Report 37 From Amboina, 13 August 1761 — Report to the Right Honorable Lord Meijert Iohan van Idsinga, Governor and Director of this Province. — Right Honorable Lord —— In dutiful compliance with Your Right Honorable Worship's always highly respected orders, specifically contained in the extract resolution taken in the Council of Policy on 12 May last, which duly reached me together with Your Right Honorable Worship's most esteemed letter of 4 June following, to the end of investigating through an expedition and visit to the North Coast of Ceram, as accurately and thoroughly as possible, all such reports and information concerning the true state of affairs in that region, as Your Right Honorable Worship, in view of the successive tidings heard from there, both concerning the frequent roaming of the Papuans in those quarters, From Amboina, 18 August 1761 — Thursday quarters, principally off the heights of Sawai, Hatiling, Holt, and surroundings, as well as the cruising of some foreign ships in these eastern regions, or even the erection of a fort on the Tidorese-Papuan island Salawati, as according to rumors was said to have been undertaken there by the English, might serve for any clarification; I, the undersigned, have in no way delayed to put myself in a position to do so as soon as possible, and have therefore, in the company of four orangkayas with two kora-koras, Monday 20 July, at 3 o'clock in the afternoon, departed from here by orembaai for the Hinterland, where we arrived that night, and Tuesday 21 ditto, due to headwind and severe weather, we also had to remain until Wednesday 22 ditto, when in the morning we had our grapnels weighed, and with a northerly wind turning the prow behind the island of Kelang, arrived at Mahua at 10 o'clock. From Amboina, 18 August A:o 1761 where that Papuan rabble might be hiding, or what the reason might be for their present, most extraordinary increase in numbers everywhere in these quarters, and also whether they might have been expressly sent out and incited to this, either by some special order of their radjas and chiefs, or perhaps sometimes directly by the charge and commands of the King of Tidor, as being their supreme lord; all the more because your Right Honourable respected and most esteemed latest letters of the 18th of this month have admonished me to this effect no less than the previous ones. Consequently, I have also not failed to examine everyone in that regard in the most circumspect manner and most closely. However, as much as I have tried to obtain some light in all of this, it has nonetheless generally come down to what was deduced and assured to me, both by the oft-mentioned sergeant and by all the natives living round about there. Namely: that upon merely the slightest approachable interview with one of those aforementioned Papuans, one has until now only been able to gather and understand from them that the reasons for their acts of violence and unrest originate from a certain incident: that a sister or maternal aunt of the King of Tidor was allegedly encountered and mistreated on that last cruise along Ceram's north coast by the former mate of the cruising pantchiallang d'Hoop, whom they know to name clearly as Claas Mourits. Upon which return, having touched at the Alfuro negorij Marhoeni, I also made inquiries about the rumors of foreign ships, and thus chanced to learn that likewise 3 to 4 months ago, about five miles out at sea, a ship was seen from there, without their being able to say whether it was a Company ship or whether it had been another vessel, after which from here further, and Friday the 31st of July, still sailing along there, on Saturday the 1st of August in the morning came to anchor before the negorij Noniali. Having gone ashore there immediately, and having gathered together the elders and inhabitants of the negorij Lissabatta also situated here, presented the newly appointed orang kaya of that just-mentioned negorij. After the accomplishment of which, recommending to these village chiefs of Noniali as well as Lissabatta a continuous good attention in their governance, from Amboina the 18th of August 1761 and continuing my journey home further, sailing toward Bonoa, until Sunday the 2nd of August in the afternoon dropped anchor before or near the negorij on that island, and Monday the 3rd ditto according to custom held a meeting here, during which nothing of importance occurred, and for the rest everything was also found reasonably well at this negorij. From Amboina, 2 September 1761 Wednesday, 2 September 1761 Present: The Honorable Petrus Werner, Junior Merchant, and Harman Pietersz Lijman, Military Lieutenant, in the presence of Merchant and Fiscal, the Honorable Josias Alexander de Villeneuve. The Sergeant Commander of the post of Sawai, Fredrik Franke, having been re-examined on his statement given the day before yesterday in the presence of the Bookkeeper Anthonij Diderik