35. The 31st of January Offer of the prince Articles regarding trade to be drawn up subject to approval of the High Nobilities and to notify the said Highness hereof Letter in reply from the governor of Cambait Opinion of the members regarding the High Indian Government not having yet pleased to explain itself thereabout, it nevertheless would not be disagreeable to Their High Nobilities that one took advantage of this unexpected opportunity, solely to see whether the Radja is truly in earnest and to sound him out as to how far his indulgence regarding various formerly refused or disputed articles might now extend, without however coming to any conclusion, or taking the slightest step further, without having first been armed with the revered orders of the High Indian Government in that regard; and a resolution was accordingly taken to draw up the necessary articles and conditions, such as, in case of Their High Nobilities' favorable approval, would be best able to cut off all ways to new differences, and to cause trade to be carried on peacefully, yet, in order to give the Radja no reason for displeasure or opportunity to say that one has misled him by such propositions, to make him understand clearly that all this is purely provisional, and can take no effect except with the consent of the High Indian Government, to which alone it belongs to establish and break up trading posts, and to restore those once broken up. Furthermore, a translation of a letter was read from the Governor of Cambait, Momienchan Rhadar, incoming. 36. The 31st of January Regarding his debt to the Company An assertion of his that the junior merchant Kroonenberg had given him an assurance that a trading post would be established etc. To demand a written accounting from the said junior merchant Kroonenberg In reply to that which the Lord Officer in charge wrote to that regent under date of 13th November last, to remind him in a friendly manner that the term set by himself for the payment of the ro/a 18253 owed to the Company according to his own handwriting for the cotton robbed by his soldiers at Tamboeser in the year 1756, was near. From which reply, notwithstanding the acknowledgment of debt repeated several times therein, it is not indistinctly to be gathered that the said Governor, like by far the most of the natives, seems not to wish to be a slave to his word, but seeks all kinds of excuses to evade the payment formally and in writing promised up to two times, as may be seen in detail in the Daily Register, where this translation is inserted word for word under the 15th of December. But whereas he among other things makes mention therein of an assurance, which he says was given to him by the junior merchant Kroonenberg, namely that a Company trading post would be reestablished within Cambait, or else that the Company would send merchandise thither again, and the aforementioned debt be discharged out of the tolls thereof, to the fulfillment of which promise he now ties the satisfaction of his debt, promising in such case to show every favor to the Company, even more than to the English trading there; thus it was resolved to demand a written accounting thereabout 37. 38. / 31st January and the 8 days' allowance of the Bengali cassids detained there, as well as the gift made by the factor De Bellon to the newly arrived Governor of Ahmedabad, of the so often repeated recommendations concerning the same, to inquire into the reason for this worsening. A letter from the Bengali Ministry, brought to Brootchia by 2 expresses returning from there and sent hither with an ordinary courier by the servants pursuant to a private letter to the Factor van Teeger, and the aforementioned 2 expresses having been detained there until further orders, it was approved to note this here, as well as that those people were subsequently sent hither upon an order from this ministry and enjoyed at Brootchia 8 days' allowance or ƒ 3:4:-, which have been passed for writing off. The new Governor expected at Ahmedabad from Poona having finally arrived there and having been welcomed by everyone, the Factor de Bellon, according to a letter of the 21st of this month, could also not omit to compliment that regent according to the custom of the country by offering a customary present, of which—with the specification to the amount of ƒ 399:10:-, in the trust that everything, according to his previously made promise and on this occasion repeated assurance, has been handled as economically as could possibly be done—it was approved to pass, and to let that paper follow here. The 13th February Statement of account of the Directorate under the ultimate of August last. required an immediate execution, the business concerning them was postponed to a further occasion, and it was resolved in the meantime to make a beginning with the unloading of the said vessel. The Statement of Account of this Directorate under the ultimate of August last having been produced by the Honourable Chief Administrator, it appeared therefrom, to everyone's gratification: That the general charges and expenses, which are ƒ 83,256:15:- less than in the previous book-year, in the one recently passed—notwithstanding that one includes therein ƒ 1,962:5:- which the account of previous years' charges and expenses shows in advance at the closing of the books—amount to ƒ 180,469:7:- or