From Surat, 10 December 1760. Written regarding the shortages on the spices. Regarding the punishment for the Moorish seafarers. As also what was ordered regarding the shortages on the spices. These permitted chests having been granted, we have issued a copy to the Fiscal, in order to keep, and cause to be kept, a strict oversight that no contravention or connivance shall take place against it. Concerning that which was ordered by extract resolution of Your Right Nobilities of 22 May of this year regarding the shortages on the spices, we take the liberty, in order to avoid unnecessary and tedious repetitions, to conform respectfully to what has been said regarding this matter in the following response to the extracts from the Fatherland, to which we only add that we shall follow those orders exactly and without the least deviation. The statute enacted by extract Batavia Resolution of 20 June 1760, concerning the punishment of such Moorish seafarers as might come to desert or run away, will be very difficult to put into practice here, because the transport to Batavia of a recaptured deserter condemned to banishment on Edam, From Surat, 10 December 1760. Will not be very practicable here. One presently has no more flintlocks here than are required for use and in case of need. Condemned Moorish sailor, would cause too much commotion here among the people, an unwillingness to serve the Company, and even complaints among the Regents. It being ordered, among other things, by an extract from the minutes of Your Right Nobilities' assembly of 4 December 1759, to dispose of the worst of the 500 flintlocks or muskets found here in excess, or otherwise to send them to Batavia, we have the honor hereby to represent that with the firearms in use by the garrison—which, as soldiers desert and die, or deserters from others come over, are at times fewer and at times more—there are at present found here in total only 205 flintlocks, and of these, not From Surat, 10 December 1760. Regarding the matter of the expense accounts, the annotation now passes to the matter of the Home Country, so that they may make themselves worthy of the favor shown to them by a doubled zeal. Now passing to the annotations of Your High Honors on the findings of the expense accounts, regarding supplies of equipment goods, etc., made here in 1755/8 to the ships, we have demanded report and accountability in that regard from the departed Equipment Master Falck. And we have caused that paper, with its appendices, together with the answering annotations transmitted herewith, to be drawn up, furthermore humbly referring ourselves both thereto and to that which we deemed necessary to add in the margin of those annotations. The answering of the esteemed general rescription of Your High Honors and of its appendices having thus been accomplished as briefly and concisely as was at all feasible, we shall now proceed to that of the Extract from the General Missive written by the Noble Honorable Directors, committee members. From Souratta the 10th of December 1768. To your Honorable High Worships, our committee members at the Assembly of the Seventeen to Their High Honors the Governor-General and the Council of the Indies in Batavia, dated Amsterdam the 2nd of October Anno 1759, concerning the matter of Souratta: We have learned with regret that the pirate nest Geria is now in the hands of the Bassynders, who are no less to be considered a dangerous enemy of the Company than the Angrians. And although we do not disapprove that Director Taillefert took thought to curb those pirates, and we have seen with singular pleasure the courageous conduct, having expressed humble gratitude for their generous indulgences regarding this expedition, under promise of conducting ourselves strictly henceforth in accordance with the orders issued in that regard, we cannot fail to point out that, however much the Marhattas are bent on sea robbery, just as the Angrians were formerly, and to play their part more covertly and avoid entangling themselves with those whom they are obliged to respect, they secretly assist with vessels and men the Wangans, a sort of petty pirates residing south of Geria, of whom one has only heard speak for a few years, and thus under the name of these new sea rovers they rob friend and foe alike, even the English, notwithstanding their naval power presently in India. From Souratta the 10th of December 1768. It is to be ascribed. However, since the Geria expedition, to our knowledge, they have never made any further appearance to attack any Company ship or vessel, having been not a little intimidated by that undertaking and, so it seems, even deterred from ever boarding a vessel bearing a Prince's flag again, for fear of being blown up into the air with it or seeing their own vessels burned. For the sad fate which the ships the Wimmenum and the Vreeden suffered in 1754, combined with the accidental blowing up of the narrow-boat Batavia and the unfortunate burning of the small galbat the Sultanpoerse Coely, has brought into their minds the notion that the intrepidity of the Netherlanders generally goes so far that, seeing no chance of escaping the danger of being taken, they would rather set fire to the powder themselves than surrender to their enemies with ship and goods, thus attributing to a general resolved decision or order that which is solely due to the accident of the commanders to whom the undertaken expedition was entrusted. Yet we also judge that the ministers of the respective outer factories should not proceed to such war expeditions without your prior knowledge and obtained qualification. Meanwhile, we are deeply affected by the loss of the two wrecked vessels, and especially of the crew members who fell therein; however, this misfortune being irrevocable, we must pass over it as inevitable, with a recommendation to the ministers to be continually on their guard against those pirates, and to protect the Company's ships and vessels against their attacks to the best of their ability. From Souratta the 10th of December 1768. We rejoice that the measures taken here have not been entirely fruitless. We have already found an agreeable proof thereof in all these matters. We have, as far as was possible for us and circumstances permitted, solely sought to fulfill our bounden duty, and we rejoice in their care to warn the supercargoes of the ship Rhoon dispatched by you of the danger which they had to fear from those pirates. And it has also given us much pleasure that the ministers have at the same time sought to assist those inexperienced supercargoes as much as possible, although the success has not answered their reasonable expectation. But you can easily understand that it must be wholly disagreeable to us to see those inexperienced subjects placed at the head of a commission for whose execution not only local knowledge is required, but principally also sufficient experience.

