As the Company's vessels, on account of the approaching rainy season, cannot be of any use for the present, and have already been brought before the garden Zorgvliet and laid up there in order to carry out the necessary repairs to them, so that against the upcoming favorable monsoon they will be completely in condition to be employed again for the required service, it was resolved upon the proposal of the Director to have all of them inspected, according to yearly custom, by the chief mate and master of the hooker De Jonge Jacob, Ary Fransz, and the second mate assigned to that small vessel, Pieter Nieuwenhuyzen, in the presence of a native master shipwright, in order to serve a specific and accurate written report regarding the required repairs and necessary provisions. 432 453 The 19th of May The 19th of May It was agreed, for reasons as recorded, that as he has served satisfactorily as sworn clerk, he is appointed as the most competent in his place, and at the same time to the accompanying office of Secretary of the Commissioners for Orphan and Matrimonial Affairs, and having today taken the requisite oath of fidelity and secrecy in the hands of the Director, it was approved to make a note thereof in this record. The servants at Amed-Abaad having reported by letter of the 18th ultimo that the agio at that place was currently high, so that for remitting the surplus cash remaining in the treasury they could obtain no bills of exchange except at a loss of 2¾ percent, which they had not dared to do, under the supposition that one could draw upon them from here with less loss; so it was agreed, since one has until now sought in vain for an opportunity to draw bills of exchange on Amed-Abaad at a lower agio, to order them to make a virtue of necessity, and to step over that loss before the remittance may perhaps become impossible through intervening troubles or other unexpected obstacles; but at the same time resolved to make a further attempt in that regard here, and if any likelihood of success should appear before the dispatch of the reply, to note the same in the postscript of the letter. Concerning the offered reduction on the prices of linens given in December and January last, it was approved to reply that the total returns demanded both for the Fatherland and for India had already been distributed between this main office and Brootchia three weeks before the receipt of their aforesaid letter, and, having been formally contracted with respect to the prices, that offer comes far too late to serve as a basis for the measures of this administration in that regard, aside from the fact that the decline in the Amed-Abaad prices would have to be very considerable to come into consideration, because the prices originally given, not counting the heavy costs of transport, were even higher than what one could obtain those goods for hereabouts. 455 The 19th of May Brootchia The first factor of Brootchia, Van Jeger, having sent alongside his letter of the 17th of this month the following report on the delivered cargo here from the Horris the porter and extractor, which were handed over by the commander of the war gallivat De Zee Leeuw, Mattys Klinchard Junior, to the undersigned second of this office in the following manner; namely: Powder sugar loaded at Souratta in 200 packages, according to the invoice, with a net weight of 73568 lb, and the same was received here in good condition with 72466 lb, showing a deficit of 1102 lb, being 1½ percent. Underneath stood: In the Dutch office at Brootchia, the 17th of April, Anno 1757. Signed for receipt: C. Heideman. In the margin signed for delivery: M. Clinkhard Junior. Thus, after resumption, it was agreed to validate the mentioned short-weight of 1½ percent that occurred between Souratta and Brootchia, as not exceeding the permitted write-off. It was also approved, at his request, to remit thither by bill of exchange Rupees 25000 or ƒ 37500:—:— for the purpose of the new contracting of return goods, as well as to authorize the said factor to disburse from the treasury up to ƒ 50:—:— for travel expenses to the provisional assistant Thomas Felix, recently sent thither, as established by resolution of this council on the 10th of February 1756. Tuesday the 5th of June Anno 1759 The 5th of June Commander Watson comes on behalf of the English chief to inquire whether the arrest of the three soldiers was done by order of the Director. The details of this case and how His Honour regarded it. Hereupon the said Watson serves that reasons why this was rejected had been to conclude a cartel. Indignation of the Director over this proposal. Forenoon All present Initially the Director communicated that the principal subject of this meeting was a message made to His Honour this morning by the English Commander Watson, in the name and on behalf of the chief of that nation, Mr. Spencer, concerning the well-known case of the three deserters of this garrison apprehended yesterday in the arrack tavern near the Company's shipyard; the said Watson having asked whether the apprehension of those three men, whom he called English soldiers, had occurred by order of His Honour, at the same time expressing his apprehension that consequences might result therefrom which would be extremely disagreeable to the chiefs of both nations; That His Honour had answered him thereto that yesterday towards noon he received report that three of the Company's soldiers, who deserted from this garrison at the beginning of the past month, had had the assurance and temerity to come in their undergarments, namely without uniform, into a tavern close by the north-east gate of the Company's shipyard, where the soldiers of this garrison are accustomed to come drink a dram of arrack, not without suspicion of having been sent there, or at least having come, to attempt to crimp others or entice them to desertion; That thereupon His Honour immediately had them sought out by a detachment of military men and transferred into safe custody on the Company's territory, in order to be brought to trial before the Council of