in real terms, after deduction of the aforesaid ƒ 1,962:5:-: ƒ 178,507:2:-. That, on the other hand, the net profits and gains, obtained both through trade and otherwise, make up a considerable amount of: ƒ 760,187:18:-. So that, the former being deducted from the latter, this Directorate came out ahead in the book-year aforesaid by an amount of: ƒ 581,680:16:-. And in comparison with the previous book-year 1758/9, when the profits and gains amounted to no more than: ƒ 5,859:19:- And on the other hand the charges and expenses: ƒ 263,726:2:- Consequently 41. / The 13th February Comparison of the general charges against the memorandum of retrenchment. Consequently the profits only surmounted the charges by: ƒ 302,271:17:- it clearly appears that this Directorate, in the recently passed book-year 1759/60, has come out further ahead by a noteworthy capital of: ƒ 261,408:19:-. And it was therefore approved to keep a record thereof in these minutes, and to add thereto: that the real remainders and the debtors, both at this Head Office and at Brootchia and Ahmedabad, yielded at the closing of the books an amount of ƒ 1,040,935:18:8, and the creditors ƒ 39,776:14:-, so that the net state of the Honourable Company here under the ultimate of August 1760 amounted to a notable capital of ƒ 1,001,159:4:8. Thereafter, the Honourable Chief Administrator also exhibited the prepared comparison of the general charges against the memorandum of retrenchment; which charges, as is said above, have amounted in the book-year 1759/60 to: ƒ 180,469:7:-. The 13th of February Report concerning the garbling of 165 chests of nutmegs sprinkled with cloves. previous fiscal year 1752/9, when they exceeded the statement of retrenchment by ƒ 15226:2:— are now less than then . . . . . . ƒ 83256:15:—. Which was likewise understood to be noted here for reflection. Also was read a report from the appointed judicial members Hendrik Kroonenberg and Herman Amesbeek, who, in the presence of the Fiscal Mr. Gerbrand de Jonge, assisted at the garbling of 165 chests of nutmegs sprinkled with cloves, from the cargo of the ship Duynenburg, reading as follows: To the Honorable, Respected Lord Drabbe, Commander and Chief Authority of this Directorate. Honorable, Respected Ruling Lord, The undersigned judicial members have on several occasions presented themselves to the Warehouse Master Bosman and there, in the presence of the Fiscal Mr. Gerbrand De Jonge, witnessed the gross weighing, opening, sifting, and garbling of the chests of nutmegs sprinkled with cloves, brought from Batavia in good condition by the ship Duynenburg and situated in the Company's spice warehouse, and subsequently, after the garbling was completed, found everything to be as we have the honor to present to Your Honor below; namely: 165 chests 43. The 13th of February Shortage found thereon. 165 chests of nutmegs sprinkled with cloves should contain Net lb 17571:—. Said chests have weighed gross . . . lb 32521:—: Deducting the found tare of . . . lb 10104:— Leaves of nutmegs and cloves . . . lb 22417:— Deducting from this for 30 lb of cloves in each chest . . . lb 4950:—: Remains for nutmegs . . lb 17467:— Of good nutmegs have been found . . . lb 17094:—. Whereupon, having deliberated, it was approved to write off the shortage of 104 lb or ½ per cent r=m on the nutmegs, and of 110 lb or 2¼ per cent s.t on the cloves, to profit and loss on the books, provided that the aforesaid commissioners duly confirm their above report by oath in the Council of Justice of this factory; and further resolved to write off the mite-eaten nutmegs and the resolution regarding the dust and refuse resulting therefrom amounting to 373 lb, likewise 29 lb of dust and crowns from the cloves, to spoiled spices and likewise to profit and loss, and to send these last-mentioned, according to custom, 44. February the 13th and stationery sent to Broach; the project thereof approved. according to custom with the first opportunity to Batavia. The 20th of February Sample linens and the dispatch of one piece of linen currently being produced to Mallabaar, with an accurate statement of its cost and the charges for each pack, both for packing and otherwise, indicating how many pieces each pack, and each variety individually, must contain, as well as the gross and net weight of each pack, in order to comply therewith at the first opportunity, as it cannot be considered that this matter is so pressing as to cause one of the last ships departing from here expressly to touch at Cochim for that purpose, contrary to the explicit order, the more so because the Mallabaar Ministers, by letter of the 15th of January of this year, have formally declined until the coming month of December the shipment of r:o/a 200,000 to that Commandment ordered by Their High Mightinesses, at which time they request to be accommodated with ro/a 100,000:—:. Their High Mightinesses having ordered by General Rescript of the 12th of November 1759 to send to Ceilon, in addition to the hooker de Ionge Iacob, another of the vessels assigned here, without specifying which one, and in dutiful obedience thereto, at the session of the 18th of March of the past year, for reasons contained in the Resolution of that date and in the humble letter of this Directorate of the 9th of April following, the smalschip de Ionge Susanna having been