From Surat, the 10th of December 1760. experience and conduct is extremely necessary, but of which requirements the aforementioned supercargoes seem to have been entirely devoid, and from whose actions we can therefore also expect little good. That the sale of merchandise in the financial year 1755/6 had succeeded so well that all the imported trade goods, except the sugar, cinnamon, cloves, and a few more, were quickly disposed of, has also been shown to our satisfaction. You have, however, reasonably remarked that the profits obtained on those sold goods, to the amount of ƒ684912:8:—, after deducting all costs and expenses, cut little ice, and we conform all the more with that made remark because the aforementioned amount of those profits consists of roughly two-thirds of the advances on the spices and the Japanese copper, which alone have constituted a sum of ƒ506077:4:—. The spices and the Japanese copper will always constitute a considerable portion of the general profits of all trading posts where those articles are drawn upon as here, because of the high percentages they yield, since no one outside the Company can import them; but the profit on the other merchandise, which the Dutch have in common with other nations, is, according to the nature of trade, often very contingent, and depends as much on the greater or lesser importation as on the popularity or unpopularity of certain goods, these in turn depending on so many circumstances, especially in a country like this, which is subject to continuous internal unrest and revolutions, that they cannot be foreseen by any human ingenuity when preparing the demands, as the former has again been particularly proven this year with regard to the iron, for which one could barely negotiate 18 guilders per hundred pounds, due to the abundant import of that mineral by a Swedish Company ship named the Ryksstenden, although when making the demand a higher price had been promised. Notwithstanding this, there is reason to hope that the profits of this current financial year will not appear disagreeable to Your Honorable Right Respected, especially if no new troubles arise; we having the honor to respectfully report to Your Honorable Right Respected that on the sold cargo of the ship Duynenburg, which arrived here from Batavia in October last, costing in purchase ƒ160926:—:—, a net profit has been made of a considerable amount of ƒ312357:13:—, or 192 7/8 percent, namely: on the spices ƒ170283:2:8, or 122 1/8 percent, on the other merchandise ƒ142074:10:8, or 96 3/8 percent full. We have further observed with no less pleasure your sustained attention to having the Company compensated for the damage caused by the negligence or bad faith of its servants in the shipping of defective goods, as being the only means to encourage the servants to a better observance of their duty. The sale of various wool manufactures far below the purchase prices, we may not pass over without mention, because from that it can, if necessary, be deduced how poorly the Company would have fared in fulfilling the demand that had been made for the goods by the previous administration. We can say nothing else to this, except that this trade might have succeeded better if one had been able to deliver the manufactures of such quality, color, and price as the English are accustomed to supply to the Marhattas, as evidenced among other things by what was noted in our resolution of the 13th of January Anno 1758. We must further lament with you that the sale of the Company's goods is almost entirely dependent on the discretion of the brokers, since the subordinate trading posts previously selling goods, especially that of Ketsmandui, have been broken up, navigation to Sind has been prohibited, and one thus has no other prospect for sale than Surat; it is harder than ever to rid oneself of that dependency, although one embraces with the utmost attention all conceivable means to succeed therein. The brokers are now no longer indebted to the Company for anything from their old debit, which they have paid off completely, and care is taken to hold them to it, so that they cannot fall so far behind again. brokers, whose character has been described so vividly in the ministers' letters, that we only too well understand the detrimental consequences of the state into which the Company's trade has been brought; accordingly, we also remain fully confident that the ministers will employ all possible means to rid themselves of the dependency on those servants, and we further adhere to your recommendation for the collection of what the aforementioned brokers owe to the Company. That the ministers, in the discussion of the statement of accounts of this directorship in the financial year 1755/6, brought forward as a reason for the lesser profits,

From Surat, the 10th of December 1768. adduced that under those of the previous financial year were included the profits obtained on the Mocha trade to the amount of ƒ88858:17:8 is to be admitted, in so far as that sum was also stated among the profits in the balance sheet of that year, but that the same should be accepted as a real item of profit, we cannot in any way allow; indeed, on the contrary, we are of the opinion that if the Surat profits were not of a completely different nature than the Mocha ones, the interest of the Company would absolutely demand to abandon the trade at the first-mentioned place entirely, the sooner the better, just as has already had to be done at the latter place. From Surat, the 10th of December 1760. We therefore also understand that the profits of the year 1755/6, although entered into the books at a lesser sum, are nevertheless really greater than those of the previous year, for which reason we do not hereby wish to refrain from commending the ministers; but against this, the charges of the most recently closed financial year are also in fact much higher than the previous ones. It