For the rest, the further transactions of the commissioners to the aforesaid realm, as agreeing with the intention of this government, are approved. The Kimelaha Falarangi Singa The Kimelaha Lakonora Isahak The Kimelaha Lamafu Laurone The Kimelaha Timolau Mahara The Joffa Manyira Roem Njika The Writer Abdulla Swara The grandees of the King of Tidor named in the heading hereof, having arrived here yesterday towards evening with their kora-kora in order to consult with this government on behalf of their monarch regarding certain matters, were invited to the meeting towards this morning; who, having appeared, after preceding mutual compliments, made known that His Highness's emissaries, who, as appears from the minute in the secret resolution of 13 February of this year, had been sent to the Papuan islands in order to apprehend the malefactors who had carried out various robberies on the lands of His Highness of Ternate, alongside the Captain Laut of Misool and associates, who participated in the illicit trade in nutmegs, in order to secure their condign punishment, 257 From Ternate, dated 30 June 1761: Report news of the Papuans, that foreign ships have been seen there, as in the text. had reported to him, the King, how the Papuans were becoming worse and worse and would not listen to His Highness; which was principally said to come from the fact that already for some time past, precisely twice a year, foreign ships had appeared in the regions of Salawati, New Guinea, and other Papuan islands, consisting of a large ship, a galley, and a smaller vessel, which, pretending to be Spaniards, Pretend to be Spaniards. instigated the Papuans to rise against their King. From Ternate under date 30 June 1761 in case foreign ships or vessels appeared in those regions again and were minded to erect a benting in one place or another, or to win over his still faithful subjects to their side by gentle means, and thus become masters of those lands and take possession thereof, what His Highness might do in resistance against this! Whereupon His Honour had the envoys answered through the interpreter that His Highness, being a great prince and rich in people, was well able to bring his apostate subjects to reason, and since the kings in the Papuan Islands stood under His Highness's domain, he also ought to remain absolute master of those lands and show his authority to those ringleaders by the execution of punishment; furthermore, that those ships had not the slightest right to sail to those places, much less any authority to usurp His Highness's authority, on which account His Honour advised His Highness to prevent such with force and might, so that those usurpers, of whatever nation they might be, might not obtain possession in those lands, and also enter into no contracts with the apostate kings, nor construct a fort or benting; provided that His Highness must continually send a spy prahu thither in order, From Ternate under date 30 June 1761 upon the return of the aforementioned ships, to obtain information in one to three months of their doings there, and immediately impart such to this Council, whereupon one would indeed endeavour to put more efficacious means into effect, so as to foil their evil designs jointly with His Highness, as well as to dislodge those uninvited guests. Whereupon the Goegoegoe answered that His Highness had already sent a vessel thither under the command of a captain three to four weeks ago, from where he had received report that his envoys, informed of the defection of the Papuans, had set fire to the aforementioned negorij Bessij, and had captured a number of as many as 230 of the people of that land, who were still held in custody by them. Whereupon the Lord Governor had the envoys informed that His Honour had also already received some prior notice regarding that illicit navigation and trade, and would write about it with this dispatch to Their High Honours, in such manner as His Highness had caused it to be presented, in which regard they replied that such was also His Highness's intention, subject to the approval of this Government, From Ternate under date 30 June 1761 and their arrival had especially served that purpose. After this, His Honour resumed by asking the grandees of the realm once more whether their king was now minded to equip any vessels to the Papua, or to wait with that until the return of his envoys. Whereupon they answered that His Highness could no longer bear it in his heart, and his patience being provoked to the utmost because the rebels did not shrink from molesting even the Company's lands, he had therefore resolved, with the onset of the west winds, to let him, the Goegoegoe, together with Captain Laut, depart thither with some well-armed vessels to establish the necessary orders: in order, if possible, to bring those rebellious minds to repentance by gentle means, but if they would not listen to that, then to reduce them by force to their duty and obedience towards their king. Subsequently they were asked whether