Mourits, who has also been expressly appointed as general proxy and guarantor for his brother, the mate Claas Mourits, who has departed for Batavia; and having persisted in what has already been written down so far, he has nevertheless requested to be permitted to add the following amplification thereto: That when he bought the slave boy from Corporal C. S., the aforementioned mate Mourits had asked, "Do you not have any drams for sale?" To which he answered, "No, my wife has gone to Amboina, I have no more drams to sell; and I have nothing at all except for my own provisions, which is very little, yet I can serve you a dram of that." Whereupon the mate had replied, "If you had 1 to 2 casks of drams now, you could make a bit of profit." But he answered thereto, "I have no goods and also no sagoweer." The mate had further said, "Then I am going to Banda, for my people still have far too much money and they need to buy some provisions." That he, the declarant, saying in return, "You do not dare to do that," the more-mentioned mate had countered him, "I certainly dare to do that, the sea is open before me, I do not care about gallows or wheel." The conversation between them ended with the addition, "Those are your affairs, that does not concern me." Whereupon the Bookkeeper Mourits, the party summoned in this matter, asked the re-examined witness whether at that time he had not sold a bottle of arrack for 24, a dram for 2, and each ball of black hunter sugar for 2½ stivers; item, whether it is not known to him that the gold beads and ring were exchanged by the mate Mourits for sago at Pulau Geser. To the first question, he answered that he had indeed sold the arrack and sugar according to ancient custom, both there and at other places, in that manner, but not at that time, as he was not supplied, but indeed before and after, when his wife had returned from here with 5 to 6 pipes of that strong liquor; and to the second, that he knew nothing of that, under the further declaration that he was in firm hope of having his paid two hundred Rds for the run-away slaves refunded again by the much-mentioned mate. The summoned representative requested that the re-examined witness, for the following reasons, might not be admitted to take an oath: 1st, because he seems to be a direct enemy of the adverse party, the mate, his principal, by recounting things which, if true, transpired only privately between the two of them, and could possibly never be legally proven by him; 2nd, because he is an interested party and expresses himself absolutely and indeed with much passion regarding the cost of the run-away slaves in his hope of reimbursement. 91 From Amboina, dated 7 October 1761. Today, the 5th of October A o 1761. Before me, Wolfert Johannes van Lingen, junior merchant and secretary of Police, and before the witnesses named hereinafter, by honored order of the Right Honorable Lord Meijert Johan van Idsinga, Governor and Director of this province, having appeared: three natives of Bouro, named Taijiboe from the negorie Tomahoe, Lalat from the negorie Lissela, and Iaedilie from the negorie Maroelat. The appearers declared that this year, among a multitude of other people of their country, they were seized by the Papuans, the first two mentioned during that people's first invasion or appearance at the aforementioned island, and the last mentioned during the overrun of the post Balletoe, and brought onto the corre corres, wherewith they were carried away directly and transported to the island of Salwattij. Upon arrival there, the deponents, along with others of their aforementioned countrymen, were immediately put into the service of the Radja, while the rest of the people seized at that time were distributed among both the so-called Capitain Laut and other distinguished persons on the aforementioned island, which appeared to them to be quite large. At the same time, due to the presence of Tidorese and Ternatan vessels, four of their countrywomen were sold to the former and one to the latter. Furthermore, that the appearers, in this manner during their stay there and among that people, without, however, From Amboina, dated 7 October 1761— having been mistreated on that island any more than on the aforementioned corra coraas, enjoyed only very poor and meager sustenance. And when food was to be set before them, be it in sago, papeda, or something similar, they were called by the name of Bouro and it was tossed to them in a winnowing basket or njiro, just as to the dogs, so that many a time 5 to 6 persons had to manage with a piece of sago broken very small. The appearers further declared that during all the aforementioned interim, from the conversations of those people, insofar as they could be understood by them, they could comprehend nothing other than that the deponents, as well as all the others, were plundered and taken captive primarily because they were under the Honorable Company