From Surat 27 April 1762 Folio 105 duly notified by the bearer of this report from the administrator, and at the session of 16 February served with a report regarding some small differences discovered during the closing thereof, on which day we also made provisions as can be seen in the margin of that paper, having at the same time appointed two Members of the Council to examine the same and to provide a report, which arrived on 18 March last, and therein nothing being mentioned that required any disposition, those books were subsequently reviewed in our meeting and found to be correct, the same going with the bearer of this to Your Right Honourables. Likewise, on the aforementioned 16 February, we dealt with another report from the Honourable Head Administrator regarding two items charged to this directorship by invoice, all these papers going over in copy among the appendices, so that we take the liberty to refer to them with all respect. From Surat 27 April 1762 The Pay Books were likewise duly examined, closed, and inspected by express deputies and found to be in proper order according to the report, a copy of which is among the appendices; we shall only note in that regard that what was erroneously disbursed in excess to Jan Schafhuysen shall be deducted from the subsequent good months, and thereby this error will be redressed. From Surat, 27 April 1762. The English cut by far the best figure here. They remain as yet in the quiet possession of the Castle and the prerogatives belonging to it, the natives seeming to grow more and more accustomed to their rule. One must also acknowledge that, generally speaking, the well-to-do inhabitants are more fortunate under their government than they were under the Moorish government, as one no longer hears of those heavy extortions of money that were formerly so common. Nevertheless, the merchants complain bitterly about the coercion they exercise in the freighting of their Company and private ships. For as soon as they have scheduled a ship for Bengal, Persia, Jeddah, or Mocha, all others who also wish to sail on freight to one of those places, even if they were already taking in cargo, may be assured that they will obtain no freight until the English have their full cargo, as they force the merchants to give their goods to them and even place peons at their houses if they should prove reluctant in this regard. Through this treatment they will gradually become masters of the entire trade of Surat, since several inhabitants who owned ships, seeing that there is little profit left to be made with them, have already sold them, the more so because various merchants, rather than being subjected to such coercion, might easily decide to cease business and no longer have goods manufactured to be sent on freight. This year an English Company ship with freight goods was sent from here to Mocha and another ditto to Jeddah, besides two private ships of that nation. A ship has also been put on the berth for Bengal, but as regards the freight it still looks poor. As for us, we continue to live in good harmony with them, but we cannot say whether this will last, since the present Chief, Mr. William Andrew Price, is to return to Bombay before the rainy season and to Europe in the coming year, his successor, Mr. Hodges, being expected here within a few days. In Bombay, they still seem to be harboring thoughts of war against the Marathas, as they are extremely displeased with them and say openly that their insolence can no longer be tolerated. According to the latest reports, everything there is being held in readiness for a campaign, so that even the artillery can march out 24 hours after the first notice; but whither is a secret that time must reveal. They had already prepared for an expedition in the past year, as we then had the honor to report, but whether the protest of the Viceroy at Goa or something else was the cause of it, nothing has come of it thus far. Possibly they will await the return of their fleet to act with greater emphasis then. Meanwhile, they are very encumbered and embarrassed by the merchandise brought to Bombay by five ships that arrived from Europe in the month of February. Notwithstanding this, they seized the cargo of three Portuguese ships that recently arrived at the aforesaid island from Macao, as was mentioned hereinbefore under the sales, and the cargo of the fourth ship from Macao, which is estimated at 4 lakhs of rupees, is also offered to them for sale by those of Gheriah. It is probable that they will endeavor to gain possession of that as well, if only for the sugar with which they do us great injury. With the French Chief, Mr. Anquetil de Briancourt, who remains living very retired in the garden of his Company, something occurred in the month of December that caused much noise. For about 40 years, or since the bankruptcy of the old French Company, the Moors have prevented the new one from flying a flag until the old debts here should be fully paid. The flagpole meanwhile remained standing in the Company garden until the expedition of the English in 1759, when it was burned down. Mr. De Briancourt, living in the garden, first had a new flagpole erected again, which astonished everyone who knew how embarrassed he was for ready cash. After that mast had stood for some weeks without the slightest opposition, people saw with even greater astonishment, in broad daylight, the French flag hoisted upon it. After it had flown for some days, the city governor sent men to the French garden and had not only the flag hauled down but even the mast chopped down, as is circumstantially described in our Daily Register. Regarding the reestablishment of the trading post in Kets Mandavie, no further progress has been made than last year, seeing that the confidants of the radja, of whom we made mention in our respectful letter of 22 December, have still not appeared. On the other hand, the radja of Pallaar or Nownegger, who so kindly