their prince had received no report from his aforesaid envoys regarding their proceedings in the Papua, in view of the delivery intended by His Highness of those guilty of the successive murders and robberies committed! At the same time admonishing them From Ternate under date 30 June 1761 that it was better, and the Honourable Company would very gladly see, that the long-delayed dispute regarding Toija between His Highness and the King of Ternate be mediated the sooner the better, before the fire of discord burst into full flame, at which point it would be difficult to extinguish the same. From Ternate, dated 30 June 1761. Instruction for the guidance of the Military Captain Jean Baptist de la haute maison and the Secretary of Policy Iohan Sebastiaan van masson, proceeding on a mission to the King of Batchian. The reports from the sergeant stationed at Batchian, both regarding the voyages to Ceram and the transfer from there of about 300 souls, as well as the concealment of two spice islands named Mandioli and Manga, the first of which lies about two miles directly across from Batchian, having given cause to hold the king's actions suspect, since he had sent people thither without a pass or the slightest prior knowledge from us, under the specious pretext that the Cerammers were displeased with the harsh treatment by the Governor of Amboina as well as the sergeant of Pawai, and therefore had made an incessant request to His Highness to be allowed to settle and reside under his jurisdiction and the territory of Batchian, directly contrary to what His Highness had previously made known in that regard to Sergeant Manus; besides which, it was His Highness's indispensable duty to have given us immediate notice of that discontent and those complaints before proceeding with any dispatch thither; not to mention that His Highness has no right whatsoever in the world over those villages and peoples, and these actions are in direct conflict with the contracts existing between the Honorable Company and His Highness, whereby His Highness pledged himself not to protect any discontented subjects of the Honorable Company, but to surrender them all. And whereas His Highness has also refused to permit the extirpation of spices on the two aforementioned islands, under the pretext that he must first receive extraordinary payment for it, while the contracts also clearly state that all spices growing within His Highness's jurisdiction and territory, both on Batchian itself and on all the islands lying around it, must be eradicated, without anyone being permitted to conceal any of those trees, under severe penalty, much less that His Highness himself should make himself guilty of so momentous a matter. So have we, by our resolution of the 10th of this month, thought fit to commission you to proceed thither, in order to confer seriously with His Highness regarding the one and the other, to point out to him the unreasonableness of his demand and the suspicious nature of his actions, and to admonish him not only to cease traveling to Ceram in that manner and to send all the Cerammers who have arrived there hither and surrender them to the Honorable Company, but also to issue immediate orders for the extirpation on the aforementioned two islands; or that, on the contrary, we shall be obliged to pay no further recognition monies to His Highness. Thinking that this will indeed bring him to reason, all the more so because, in the beginning of the administration of the Honorable Mr. van Mijlendonk, he was once before brought to reason in that manner. And so that you may proceed well-prepared, we have, for the further clarification of everything, deemed it necessary to hand you the following papers herewith, namely: Letter A: Extract from the agreement entered into between Governor Padbrugge and King Alawadin on 9 May 1682, containing an eternal renunciation of the pretended claims to North Ceram and the peoples of Hattuwe. Letter B: Extract from a letter written by the Indian High Government to the Governor and Council in Molucco under date of 29 December 1705, whereby Their High Excellencies grant license to lease the nine villages situated on the north coast of Ceram to the King of Batchian, provided those peoples were inclined thereto and no other difficulties were foreseen to arise therefrom. Letter C: Extract of a dispatch written by this Government to Their High Excellencies in reply to the aforementioned, in which many difficulties were raised against proceeding with that surrender, dated 7 June 1706. Letter D: Extract of a dispatch written by Their High Excellencies to the King and grandees of Batchian in the month of February 1707, whereby the King is advised to relinquish his claims to the peoples of those nine Ceramese villages, as they were entirely disinclined to move to Batchian. Letter E: Extract from a dispatch written by Their High Excellencies to this Government, under date of 31 January 1708, whereby they consider the King's declaration regarding the submission of the