chosen for that purpose, notwithstanding that there were already no more vessels 49. The 20th of February on hand than the Memorandum of Management dictates, and the aforementioned smalschip having actually been sent to Ceylon in December last in company with the ship Duynenburg, so that there is no more than one smalschip here, namely De Beschermer, and one must therefore assume that by ordering a smalschip to be sent to Batavia via Ceylon in the month of December, it is by no means the intention of Their High Mightinesses to demand the only smalschip that this Directorate still has, but rather that the smalschip de Jonge susanna should proceed to India's Capital instead of remaining in Ceylon; thus it was agreed to await Their High Mightinesses' further pleasure in that regard, but respectfully to remonstrate to Their High Mightinesses in the first departing letter the necessity of maintaining two such vessels, and in the meantime to take advantage of the favorable authorization to have another smalschip built in place of the Ionge Susanna, though no larger, and especially with no deeper draft than the Beschirmer, whereby the number of vessels granted to this Directorate by the Memorandum of Management will also finally be made complete. Regarding the ordered report of the true soundings in the Surat Roadstead in the various seasons of the year, it was resolved to place a copy thereof, as well as of the Extract Report of the nominated Commissioners for the examination of the Zeelas Order, into the hands of the present Sea Captain Ian de Lavoye, and to entrust that commission to him, together with the Master of Equipage Matthys Clinckaert Junior, with orders to submit a report in writing regarding their findings. 50. To employ all possible efforts for its collection and to take a further resolution regarding it. It having been made known by the Lord Commander which authorities had delivered that serge short, it was agreed to have this amount compensated in equal portions by the Lord Commander, having then still been Head Administrator, and the Invoice Holder Jan Oudenhoorn. Concerning the outstanding debts in Mocha of the Royal Chamber, and the former brokers or merchants Hassen Jessoe and Cassem Turbetti, which were charged in 1739 from Mocha hither, amounting to ƒ80520: or ƒ64416:—:— heavy money, and the following year charged back from here per invoice of the ship Watervliet to Batavia, but in the book-year 1755 reduced by ƒ750:—:— which was received in cash here from it, so that the remainder still amounts to ƒ63666:—:—, which sum per invoice of the ship Lapienenburg has been charged back to this Directorate, with orders to this Ministry to employ all possible efforts toward its collection, being nearer at hand to profit from the opportunity that might occasionally present itself for that purpose; it being remarked that this Ministry has not neglected from time to time to instruct the officers of the Company's ships going from here to Mocha to take every trouble to obtain at least some further payment, which was also done by them, though repeatedly in vain; thus it was agreed to have all papers having any relation to this debt and resting here looked up, in order, having seen everything, to take a further resolution in that regard concerning the manner 52. The 20th of February The emoluments of the former Director, the Honorable Louis Paillefert, to be written off to past charges and expenses. To represent to Their High Mightinesses that the underweight on the unserviceable grapnels is a notorious consequence of wear and tear. how this matter shall be undertaken, and in the meantime to have the above-mentioned sum entered in the books of this Directorate under separate names. Regarding the provisions amounting to the sum of ƒ1789:8:— supplied at Batavia to the Right Honorable Councillor Extraordinary of the Dutch Indies Louis Paillefert on account of credited emoluments as Director of Souratta and charged to this Directorate, it was decided to have them written off to the account of past charges and expenses. Submitted judicial minute. a small chest received from Malabar was opened, which, having been forgotten on board, came ashore only the day before yesterday, and in which, besides a letter from the Cochin Ministers of the 15th of January last accompanied by a small requisition of necessities and copy of their advices, were also found 2 Homeland packets with price currents and a pay memorandum; 5 Ceylon letters dated 3 February, 8th April, 21 June, 28 November, and 20 December 1760, together with an original and duplicate requisition of necessities for that Government, and the advices from the 26th of August 1759 to the 3rd of April 1760; 3 Coromandel letters of the 8th of December 1759, 3 March, and 9th of December 1760, with the advices from the 6th of December 1758 to the 20th of October 1760 in two parts; and finally a Bengal letter of the 28th of January 1760 with the copy advices from the 28th of December 1757 to the 15th of March 1759. The 20th February Upon an extract from the memorial of the Council of Justice duly took before the Council of Justice the oath required at the last session regarding the garbling of 165 chests of nutmegs mixed with cloves; of which it was resolved to make a record. There was also read an extract submitted by the same from the memorial