and were rendering assistance or obedience to it. Which, according to their demeanor, would always and everywhere happen to, or be pursued against, all such kinds of peoples, as long as the power of the Radja of Salwattij permitted such in any way. Just as the appearers further declared having already seen a fleet of as many as 50 to 60 corre corres lying in readiness around that island, with which they intend to attack Bouro and Amblauw de novo, but according to expression, not being able to take those islands, they want to assail and overwhelm the Xullas. From Timor, 30 September 1761 to find, which could be serviceable to the attainment of Your High Nobilities' high objective. However, I must respectfully make known to Your High Nobilities that the places designated for that purpose by Your High Nobilities, on account of the proximity of Allas, are very difficult to bring over into the Honorable Company's alliance; because the Portuguese Capitain Moor lives at Allas and the Sergeant Moor at Luca, over and above the Roman priests who reside at those places in great numbers. Yet some hope presently seems to arise for this, since the Sergeant Moor has passed away, and the Father Governor at Liphao, among other settlements, has also laid hands upon Little Samoro. The damage inflicted upon Little Samoro has caused this settlement to turn over to the Honorable Company, as appears from our submissive rescript sent herewith; and this settlement bordering inland on Great Samoro, which is situated closest to Luca, so Great Samoro, through its aforementioned neighbor who arrived here, has already secretly sounded out whether the Honorable Company would indeed be inclined to accept their people as allies as well. I have again done my best underhandedly to assure this settlement of this and to strengthen them in their good disposition; besides which, for the sake thereof, I have also been induced to post such a strong garrison at Maubara, and at the same time to send the Captain of the Mardijkers Hendrik Pietersz thither with some of his men, in order to assist the settlement of Little Samoro (which is not directly made war upon by the Liphao Government, but at the instigation of the Liphao Father Governor, by those of Dilij, Ade, and Mantoetoe) against its enemies, in the hope that through this assistance, the settlement of Great Samoro, which adheres to and also supports Little Samoro, will be entirely won over to the Honorable Company's interests; to which end the Captain of the Mardijkers has received the necessary instructions. If this design should succeed, I shall not fail to profit therefrom and to send sufficient military troops, cannons, and ammunition thither in order to be able to establish a post at this place as soon as the turning of the east monsoon permits navigation on the south side of Timor. The settlement of Souaij has likewise sent its envoy hither in secret, who is still present at Coupang at this hour, requesting the Honorable Company's protection; and this with so much circumspection that no one, aside from myself, has obtained knowledge of the envoy's presence, desiring as a sign of acceptance no other answer than a rattan cane with the Honorable Company's name and a flag; the regent, upon receipt thereof, intending immediately to appear in person at Coupang; and the envoy is waiting for the turning of the monsoon to return by water to Souaij, having orders from the king not to return overland, so that nothing of this negotiation may become known, even among the Honorable Company's allies living on that side. In case the aforementioned settlement of Great Samoro should happen to change its mind with regard to the Honorable Company's alliance, I shall nevertheless attempt provisionally to execute Your High Nobilities' high orders at Souaij, until a better opportunity presents itself higher up in the country; upon which, before receiving Your High Nobilities' highly respected orders, I had already spent every effort for a long time, and shall further expend according to all duty and ability. The disturbances that have arisen in the Liphao Government provide a desirable prospect of many good outlooks, so that the ruin of the entire Portuguese establishment may very easily proceed therefrom. May it not displease Your High Nobilities that I express myself somewhat extensively regarding this, under the submissive assurance that I in no way seek therein the exaltation of my dutiful efforts, but have deemed it necessary to bring this to Your High Nobilities' knowledge, so that hereafter Your High Nobilities may better impart your high and gracious orders to the humble subscriber, and further, in case the ship De Batavier might arrive late at Batavia, Your High Nobilities, having knowledge of the circumstances, may dispose according to your high pleasure over the upcoming dispatch hither without loss of time. From Timor, the 30th of September 1761. will no longer