nine concerned villages to be polite and reasonable. Letter F: Extract of an extract from a dispatch written on 11 June 1709 by the Amboina Government to Their High Excellencies, whereby that government demonstrates the total unwillingness of the said North Cerammers toward Batchian's king, and the evil consequences that could result from such a surrender. Letter G: Extract of a dispatch written by Their High Excellencies to this Government on 15 January 1710, whereby they likewise judge the aforementioned surrender to be disadvantageous, and that it is not necessary to make that petulant petty prince greater than he was. Right Honourable Sir, Upon the presence of the undersigned at Poelo Gisser and Keffing on the 4th of this month, report was received that on the great Papuan island named Salwati, there lying in a good roadstead are three English ships, with boats and other smaller vessels to the number of 7, with the purpose of constructing a fortress upon the above-mentioned island, having already measured and cleared the ground two months ago, for the execution of which works, by turns, one hundred men armed with two pistols each were sent ashore every day; who gave many presents to the native peoples, and also asked some natives of Poelo Gisser, who had come near the aforementioned island, how far the Honourable Company's territory extended, and whether they thought good cloves and nutmegs would grow there. Furthermore, that for a good year now an English ship has reportedly inspected all the Papuan islands and far surrounding lands, on which occasion the Captain of the ship went to the King of Tidor and presented to the King 283. From Amboina, dated 25 May 1761. even as in general, or indeed before the entire European world, specifically through the everywhere so very famous Treaty of Munster anno 1648, and likewise other subsequent treaties following thereupon, such as that of Breda anno 1667, Nijmegen 1678, and of Utrecht 1733, these eastern quarters were to some extent secured to our Fatherland under the chartered direction of the Honorable Company, and since that time have also always been held in undisturbed possession; as an assassination of the Honorable Company's principal prosperity, through the equally violent as surreptitious erection of some fortress on the Tidorese island of Salawatty, north of the northwesternmost corner of the so-called Nova Guinea, or thus east directly through these Moluccas, did not seem at present not to want to extend itself; and therefore furthermore also this so extraordinary as well as utterly momentous and very far-reaching, so turbulent enterprise, and the required attention having been given to these and other remarks and discourses, it was generally approved and resolved that, because on the basis of the above-mentioned reports it is highly likely that the administration in Ternate, both from the aforementioned reported wandering around in the past year of a ship of that everywhere and all-infringing nation, in surveying those eastern Papuan islands falling under that government, and also through the continual departing and arriving to and from there, vice versa, of the presently current usurpation especially of the aforementioned Salawatty, will perhaps surely have the most detailed information, and thus then undoubtedly will also have undertaken on the one hand the required procedures for the maintenance of our fatherland's rights and properties to the Honorable Company's prerogatives, and on the other hand also everything relevant, both regarding the aforementioned so singular undertaking and event and that which likewise could also come into consideration or reflection with relation specifically to His Highness the King of Tidore in this matter, will likewise have to be treated definitively there; that therefore here, or for us, for assured service, benefit, or effect in this matter, nothing else can well be resolved or undertaken other than, as occurs and is in observance, through the continual patrols of our cruising vessels, as well as in all cases upon encountering any foreign Europeans, handing over the written protests carried with them, to secure the common coasts of this archipelago as much as possible against their intrusion; and furthermore by separate letters at the forthcoming departure of the ships, or this present very first opportunity available to us, with the exclusion of the copy hereof, as well as further the aforementioned declaration of the aforesaid Burger Captain Koning, and also furthermore certain attestation passed at the secretariat already on 28 February last by the two burgers residing here, Daniel Walram and Pieter Cornelis, likewise concerning the encounter with a certain foreign and also in all likelihood English ship, to make this so highly necessary communication to Their High Excellencies for their highest wise dispositions; and likewise at the same time and as speedily as possible to give the required knowledge for information regarding this to our neighboring governments