The gunpowder from the delivery of the ship de Waakzaamheid having become wet and virtually reduced to mud, having been dumped into the river by the committee members in the presence of the captain, pursuant to the resolution at the session of the 12th ultimo, it was approved to incorporate the report received thereof into these minutes. One has nothing in stock, and can therefore only count on the consumption of one year, or from October 1760 to October 1761, if nothing is fulfilled on the latest formal requisition of 15 to 20000 lb; but if it happened contrary to expectation that such should occur with the following vessels, which it is hoped will appear in January or slightly later, one would have to calculate thus: The consumption in one year amounts to 16000 lb. The 17th of December as governor of the Castle his [illegible] regarding the title of Honourable, having been given by the Lord Director And whereas not only the Brokers and Suppliers have conformed themselves to this calculation of the discounts, although not without resistance, so that the same henceforth may serve as a rule and guideline, it was therefore approved to adopt that paper in the manner aforesaid, in order to proceed accordingly at all times in the future, while leaving the Suppliers the freedom to take back the Cloths that are inspected as second and third sort and generally appraised at 5 and 10 percent less than those that completely satisfy the sample, if they should judge themselves aggrieved thereby. In the Letter to the new English chief, Mr price, and his council, whereof mention was made in the resolution of the 8th of this month, the title of Honorable or Noble having been given to him in his capacity of Castle Governor, in the hope and expectation that he likewise would make no difficulty in addressing the Lord Director, as a Member of the High Indies Government, in the same manner, instead of the Worshipful or Respected affected until now, the more so because the English ministry at Calcutta never hesitated to give that title to his Honour and his predecessor in the Directorship of Bengal, even when they were not invested with the rank of Councillor of the Netherlands Indies; yet the said Gentleman having thought fit, in the answer sent thereto, to follow the old manner, without taking notice of the information of His Honour's promotion repeated to him to redundancy, as can be seen from the Translation of that Letter, which is to be found among the Translations, and it being consequently judged that one ought not to let such pass unnoticed, as tending to the disparagement of the Dignity of his Honour's Character and to give himself an air of a Superiority

7335 The 17th of December The 17th of December given thereabout in defect that one cannot acknowledge, as well as resolved likewise to return again to the old titulature as found in the further missive to the mentioned Gentleman among the outgoing Letters, also done, and that letter having been delivered to them by the Commissioners according to custom; so was the written Report submitted by them regarding their encounter concerning that matter, submitted by the Director, being of this content To the Right Honorable Worshipful Lord Louis Taillefert Extraordinary Councilor of Netherlands India As well as Director and Chief of this Directorate Right Honorable Worshipful Commanding Lord The undersigned Members of the Political Council, having been commissioned by Your Right Honorable Worship to proceed to the English Factory here in order to deliver there the letter from this administration dated yesterday addressed to the chief of that Nation, Mr. William Andrew Price and Council, have done so while presenting Your Right Honorable Worship's compliments, whereupon the same was opened and read by Mr. Price in our presence; having sat down for a short time thereafter, the said Chief asked us what reason there was that in the cited Missive he was only titled Worshipful or Worshipful Lord, whereas he had previously been called Honourable or Honorable Lord. Whereupon we answered him that this was caused by the fact that Their Honors likewise gave no other title to Your Right Honorable Worship, although Your Right Honorable Worship, as Director of Bengal, as well as all of his predecessors there, had always been written as Honourable, yet here hitherto, notwithstanding that Your Right Honorable Worship had meanwhile become a member of the High Indian Government at Batavia, only Worshipful; although we had made this known to Their Honors as well by letters of the month of March as in our most recently departed ones, and had given Mr. Price in the latter—since Their Honors had communicated to us the erection of their Office into a Government—without hesitation the said highest title, in expectation that Their Honors would cease to give Your Right Honorable Worship a lesser one than that which he could expect with so much reason, as appeared from our previous letter, from the courtesy of the English ministers, but having seen that such had not occurred, we had considered ourselves entitled to give His Honor also only that of Worshipful again. Whereupon His Honor replied that neither he nor any of his Council had well understood that period concerning Your Right Honorable Worship's promotion as Councilor of India, and that he was unaware of anything regarding the previous letter of March, but that he assured us from now on he would not fail, on the occasion that he happened to write to Your Right Honorable Worship, to give the same the title of Honourable, and that he would very much like to see that it were changed; whereupon we replied that we would indeed take our letter back with us and give Your Right Honorable Worship notice thereof, provided His Honor would at the same time assure us that he also wished to change his last letter, without entering into a demonstration that Mr. Court, as we had understood from Your Right Honorable Worship, could pretend no ignorance of the right that Your Right Honorable Worship already before his aforesaid promotion

