Draft Instruction for the First Sworn Clerk, serving as an addition and interpretation of the Memorandum regarding the duties of the servants drawn up by the present Extraordinary Councillor of India, Mr. Jan Schreuder, as departing Director, as follows: Article 1. In case of illness of the Secretary, to attend to the work of his department, unless another arrangement should be made in that regard by the Political Council or the Director. 2. Except for Sundays and other church or feast days, to be constantly present at the Secretariat in the morning from seven to eleven and in the afternoon from three to six o'clock, or longer as may be required. 3. To place the necessary marginal notes upon the Resolutions. 4. To note in the Daily Register everything that comes to our knowledge regarding foreign European nations, alongside their trade and conduct; all occurrences of importance and consequence among the natives, and in particular those that have any relation to the Company's affairs; alongside the prices of merchandise at the market or bazaar; everything concerning the ceremonial at the reception of native dignitaries, or the chiefs and deputies of other nations, must be clearly noted, as well as when the Master of the Equippage and the commanders of the vessels are sent out to survey the fairway. Also to insert therein all letters of any importance or interest from and to the Moorish and gentile dignitaries. 5. The extracting of the requisitions for the subordinate offices. 6. The drafting of all secretarial ordinances and acts of promotion, taking good care that the regulation on that subject is not exceeded in the slightest, unless according to a Council resolution or by express order. 7. When provisional assistants are promoted to absolute standing, to express whether they were sent as scribes from Batavia or were enlisted here or elsewhere, as well as by which letters this has been approved by their High Noble Lordships. 8. We, the undersigned, agents of the vessels acting as Commissioners, upon reading the present passport, have declared it, pursuant to article four of our instructions, to be illusory and of no value. 1. Because, according to its date, which is April 9, 1759, it was issued at a time when the English had not yet made themselves masters of Surat, and Mr. Deleyrit could not foresee that they would seize it by open force. 2. Because, Surat having fallen under English domination, it would have been necessary for the said event to be mentioned in the passport, which is in the ordinary form of all those that each European nation grants in the Indian Seas to the merchants of neutral cities; Surat is no longer of that number since our enemies seized it. 3. Because it appears by the date of the day on which the said passport was issued, that it was issued since the English laid siege to Surat; the resident of the French Company cannot be deemed free in a place of which the English have declared themselves sovereigns by raising their flag and keeping a garrison there; it is probable that the resident was compelled by force or fear to fill out the said passport and deliver it according to the will of the English; and even had he granted it voluntarily, neither the resident of Briacourt nor any resident has the right to grant freedom of trade to the subjects of His Majesty's enemies, and thereby to favor their trade; it is proved that he could not receive new orders in this regard from Mr. Deleyrit or from the Superior Council of Pondicherry; the issue of the passport would have been of a newer date, and its form would be different. 4. The former residence of your Right Honorable, where the Warehouse Keeper currently resides, and the adjacent dispensary and iron storehouses are also still in such condition as was circumstantially described in the report of 10 July 1757, namely old and dilapidated, but especially the dispensary warehouse, which has long had to be propped up with beams, moreover being as leaky as a basket, and therefore absolutely unusable for storing anything that can spoil from dampness. The beams of the said residence, which constitute the roof of that building, were permitted to be partially renewed pursuant to Their High Mightinesses' highly esteemed authorization by letter of the 10th of October 1758; however, in accordance with your Honorable's highly respected verbal order, this did not take place due to the decision taken on the 2nd of November in the year 1759 to abandon the said residence, at which time the lease of the dispensary warehouse, which opens onto the inner courtyard and to which there is consequently no access except across the same, should also be terminated. Furthermore, the front wall of one of the rooms opening onto the courtyard is currently severely cracked and warped. The bridge by which one goes from this house to the lodge is in good condition, but it will necessarily have to be demolished if that house is rented to natives or Europeans not in the Company's service or under its protection, since it could otherwise serve in time to cause us harassment and nuisance. The so-called iron warehouse and likewise the church or prayer room across the yard are still in such condition as noted in the report of the year 1753, except that the floor of the room is now cracked in several places and the cane window screens have been renewed. Next to it stands a shed with a tiled roof, where the blockworks, strops, planks, etc., are stored.