of Banda, Makassar, and also likewise Ternate, lest contrary to our certain expectation it might be that they could or might yet be ignorant of such; as the only thing that for the present we have believed we could solely undertake in this matter, in the hope that through higher powers the means may be found to avert all such utterly momentous consequences as are to the highest degree to be feared from the aforementioned this so very violent step of that all-undertaking nation. From Amboina, dated 25 May 1761 Having appeared, the burgher residents here, Daniel Walram and Pieter Cornelis, the appearers declared that recently, while traveling hither by chiampang coming from Maloang, laden with 52 turtles and some trinkets, between Bouro and Manipa they sighted a ship of extraordinary size, which, although they could not distinguish of what nation it was, they nevertheless, by the red flag and jack inside with white crosses, were well able to perceive was not a Company ship. From which vessel they also, upon a signal, saw coming toward them a two-masted boat, equipped with crew and firearms, in which upon arrival the deponents also discovered a small Papuan, who appeared to act as an interpreter. While furthermore the second appearer, Pieter Cornelis, was taken along by those people in the said boat and brought aboard their aforementioned ship; in the meantime, while the first-named deponent remained within the chiampang, the said boat afterward returned thither, and by those same crewmen as before, 25 turtles were then taken from their mentioned chiampang and likewise brought aboard the aforementioned ship. The second deponent, Pieter Cornelis, further declares that aboard the said ship he was asked by the aforementioned interpreter or Papuan whether there was any water or oil, to which he answered: would there be no water to be found on such a large island? As well as that the captain or, as it seems, chief of the said ship caused 25 Spanish dollars at 10 schellingen each to be given to him, the deponent, and had it stated therewith that in case he did not wish to receive them, he could just return them. But having accepted the same, the said chief immediately had the deponent brought back to his chiampang with the aforementioned boat, whereupon the appearers also immediately set sail and thus left that ship. With which the deponents concluded this declaration of theirs, remaining prepared, if necessary, to corroborate the same by oath. From Amboina, dated 25 May 1761 Today, the 27th of April Anno 1761 Before me, Wolfert Johannes van Lingen, junior merchant and Secretary of Policy, and before the undersigned witnesses, by the esteemed order of the Right Honorable Meijert Johan van Idsinga, Governor and Director of this province, having appeared, the Dutch burgher Captain Johannes Cooning, his honor declared that on his recent voyage to Banda, principally for the transport thither of the Reverend Minister Adriaan Pietersz Steutel and Ensign-Engineer Gidion Dulez, having been forced by adverse conditions to call at Poelo Gisser, he learned on that occasion, both from the native inhabitants there and of Keffing, that at a good roadstead of the large Papuan island of Salwati, three English ships lay at anchor, with several boats and other vessels, whose crews were busy with all diligence in order to construct a fortress on the aforementioned island, for which purpose 100 well-armed men, each with 2 pistols on the chest, were brought ashore daily by turns to work, and also that many presents were given by them to the inhabitants of that island. As well as having understood at the same time that the said foreign visitors had very inquisitively asked certain people from Poelo Gisser who had been to the mentioned island of Salwati to trade how far the Company's territory extended, and whether they thought that cloves and nutmegs would grow on the said land of Salwati. After the handling of various matters, registered today in the general resolutions, there was subsequently brought to the table by the Governor: 295. a missive composed by His Honour to the Honourable Ministry in Ternate; firstly, in reply to several points and periods in a certain letter received from Their Honours, along with enclosures, dated 31 July of the past year, which had remained unanswered in our last letter of 9 April past; and secondly, according to His Honour's declared wish, purpose, and trust, to be able to serve at the same time and jointly in dutiful observation and fulfillment of what was recommended and ordered to His Honour by separate letters of Their High Honours dated 31 December past, for a sufficient and fundamental demonstration to Their Honours in what respect, or under what titles, the ownership and superiority claimed from time to time by Their Highnesses the Kings of Tidore—and at the same time, as in passing, also similar claims of the Kings of Bacan—over various villages on and at the east end of Great Ceram are to be considered; as well as also, and to what extent, or