received and honored the Company's servants when they were driven out of Kets, has written several times to the first undersigned to express his sincere desire, and that of his ministers and inhabitants, to see a trading post established in his lands. This has constantly been answered in such a manner that he was given not the least hope of it, yet not completely deprived of all hope that such might still happen sometime, as will appear in more detail from the translations. His last request made to that end has been left unanswered, in order not to offend or antagonize by an absolute refusal this prince, to whom one is indebted on the aforementioned grounds. Concerning the Mogul court, there is presently little to say, except that the new King, Ali Gohar, seems to have an aversion to blood-dripping and plundered Delly, and to be resolved to transfer the seat of the empire back to Agra, His Majesty having had the palace there put in order to receive him, and all the grandees of the court have likewise provided themselves with suitable residences in that place. From Surat, 27 April 1762. Having fired in the river of Jambusar, had to flee. The Bilimora pirates, although not as strong as those mentioned before, also make themselves heard from time to time. For some years now, the Malwans, a people living not far from Goa, have also made a name for themselves through their piracies at sea. It had been expected that the English would have paid them a visit to make them pay for boarding their private vessels, whose officers they treated in a cruel manner, but for the time being it has remained at that. They are not yet very strong, but it is said that on occasion they are supported by those of Gheriah, and that the latter often hide under the name of the Malwans. Since we have no navigation to the west, we shall not speak of the Sanganians, who keep to the west of Diu and are bold enough to frequently attack large and well-armed vessels and throw earthen pots full of snakes into them in order to throw the crew into confusion. Apart from the ordinary correspondence with the other western factories, we have, as shown by our letters sent in copy, maintained none that deserves to be cited here, or mention has already been made of it elsewhere. From Ceylon we received, per the Honorable ship Noord-Beveland via Malabar, an order of requirements for 1762, which, despite its late arrival, we have fulfilled as far as possible. By this same vessel are being sent, among other things, 15 lasts of wheat of the latest crop, which we purchased at 132½ rupees or 198 guilders 15 stuivers per last, the remaining articles now being sent consisting of: 50 pieces of cotton blankets, large 100 pieces of ditto, small 12 pieces of Ahmedabad atlases for the court of Kandy 200 lb. of red sealing wax 400 stones of Kapadvanj soap 131 lb. of medicinal drugs, diverse 300 lb. of gum arabic, and 5 lb. of indigo. The requested rose water will follow in coming December, but we have not yet been able to procure the horses. For Malabar, there are also being sent on the same vessel: 150 lb. of gum arabic 100 lb. of indigo seed 60 lb. of red sealing wax 10 lasts of wheat of the latest crop 8 pieces of botidars 8 pieces of allegias 300 pieces of flight cloth, and 1 parcel with 30 pieces of different samples of piece-goods, Patna assortment. According to orders, we communicated to the ministers at Cochin the latest prices we had obtained for sugar and Japanese copper. But in their letter of 25 January they say that during this sailing season they had none of these goods on hand, and due to the late arrival of the ships at their factory, they had not yet been able to make any sales of them and therefore could not report the prices thereof to us. At the same time, they requested that we assist them in coming December with a sum of 100,000 rupees, which, in the hope of Your High Nobilities' favorable approval, we shall not fail to do. Speaking of our internal domestic affairs, concerning the Council of Policy there is nothing to report other than that no change has occurred therein except the demise of the junior merchant and member Philip Wargaren, and that the junior merchant Kronenburgh, who was appointed first factor of Bharuch on 7 April, is to depart from here and proceed to that factory; whereas, in contrast, the first factor of Surat, upon his request, is expected here to resume his seat in our assembly, which provisional change we hope will meet with Your High Nobilities' approval. In the Court of Justice, however, for reasons mentioned in our resolution of 15 June, two new members have been introduced, namely the bookkeeper and dispensier David Taillefert and the assistant and pro-forma payroll bookkeeper Theodorus Jan Drabbe, whereby the said body, besides the fiscal and the secretary, currently consists of the Resident and seven members. Along with this, we have the honor to present to Your High Nobilities the original documents of the trials initiated and decided against the deserters before the said Court according to orders. In the subordinate councils and administrative boards, no change has occurred. On the occasion of a report submitted by the dispensier regarding the provisions to be supplied according to regulation to the ship Torenvliet, it was remarked that this paper was not addressed to the Director and Council as usual, but was directed exclusively to the Honorable Head Administrator. From Souratta, 27 April 1762 [Margin: for reasons as in the text] and the second of ƒ 51.14.8, whereof ƒ 22.8.8 in cash and ƒ 29.6.- from stock, as well as an account being the cost of a secret chest for the preservation of secret papers, made pursuant to the resolution of 20 February of the past year. The specification for the completion of 4 pieces of twelve-pounder gun carriages, amounting to ƒ 1561.5, having been presented to us for approval on 16 February last, but the same appearing to us somewhat excessive, seeing that the aforesaid amount, being added to what was already previously expended thereon to the sum of ƒ 682.13, as appears by the resolution of 7 October 1760, would together make a sum of ƒ 2243.18.