is true that the charges of 1754/5 amounted to ƒ582400:13:— and those of 1755/6 only ƒ298716:8:8, and that thus the amount of the former far exceeds that of the latter; but when one considers that the greater part of the first-mentioned originates from the construction of the stone revetment, which, being an extraordinary item, cannot be counted among the ordinary charges, and that except for the item of the gift account, the extraordinary paid and charged salaries, as well as that of the expenses incurred during the discharging of the Angrians (though the latter, just like the former, belongs to the ordinary charges of the factory), all the other items of the last year have run much higher than those of the previous one, one must admit that the charges of the last financial year are in fact much higher than those of the previous one; and considering that those charges, calculated together, amount to more than double the sum that they ought to make up according to the most recently amplified plan of retrenchment, we recommend to the ministers From Surat, the 10th of December 1760. in so far as it is at all possible, through a well-suited retrenchment, to make the highly necessary redress therein as soon as possible; while we, as aforementioned, express our satisfaction regarding the zealous efforts of the present Director toward the improvement of the cloth collection, and his persistent care to curtail and prevent as much as possible the advance payment of money on the delivery of return goods. In particular, the ministers have given us much pleasure through their attentiveness in inspecting and resorting the cloths collected at Ketsmandui for the demand of the year 1755, which among other things had the good effect that they rejected 897 pieces of various cloths accepted by the servants as being absolutely undeliverable, and had the amount thereof refunded by the providers of those cloths. We must subsequently also not fail on this occasion to insist with earnestness upon the necessity of examining with a careful eye the cloths that have been accepted by the servants at the respective subordinate factories, because from what was mentioned above it can be deduced how little reliance can be placed on the faithful conduct of the lesser servants, who through their bad conduct constantly give us so much well-founded reason for displeasure regarding the quantity and quality of the cloths received from here in the past year, and what further remains to be noted thereupon, we refer We very humbly request that Your Right Honourable will please be persuaded that we leave nothing untried to discharge our duty in all respects as faithful and honor-loving servants, and that we are, and always shall be, especially attentive to make the profits of this factory increase, and on the other hand to reduce the charges as much as possible. There is presently no other cloth-yielding out-factory under the jurisdiction of this directorship than Broach, the retention of which is all the more necessary because it still provides a check on the Surat suppliers, and its abolition would necessarily involve the same consequences regarding the collection as those against which one must struggle with respect to the sale of merchandise; that is, that the prices of the cloths would depend almost entirely on the suppliers. It is true that, due to the sinister conduct of the broker at the said factory, there is not much to boast about regarding the cloths delivered there for 3 to 4 years, as appears from the discounts decreed thereon from time to time during their inspection here; but after having employed this and other means of redress for some time in vain, we finally had the pleasure of perceiving a beginning of marked improvement in a part of the goods from there for the demand for 1759.

We refer as before to the received linens for India, and through the measures taken since, this continues according to wish, so that we dare flatter ourselves that your Right Honourable will find more satisfaction in the Broach delivery for the year 1760 than before, since the broad bherms and coarse niquanias made there almost everywhere completely equal the samples, and partially surpass them. After the favour that the High Indian Government was pleased to show us, by acquitting us upon the accountability given by respectful letters of the 14th of May 1757 from reimbursing the spices credited in too great a quantity in good faith to various ship officers, we have taken good care not to offend against the simultaneously declared intention of Their High Honours, and shall henceforth also never pass more than 2 percent on those costly wares, provided the oath of faithful handling and good supervision is taken, and for all that might fall short beyond this upon delivery, charge the officers for the purchase price on their salary account. That you did not wish to dispose of the finding regarding the chests of nutmegs and cloves brought there in the year 1757/6 without fuller information than the submitted judicial report meets with our approval, as does your having demanded further elucidation and a specific listing of the item of f 372668:—:— that was placed on the treasury account for disbursements to the petty cash and other expenses, as on the matter of the spices too much attention cannot be given, and the work of the treasury must be checked with no less attentiveness. From Surat, the 10th of December 1760. to raise it for greater solidity, to interdict the progress of that work, whereby the native workmen abandoned us, and we were necessitated, in order not to leave the Company's yard open on that side, to have the remaining masonry completed as well as possible by some European soldiers expressly paid for that purpose, keeping at the same time all the remaining men of the garrison under arms to prevent an actual obstruction, at which, however, it remained until some days thereafter, when