up to and under what conditions, the navigation of those subjects of Their Highnesses in general from all the Moluccan quarters thither and vice versa having been allowed from time to time; now—and subject to the requisite highly necessary precaution against all foreign or unknown, always very alarming, and repeatedly proven entirely pernicious calling and trade, both there and in all other of these eastern quarters—could ever or at any time even merely be licensed or permitted; whereupon, after the reading thereof, and some reasoning held in regard to it, it was generally agreed, merely as in friendly correspondence with Their Honours, and thus without the slightest constraint concerning some of these or other respected differing opinions or sentiments of Their Honours, to conform with its contents. being a letter drawn up by His Honour to Their Honours the Worshipful the Government in Ternate; on the one hand in answer to several various points and paragraphs, which remained unreplied to in our last of 9 April last, in a certain letter received from Their Honours the Worshipful along with enclosures of 31 July of the past year; and on the other hand in order, according to the declared wish, objective, and confidence of His Honour, to be able to serve, at one and the same time, in dutiful observance and fulfilment of that which was recommended and ordered to His Honour in separate letters from Their High Honours dated 31 December last, as a sufficient and fundamental demonstration to Their Honours the Worshipful in what respect, or by what titles, the property and superiority claimed from time to time by their highnesses the kings of Tidore, and at the same time in passing, also similar contentions of the kings of Bacan, over various negorijs on and at the east end of Great Ceram are to be considered; as well as, and to what extent, or up to and under what conditions, the sailing of those subjects of their highnesses, generally from all the Moluccan quarters thither and vice versa, having been permitted from time to time, could now and subject to the requisite, highly necessary precaution against all strange or unknown, always very alarming, and repeatedly proven utterly pernicious visits and trade, both there and in all other of these eastern quarters ever or at any time be licensed or permitted, even solely; so, after the reading thereof, and some reasoning held on that account, it was generally understood merely as in friendly correspondence with Their Worships, and thus, without the slightest constraint, to conform to the contents thereof with regard to these or those other honoured opinions or sentiments of Their Honours the Worshipful. While furthermore, upon His Honour the Governor’s further proposal, and in consideration of an entirely lawful claim to be formed against his aforesaid highness the king of Tidore especially by virtue of the 3rd Article of the Contract of 23 June 1733, for all compensation of damages through the recent very ferocious acts of violence and kidnapping of people, as well as molestation committed in a high degree, scorn, insult, and contempt of all the Honourable Company’s so highly precious respect and authority, in the raiding of the post Balfetoe by his Papuan subjects on Buru; it was also likewise approved to, in accordance with and pursuant to what had already been recommended and ordered beforehand by the Governor in letters of 20 April, 4 and 18 June last to both the chiefs of Buru and Manipa, on the one hand duly obtain all, and as much as possible, both the most detailed and most reliable information and reports regarding everything that might be of any note in that respect; with the end and objective subsequently, by drawing up and compiling a proper assessment consistent with the aforesaid and other contracts, of all damages suffered on that occasion, both by the collective inhabitants on that island in the present loss of parents to their children, children of their parents, husbands of their wives, or wives of their husbands, and all that may be further included in all such miserable conditions, as well as of everything that has directly caused damage and loss to the Honourable Company thereby; in order thus to fully arm and enable the aforesaid Their Honours the Worshipful the Government in Ternate to be able, at all times and according to their own dispositions and approval, to denounce and present all this to his aforementioned highness the prince of Tidore, whether merely communicatively or by way of our grievances or protests, if necessary and in any case; although at the same time it was also thought that, in view of this present, very extraordinary period of time, in which the accesses to these quarters, or the Moluccan mountains, seem to be broken into by force by the ever-enterprising English, equally and solely by virtue of our supposed duty in the general interest, in common, dutiful, and most ready service of our high lords and masters, and without the slightest precise or special premonition of our own, it might well be brought to the special attention of Their Worships whether the making of mention of all such claims might not now perhaps be somewhat inadvisable; in order not to alter his aforementioned highness the king of Tidore too greatly, and in such a manner perhaps prompt him in any way to, whether by some broad renunciation or completely total denial of the property nevertheless always claimed by those princes, and the superiority exercised over.