The 17th of December whereof even today to dispatch them and to obtain the necessary little chests, whereof none are currently in stock, to have made, likewise to pack up the money and send it on board: thus, after mature consideration of the aforesaid reasons, and considering that under these uncertain circumstances it would be better justifiable to let the Hof Duno depart as soon as possible with only one lakh in cash than by delaying the same, in order to send one lakh more, to endanger the one with the other, all the more since the cargo of that vessel besides this is worth nearly four and a half tons of treasure, it was unanimously resolved to dispatch the officers of the oft-mentioned vessel yet this evening, or at the latest tomorrow morning, as well as to detain the ship De Waakzaamheid on account of a lack of Moorish sailors, but not longer than at the latest until the middle of the forthcoming month of January, and then, if in the meantime no reasons to the contrary arise, to have that keel also sail under God's guidance to Batavia, in ballast and laden solely with 200,000 rupees, or three tons of treasure, and the few returns that are due to arrive between now and the aforesaid term, even if the same should have to depart with only a single crew or 25 Moorish sailors, if because of the heavy recruitment by the English for their fleet no more might be procured. Subsequently, Skipper Nicolaas Eman was called into the meeting and asked by the Director whether he had received his cargo to satisfaction. Which having been answered by him in the affirmative, it was decided to record a note thereof herein, and to announce to him the above resolution, in so far as it concerns the vessel under his command, in order to govern himself accordingly. The said skipper having been dismissed, the letter to the High Indian Government was collated in original and duplicate and signed by the members present, just as it was agreed to conform to the letters for Colombo and Bengal drafted by the Director. The suppliers having requested a further advance of 15,000 rupees or 22,500 guilders on the supply of linens presently in hand, it was approved to have that sum advanced to them from the treasury. The same having made a request by a further missive under date of the 15th of this month for a bill of exchange of 14,000 rupees or 21,000 guilders for the advance of the collection there, it was resolved to remit that amount to them as soon as possible. The Broach factors having requested by writing of the 26th past to be authorized to enter into the accounts the pomeloes delivered to the broker at the present New Year festival, under the excuse that in the previous letter they had forgotten to ask permission for this, it was agreed to grant them that authorization since this is an annual custom. 759 The 31st December The 31st December of ƒ 1006:4:— Pathole silk in kind ƒ 85:4:— caused by being charged on the invoice of Tulpenburg at more than its true cost charged too high on those of 7 Asta on those of 12 Asta for Samarang. Small chintz blankets ƒ 130:10:— for 40 pieces which in the invoice of the ship Tulpenburg were stated as 60 pieces in each bale, whereas there were only 50 pieces in them. Furthermore, it was neglected to receive from the Cash the cost of the mirrors sent to Amed Abaad in 9ber, which amount, with the pleasure of Your Honorable Worships, could be booked in favor of Roederam Ruidas and Mantchergie Goodsedye. To the debit of Profit and Loss, 3½ lb. of mace and 6 jugs of olive oil were written off, the former according to the resolution of the 23rd December 1750 and the latter see Resolution of the 28th March 1759; yet as this underweight of the mace was made known upon finding the surpluses and underweights at the warehouses and subsequently written off by resolution of the 11th October of this year, said mace must be booked back, as well as the olive oil brought by the ship Amstelveen, and the 6 jugs found short written off at ƒ 3:1:—, and it was also resolved to return the same to the ship's officers and have them pay its cost. To debit the factory of Amed Abaad in the books in favor of the factory of Brootchia for f 3000:-:- which the Brootchia factors omitted to charge to Amedabaad; as well as to credit the Cash Office at Brootchia by way of redress for f 21:7:- which is due to the latter factory through an erroneous counting instead of a receipt from cash of f 10:13:8. Item, to credit the factory of Brootchia here for f :-:7:8 on account of the like f -:7:8 which was reported short by the Purveyor for shipping charges and drawn from cash as charged to that residency. To see whether it would be more profitable for the Honorable Company to sell out of hand all the wax that was recently brought from Batavia by the ships Hof Dand and De Waakzaamheid, or to have manufactured from that quantity partly candles, which are provided monthly for emoluments; the undersigned has the honor briefly to demonstrate here the difference that appears between the present purchase of a maon of wax candles in comparison with a maon that was prepared under his supervision according to special orders and verbal instructions from Your Right Honorable and Stern. He then sets down here the market price of a maon of wax candles consisting of 36 1/4 lb, to an amount as it truly is: f 60:-:-.
