[illegible] 1759 [illegible] Thus it was resolved to have the wreck or the pieces of the aforesaid boat brought up from Dommes, in order to see whether the same can be repaired, and in case it is so damaged that such is not judged feasible or advisable, or so old and bad that it is not worth the trouble, as those testify who have seen the same, then to destroy the remainder in the presence of the appointed Commissioners, who shall have to make a written report thereof; but because the aforesaid ship cannot wait for that, the Lord Director made known that the Parsi Rustom Canna had offered to deliver immediately to the Company a brand-new boat with its appurtenances for r:o/a 400: or ƒ 600: -: -: whereupon it was resolved to have the same inspected by the Master of Equipage and Skipper Huysman, and everything being found in proper order and fit, to conclude the purchase for ƒ 600: -: -, if nothing can be bargained off, being ƒ 80: 3: 8 less than the one made here in the year 1757 for Lapinenburg. Resumed the specification submitted by the Junior Merchant and former Commissioner Johannes Sanderus, concerning the expenses incurred by him since his dispatch Specification of miscellaneous expenses, as were necessarily incurred and paid by the undersigned, former Commissioner of the Deccan Trade, on the journey that he was forced to make from Denda Rajapoer to Poina, when he was transported thither by the Marhattas, as well as during his nearly five-month stay at that Court, together with his departure from there to Thanna, and presence there; Namely From Denda Rajapoer to Poenam 1 palanquin and 10 kahaars, which had been hired for the journey to Thanna, as nothing else could be obtained; but afterward, the undersigned having been sent by water to Tella by force by the Sevajee General Ramagie Madeeuw, he sent them thither overland to depart with them to Poena, which had to happen, and was therefore also compelled to pay the contracted rent for the journey to Thanna, whereof half had already been given as an advance, in full, in order to suffer no further insults, with f 105: —: — 4 peons hired and paid in the same manner for the journey at f 9:—:- each, comes to f 36:—:— 4 coolies at Tella compelled to engage for the journey at f 12:—:- each to carry some necessary goods that otherwise would have been left behind and lost, comes to f 48: —:— 1 coolie to carry provender baskets f 12:—:— from Rajapoer to Poena until his departure from Thanna, amounting to Rs. 835 1/4 or f 1252: 17: 8. Next, the Director presented the comparison of the expenses of the fiscal year 1757/8 against the Memorandum of Retrenchment, drawn up by his Honor with the assistance of the merchants Sweers and Kelly. After careful resumption thereof, the members fully conformed therewith, and since it appeared thereby that, as there are no fortifications here, nothing is listed in the said Memorandum and its enclosures for that item, although the artillery on hand falls under it, certainly because it is not well possible to make a fixed determination regarding it; yet because this item, which in the year 1756/7 amounted to only ƒ 100: 5:—:—, 409 The 25th of April amounts in the most recently concluded fiscal year to ƒ 194: 15: 8, and thus almost twice as much, or ƒ 94: 10: 8 more than the year before, without having had more ordnance, or gun carriages, or truck carriages than then, it was deemed proper to demand a report and accounting in that regard from Captain-Lieutenant and Equipment Master Falck, under whose administration this item belongs. 413 The 27th of April The 27th of April [illegible] also produced an amended copy reading as follows: Whereas desertion both among the military and the seafaring personnel appears to be becoming more and more a common practice, and many do not shrink from intentionally and perjuriousy abandoning the service of the Honourable Company, some of whom have also been caught on forbidden roads and places not without suspicion, especially the crewmen of the Company's vessels lying here in the roads, and the newcomers of this garrison, who attempt to excuse their godless conduct by saying that the roads in Sourattae were not yet known to them or that they had lost their way, and also that they did not know that one was not allowed to go there; therefore, in order to cut off at once this and all other pretexts of ignorance, by these presents, all deck and petty officers of the sea service, non-commissioned officers of the military, and privates, both of the one and the other in the service of the Honourable Company, not only those assigned to this Directorate but also those assigned to any Company ship lying in the roads, are earnestly warned not to approach within 150 paces any lodge, garden, or burial ground of any of the foreign European nations established here, inside or outside the city, and even if a public road runs past them, to avoid the same, and especially also to be carefully on their guard against coming inside the Castle or its gates, for whatever reason it might be, in order to prevent seduction or a forced stay. Thus, against all those who shall be apprehended within the aforesaid distance of any of the aforementioned forbidden places, or also at the Dutch Graves, or shall be convicted of having been inside the Castle or one of its gates, proceedings shall be taken without connivance as against actual deserters, and the premium of 25 Ropyen set thereon shall be paid out of their readiest means to those who have apprehended