of the said Council concerning some old papers held under sequestration by the secretary, reading word for word as follows: Monday the 16th February Anno 1761. In the forenoon. Present all, except the Member the Honorable Martinus Joan Bosman. It being presented by the secretary of this Council, Paulus Jan Wenkink, that the chest with papers still under sequestration with him belonging to the absconded junior merchant Willem van der Laar, and another small case and bundle of papers and letters belonging to the absconded Mocha First Resident Willem van den Bergh, are so decayed and gnawed through by worms that those papers and other cases need to be transferred and resealed anew, as the linen upon which the seals are stamped is also rotted and perished; it was proposed by the Honorable President to transfer those papers and other cases and, in the presence of Commissioners, to have them resealed by the secretary with the seal of Justice, and to send the same, together with the papers of the recently deceased junior merchant, cashier, and invoice-keeper Rutgerus van Ebbenhorst, likewise sealed, to Batavia to the Honorable Council of Justice there, to deal with them as their honors shall deem necessary and expedient; the more so as Their High Excellencies the Lords of the Supreme Government of the Indies, by their venerated missive of the 9th August of the past year sent hither, were pleased to order that, since there appeared to be no prospect that the Company would ever recover anything of the debt of the absconded warehouse keeper Willem van der Laar, amounting to ƒ2029:3:—, that amount should merely be written off to clear the trade books, and this matter may thus be considered settled; furthermore, with respect to the said van Ebbenhorst, his account appears in the books beforehand. However, it was at the same time approved, before proceeding to this, to take the advice of the Political Council of this Directorate, for which purpose an extract from the memorial shall be presented to the same by the Honorable President. To allow this to take place as the marginal disposition of this meeting on the report cited in the text comes to dictate. To let this estate remain in the books for some time yet, being a good surety until the 4 years are up. By the first departing letter to request authorization from Their Excellencies in order to be allowed to settle this entry on the account of the Kets Expedition. Stolen cotton and spelter by the ex-prince of Kets ƒ 12332:4:8 for that which this account is in advance by the expedition undertaken thither in the month of September 1759, on account of the capture of some cash etc. Furthermore, we have compared the new balances against the previous books, and the auxiliary books of the administrators and further papers relating to the books, and found them in agreement. Also, all charges and expenses have been validated; deficits, losses, and defective goods have been properly written off and accounted for on their own accounts; these can also, as far as we can ascertain, be charged to no one's account but that of the Honorable Company. The postings and write-offs have likewise been done with the proper attention as required. Together with all profits and benefits credited to the Honorable Company. And as regards the balances, we can say nothing other than that the same, as far as we have been able to ascertain from the reports of the administrators, must be regarded as real assets, and we also do not know that there are any from which the books need to be cleared, since they have already, as far as we can judge, been cleared successively; except for the sample cloths of the subordinate offices of Ahmedabad and Broach, of which mention has already been made here before by the Honorable Head Administrator in his submitted report. The 20th of February to follow the market price, however subject to the approval of the Honourable Gentlemen poor condition of the water well of the Company's Lodge ships sailing back and forth, much provisions are sent forward from here, in India, will improve, but rather it is to be feared that it will not remain at the present increase of the price, in case the English fleet, as the rumour goes, comes from the coast to Bombay, it is resolved, while sending a copy of that paper to Their High Honours with the letter, to propose this, and in the meantime, subject to the approval of the Same, to permit the said servant to follow the market price until further orders, in order thereby to prevent the delivery of bad meat to the crews, or possibly of old, sick, emaciated, or worn-out beasts, whereby the intention would by no means be fulfilled, under the express condition that, in case it should not please the High Indian Government to approve this provisional arrangement, the excess enjoyed beyond what the regulations dictate shall be paid back by the said servant and reimbursed to the treasury. The said servant having made known to the Lord Commander that the large water well in front of the Company's Lodge, and especially the large wheel to draw out the water, with its accessories, was so damaged that it could no longer be used, and on account of its age even less repaired, as the woodwork was decayed and so often patched that no nail would hold in it anymore, but everything came loose again as soon as it was fixed, and His