Number 6: Various letters and other papers, namely: 4 from Zaway, dated 2 November, 27 December of the past year, and 4 May of this year, both containing some information regarding the previously mentioned encounters with two vessels of His Highness the aforementioned King of Tidore, and a report regarding the appearance in those regions of a so-called brother of the King of Batjan with a kora-kora fleet, as well as the roaming of the Papuans with a multitude of kora-koras under the authority of a son of the Raja of Salawatti, along with quite extraordinary arguments presented by both parties. 5 from Bouro, dated 2, 15 April, 14, 21 May, and 18 June of the past year, mostly containing communication of various violent acts committed by many wandering Papuans in those quarters under the command of the aforementioned son of the Raja of Salwatti. An Extract letter from Manipa announcing that the Orangkayas of Hatileng and Bessy, together with some people of those villages, as well as of Hatuwe and Saleman, have crossed over thither from Batjan with 11 kora-koras. A deposition of the soldier Jacob Rihupassa, stating how he, together with a child and a native serving on duty, was carried off to Ceram by Papuan wanderers, brought to Noniali, and there ransomed back again for some goods. 7: A separate secret Resolution of the Political Council, dated yesterday or the 17th of this month, upon the resumption of the letter mentioned at the head hereof. Separate: 317: 29 Monday, 14 September 1761: Absent the Honorable Senior Merchant Petrus van Jongstal, together with Captain De Maares and Fiscal De Villeneuve, due to indisposition, as well as the four heads of the spice offices and the same of Bouro. Now, with reference to our recent separate resolution of 24 August last, the Governor having presented the specific calculation and summary of all such destructions, ruins, plunderings, and other gross acts of violence recently inflicted or committed at various times by a rather powerful, expelled band of Papuan peoples in the districts of Bouro, both against the Honorable Company and some of its servants, and especially also the inhabitants of the aforementioned island; and according to the aim and intention of our aforementioned dispositions, especially and specifically in accordance with the 3rd article of the contract concluded on 23 June 1733 in the Moluccas at Ternate between the King and Grandees of the Realm of Tidore and His Honor the then Governor and Director there, Mr. Elias De Haaze, amounting in general to the very considerable sum of 17,422 Rixdollars and 17 stivers, was drawn up at the Trade Office as follows: Calculation and summary of and regarding all such [damages committed] at two different times, in the year past and [illegible]

On the 2nd and 3rd of April last, in the bay of Cajelij, and on the 14th of May following, at the Company's Post Balfeto on Bouro, there appeared corocoras as well as mahoulis and other vessels of the Papuan peoples and subjects of His Highness the King of Tidor, together with the murders, woundings, and kidnapping of people then and there perpetrated by the same, as well as destructions of dwellings, ruin of sown fields and plantations, and spoliation of goods committed and carried out; as drawn up and compiled by the undersigned, pursuant to and in accordance with what was resolved and ordered in the Council of Policy of this Province of Amboina, at the main castle Victoria, dated 24 August 1761, both from a certain original memorandum, note, and report of the provisional junior merchant on that island, I. C. 339. that particularly and above all, those Moluccans have always been found garrisoned; Since, Right Honorable Sirs, we may on this matter expand ourselves a little further, or explain it as it appears to us, our thoughts might now also to some degree harbor doubts; as if, who knows and that is yet to be discovered, indeed all that rumor, which was spread so greatly and as if with a general outcry regarding the encounter, already mentioned earlier by us, of those two vessels with the King of Tidore's mother's sister by our cruising pantjalling, might perhaps rather be a premeditated, though nevertheless very odious, but all too well-succeeded work, serving this or that pretext for unrest in hidden designs, rather than truly being an actual encounter with any such personage under genuine circumstances; since, if we are permitted, subject to Your Honors' most wise correction, to bring such into consideration, we cannot well deduce from all the inquiries made in that regard, nor tie together into a sound conclusion: How the equipment for the transport of that Princess and her retinue to Keffing, having taken place with two vessels, of which one was a large, and the other a small one, the large one, as is said, properly fitted out, and secured by a pass from the administration in Ternate, and on the contrary, the small one entirely deficient, by description ordinary in everything, mounted with only one lelah, the people who were aboard it dressed only as ordinary Cerammers, without a pass, but provided only with the chop seal of the King of Tidore; yet, according to the assurances of those very people, or at least the account of the slaves sold at Sawai and, as was alleged, plundered from that small vessel, and [illegible] under the escort