the said Regent caused the Company's second Broker to be arrested under futile pretexts, as the whole matter is extensively described in our Resolutions of the 19th and 24th of April 1759, to which we humbly refer; little of importance having occurred with the Moorish Government since that time. On the other hand, we have had much to do with those friends, especially shortly after the capture of the Surat Castle by the English, who presently act as Chief Regents, whereof the letters written to and fro and our resolutions of that time can bear witness; yet it seems, since a few months, that they proceed much more calmly, so that we presently suffer no nuisance from them any more than from the Moors. From Surat, the 10th of December 1760. also readily admit that the loss of the advantages which the regents annually enjoy from our establishment there would be the most powerful, if not the only means of coercion to restrain them; and we therefore also make no difficulty in conforming with the authorization which you have given to the Ministers to hold before the Brokers, who after all seem to make common cause with the regents in this matter, in the most earnest manner what the unavoidable consequences will be of the continuous conduct of the Regents; yea, in case those representations should be of no effect, we could if necessary also be satisfied that one broke up from here entirely for a year, in order thereby, and through the further consequences of that departure, to make those avaricious Regents feel in fact that we are by no means inclined to endure their extortions and vexations in trade any longer, still less to leave unavenged the insult and indignity done to our Ministers; but what would then become of the immense costs which the Company has incurred, both for the erection of buildings and for other purposes, and what certainty would we have that in the future affairs here could be brought onto a better footing. Together with, on the part of our competitors, the envy of seeing the Honourable Company lodged here so respectably on its own ground and in its own dwellings, while they barely owned a foot width of land in ownership here, and the jealous suspicion that their esteem and authority in Surat would drop notably as a result, and that of the Dutch on the contrary would rise and increase more and more. From Surat, the 12th of December 1764 having however suffered no damage, and is also repaired again in place of what was lost in this roadstead, of which a copy of the declaration is annexed to the expense account, ordering at the same time in the most emphatic manner to use all possible endeavors to bring the same on board as soon as possible. But since the weather had softened considerably when the vessel arrived in the roadstead, and the ship was still riding well at her anchors and cables without having lost anything other than the boat, which with two men in it had been swept away from behind the ship by the sea and had drifted ashore, the aforesaid lorry returned with its cargo. And as news was received at the same time that the boat was stranded past Suvali, and the two men who had been in it were safe, the Master of the Equippage was sent thither with the necessary crew to retrieve the boat. Arriving there, he found that the inhabitants of the said village, assisted by some men sent there, had already done so, that vessel having sustained no other damage than being strained by the beating of the sea, the deck plank washed away, and the iron hoop of the jibboom missing, which defects have been repaired here again, and an 8-foot-long piece has also been set into its wale. Regarding the discharged cargo of that vessel, we must note here that on the cloves and nutmegs, above the permitted 2 percent for which the skipper Pieter Matthys Joele took the customary oath of purgation on the first of this month before the Council of Justice here, there were still shortages of 12¼ lb on the former and 34¾ lb or ¼ percent on the latter, for which we have properly debited the officers on their pay accounts, as well as for the 604 5/8 lb or ½2 percent of Japanese copper in bars found short above the write-off permitted by the regulations, including 2 whole small boxes in count, on which account we have had 354 5/8 lb reimbursed by the skipper and first mate jointly, and 250 lb by the first mate alone; 101½ lb or 5/6 percent on Japanese copper in plates; 416 lb or 1/12 percent on tin Bancas; and 61 cans or 63 1/8 percent on linseed oil. What the skipper has been able to put forward in this regard upon the deductions made stands recorded in our resolution of the 16th ultimo, where our further disposition regarding the discharged cargo can also be seen, concerning which we also note here that we have credited the officers in trade for 301½ cans of arrack api, which fell short by less than the permitted write-off amounts to. Since there is presently a reasonable supply of cash here, we have approved in the session of the 18th ultimo to send provisionally 2 lacks or ƒ 300,000:-:- of it with Duynenburg to Batavia. Folio 4: To His Excellency, the Most Noble and Right Honourable Lord Jacob Mossel, General of the Infantry in the service of the state of the United Netherlands, as well as, on behalf of the same and its General East India Company, Governor-General, together with the Honourable Lords Councilors of Netherlands India, Batavia. Most Noble, Wide-Ruling Lords, Arrival of the ships Lapinenburg and Torenvliet. While the delivery of the merchandise brought and sold by the ship Duijnenburg was proceeding vigorously, and we were somewhat anxious concerning the delay of the vessel Lapinenburg, lest we should be inconvenienced in one way or another, the same finally appeared to our joy on 11 February last, as did also, on the 11th of the past month, the third ship, Thorenvliet, which for various reasons had not been expected so early. A receipt of Your