The 3rd of January has made; and that, however the matter may stand, the honor of the nation, as well as the Company's and our own interest, require that one not allow oneself to be lulled to sleep by an imagined security or to be made careless, so long as one has no firm and direct news of how matters are situated in Europe, because, besides the shame that, through the neglect of necessary foresight, would reflect upon the Netherlanders in general and upon us in particular, we moreover ran the risk of bringing an inevitable and heavy accountability upon our necks before our Lords Superiors both in India and in the Fatherland, as well as being blamed by everyone, mocked by our enemies, and even despised by the natives, if we had not at least done what was in our power, although we could well understand in advance that if it came to actual hostilities, we with our available force would fall far short; that our placing ourselves in a posture of defense, according to the means we have for that purpose, might sometimes keep the one sword in the sheath against the other, and the English here, notwithstanding their designs against us, seeing that we were resolved and ready to offer them courageous resistance, might perhaps undertake nothing, at least not for the present, and before they had obtained greater force from Bombay, out of fear that the Moors might embrace that opportunity to join us against them and shake off their yoke; that since the following ships are expected from Batavia shortly, and meanwhile reinforcement and orders from Their High Mightinesses could also arrive regarding our conduct to be maintained in this matter, and that if this turned out according to his Honor's supposition, it would serve to our great praise and honor to have, by showing vigor and timely planning of all possible measures, meanwhile foiled all evil intentions, and thus far safeguarded the Company's goods and servants. This reasoning having been heard with the requisite attention, the dissenting members testified that they conformed with it to that extent, yet believed, since, as was thought, the arrival of the ships was imminent, that one could well wait that long before taking measures, both in order not to make an untimely commotion, as well as because they judged that, if good understanding between both nations in Europe had been restored, and one received news regarding that from Batavia, one ran the risk of being accused of rashness and precipitancy. But against this, it came again under consideration that although it were possible that Their High Mightinesses had received firm news of the outcome of the disputes before the departure of the ships, it might nevertheless also be otherwise; that in the latter case one would have gained nothing, as one would obtain no light regarding that with the arrival of the ships; but that, supposing the Republic was at war with England, the orders from Batavia would in all likelihood arrive too late, and matters here would then no longer be intact, since at Bombay one can have news from Europe over Bassoura much more speedily than along the ordinary route to Batavia; that moreover, Bombay lying near Souratta, the English would undoubtedly have the advantage, and be ready sooner than we, and that they, seeing us in deep tranquility and without any preparations, would in case of war be encouraged thereby to profit all the sooner from our inaction, which would be very easy for them, since they, undertaking such a thing, would meet with very little difficulty in abducting by night the Lord Director and the Council members and other servants living at the wharf, and thus making themselves masters of the Company's ground, merchandise, and other effects, virtually without risking a single man, the wharf being as good as open on one side and enclosed only with a bamboo fence; that since the handling of matters in such precarious times as these was commonly judged by the outcome, one must indeed expect the censure of many, even of those who still claimed to have sufficient local knowledge of Souratta, but that, as the heaviest matter ought to weigh the most, one should not let oneself be intimidated thereby, or restrained from that which one clearly understood was necessary according to the rules of prudence, as far as human foresight extends; and trust that Their High Mightinesses, examining the matter more deeply, will know very well how to distinguish the true from the false, and judge more favorably of our conduct, and however the matter might turn out, acknowledge that when the Company's ministers have done everything that depends on them, they can no longer be held responsible for anything, and that the outcomes in such a case can decide nothing against that which they thought that prudence and vigilance required of them. The matter then being viewed in this light, it was finally unanimously judged that, before proceeding to a final resolution regarding this, one ought to investigate whether there was a possibility to take such precautions on the Company's wharf that one would at least be covered there against a surprise, as well as what means could be most suitably employed for that purpose, and resolved to commission the Honorable Secunde, alongside the members Palck and Ruperti, to go immediately to take an accurate inspection of the condition of the wharf, and of its perimeter, and to see if anything, and what, could or should be done to achieve the aforementioned objective, but to do this in such a manner that it does not arouse any suspicion in anyone of what one there

