103 The 27th of March For the second voyage, no such provision having been made, it was resolved to have the aforesaid sum of ƒ36:7:- counted back into the treasury by that servant, since the Director, regarding the granting of the warrants to pay these monies out of the treasury, refers to the specifications presented to His Honour, in which those double rations are entered, which upon resumption were found to have been examined and signed by the successive checkers beforehand, almost all of them, as conforming to the Regulation, the Memorandum of Economy, and the Price Current, upon which His Honour relied, and was thereby prevented from verifying those documents himself item by item. Regarding the remark made by the Examiners of the Expense Accounts concerning the provision of vegetables made, according to their opinion, too generously and contrary to the Regulation, for which 4 stivers per fresh-meat day, instead of per month, have been entered for each man, it was deemed proper humbly to represent to Their High Honours that, the vegetables having initially been provided by the Dispenser according to the Regulation, the Commander of the ship Ruiteveld addressed himself to this Ministry by petition in December 1756 to complain about the meager provision of those refreshments; that the Director, having immediately demanded an explanation and account from the Dispenser, that servant on the 27th of the aforesaid month justified himself in that regard in such a manner as appears in more detail in the Resolution of that date, where both of the aforesaid papers are inserted, having demonstrated that, according to the Regulation, he could not provide more vegetables to the crew, on account of their dearness, than they had actually 705 The 27th of March enjoyed; that thereupon, on the aforesaid day, it was resolved, for the reasons cited in the said papers, to allow the vegetables to be provided on the former footing until further orders; that this resolution is based on Their High Honours' circular missive of the 18th of May 1756, where, after the stipulation of the vegetables at 4 stivers per month per head, it is explicitly stated, saving that which has been further added in the Regulation concerning the places where vegetables are expensive, which restriction was understood to mean the same as except in places where vegetables are expensive, among which Souratta must undoubtedly be included; that respectful notice hereof, accompanied by an extract from the aforesaid Resolution, was also given to Their High Honours in submissive letters from this Ministry dated the 31st of December of the same year; but that matters remained thus, without any disapproving remark being made thereon by the High Indian Government, until Their High Honours, by venerable missive of the 10th of August 1759, upon the report of the Honourable Inspector General that in this Directorate, in order to comply with the Regulation, only 2 pounds of fresh meat on each fresh-meat day and 4 stivers worth of vegetables per month, instead of on each fresh-meat day, should be entered and provided per man, were pleased to require in reply the remarks of this Ministry thereon, adding that if there are no reasons to the contrary that might make the execution of this Regulation here impracticable, Their High Honours would like to see their orders in that regard carried out; and that the considerations of this Ministry in that respect, contained in the Resolution of this Board of the 2nd of November last, were dutifully submitted to the High Indian Government by respectful 206 The 27th of March writing of the 17th of December following, upon which Their High Honours' favorable decision is awaited. Concerning the provision of supplies for 6 months, which was requested, among other things, by petition of the late Sea Captain Pieter Walraven, both for Europeans and natives of the vessel under his command, the Rhoon, and granted at the session of the 10th of May 1757, and which the Examiners of the Expense Accounts of that ship acknowledge to have been necessary, except for the salted bacon and meat, for which ƒ770:16:— was paid out in cash as it was neither in stock nor obtainable here, which amount they say must be reimbursed to the Company because, during the stay of that vessel, both here and at Senda Rajapoer, the salted bacon and meat had to remain untouched due to the receipt of 2 pounds of fresh meat on each fresh-meat day per man, so that there was still a good remainder of both of those items on board, it was agreed to demand an explanation and account from the Master of the Equippage Falck, as he had been instructed by the Director to inquire into the necessity of the requested requirements, and having not only reported that it appeared from the ship's inventory and the expense account that the vessel had not been sufficiently provided with the requested items upon its departure from Batavia, but