297. over the entire expanse of the Papuan lands, or rather (which is particularly the aim) the currently invaded island of Salawatti, not to adopt such guises which, in our opinion, might perhaps not be the most serviceable to the service and interests of our fatherland and Honorable Company under the present circumstances of affairs; seeing that, upon the further advancement and remarks of His Honor the Governor, that the state of the Honorable Company in general in these Indies is grounded and conducted in three ways, namely: 1st, on full properties through conquests; 2nd, exclusive contracts; and 3rd, alliances and agreements with kings and princes of the land for admission into trade alongside others; therefore, according to our opinions, subject to all wiser corrections and without precisely entering into any further delineation or determination under which of those main heads the general quarters of the Moluccas, or especially those under the Government of Your Honors at Ternate, ought properly to be placed, it might perhaps be more advantageous to the Honorable Company, especially at present in a time of full peace (or at least, no public rupture) of our fatherland with any European prince or nation, in countering the aforementioned violent undertakings of the aforesaid all-disturbing nation, to make use of the name and external authority of king in the person of the repeatedly mentioned His Highness of Tidor; rather than that the aforementioned, he and other Moluccan princes, being viewed sometimes in some other respect, or as mere subalterns and not as sovereigns; consequently, the defense of a right to all those lands would also have to fall directly to the charge of the Honorable Company; which, in an apparent case like the present, of a grave and anxious dispute to arise with an intervening or intruding third party, would otherwise be somewhat more difficult to defend and justify, or once a foot has been set by such a party, it might not easily be so readily dislodged; or whether it might be upon these our reasonings that Your Honors might find something for their speculation, which in so far would only be agreeable to us in the common service of our High Masters. However, since these points and periods are regarded by us as being of complete importance, we would rather make this distinction beforehand by: Firstly, elucidating to Your Rightly Honorable Worships in what respect, or how, our stated complaints concerning the extension of the pretended superiority of His Highness of Tidor over or near various places and settlements on East Ceram, should at the same time in any case—if Your Rightly Honorable Worships find such necessary or serviceable—be viewed in satisfaction of what was requested by that prince; and Secondly, in what manner, as well as for what reasons—subject to correction by better judgment—we believe that we neither could nor ought to concede that, even if somewhat against the sentiments of that very prince, traffic to East Ceram, or specifically to the Tidorese and pretended Batjanese settlements, should be licensed to go thither without hindrance; While nevertheless in all this we do not wish to conceal beforehand from Your Rightly Honorable Worships our sentiments that it would be by no means advisable for us, as well as with regard to the Honorable Company's substantial possession or absolute ownership of the land, and thus, as an undeniable consequence, its entirely lawfully established eminent domain based on those grounds and titles, and likewise the indisputable supreme authority flowing from it over all of Ceram as well as all the islands situated further eastward thereabouts, to enter into any dispute in that regard with any Moluccan prince, which would be, if not somewhat prejudicial, at least entirely unnecessary, or still less that we could or should compromise or agree to anything concerning this, but on the contrary, and better in our opinion, always reserving the aforesaid undisputed, never relinquished, nor ceded, but on the contrary, and as shall follow in full proof herein, well-secured fundamental rights of the Company; then, to come to the subject: that to His Highness the King of Tidor is likewise, without contradiction and entirely in full, granted all such of his feudal rights along with all the prerogatives devolving upon His Highness therefrom, as it pleased Their High Mightinesses, according to revered dispositions by missive of 29 December 1699, for special reasons, to grant to the then King Siri Sulthan Hamza Facher AlEddin Sjah, under