High Nobilities' letters. We have also had the honour of receiving Your High Nobilities' venerated letters of 18 October and 14 November of last year, together with their enclosures, and shall therefore, before proceeding to the general description of this Directorate, have the honour of answering them briefly. The sugar was sold even above the set price. The sugar of Lapinenburg and Thorenvliet was sold not only for the set price of 12 ropij per hundred pounds, but even somewhat above it, as will appear more fully under the article of sales. Per the ship Lapinenburg. From Souratta, 10 April 1764. Report from the warehouse master regarding the order to report the numbers of the canassers with bad sugar. We have placed a copy of the order to report the numbers of the canassers with bad sugar, should any be found among the lot, into the hands of the warehouse master for his information. Whereupon that official notified us by a report that the sugar turned out reasonably well on the whole, but if any bad had been found among it, it would sometimes have been impossible for him to report the numbers of the canasters, because by far the greatest part from the cargo of Lapienenburg had entered the warehouses without the usual wrapper of a mat upon which the numbers generally appear, and that very many from the delivery of Thorenvliet were likewise stripped and without numbers. The reporting to the Malabar administration of the linens manufactured here. Why this is not done for the present. We shall not fail at the first opportunity to carry into effect that which Your Nobilities have been pleased to command regarding the statement to the Malabar administration of all linens being manufactured here. For we cannot conceive that this matter is so pressing as to have one of the ships departing from here last intentionally call at Cochin contrary to explicit orders, the more so because the administrators of that Commandery, by letter of 15 January of this year, formally excused the remittance of 200,000 rds ordered by Your High Nobilities until the coming month of December, requesting that they then be accommodated with 100,000 rds. The small vessel the Jonge Susanna was dispatched to Ceylon. Your High Nobilities having ordered by general rescript of 12 November 1759 to send to Ceylon, besides the hooker the Jonge Jacob, another of the vessels stationed here, we, in dutiful obedience thereto, at the session of 18 March of last year, for reasons contained in the resolution of that date and in our humble letter of 9 April following, selected the small vessel the Jonge Suzanna for that purpose. From Surat, 10 April 1761. as there is now, besides the smaller vessels, no more than one small ship, namely the Beschermer, and thus already one less here than the Memorandum of Management dictates, and we therefore felt obliged to assume that by ordering the small ship De Zee Leeuw (no such vessel exists here, but rather a grab-rigged war galivat) to be sent in the month of December via Ceylon to India's headquarters, Your Right Honorables' intention was by no means to demand the only small ship that is still kept in this Directorate, nor the aforementioned galivat, because that, like all others of that nature, is a vessel that can only serve in this Gulf and along the coast but cannot withstand heavy seas, but rather that the small ship De Jonge Susanna, which had departed for Batavia not even two months before the receipt of that order, was to proceed instead of remaining at Ceylon; thus, in that uncertainty, we resolved at the session of 20 February last to await Your Right Honorables' further pleasure in that regard, and in the meantime to take advantage of the favorable authorization to have another small ship built in place of De Jonge Susanna, but no larger, and above all not drawing more water than the Beschermer, just as we had already resolved on 6 December to respectfully propose to Your Right Honorables; partly because through that construction the number of vessels granted to this Directorate by the Memorandum of Management will only then become complete, and partly because that number and type of vessels in this Directorate is absolutely necessary, both for the speedy unloading of the ships and the transport of return goods from Broach to here, as well as to keep in check the numerous pirates roaming in this Gulf and even at this roadstead. The commission to take the true soundings at the Surat roadstead in the various seasons of the year at fixed positions, we judged could be entrusted to no one better than the bearer of this, Captain-at-Sea Jan de Lavoje, alongside our equipment overseer, Second Mate Matthijs Clinckaert Junior, who also on the 18th of the past month delivered a report in that regard concerning the Surat roadstead, which we have the honor to transmit in the original among the loose enclosures, it also being inserted in our resolution of the 24th ultimo, whereby we trust to have complied with Your Right Honorables' esteemed requisition. Furthermore, we have caused to be delivered to the pay bookkeeper a copy of the extract of Your Right Honorables' resolution of 25 July 1760, whereby the pay bookkeepers are held responsible for the dispatching of redundant copies of the muster rolls, to serve for his guidance. And we shall dutifully follow, as occasion arises, the contents of the extract from the Patria missive of 17 July 1722, sent out by circular for observance by special order of the Honorable Right Respectable Lords Majors, concerning suspected and accused servants. Regarding various items charged on the invoice of the ship Lapienenburg, we have on 20 February last caused the item of f. 13. 8. 