also certified the necessity of that provision without exception at the bottom of the petition, in order subsequently to be able to dispose in that regard as shall be deemed proper. The 27th of March Concerning what was ordered regarding the extension in the expense accounts of 8254 lb of rice and 22 Eb of ghee, of which the examiners of the expense accounts state they cannot ascertain the reason, as they can assume no necessity, because that vessel at its departure from here still had four months of all provisions received at Batavia, it was resolved to respectfully remonstrate to Their High Nobilities that nothing could be brought against the contention of the aforesaid examiners if the said vessel at Batavia had been provisioned for as many heads as it actually carried, but that from the petition submitted by the skipper Christiaan Hansz at the session of the last of March, and inserted in the resolution of that date, it clearly appears that he departed from Batavia with 26 European and 16 Moorish heads more than what was provisioned for, this administration judged it necessary to supplement what was provided on the voyage here to the aforesaid 42 heads, all the more because on sea voyages one cannot calculate so firmly, consequently the provisions also cannot be measured so precisely, and moreover the authorities upon their arrival at Batavia are obliged to account for the consumed ship's stores. Finally, it was understood that what was ordered regarding the extension of the expense accounts should henceforth be dutifully observed as much as possible; consequently, in each disbursement there must be specified the number of cabin guests, deck officers, and common sailors, each separately, as well as how many they make together, and for how many months that disbursement took place; likewise, when cash is disbursed instead of certain provisions, there must be noted the quantity of each provision separately with that sum of money; furthermore, in the expense accounts monthly, and each month separately, the fresh meat and vegetables provided on the meat days must be recorded; but regarding the calculation of firewood by dademen, fish by pounds, item vinegar and sweet oil by jugs, it was decided to observe the same as closely as can be done without notable inconvenience, given the different customs of these lands. The motives for the formal requisition of merchandise for this Directorship having subsequently been attentively resumed, it was unanimously decided to conform thereto, as well as to incorporate that paper into these. Motives for the Surat formal requisition of merchandise for the financial year 1761. Cloves 100,000 lb. The consumption from one year to the next being at its highest 65,000 lb, it appears that in 18 months, calculated from the last of March 1760 to the first of October 1761, when relief on the requisition for the year 1761/2 is to be expected, there can be consumed 97,500 lb. From which deducted the new remainder under the last of March last 27,000 lb. Remains 70,500 lb. Yet demanded 78,000 lb. Nutmegs 60,000 lb. And thus also this, as both being well founded. to demand an explanation from the Dispencier, but the Honorable Head Administrator was to book nothing that was delivered against orders or in excess, but regarding that, upon finding, immediately to report in order to obtain the disposition of this assembly, so that the books may once and for all remain free of such very improper entries. This word of offsetting was also understood by the assembly, and therefore one shall always have to observe such in the future, or in [illegible]. Not to introduce the least alterations in the style of Bookkeeping, but to remain with the custom, unless by written notice from the Keeper of the Books it might be found good, because the continual variation of Methods regarding that causes nothing but increase of work, obscurities, and confusion. delivered with 17 pieces of planks for the service of the Trade warehouses, see Journal page 82, instead of to Craft Requirements, although previously the brought-in balances and other goods brought in for the use of the warehouses were entered directly into the Account of unassessed goods, which however in future ought not to happen, except upon special warrant of delivery from the Chief Commander. Secondly, in the month of March, the excess allowance over the brought-up board money etc. for the first 5 months in that fiscal year to Your Honorable Respectable as Extraordinary Councillor of the Dutch Indies, amounting to ƒ 207: 17: 8, was mistakenly subtracted in the debit of the small Cash from the Account of prior-year Charges and expenses, instead of bringing that amount directly to the Credit of Ordinary Rations, in which case the said prior-year Account would then have been entered at ƒ 626:—: —, whereas it was done with only ƒ 458: 2: 8. Thirdly, the cost of two newly made canaats and the