be protected by Liphao; and having caused much grief to the Honourable Company and its allies of old times, under whose protection the Governor lives as their enemy, so they, being weakened by the loss of Toelanikan and Animatta together with all their heavy artillery, have no help or rescue to expect from any side. Thus, on the 17th of this month, the Topasses of Oykoesij and the Naymoetiers sent to me a Tommagom and a mandoor of the Ambenoese, and requested the Honourable Company's protection. The Governor residing here simultaneously requested from us the Honourable Company's assistance against these mutineers, however without the one having knowledge of the other's request. Thus I obtained the opportunity to dispatch a couple of thousand Mardijkers and Timorese to that side, without giving any suspicion to the Governor, and therewith I have sent people with sufficient information regarding their conduct in this matter, of whom I may hope that they will be able to bring hither the Oykoesiers and Nagmoetiers, who have come to request it, to whom I have come to promise the Honourable Company's protection, if they meant it sincerely. Meanwhile Your Right Excellencies may, if pleased to take note, perceive from our submissive rescript accompanying the correspondence with the Father Governor, that I do not give much support to the Oeijkoesiers and Nagmoetiers, and have kept the Father Governor himself in doubt regarding the Honourable Company's help requested by his co-governor residing here for the punishment of the mutineers. And because, in all the respectful reports previously made from here to Your High Excellencies concerning the lands of the Honourable Company's allies situated hereabouts, I could not perceive that anyone has ever given Your High Excellencies a correct idea of the condition of these lands and of the situation of Naijmoetij, as the reason why such a considerable district must remain waste and uninhabited, I have the honour to send Your High Excellencies herewith a map drawn up according to my own experience, which I certainly do not dare to present as if the boundaries, to within one or two hours away, are accurately laid down in their rod-measure and distance, yet I will always vouch that the courses and connections of the lands are accurately positioned therein; and I take the liberty of enclosing this map, not only to demonstrate submissively to Your High Excellencies that without the clearance of Naymoti these lands can never be utilized, but also to confirm respectfully what I, in the respectful answers to the Homeland Extract dated 10 October 1758, expressed with all respect as a reason for the small intake of wax, namely that we must obtain it from foreign places, because on the contrary the Honourable Company's subordinate lands cannot yield such, not from a lack of purity, but rather because they are waste and remain a prey to others. From Timor, 30 September Ao 1761 and to storm it even more; and this is the main reason that Najmoety has come to attack so frequently, for very many years fruitlessly. In case Your High Excellencies might have conceived a different idea of this, I very submissively request Your High Excellencies not to place any trust in it; because the Company would sooner or later suffer damage if Your High Excellencies were left with the notion that the native is being burdened by excessive warfare, and that consequently, out of Your High Excellencies' ever gracious disposition toward the native, expeditions sometimes had to be omitted. I provide Your High Excellencies with respectful proof of this by pointing out the many mutually fought wars, so that if they are not occupied with the common enemy, they attack one another merely to be able to wage war, having for the most part no other reasons than these. And I could respectfully confirm to Your High Excellencies for further corroboration that when the native had no wars to wage upon the arrival of Chief van der Burgh and further during the administration of Chief Beijnon, they departed quietly on their own initiative to Belo with a large force, and unexpectedly raided, plundered, and burned entire villages, bringing the people along as slaves. This same fate was formerly suffered by Amanatung, Amanessye, and Waywiko, and by Banij Banij along with Taytoo in more recent times. And these rulers, now being with the Honorable Company, again claim back their subjects abducted at that time. Thus these disputes give me much work and cause me to submit this respectful report with conviction. However, in accordance with Your High Excellencies' ever highly respected orders, the natives will be spared from military service as far as possible, which service I have always sought to lighten for them by providing for their food during all expeditions that I have attended; which, as Your High Excellencies can graciously see from the preceding books, was never customary before this.