Justice and receive their deserts; That His Honour had such a clear conception, and was so completely assured, that his duty alongside the honour of his nation and Company demanded of him absolutely not to suffer that those who had abandoned their service in a treacherous and perjured manner should come to defy him as if to his face, and thereby encourage others to follow their footsteps, which latter, to all appearance, had been the purpose why they had chosen precisely a tavern outside the city, situated so close to the Company's shipyard and kept by a native standing under their protection; that he could not be intimidated by an apprehension that others might think differently in this regard and act conformably thereto, alongside the consequences that might arise therefrom, which would only be attributable to those who, through an obstinate refusal to conclude a cartel for the restitution of mutual deserters, kept a door open to disputes and dissensions, in the hope of finding their account therein in the long run; That the said Commander Watson had replied thereto that Mr. Spencer had indeed once caused a proposal to be made to pave the way thereto, having thereby in mind the proposition of which mention was made in the resolution of the 3rd of March last, regarding the provisional restitution of all English deserters without returning a single man of the Company; That His Honour on that score had given him to understand that that proposal was so reasonable and equitable that all impartial people must notoriously marvel more at the conceptions which could have served as a foundation to make and repeat a proposition of that nature to an independent nation, than that the same, although in friendly terms, was rejected with an inner indignation; the more so since on this side no servant of the English Company has ever been enticed away, nor has order or authority been given to solicit them to leave their service, however much reason has been given thereto from time to time by contrary conduct; partly because one considers it beneath oneself to take revenge in that manner, and secondly because one still always, especially in recent days, flattered oneself that on the English side, seeing the moderation used on this side, they would lose the taste for such practices, which are not well reconcilable with a sincere desire to cultivate mutual friendship and harmony, and would, just as we do, content themselves

505 The 29th of June Resolution regarding the soldiers dubois and Seerenholsz Today, the twenty-eighth of June, in the year seventeen hundred and fifty-nine, appeared before me, Paulus Jan Wenkink, First Sworn Clerk of Policy of the Surat Directorate, authorized for this purpose, Anton Benedictus Wasserman, presently assigned to the garrison here, who, out of love for the truth and in support of justice, and as such at the requisition of the Right Honorable Louis Taillefert, Extraordinary Councilor of the Netherlands Indies and Director of this Directorate, declared to be true and truthful: that on the 26th of this month, together with fellow soldier Casper Ferenholtz, while going inside the city into a tavern not far from the Castle plain, he had encountered there some soldiers deserted from our garrison to the English and acting as recruiters, who first invited him, the appearer, and the aforementioned Ferenholtz in a friendly manner to take service with the English as well; but perceiving that neither the appearer nor his companion would be easily persuaded thereto, they immediately attacked them while uttering some abusive words and beat them pitifully; but principally his, the appearer's, companion Ferenholtz, as he, the appearer, having just recovered from a severe illness, was not capable of offering resistance, so that the two of them came up short and were finally, thus battered, dragged by the aforementioned recruiters to the Castle; from where he, the appearer, together with the soldier Jean Pierre du Bois, who had recently likewise been dragged to the Castle by force, was subsequently brought by boat to the English Garden; but that his aforementioned companion Feerenholz remained in the Castle, since he declared outright that he did not want to take service; that, having arrived in the Garden, they were administered the oath of loyalty and subsequently brought back over land to the City and into the English Lodge, where they each received twenty rupees, while an English uniform had already been given to him, the appearer, in the Castle; that he, the appearer, was thereupon ordered to return to the Castle as soon as possible, the English appearing very tranquil concerning him, as he showed himself so willing in everything; but that the soldier du Bois was for the present detained in the Lodge, undoubtedly to be brought to the Castle after that date; whereupon, the appearer thus walking back alone and therefore seeing himself at liberty, he had gone past the Castle toward the woodcutter's gate, where he was indeed stopped by the English Sepoys, but upon his statement that he belonged to the Dutch Company was released again, and he thus returned to the Company's Yard; containing the following particulars. Ending herewith the appearer his given deposition, which he testified contains the pure and sincere truth; wherefore, being required at all times of necessity, he remained prepared to confirm the same further by solemn oath. Thus done and executed in the Dutch Counting-house of Surat on the day, month, and year aforesaid, in the presence of Josua van Hen and Jan Hendrik Mauw, clerks at this Secretariat, as witnesses. The 29th of June Whereupon, with relation to the soldier Casper Heerenholz mentioned therein, it was approved not to record him as a deserter, as he was dragged away by force by the English, just as the fellow soldier Jean Pierre du Bois, who was mentioned in the resolution of the 26th of this month; since his absolute refusal to transfer into English service sufficiently demonstrates that he would gladly return to the Company if the freedom or occasion to do so were given to him.