repairing of the tent, in the Month of May, was very improperly entered under Carpentry and Repair, instead of under Extraordinary expenses, since those expenses were caused by the war that arose between the English and the former Castle Governor, whereas otherwise such expenses are written off to the Account of Expenses on Merchandise. Regarding this to report and account for. Fourthly, under the end of August, 143 jugs of Arrack Api were successively delivered in excess and written off to the Account of Expenses on Merchandise for the Military personnel who had been on Command in this fiscal year, without stating the reason for this excessive delivery, see page 159 of the Journal. Fifthly, one tub of Tjintjouw was delivered instead of one tub of Saki by the ship Sulpenburg, which according to the Resolution of the 24th of November Year 1758 should have been offset against each other, which also occurred according to Journal page 45, but in a very improper manner, as it states: By Sundry Provisions to Sundry Provisions ƒ 27: 17: 8 for the transfer of 1 Tub of Sjantjouw, which was delivered instead of a Tub of Packie, and pursuant to today's resolution is offset and transferred in this manner with its own cost at 1 tub ƒ 27: 17: 8. The 27th March L 1 as also serving to that end to The improper handling seems in the copying of the report of the Honorable Head Administrator to have remained in the pen, and has indeed been redressed in the books prevented and avoided. This must always be brought to Ordinary Expenses or such other accounts to which the same has the most relevance. This as a minor fault. The assembly, having learned of this neglect not without surprise and con- sternation, understands that the same shall yet have to be cleared in the current books. Also regarding the settlement [illegible] trade having already expired, one had notoriously, according to the understanding of this entry, the known and deducted and for salary of shall clear the same now from the preceding books. The assembly agrees with the opinion of the examiners, and will therefore expect that this board money be entered and written off separately in that manner. Resolution of the 3rd March 1759 not debited for the f 8298:2:8 found short according to the report of the special commissioners, and against that his account, pursuant to the Resolution of the 11th August last, should have been credited for f 6000:—:—. Eleventhly, the artillery goods have not yet, pursuant to Their High Honors' honored order contained in the resolution of the 13th June 1758, been redressed in the Trade Books or brought to their true cost. Twelfthly, the Interest account, as appears from page 171 of the Journal, was settled at the General Office instead of India's Capital Batavia, according to Their High Honors' Resolution of the 10th May 1757. Thirteenthly, the travel expenses to the Poona Court of the first Rajapur Factor Isanderus and those of the second Factor van der Sleyden, on account of the expenses incurred in the journey to and fro from Rajapur on the Deccan Trade at Penda-Rajapur, were entered under Extraordinary Expenses, by which latter expenses the Account of the Deccan Trade at Benda-Rajapur (see page 201 of the Journal) is in arrears by f 385:7:8. Fourteenthly, in the month of April there was written off, among other things, to the detriment of the Account of expenses of ships, f 752:17:— for board money of the commanders of the loading and unloading vessels as well as the boat crews of the ships Amerongen, Amstelveen, and Ameliswaard, without it being stated how much was furnished to the commanders and how much to the boat crews, although according to our understanding the former should have been written off to Expenses on Merchandise and the latter to the abovementioned Account, and Lastly, some write-offs have occurred that do not agree with the dates of the Resolutions, but since the same nevertheless do not differ in quantities and the Honorable Company is in no way disadvantaged thereby, we will, in hopes of a favorable interpretation, make no further mention of this. but also intends to propose to Their High Honors, both to reduce this expense and for the better prevention of desertion, to absolutely forbid the ship officers from employing any European seafarers on the boats or vessels here, except for the hired hands or quartermasters. The 27th of March Upon the report of the Head Surgeon to purchase the requested medicines for Ceylon, received in order to account for the deficiency in the chest of medicines sent from here in the year 1758, it respectfully serves to state that the aforesaid medicines were accurately weighed by them in the Company's tent and subsequently packed away as such, and they therefore cannot comprehend how those deficiencies arose, while they are at all times prepared to confirm this under solemn oath. In the hope of having complied with your Honorable's highly