of the aforementioned large one, and belonging to its pass; upon inspection, nothing but a quantity of sago and other ordinary indigenous foodstuffs were found in it; the same having been boarded in plain sight of the large one; by which not the slightest movement was made to the cruiser, neither for information nor for its release; and according to the general depositions of the soldiers and mariners who were stationed on it, in how far such might be found of any credit in Your Honors' most wise consideration, also the aforementioned slaves having been handed over as a voluntary gift to bribe the commander for the release of that vessel; How, we mean to say, in observing all these particular circumstances, we cannot well conclude that His Highness, the King of Tidore, could have seen fit, any more than the aforementioned Princess would have wished to risk for her person, the embarkation on that smallest, humblest, and, as is assured, in no way provisioned vessel, together with the hazard that it, for lack of a customary pass, necessary by contractual obligation, could be subjected to the hindrance of the voyage's progress, or at least to inspection upon encountering any cruising vessel, just as in this case happened entirely too unfortunately. Which we thought we might put forward here, in so far as until now not the slightest reports from Ternate have given us any further clarification in these matters. While furthermore, both in regard to these matters and in continuation hereof, we also bring to Your Right Noble Honours' respectful attention that the undertaking of the petty King of Battjang—as we learn from the former Senior Merchant there, and currently present here, designated Governor of Banda, Mr. Jacob Pelters—without the least prior knowledge of the Ternate ministry, to equip as many as 11 cora-coras under the chief authority of his brother, and thereby the abduction of a number of 231 heads of people from the Honourable Company's districts around the post Zawaij, on North Ceram, likewise could not well fall outside any such consideration of ours; since earlier, now and then put forward (and in our aforementioned missive to Ternate also to some extent discussed) assertions of those petty rulers, as if they were entitled to superiority over various settlements situated there, have always been held and assessed under such considerations that Your Right Noble Honours were previously advised thereof, their highest dispositions requested, and—as was last done in that year 1709—thereupon, or in that regard, even special commissions were decreed. Just as we also now present to Your Right Noble Honours a certain such summary of damages, as well as likewise a similar calculation of what (pursuant to our separate resolution of 24 August accompanying this, following the contract of 23 June 1733) could be drawn up to the charge of the King of Tidor on account of the appearance as well as committed acts of violence of his Papuan subjects in the districts of this Government; provisionally intended as the very same aforementioned resolution of ours mentions under various humble remarks for Your Right Noble Honours' hoped-for approval. From Amboina the 23rd of September 1761 arrival of a son of the king of the aforementioned island of Salawatte, as well as at the same time also serving this most humbly; in order likewise, in humble reply to Your Right Honourables' very revered separate letter of 30 December of the past year 1760, most highly to present to the same, once again such various charters and papers, letters, reports and attestations, alongside and related thereto, sundry of our separate resolutions, as have been bound together under the annexed register to the attached jacket. And wherein, in hope of approval, we would rather take the liberty to conduct ourselves entirely humbly, than to arrest Your Right Honourables in your high, so very operose deliberations with a specific enumeration, or prolix repetition, of what each particular might contain. Since we are at the same time also in that humble confidence that Your Right Honourables, regarding what your highly respected pleasure requires of us, Concerning the pretended superiority of the king of Tidor, in the continual navigation of his subordinates from the so widely extended lands of Weda, Pattanij, Almahera, and the Papuan Islands, to the east end of Great Ceram and from there, as well as vice versa, and apparently no less in suspect cruising navigation, but also around the west towards Bouton and whatever further pertains thereto. To the ministry in Ternaten, as should be written on Your Right Honourables' very revered orders and name: they may perhaps find themselves satisfied by the missive which, after consulting many papers, dated 18 July last past, accompanied by all the documents relative thereto, we had dispatched thither; while we further nevertheless deem it well to mention here in brief for Your Right Honourables' concise information, that according to the aforementioned attached letters as well as the report of the present provisional resident of Manipa Jan Hendrik Knop, regarding a certain commission ordered to North Ceram according to our resolutions of 21 May last, and furthermore also various attestations, strange vessels have still been seen in these quarters at various times and places, and