express conditions and articles for the prevention, especially, of all foreigners and the extirpation of any spice trees that might be found, as well as the granting and permitting of all such trade thither from elsewhere. the sengadji of Tobo, having been in all danger on south Ceram, of never having been, nor ever wishing to be, subjects of Tidore, nor could they have even partly come to be so; as the papers mutually exchanged between this government and Your Honours' government at the beginning of this century, from the year 1708 to 1712, as well as our mutual communications, advices, and orders dispatched to and received from Their High Mightinesses, contain in greater detail. And likewise, that of ours of 11 March 1760 being submitted, the hongi day-register of the first-named, under date of 4 November 1759, could also show Your Honours that today, or at the present time, these very same sentiments are similarly still found among various people. Therefore, the orangkayas of the villages of Waroe, Kefsing, and Pulau Gisser, both from here and from Banda, were also found provided with rattans bearing the Honourable Company's usual marks; which they know how to deduce from no other reasons than from their ancestors and their own and others' opposition, continuing to this day, in trade against the Tidorese authority, as well as perhaps also Their High Mightinesses' letters under date of 22 January 1704 and 1707 to Banda. Even though His present Highness, in his latest aforesaid answer in the more aforementioned report served to Your Honours, seems to wish to place the origin thereof in the accidental passing of one or another governor of this province. Article 10: that since, by the 16th and 19th articles in the Contract dated 17 December 1734 concluded between the Moluccan Commissioner Bernard and the king and grandees of the realm of tidor, and accompanying this under No 4 in the register, it was accepted and promised under their guarantee that, to prevent the continual robbing and plundering by the Papuans and other subjects of their highnesses from maba, weda, etc., both on ceram and other jurisdictions of this government, the same, under these and no restrictions, and even on pain of death, shall nowhere be permitted to sail to the Lands of the Honorable Company or its allies, both within and outside the moluccos, whether with the Honorable Company in peace or friendship, unless having previously obtained a license thereto from Your Honors by a proper pass; so then this is likewise communicated to our aforesaid cruising commanders, and Article 11: ordered, upon overtaking such Papuan robbers, to bring them hither, or otherwise to supply us with all possible proofs of their depredations or acts of violence for Your Honors' information, according to the content of the 16th article in the aforesaid Contract, for the guaranteed redress of affairs. Article 12: that they, the commanders or their crews, being ashore here or there, shall take care that no violence or injustice is done to any Native, but on the contrary that the same are met and treated amicably and kindly; Article 13: that they shall by no means, in any case, interfere with the slightest disputes of the Natives, even though being the Honorable Company's direct subjects; and Article 14: that to prevent any excessive alarming of the same, they shall also always and everywhere be on their guard that never, except out of necessity or in defense, any heavy or small firearm is discharged. 211. presented, without the least prior knowledge of Your Honors, if not indeed in emancipation from their government, having appeared with a force of 11 well-manned corocoras, well-provided with brass swivel guns, alongside many flintlocks and muskets, as well as especially with hand grenades, and flying many mockingly derisive flags and pennants at Ceram's north coast near the post of Sawai, for the general incitement of the aforementioned 9 negorijs situated there and thereabouts, which are so often claimed by those petty princes as belonging under their subordination, and subsequently for the abduction of various peoples from the same; while at present, in like manner and at the same time, in diverse quarters of this government, such an extraordinary number of Papuan pirates is seen emerging, according to what is learned, amounting to an assembly of as many as 80 corocoras, remarkably under the command of a son of the radja of the aforementioned island of Salawati, who recently, at diverse times in the months of April and May, did not shrink from invading the island of Buru, and after having first carried off a number of up to 107 heads, both free people and bondservants, men, women, and children, and among others also a native soldier in the Honorable Company's service, a certain Jacob Rihupassar; just as on the 19th they also wished to make an attempt upon a sloop passing that place under the command of a certain Quartermaster Arnoldus Jansz, but from which, after some musket fire, they were driven off;