or shall convict them, or shall, as found appropriate, be charged to their account; nevertheless, only the mess master of the military shall be forbidden from going into the Castle or the lodges, gardens, or burial grounds of the foreign nations, and no one shall henceforth be able to cover himself with the pretext of ignorance, since those who are unfamiliar with the roads and places may not go further than where they are well acquainted, in order not to get into trouble. But in case one of the captains present should wish to send someone of his ship's crew, whether an orderly or other, on an errand to the so-called Cribus or any other unauthorized places, or going there himself should take him along, such shall not be allowed to happen except with the prior knowledge and written consent of the Fiscal, upon penalty that, should such a person be found there without being furnished with such a permission slip, the premium of 25 Ropyen must be paid by the one who has sent or taken him along. 419 The 27th of April The answered Demands for the Fatherland and India for the year 1758 summarized and signed. Concerning the petition of the Portuguese merchant Terrara. or doing, but had been caused by the unfortunate state of the times. The members also considering this, it was unanimously resolved, solely for this time and without consequence for the future, in so far as no weighty reasons present themselves, to deviate in this respect from the Resolution of the Session of the 30th of January last taken, whereby it was determined to accept no printed or dyed goods on the old demands after the ultimate of April; and therefore to prolong the delivery of those cloths solely this year until the ultimate of the coming month of May, but no later. The 27th of April Subsequently, the answered demands for the Fatherland and India for the year 1758 were laid on the table, summarized, and approved, as well as signed by all the members; as was the fair-copied letter to Their High Nobilities in original and duplicate, after having previously been duly collated in the meeting; and it was resolved to grant skipper Huijsman his dispatch this very evening, the same having declared in full Council that he had received his cargo to satisfaction on shore, but had not yet received any news from the roads regarding the receipt of the last shipped goods on board; which was deemed proper to note here. 427 The 19th of May May Seven packs of baftas, white, broad, whole. It is resolved to [illegible] the same upon the Report concerning the garbling of the 95 chests with spices. Furthermore, the Director gave to understand that the Surat suppliers, who delivered the baftas, white, broad, whole upon the demands of the past year, had presented 7 more packs of those cloths, which were missing toward complete satisfaction, for acceptance. Whereupon having been considered, on the one hand, that these cloths this year have been contracted at Broach, and that the parcel presented for acceptance in question cannot be accepted upon the old demands without deviating from the resolution taken at the session of the 30th of January last, according to which the acceptance of raw, bleached, and patterned cloths upon the previous year's demands is limited until the ultimo of February; and on the other hand, that the baftas delivered by the suppliers have generally turned out reasonably well, and that by rejecting this parcel one possibly has no better to expect from Broach; so it was resolved, finding the aforesaid 7 packs to be good, to accept them upon the new demands; and to have that much less produced at Broach, as, in the present state of times and affairs, it was not deemed expedient to be too forward with this, the more so because the contracting, on account of the unrest, could not take place as early as one would have wished, and from which it will also result that the linens of the Broach allotment will be ready that much sooner. Subsequently having been read a report from the judicial members Falck and Amesbeek, who, in the presence of the merchant and fiscal David Kelly, have garbled 95 chests of nutmegs strewn with cloves, recently brought from Batavia by the ship Amerongen, reading as follows: To the Honorable Louis Taillefert, Extraordinary Councilor of the Dutch Indies, together with Director and Chief Ruler of this Directorate. Honorable, Worshipful, Commanding Sir, Pursuant to the highly respected oral order of Your Honor, we, the undersigned members of the Honorable Council of Justice, went on several occasions to the merchant and warehouse master Sweers de Landas and there, in the presence of the merchant and fiscal David Kelly, saw the chests of nutmegs strewn with cloves, which were in the Company's spice warehouse and brought from Batavia by the ship Amerongen, well-conditioned, weighed gross, opened, dumped, and garbled, and after said garbling found one and the other as we have the honor to point out in the following to Your Honor, namely: 429 The 19th of May The 19th of May Shortage found on this to handle. 