8, for a sow of lead charged on the invoice of Cattendijke to the General Accounting Office without naming the authorities who were to pay for it, to be made good by the first undersigned, he having still been Chief Administrator at the time, and the invoice keeper, each for half. That we have not neglected from time to time to make every possible effort to collect at least something of the Mocha debts, can be attested by the instructions given to Captain-Lieutenant Verkerk, and to Captains Outjes and Marchis in 1752, 1753, and 1754; but how little progress we have made in that regard, due to the lack of the required papers, appears from the written reports made upon their return. Since we have had no opportunity to pursue our solicitations since the cessation of the navigation to Mocha, we have, in order to comply with Your Right Honorables' order to the best of our ability, resolved on 9 March to profit from the occasion of a private small ship, which was about to depart for the Red Sea for the account of some members of our Council, to send a Company's servant thither, with a letter to the Governor, a copy of which in Dutch is included among the enclosures, and further provided with an instruction, besides all such papers and extracts as could in any way serve to give him the necessary light on that matter; but the principal of all, and

And what has been demanded more than once by the previous Governors, namely what is principally lacking to achieve this objective, the original bond of the debt of the royal chamber, we have not been able to procure for him, nor the promissory notes of Hassem Jessoe and Cassem Turbetti, who nevertheless both, according to general testimony, are impoverished and unable to pay anything. In anticipation of the outcome of this commission, we have entered the entire aforesaid sum of the Mocha debts amounting to ƒ 63666. -. . into the books under separate names, and hope that the aforesaid consignment may receive Your Right Honourables' favourable approval. As the former broker of the Company at Mocha, Mhamet Mozaad said Sale, and the moneychanger Mhamet Moraad have also answered the letter written to them by the Honourable Mr. Taillefert under date of 21 March of the past year regarding their claim on the estate of Zeeman, that they, or one of them, would go to Batavia this year or send an authorized representative thither, we have on the aforesaid occasion once again assured them that, provided they bring sufficient proof, full justice will be done to them. Returning after this brief digression to the invoice of Lapienenburg, we have written off the charged ƒ 1789:8:— on account of previous years' expenses and charges, regarding the provisions retained here to the credit of, and furnished at Batavia to, the Honourable Mr. Taillefert, Extraordinary Councillor of the Dutch East Indies. However, concerning the 872 lb. of iron which were found short of the weight of 10 pieces of unserviceable grapnels sent to Batavia per the ship De Waaksaamheijd compared to what was charged for the same in the incoming invoice of this Directorship, we cannot refrain from respectfully representing to Your Right Honourables that it is an impossibility that grapnels which have been in daily use for a considerable time, and have finally become unserviceable through the breaking of an arm or otherwise, can be delivered back with the same weight which they had when new; and therefore we also humbly request to be authorized to write off again in the books the aforesaid shortage, which was caused by wear and tear, where it was entered pro memoria. From Surat, 10 April 1761. Whereas it has pleased Your Right Honourables, by your respected letter of 14 November of the past year, to impose upon the repatriated Master of the Equipage Falk the compensation of the purchase-cost items specified therein, amounting to ƒ 3068:12:8, besides an additional ƒ 2900 for half of the labour wages, or together ƒ 5968:12:8, regarding the excess charged and received under security to be refunded on a specification amounting to ƒ 38802:4:8 for repairing and refitting the Company's vessels; and desire that all this shall be paid by those who have interposed themselves as sureties for the restitution under the aforesaid, we have the honour to inform Your Right Honourables that one of the sureties who bound themselves for the restitution under the aforesaid specification is the Senior Merchant and present Secunde of Malabar, Iohan Anthonij Sweers de Landas, but that the second, being the former pay-bookkeeper Ian Pieter Ohdem, has also already repatriated; and that we therefore will not fail to write to the Malabar Ministry on his account and charge their aforesaid sum of ƒ 5968:12:8 by invoice, thus leaving the bail of 4000 Rixdollars entirely intact on account of his past administration according to Your Right Honourables' intention. Yet regarding the report of the Honourable Bookkeeper-General, concerning the incorrect entry of some charges made from here mentioned therein to the sum of ƒ 10220:46.-, the compensation of which Your Right Honourables ordered must take effect, and granted a reward of 100 Rixdollars to the discoverer of that incorrect handling, we have placed the same in the hands of the Head Administrator, who has comprehensively demonstrated thereon, annexed in original to the answered findings after his report concerning the findings of the trade books of 1755/58, to which report of the Head Administrator we take the liberty, for the sake of brevity, to refer with all respect, that most of the items from which this compensation would arise are still actually in existence and continue in the books, such as the weapons of 22 Buginese soldiers, or have already been accounted for, as the 3365 lb. of lead in cases, the sixth part of the discovered errors in the Surat trade books of