-, so that each twelve-pounder carriage would come to stand at ƒ 560.19.8; we therefore returned that paper to the master of the equipage with orders to recalculate the same once more, because From Souratta, 27 April 1762, No. 165 [Margin: the specification of the cost of 4 pieces of 12-pounder carriages approved] in all likelihood an error had been committed here or there. But on 18 March the same account was submitted again without the slightest alteration, with an attached report wherein the said official gives reasons for that which was used by him; and as one was particularly surprised at the large quantity of iron that was consumed for the carriages, he declared orally that in order to assure oneself of his fidelity in this matter, the ironwork of just one carriage could be taken off and weighed, and the rest calculated accordingly. But we have not judged it advisable to accede thereto, partly because the costs would thereby, even upon finding it correct, be further increased, and partly because that operation could not occur without causing damage to the carriage and its strength. For all which reasons we have approved the said specification on the aforesaid day, beside which it rests among the annexes. From Souratta, 27 April 1742 and two gold brokers papers of the faithful Third received son of the deceased former Company money assayer, having for some time performed the duties of this post to the President's satisfaction and having the reputation of an upright and honest man, and the brokers also being very well satisfied with him, we formally appointed him on 4 November as the Company's washer and draped him with a pomery according to the custom of the country. Just as we also did on 12 December with respect to two silver assayer employees for accepting Moorish mattresses for the Honourable Company, named Rottingge, Benmatie, and Persotum, as well for reasons noted in the resolution of the aforementioned date as to encourage them to do their best all the better for the Company. It was on the 15th of this month when we received with the English private ship named The Success Galley, under the escort of a Parsi, a sealed bag with letters from De Getrouwigheid, and among them a packet from the commissioners sent to Goa by the Malabar ministry, the Junior Merchant From Souratta, 27 April 1762 Folio 183 but among them no original letters from Their High Excellencies Merchant and Council Member Jean Rosier and the Bookkeeper and Pay Transfer Officer Coenrad George Serffert. Whereupon we, considering that not such an export, but rather that to India's capital is iteratively prohibited by Your High Noble Honours, and judging that the same might consequently be permitted, provided the quantity and assortment of the goods were suited to the market in Malabar, and one could at the same time be assured that such goods would not be transported to Batavia under the aforementioned pretext; so we deemed in our meeting of the 16th of February that this could be granted, provided the skipper submitted a specific list of those goods in order to examine the same and send it to Your High Noble Honours. However, he has since changed his mind and made no use of our concession. After 202 Surat 16 December 1761 Further amended specification 1 seer of such coins, measures, and weights as are standard and in use in Surat, likewise in Broach, Cambay, Ahmedabad, Agra, Bassein, Bombay, Danda, Rajapur, Poona, and other places on the Coast and in the land of Konkan, likewise in the realms of Cutch and Halar, and on the Red Sea, as far as could be verified in the Surat Directorship, compared with the Dutch coins, measures, and weights, but in so far as it concerns the specie, after the Indian reduction, beginning with Surat Weights Heavy weight 1 candy is 20 maunds kachha or 10 maunds pakka, each maund of 40 single seers, making the Dhaka or Bengal maund 80 single or 40 double seers. Coins Gold 1 gold mohur weighs 11 mashas or 19¼ asen, currently circulates for 15 silver rupees or ƒ 22 10, though its value is not fixed and is regulated according to whether gold is expensive or cheap. Otherwise no other gold species are found in Surat, other coins being considered nothing other than bullion; however, concerning the ducats, it should also be noted that they are given three different designations, such as poettie, Diamond weight or § 25 From Surat 16 December 1761 poppetjes, Venetian or with figures, and Stamboul or Constantinople; they must however, when reckoned by weight or sold by the ducat, weigh 9¼ waals or 2 engels and 10 asen. The value of the first sort is currently 4 7/8 to 4¼ rupees, or ƒ 6 7 8 to ƒ 6 9 6; of the second sort 4 7/8 to 4 3/16, being ƒ 6 3 12 to ƒ 6 5 10; and of the third sort 3 7/8 to 3 17/18 rupees, or ƒ 5 16 14 to 5 8 12, fluctuating up and down according to whether much or little gold is brought in. Silver 1 silver rupee or ƒ 1 10 makes 16 annas, 1 anna is 30 pice or 6¼ dokras, thus 100 dokras is 1 rupee. 1 rupee is generally 68 lead paise or else 42 copper paise, though this cannot be relied upon and fluctuates up and down; 1 rupee must weigh 11½ mashas or 7 engels and 21 7/8 asen. Copper 1 paisa is 60 badams or small bitter almonds; into a single seer must go 30 copper paise, thus in one lb 34 23/60 paise. Lead 1 rupee makes 40 small almonds, and into one seer go 2 lb of lead paise. All other coins are not valid here and are reckoned according to the value of the silver and the assay; however, the Mexican reals of eight, known among the natives under the name lal lakkara, must, when full weight, contain 33 waals, and the imperial thalers or the sort called kerrat 37 waals, fluctuating up and down from ƒ 318 to ƒ 324 per 100 pieces, and sometimes, though seldom, also somewhat higher.