95 chests of nutmegs strewn with cloves, should after deduction of 2 percent contain: lb 9618 3/8 And after garbling has only been found of good nutmegs: lb 8607 3/8 Of mite-eaten, crushed, and dust: 850 Together: lb 9457 3/8 Giving therefore a shortage of nutmegs of: lb 161 The said 95 chests should contain of cloves 30 lb each, or together: lb 2850 And after garbling has only been found of cloves net: 2734 Giving therefore a net shortage on the cloves of: lb 116 These 95 chests weighed gross before dumping: lb 17884 3/8 Deducting from this the found tare of: lb 5577 Thus remains of nutmegs and cloves together: lb 12307 3/8 Of good nutmegs have been found: lb 8607 3/8 Mite-eaten: 850 Cloves: 2850 Counts as above: lb 12307 3/8 The mite-eaten nutmegs, dust, and crushed are properly packed into 4 bales, sealed, and numbered from No 1 to No 4 with net lb 850. Wherewith they sign in all respect and call themselves to be, below stood, Honorable, Worshipful, Commanding Sir, lower, Your Honor's very humble and obedient servants, was signed, J. W. Falck and H. Amesbeek, in the margin, Surat the 30th of April, Anno 1759, lower, in my presence, signed, D. Kelly. And from this appearing that a net shortage of 161 lb or 1 3/8 percent roughly was found on the nutmegs, together with a net shortfall of 116 lb or 4 percent roughly on the cloves, it was resolved to have the aforesaid net shortages written off to the account of profit and loss, provided the commissioners properly swear their report before the Judicial Council of this Company, and furthermore to note that the 4 bales of packed and sealed 850 net lb of mite-eaten nutmegs, dust, and crushed have already been sent to Batavia by order of the Director per the ship Ameliswaerd. how to handle the same. 43 The 19th of May The 19th of May after the rescue truly insolvent, and thus legal proceedings would be necessary to help the Company recover what belongs to it, the more so because the sale of his estate held in the meantime has turned out much more favorably than one seemingly had reason to expect, would not fail to make a beginning with it at present, since he is informed from good authority that the proceeds thereof, although amounting to more than what the Company is owed by him, will by no means suffice to satisfy his already known creditors both in the Fatherland and in India, had not accidentally come to his attention an Extract of a Letter written by the Noble High Honorable Gentlemen Seventeen to the High Government of the Indies under date of 20 November 1745, whereby Their Noble High Honors, with respect to the Judicium praeferentiae et concurrentiae and Concursus Creditorum as far as the movables are concerned, have been pleased to enact: That whenever the insolvent estates belong to persons who have actually died in the service of the Company, whether they had a so-called fixum domicilium in the Indies or died while sailing or otherwise, as well as of their widows not having voluntarily continued their domicile there for a year and a day after their husband's death, the aforesaid Judicium must be held at the place from which those persons set sail. Which decision, as the reporter or remonstrant has understood from other quarters, has been contested by the [illegible], yet until now without being able to obtain a favorable alteration thereof. 435 The 19th of May The 19th of May That the item for Porters in the Year 1757/8 ran higher to the amount of ƒ 1573:—:8 has, first, its cause in that in the Year 1757/8 as many as five, and in the Year 1756/7 only four ships called here; secondly, because in the latter year one could not get the Moorish mariners into service so quickly, whereby more had to be paid to the said porters both in daily wages and provisions, since they were hired to unload and load the ships and also remain until the newly engaged Moors come on board again, which in one year can happen earlier than in the other, and in that case one cannot proceed according to one's own discretion or establish a fixed rule in that regard. As regards the higher cost of the ballast to the amount of ƒ 305:2:8, the undersigned can submit no other reason than that in the Year 1756/7 only four, and in the Year 1757/8 as many as five ships were present here. Added to this is that in the Year 1757/8 one more ship was present here, wherefore set Rhoon at 400:—:— In the Year 1756/7, according to the price current, the 100 pieces or 4000 Corge Mats which were supplied to Ruytenveld were entered at ƒ :—:1:—:— the Corge, which also gives a difference with present prices of 200:—:— These above items amount to more: ƒ 1200:—:— The wages of the horrys have likewise run higher to the amount of ƒ 365:10:— than in 1757/8, caused by one more ship having been here in the latest year, and if one were merely to subtract the horry wages of Rhoon amounting to ƒ 397:10:— from the total cost, there would remain for the other 4 ships only ƒ 2062:10:—, which is ƒ 32:—:— less than in the Year 1756/7. The difference in the monthly wages of native mariners arises from the fact that in September 1756/7 nothing was entered for the hooker De Jonge Jacob, since in May 1756 it was sent to Rajapoer to winter there, and upon departure from here wages and board were provided for five months, which caused this excess. The supplied wax candles, which in the Year 1757/8 amounted to ƒ 437:7:—, had their origin mainly in that the hooker De Jonge Iacob together with the small vessels De Jonge Susanna and Beschermer to Rajapoer, as well as the other vessels, both to Brootchia and Bouw Negger and for cruising in this roadstead, where they were supplied and used both for the duties to be performed and otherwise, this not being able to be managed more economically, since in the latest year or 1757/8 it was ƒ 12:10:— less than in 1756/7 if one counts the cost of 4 maunds amounting to ƒ 226:10:— that were supplied to the vessels when they were destined for the expedition to Geria.