A commission and request for exemption from the aforementioned charges having been granted, from the year 175 5/6, and the expenses of the yacht Colombo, that we indeed have already been acquitted by Your High Excellencies' kindness of the discovered errors in the trade books of this Directorship from the year 175 2/5, and the sixth premium thereof, and that of the armaments sent hither with Huijteveld and Lapienenburg no evidence is to be found among the papers, so that nothing remains to be reimbursed except the stamp duty and dispatch fee for the commission of the former Master of the Equipment Falck as Captain Lieutenant, and for the deed for the Cashier Oudenhoorn, amounting with the sixth premium for the Honorable Bookkeeper General as discoverer of that omission to ƒ405:46:8, of which we have had the first item of ƒ57:8 paid into the treasury by the attorneys of the said Falck, and the latter item of ƒ48:8:8 by the said Cashier. And as we dare hope that Your High Excellencies, according to your widely praised equity, will be pleased to be satisfied with this accounting, we have placed the premium of 100 ducatoons to the account of charged expenses until further orders. Touching the matter of ship laborers, the seal having been opened and dispatch fee of a deed having been paid in the treasury, we have, upon the special presentation made by Captain Ian de Lavoije by petition, agreed to assist him in the unloading of his ship with 30 laborers, and to have them replaced as soon as possible by a sufficient number of Moorish seafarers, they having been on board no longer than from 17 February to 9 March, as appears from the original attestation given thereof and transmitted among the annexes. And since one must now immediately upon the arrival of a ship begin to engage native sailors for the same in order to spare the laborers as much as possible, who are sent on board according as they can be obtained and perform ship's duty from the day of their arrival there, and enjoy the usual ration, whereas previously those seafarers used to go to the roads together and only in the last days of the ships' stay; we have, in consideration of the above, upon the verbal presentation of the skipper Pieter Matthijs Zoele and of the purser at the session of 6 December, thought fit, for reasons why 4 instead of 3 months' provisions are now furnished to the Moors, to let them be provided with one month's ration more and thus in total for 4 months instead of 3 months' provisions, in the hope that this will meet with Your High Excellencies' favorable approval. The principal extraordinary items contained in the requisition for Lapinenburg having been caused by the case mentioned in the attached ship's declarations, copies of which are affixed to the original and duplicate expense accounts, we were obliged to grant out of necessity, just as we have also, beyond the customary for that vessel, upon the testimony of necessity by our Master of Equipment, according to the resolution of 2 March, caused to be furnished: 8 Dutch lines of 9 and 12 for bindings, 6 two-sheave line blocks of 10 inches, 6 ditto ditto ditto 6 inches, 6 scrapers, 50 lb nails, and Some wooden pegs in kind. Furthermore, because the deck lay entirely open and everything poured upon it leaked into the hold, we could not avoid granting the necessary caulkers to make the same tight, this vessel having also needed caulkers, since the only carpenter who was on the ship had lain in the hospital practically the entire time; but the requested refreshment days for the ship's crew were, according to the order, refused. On the other hand, we have granted on that day the requisition for the ship Torenvliet inserted in the resolution of 24 March, so far as it contains nothing extraordinary or excessive, and among it also 30 laborers, who likewise will be replaced as soon as possible; but regarding the supplement of provisions which the skipper Huijbert van der Kneu claims to have received at his departure from Batavia according to muster roll and expense account, item what he has furnished to 8 English refugees from Bencole, item to 3 Portuguese gunners, we have ordered the purser provisionally disposed as in the text regarding the requested provisions for the same to inspect both the muster roll and the Batavia and Cochin expense accounts of that vessel, and to examine accurately what and how much may be furnished according to the latest orders, in order to take a decision thereupon as soon as his report shall have come in.

From Souratta, 10 April 1761. The vessels have been repaired according to annual custom, and their specifications passed; and upon Your Right Honours' approval, the boat of the horrij De Uijtwinner was also declared irreparable. Passing to the vessels within this Directorate, the same were, according to annual custom, strictly inspected before the rainy season by express Commissioners from the maritime service, together with the Company's native master shipwright. Upon the report submitted thereof, to be found in our resolutions of 14 June, we decided to have the repairs carried out and the necessary provisions supplied to those small keels, recommending to the Master Attendant Falk to exercise economy as far as possible. On 2 September we reviewed the specification submitted thereof, amounting to f12514:17:-, and passed it subject to Your Right Honours' esteemed approval, including among other things a new yard for the horrij De Mosselschulp, the declaration of which is entered in the resolution of 2 September. And since the vessels, on account of the long-continuing drainage, could not yet be hauled onto dry land and smeared below against the shipworm, we allowed the expenses incurred for this and for painting, amounting to f1249:17:-, to be entered into the books under the same conditions at the session of 20 February last; making with the above-mentioned sum f13794:14:-, or f4108:3:- less than that account amounted to the year before. Furthermore, a new boat was supplied to the horrij De Lastdrager for the one lost in this roadstead according to declarations inserted in the resolution of 23 May, which, according to a specification passed on 2 September, cost f403:19:-. Likewise, one had to be supplied