361 The 3rd of January intended thereby, as well as to make a report of their findings to the council as soon as possible. The aforesaid Committee members having subsequently gone outside to carry out this resolution, and having returned after some time, reported having examined and considered everything to the best of their knowledge, but that the perimeter of the Yard was too extensive to be occupied, let alone defended, by the Company's servants on hand, including everything among them; that moreover the terrain on the Northeast and Southwest side lay almost completely open, being provided only with an old bamboo fence; and that, in their judgment, it would be absolutely impossible, whatever one might wish to undertake, to cover oneself against a surprise attack by Europeans, or to resist the same, although one could still keep the natives in awe by the artillery to be posted here and there. Whereupon it being ordered to commit that report to paper, the same was done while the council was in session, in this manner: To The 3rd of January To the Honorable Louis Saillefert, Extraordinary Councilor of the Dutch Indies, as well as Director and Commander-in-Chief of this Directorate, alongside the Honorable Commanding Lord, Honored Councilors. In fulfillment of the order assigned to us by your Honors by secret resolution of today, to confirm in writing the verbal report made by us in full Council regarding the condition of the Honorable Company's yard, namely whether it is practicable to make any arrangement there, by placing cannon or otherwise, by which one could or might reasonably flatter oneself to be at least covered against a surprise attack; we have the honor to report that, having for that purpose most accurately inspected the Honorable Company's land alongside the adjacent terrain, we must declare, according to our knowledge of such matters, that such appears to us completely impossible, both because of the situation and condition of the plot in question itself, and because there are not enough men on hand to post as many sentries as its extent would require. To demonstrate this further, we shall take the liberty of bringing to your Honors' attention the true condition of the perimeter of the yard as it presently is. Beginning at the southwest corner, and from there southward, the wooden partition between the yard and the adjacent plot of the Casimir has now, by the outbuildings erected against it, been changed for a short distance into a brick wall of a thickness of over one foot, and a length of feet, being about a fourth part of that side; of which the remaining three-quarters, bordering an open square coming out onto the highway, are provided with a single bamboo fence, so that the yard on that side lies as good as open up to the corner, and from that corner eastward up to the Southeast Gate, is likewise separated only by bamboos from some Gentoo plots upon which bamboo huts stand. On the other side of the aforesaid gate, where the terrain 363 The 3rd of January runs very irregularly, with salient and re-entering angles, up to the powder magazine, there was made, during the last English War, a wooden palisade of beams and mill-planks, of a height of feet, with gun-port closed embrasures or loopholes in three different places, which open onto as many streets, and at each of which two guns can be placed. Directly against the Powder Magazine on the Southeast side stand Persian Houses, the like of which also stand behind it, although separated from it by a small gap. From this corner northward up to the Northeast Gate one sees the remains of an old low wall, the numerous breaches of which are plugged here and there with bamboos, up to the place where the outbuildings of the Master Attendant's house are now being built, which, together with the guardhouse of the customs officers there, form a wall of the same thickness as that mentioned above, up to the said gate, on the other side of which also stands a fragment of an old wall, against which the Porter's Lodge is built, behind which, up to the small corner jetty, the yard along and above the stone stairs lies completely open. From this brief picture of the condition of the exterior of the Company's yard, to which is added the extent of the plot and its irregularity, it is easy to infer that there is no possibility, in case of an attack, of defending even the most dangerous posts with any appearance of success, much less of offering the necessary resistance everywhere with the few forces one has, especially against a European enemy under whose artillery the Company's Yard is situated. Yet since this point does not actually constitute the object of the commission assigned to us, we shall not express ourselves further upon it, but only consider to what extent it is possible or impossible to cover oneself there against a surprise. In order to do so, one would have to post sentries on all sides, as one cannot foresee on which side they might wish to assault us, and whether they might not attempt to do so in more than one place at the same time, in order to force us to divide our small force, and thus master the game all the more easily. Furthermore, the artillery would have to be distributed among all avenues, and men stationed with it to serve it. Dog nademaal dit poinct eigentlyk het voorwerp der ons opgedragene Commissie niet komt uit te maaken, zullen wy ons daar omtrent niet ver„ der uitlaten, maar eenlyk considereeren in hoe verre het mogelyk of onmogelyk zij, zig aldaar voor eene surprise of verrassing te dekken. The 3rd of January commanding officer, surrendered short strength, consists of 82 heads in the first instance, whereof besides the Officer, 3 sergeants, 6 duty-performing Corporals, the free-workers and sick, there are no more than 48 sentry-privates; but calculating everything that could further be added from free-workers and others, the number of common soldiers would not amount to more than 54 heads. Apart from the ordinary sentries at the two Gates and before the Guardhouse, there would be required, given the extent and irregularity of the terrain, also because of the Buildings standing here and there, whereby the Sight from one post to the other is obstructed, at the very least another 8 sentries, which with the first 3 make 11 pieces, so that 33 sentry-privates would have to mount guard daily, while the actual strength of the Garrison, when keeping watch every other night, in the utmost delivers no more than 27 heads, wherefore at least 6 men would have to keep watch for 2 consecutive days at a time. It is true that one can suppose that from time to time some sick persons will again become able to perform duty; but on the other hand it is certain that through such exhausting duty as aforesaid, more will enter the Hospital than leave it, besides the fact that such heavy duty will undoubtedly also give great occasion for desertion. And since it is impossible to foresee when someone might wish to undertake something against us, and consequently it would absolutely be required to keep a sharp watch steadily and without intermission, one would, this lasting for some time, see the Garrison melt away to a few heads, and at last be forced to