particularly, on the 8th of this month off Amblauw a heavy ship was encountered by a certain Macassar inhabitant named Intje Kappa, which we surmise may perhaps be that very same one From Amboina the 23rd of August 1762. as was also mentioned by the provisional resident of Bouro, Cruijpenning, in his letters dated 10 and 16 August, although it is then nevertheless even more to our astonishment, because at that time, due to the continually very stiff south-easterly winds blowing without any particular design for absolute delay at that latitude, the course around the west could surely have been pursued with all speed. While we also, observing the aforementioned roaming, now by such a never before heard number of Papuan peoples, committing all robbery and acts of violence both in the remote regions of this Province and those of the Ternate government, with the only possible attention, would also believe that some foundation might perhaps reside in our speculation, which we have expressed to the ministry in Ternate in this regard, insofar as our apprehensions make us fear whether at the Tidor court, either in the person of that monarch himself or at times this or that unrest-seeking minister of his, matters might well be situated in such a way that there may remain the reflection whether something might not be fermenting there, in the old manner with which especially and above all those Moluccans have always been found possessed; since, Right Honourable Sirs, if we may expand a little further in this matter, or explain as it appears to us, we would now also to some extent incline in our thoughts, as if—who knows and it is yet to be discovered—all that rumour which, with respect to the encounter (already mentioned in our earlier reports) of those two vessels with the king of Tidor's mother's sister by our cruising pantjalling, was so greatly and as if with common outcry spread abroad, might perhaps rather be a premeditated work (though nevertheless then quite too odious, were it all too successful) serving this or that pretext for unrest in hidden designs, rather than in true circumstances a real encounter with any such person, because, if we are permitted to bring such into speculation subject to Your Right Honourables' most favourable and highly wise correction, from all that has been gathered and inquired into regarding this, we cannot well deduce, or tie together into a sound conclusion: How the equipage for the transport of that Princess and her retinue to Keffingh, having consisted of two vessels, of which the one was large and the other small; The large one, as was said, properly equipped; and

How, we mean to say, noting all these particular circumstances, could we not readily conclude that His Highness the King of Tidore could have thought fit, as little as the aforesaid princess would wish to risk in her own person, embarking on that smallest, most insignificant, and, as is assured, destitute vessel, along with the hazard that the same, through lack of an ordinary and, by obligation of contracts, necessary pass, could be subjected to hindered progress of the voyage, or at least inspection Page 9 September From Amboina, 23 August 1761 upon meeting with any cruising vessel, just as in this case has happened quite too unfortunately: Which we thought we might well advance here, insofar as until now not the least reports from Ternate have given us any further clarification in these matters; And all the more because at the same time this unrest, not only in the quarters of precisely this particular Government, but also no less, will be just as violent, and even directly against the ancient properties of His Highness the King of Ternate on the Hulus, to the undoubted deep offense of the same, if not indeed quite easily stoked or incited into an impending full war between both those princes or peoples. Absent: the Military Captain De Mares, due to indisposition, and the four heads of the spice trading posts, along with the head of Bouro. After dealing with various matters registered today in the General Resolutions, the Governor subsequently brought to the table a missive drafted by his Honour to the Honourable and Esteemed Administration in Ternaten, serving partly to answer several points and periods that had remained lacking in our last rescript of the 9th of April past regarding a certain missive received from the Honourable and Esteemed with annexes, dated the 31st of July of the past year; and partly, according to his Honour's declared wish, objective, and confidence, also to serve in dutiful observance and compliance with the separate letter from their High Honours dated the 31st of December past, recommended and ordered to his Honour as a sufficient and fundamental demonstration to the Honourable and Esteemed in what respect or under what titles the ownership and superiority claimed from time to time by their Highnesses the Kings of Tidor, and at the same time in passing also similar claims by the King of Battjang over various settlements on and at the east end of Great Ceram, are to be considered; as well as whether, and to what extent, or under what conditions, navigation by their Highnesses' subjects in general from all the Moluccan quarters thither and vice versa has from time to time been permitted; and currently, while maintaining the required and highly necessary precaution