to the horrij De Broodkist instead of the one which, according to the declaration to be seen in the resolution of 18 November, was smashed to pieces between the sandbanks while sailing inwards due to the stiff wind and high seas, of which we passed the specification amounting to f390:7:- at the session of 13 January. A similar disaster also befell the Company's horrij De Uijtwinner in the beginning of January when, being sent outside alongside the horrij De Lastdrager to sweep for anchors, it as well as its companion was forced by wind and sea to run back into the river. On that occasion, the boats of both were capsized, and that of De Uijtwinner was so severely damaged that the Commissioners, who inspected the same alongside the Company's master shipwright as shown by the report entered in the resolution of 13 January, declared it irreparable, while that of De Lastdrager, being also found severely damaged, was restored to service by means of a major repair. On this occasion, the said vessels also lost the masts, sails, and oars belonging to the aforesaid boats, as well as a kedge grapnel, 2 kedge warps, and an iron cable that were lying in them at the time. The war gallivat De Zeeleeuw, lying in the roadstead in the beginning of November right in front of the Company's ship Duijnenburg, drifted on account of the rough weather and came right alongside the said vessel. It thereby not only sustained much damage to the starboard gallery, but the jib-boom being also broken and the vessel continually pitching under without wanting to rise again, it was finally forced to cut a 10-inch cable and furthermore let it slip with an anchor of 664 lb. And thus, according to the declaration to be found in the resolution of 18 November, the boat was also overturned keel upwards, and its mast, sails, oars, and thwarts were lost with it, though without any other damage to the hull except that it was somewhat strained by the heavy working. The specification of the expenses incurred on the small vessel De Jonge Susanna for its voyage to be made to Ceylon, amounting to f1723:4:-, we passed at the session of 6 December and charged that amount to Ceylon. Over and above the services which the Company's vessels altogether performed both in the river and in this roadstead in loading and discharging the ships and otherwise, the small vessel De Beschermer, the horrijs De Mosselschulp and De Lastdrager, alongside the war gallivat De Waakzaamheijd in the month of October, De Beschermer alone in December, De Beschermer and De Mosselschulp in January, and the two last-named vessels once again in February, went to Broach within this Directorate to collect the return goods lying ready there and bring them hither. 14: From Souratta, 10 April 1764 Reasons why the native sailors for the vessels were taken into service earlier. The continuous recruitment of native sailors for the service of the English, who accept Moors and heathens without distinction, has once again compelled us to take into service the full number of natives for the Company's vessels on 20 September, and thus earlier than the previous Memorandum of Economy dictates, lest we see all the best crew, and possibly even most of those who are otherwise accustomed to sail with the Company, go over to our competitors on account of the higher wages and long-lasting lack of employment, as some who could wait no longer had already done. We do not doubt that Your Right Honourables will favorably acquiesce in this, the more so because we had reason to suspect today that the arrival of the early ship from Batavia was near, and the Company's interest essentially requires retaining the old crew, who know best how to handle the vessels, as much as possible. Six three-pounder pieces on the war galbat exchanged, and two iron one-pounders supplied to the narrow ship in place of two unsuitable metal pieces. To this matter we deem it necessary to add that, upon a report from the master of equipage, namely that the 6 three-pounder pieces that were placed on the war galbat de Waakzaamheid were too heavy for that vessel, we have permitted him to remove them from it and to put 6 two-pounders in their place, as well as to supply the narrow ship de Beschermer with two iron pieces of the same caliber instead of two unsuitable metal one-pounders. The finding of the delivered cargo of the ship Lapinenburg, having served on 24 March, appeared very extraordinary to us, that according to the declaration of the ordinary commissioners at the trade warehouses, the 6 sokkels of mace brought with that vessel, which otherwise usually contain 154 lb. net each, have weighed gross only from 154½ to 155 3/4 lb., although the same are recorded in the invoice with the full net weight of 924 lb., while the weighing declaration cited therein, instead of 1044 lb. which the aforesaid 6 sokkels ought to weigh with the tare, specifies no more than 943 lb. gross, and the same have been received here with the gross weight of 929 1/4 lb., such that the gross weight found here differs no more from the Batavian weight than 13 3/4 lb. or 1 7/8 percent. Percent medium, and for the tare of the 6 sokkels there would remain only 5 3/4 lb. instead of 120 lb., at 20 lb. each, which are commonly calculated for it; but as this is a very delicate article and we did not know how to act in this regard without giving Your Right Honourables any displeasure concerning it, we have had the aforesaid declaration of the sworn commissioners confirmed by oath in the Council of Justice, and have the honor to submit it to Your Right Honourables, recalled among the annexes, deferring the disposition of all this respectfully to Your Right Honourables, while we have entered the said 6 sokkels into the books at their full net weight of 154 lb. each, as charged in the invoice, to run on and be accounted for in this manner as long as they are not opened. Whereof the sworn declaration is forwarded.