respected orders, they take the liberty to sign with all high esteem, below stood, Honorable Commanding Lord, lower, Your Honorable's very humble and obedient servants, was signed, H. L.s Kummer, Jan Josua Stegman, and Martinus Koning, in the margin, Surat, the 18th of March, Anno 1762. Whereupon, after deliberation, it was approved to have half of the aforesaid missing sum of ƒ39:1:8 reimbursed and paid into the treasury by the aforementioned Head Surgeon Kummer, and the other half by the commissioners Koning and Stegman, because considering the small quantity of the drugs, the deficiencies are considerable, notwithstanding that several articles are found among them that are not subject to spillage, drying out, or evaporation. The aforementioned Head Surgeon Kummer having also submitted a report concerning the market price of Asafoetida, being of the following content: To the Honorable Lord Louis Taillefert, Extraordinary Councilor of the Dutch East Indies, as well as Director and Supreme Commander of this Directorate. The undersigned Head Surgeon has the honor to most obediently report to your Honorable that the Asafoetida demanded for the Ceylon Government can be obtained here at the bazaar for ƒ450:—:— per 100 lb, and that of Anno 1756 was purchased for ƒ560:—:—. Wherewith, with deep respect, having the honor to be, below stood, Honorable Commanding Lord, lower, Your Honorable's submissive and dutiful servant, was signed, H. The feathers of the two state fly-whisks, called peacock tails and made of bird-of-paradise feathers, being so ruined by age and moths that they could no longer serve, and therefore necessarily had to be renewed, the specification submitted for this, amounting to Ro/a 151 6/8 or ƒ227:9:—, was reviewed and passed, and it was approved to let that paper follow here. The 27th of March Minute of the Rescript to Amed Abaad Petition of the Broker and Business Agent Resolution taken regarding it Negotiated Bill of Exchange approved by the factors The Factors at Amed-Abaad, having sent among other things with their Letter of the 17th of this month a Gentile petition along with its Translation from the old Company Broker Gerderdas Doosjee and his son the business agent Mietalaal, addressed to the Director and Council and to be found among the Translations, wherein they request a further deferral regarding what they still owe to the Company in outstanding balance, alleging as a reason that there are several Employees of the Company who had goods manufactured and dispatched at Amed-Abaad, and also brought goods from Souratta there which were cleared through customs by them, without reimbursing them the customs duties or other expenses, which is the sole cause that they have fallen behind; and fairness, as well as the Company's interests, requiring that those people be assisted in obtaining what may be found to legally belong to them, so that the Company may also receive its own from them, it was resolved to order the aforementioned Employees to conduct the most prompt and accurate investigation into all the circumstances of this important matter and whatever is in any way relative thereto, and to report their findings hither without any reservation or sparing anyone who might be involved therein; with authorization in the meantime to postpone calling upon the Regents to compel them to pay, unless their claims should be found entirely false and trumped up, and it should therefore be deemed serviceable to the interest of the Company to proceed therewith. 128. 31st March Where this takes its origin from To represent to Their High Excellencies To serve to inform Your Right Honorable that the sandel Iaar Mahomet Hassen and sailor Pajet Abdulla, who in the year 1757 were sent to Batavia on the ship Vlissingen among other Moorish seafarers, were taken into custody as the Lord's prisoners at Samarang on 24th August of the said year, and their wages have ceased since that time; however, now that the remaining crew of this watch have returned here on the ship Lekkerland and have been discharged, and according to their own account the first-named was put to death and the second flogged and branded, the families of this sandel and sailor come to harass the undersigned daily for their settlement, and whatever he has pointed out to them that a prisoner in the service of the Honorable Company cannot earn wages, they refuse to be satisfied with this, but persist in their claim that they, as well as the others, must have their monthly wages, since by such an occurrence the Moorish seafarers will have an aversion to the service of the Honorable Company, to which is added that they murmur strongly against the levy of hospital debts that are sometimes charged to their accounts, and they also request that the Honorable Company may be pleased to grant them some increase in wages, since they can hardly subsist on the small monthly pay of 7 florins and 10 stivers.