against all foreign or unknown, always very alarming, and repeatedly proven thoroughly pernicious calls and trade, both there and in all other eastern quarters, whether it could ever be exclusively licensed or permitted at any time. After reading and some reasoning held in this regard, it was generally understood, merely in friendly correspondence with their Esteemed Administration and thus without the least constraint toward any of their Esteemed's respected differing opinions or sentiments, to concur with its contents. Furthermore, on his Honour the Governor's further proposal, and in remark of a entirely lawful claim to be formed under Article 3 of the Contract of the 23rd of June 1733 against the aforementioned his Highness the King of Tidor for full compensation for the latest so ferocious violence and slave raiding, as well as the insults, contempt, and severe infractions committed against all the Honourable Company's highly precious respect and authority during the raid on the post of Balfeto by his Papuan subjects on Bouro, it was also approved, in accordance with what had already previously been recommended and ordered by the Governor in letters of the 20th of April, the 4th, and the 18th of June past to the respective heads of both Bouro and Manipa, to collect as much as possible the most detailed and reliable information and reports regarding everything that might be of any note in this regard, with the aim and objective of subsequently drawing up and compiling a proper assessment here in accordance with the aforesaid and other contracts of the damages suffered on that occasion, both by the collective inhabitants of that island through the present loss of parents by their children, children by their parents, husbands by their wives, or wives by their husbands, and all that may further pertain to such a miserable condition, as well as everything that has thereby directly caused damage and loss to the Honourable Company; in order thereby to fully equip and enable the aforementioned Honourable and Esteemed Administration in Ternaten at all times and according to their own disposition and discretion to denounce and present all this to the aforementioned his Highness the Ruler of Tidor, whether purely by way of communication, or, if necessary and in any case, by way of protest; although, nevertheless, it was at the same time also considered that in view of this present, very unusual period of time, in which access to these quarters or the Moluccan Archipelago seems to be forcefully breached by the enterprising English, solely out of our perceived duty to the general interests in common, dutiful, and most prompt service of our High Masters, and thus without the least specific premonition on our part, it might be well to bring to their Esteemed's special attention the consideration and this remark of ours whether making too much mention of all such claims might not at present be somewhat unadvisable, so as not to overly alarm the aforementioned his Highness the King of Tidor, and thus not to induce him in any way to yield, renounce, or completely negotiate the ownership and practiced superiority over the entire extent of the Papuan Lands, which has nonetheless always been claimed by those rulers, which one particularly

From the, particularly aiming at the currently invaded island of Salawattie, not to adopt such masks which, according to our sentiments, might perhaps not be the most serviceable to the service and interests of our fatherland and the Honorable Company in the present circumstances of affairs; since, upon further advancement and remarks of His Honor the Governor, that the state of the Honorable Company in general in these Indies is founded and professed in three ways, namely: 1st, on full property through conquests; 2nd, exclusive contracts; and 3rd, alliances and accords with kings and native princes for admission to trade alongside others; therefore, according to our opinions, subject to all wiser corrections and without entering into any further delineation or determination under which of these principal parts the general quarters of the Moluccas, or especially those under the government of Their Honorable Worships at Ternate, ought properly to be placed, it might perhaps be more opportune for the Honorable Company at present, in a time of full peace, or at least without any public rupture of our fatherland with any European prince or nation, to counter the aforementioned exceedingly violent enterprises of the aforesaid always disruptive nation, through the nominal and outward authority of the king in the person of the repeatedly mentioned His Highness of Tidore, rather than that the very same, these, and other Moluccan princes should sometimes in some other respect be considered as somewhat subordinate and not as sovereigns; consequently, the defense of a right to all those lands would then also have to fall directly to the charge of the Honorable Company, which in the present case of an apparent, grave, and troubling dispute arising with an intervening or intruding third party would otherwise be somewhat more difficult to defend and justify, or, once such a party has set foot there, might not be so easily dislodged again; whether it might be upon these our reasonings that Their Honorable Worships might find something in them for their speculation.
