deliver the homeland returns at the latest prices, with the exception of the Niguariassen long of 8 wiesa, which they could not undertake for less than ƒ468:15:— per pack, being ƒ33:15:— or fully 7¾ percent more than last year, when they had considerably lost on them.