occupy only a few posts, and even some of those with Clerks, which however could also not be sustained in the long run; so that, however one takes it, those who would wish to surprise us would always sooner or later achieve their objective. We do not speak here of native Seapoys, since the number of those who are presently in the Company's service since the Reduction according to the Memorandum of Menage is so small that it deserves no remark, besides the fact that no reliance in the world can be placed upon those people against a European Force, and in such a case we would shortly see ourselves abandoned by them. Even less could one count on such as one would wish to take into service on that occasion; for the English are not only able to prevent such, but would also put the same into practice, threatening all who might wish to engage themselves in the Company's service with plunder and corporal punishments, as they already in the beginning of their rule here had drummed around and proclaimed in the city that no Seapoys might enter into service with anyone without their prior knowledge, upon penalty that their houses would be plundered, their wives and children taken prisoner, and they themselves heavily punished in body. Wherewith we hope to have fulfilled the honored intention of your Right Honorable, taking the honor to be with respect and deep veneration. Below stood: Right Honorable, Worshipful Commanding Lord and Honored Councilors. Lower: your Right Honorable's humble and Duty-bound Servants. Was signed: P: Grabbe, F: W:m Falck and G: H: Ruperti. And since it appears therefrom to full conviction that it is not practicable to place oneself in proper posture on the wharf to prevent a surprise or turn away an Attack, it was after ripe deliberation unanimously resolved, for the present not to make any movements at all, but in case one should obtain further and certain news of a Rupture between the state and England, to retire together into the Company's Lodge and the adjacent Buildings used under lease by the Factory, where at least one has no surprise to fear, to hand over the keys of the Company's Warehouses on the wharf, when one perceives that some evil is afoot against us, but also not otherwise or earlier, to the Moorish Regents for safekeeping, as also to leave all other Buildings standing there, besides the Artillery and what further belongs to their care and accountability; furthermore, The 3rd of January if it should happen that one were besieged in the Lodge by the English, to have protest made thereagainst by Commissioners, both to him and in the Darbar, namely against the former as claiming themselves in quality of Castle Governor to be Servants of the Mogol, and against the city Regents as permitting such in a free Trading Place; and in case the one should care as little about it as the other, and the English should demand of us that we surrender, without being willing to accord reasonable and honorable conditions, then to give them to understand that one will rather hazard the utmost and subsequently defend oneself as well as one can, and circumstances will in any way permit. Afternoon Captain Richard Collins, commanding the English warship the Queenborough presently lying here in the Roads, having claimed through his first lieutenant four sailors who deserted from the English Company, and subsequently having addressed the Director in writing regarding this matter, but having received a polite refusal from His Honour, as appears from the letters exchanged thereon, which are to be found among the Western Letters and Translations, His Honour consequently gave notice thereof to the Meeting, expressing at the same time his apprehension that, having received a report that the said Captain and all his officers who were ashore had hurriedly departed for the Roads, they might perhaps intend to inspect the Company ship the Waaksaamheid, which is lying ready to sail, in order to search for the aforesaid 4 men, or, if he did not wish to violate the neutrality of the Roads, to follow it and force it underway to submit to the inspection; that although the aforesaid 4 sailors were not on that vessel, 12 other English deserters were nevertheless on board, who on that occasion would be likely to fly into the candle, unless a means were found to secure them; but that it was not advisable to let them come back upriver, as the English war machwas, seeing them go upriver in a craft, would not hesitate to take them out of it by force; but that the only means remaining to that end was, with the utmost speed, by a specially dispatched fast-sailing vessel, to send orders to the Fiscal and the other Members who have gone to the Roads to dispatch the Waaksaamheid, to transfer the said 12 deserters by night into a Company vessel and send them to Brootchia. But whereas it is easily conceivable that the Regents, if they were assured that the Company is about to move away from there, would concern themselves little with helping it to its due, but much rather patronize their permanent inhabitants, the more so because Telliktjend, who has placed himself under the protection of the Polman, now handles the commissions of the English there, and the Regents not only seem very well disposed to revive the decayed trade of Amed Maad if possible, but also to that end have granted various privileges to the Britons; The sale taken on average at 65000 lbs per year, and so it appears that in 22 months, calculated from the end of November 1759 to the first of October 1761, when relief on the demand of the year 1760/1761 is to be expected, there can be sold more or less 119200 lbs. From which deduct the remainder according to the books under the first-named date, amounting to 32000 lbs. Item, that which is still expected with the next ships on the formal demand of the year 1759/1760: 10200 lbs. Total 42200 lbs. So it follows that there should be demanded: 75 to 80000 lbs. Nutmegs 60000 lbs. The sale taken on average at 49000 lbs per year comes for 22 months to 73300 lbs. From which goes off the remainder according to the books: 11000 lbs. According to the first-mentioned Regulation, nothing other was to be supplied to all ships than 2 pounds of fresh meat per man and 4 stuivers per head for greens on each Hagjes-day; which has been carried out by him, however in this manner: that for most ships he has entered all officers for double.