Honour having appointed special commissioners to investigate this and to inspect and examine everything accurately, 65. The 20th of February regarding the submitted written report inspect, and also to submit a written report thereof, the same was now read and found to be of this content: Honourable, Most Worshipful Commanding Lord. Pursuant to Your Honourable, Most Worshipful's much-respected order, the undersigned, as special commissioners, in the presence of the Dispencier David Taillefert, assisted by a native master carpenter and bricklayer, proceeded to the large water well standing here in front of the Company's Lodge, and there, after accurate examination, found that all the woodwork, both pins and spokes, the gutters through which the water is brought into and in front of the Lodge, as well as the beam above the well on which the large axle rests and turns, (being completely rotted and hanging together very dilapidatedly due to the continual repairs made to it), are entirely irreparable, as well as that the bricks of the wall upon which the above-mentioned beam rests, to a length of 7, height of 3½, and thickness of 1/3 ges, lie so loosely upon one another that one can very easily push them from each other with the hand, and finally that the wall on the street side has shifted outwards by about half a foot and the stoop at the entrance has completely decayed through age; which two last-mentioned defects, as they do not hinder the mill, do not require so urgent a repair as the other noted deficiencies, though they certainly require a total renewal. This proposal having passed in the affirmative, the question was how one ought to undertake this work; since one did not possess the bond of the debt of the Royal Chamber, nor also of the private debts, it being known from the papers that the fugitive former First Resident of Mocha, Willem van den Berg, who had the aforementioned bonds in his keeping, handed over the same to Secretary Domburg, and that subsequently all those documents were sent in Anno 1740 to the Capital of the Indies, as appears from the letter of this Administration to Their High Excellencies under date of the 30th of September 1752. And after deliberation it was approved to provide the person who would be employed for this purpose with all such copies and extracts from the retroactive records as could give him any light in that matter, and also to hand him a separate instruction alongside a letter to the Governor of Mocha, not only to remind that ruler of the debt and to request him to discharge at least a part of it, and to have the toll that the aforesaid small vessel would otherwise have to pay deducted from the debit in order to be accounted for to the Company upon its return; as well as to instruct the Commissioner, in case one were to offer him, just as in 1753 to Captain Outjes, instead of money a cargo of coffee for a reasonable price, to accept the same and therewith to freight the aforesaid small vessel for Souratta. Subsequently, having deliberated about the subject to whom one might best entrust this commission, the Assistant Johan George Keijzer, appointed at the Trade Warehouses, came into consideration for this, because in 1754 he had already been to Mocha once and was known to the Company's former broker and money changer, as well as to the debtors and various others, and not being ignorant of the customs of that place was judged more capable of accomplishing something there than another, unknown person; and it was therefore agreed to charge the aforementioned Keyzer with this task, and to grant him for his expenses to be incurred during the voyage to and fro and his stay there, over and above his salary, 100 rupees a month, with orders to exert all his abilities in order to achieve success thereby, and whether he has obtained anything or not, to return hither again with the same small vessel with which he is to depart, and upon return to render a written and detailed report of the success of this commission entrusted to him. The Homeland pay memorandum mentioned in the resolution of the 20th past and the 2nd of this month having been answered as far as possible, that answer was read and approved; but since the same by no means satisfies the requirement of the Gentlemen Masters, and one is not in a position to give more light regarding that matter, it was resolved to send that paper, properly signed, to Their High Excellencies in order therewith.

Article 1. All grounds for displeasure and estrangement on both sides, as well as everything that previously occurred on either side, or was done by His Highness or on his behalf, as well as by the Honorable Company or on its behalf, shall be cast forever and always into the pool of oblivion, just as if the same had never existed. 2. The Honorable Company shall again establish a factory in the seaport and merchant city of Mandu, and its servants shall be permitted there to rent the necessary dwellings and warehouses of their own choosing and liking, with the consent of the owners; it shall also be free to them, both to the chief and to the subordinates, to come and go and, as the requirements of business dictate, to proceed to all other places in His Highness's territory and outside it, in order to conduct the Company's business there, without any hindrance being caused to them in that regard by whomsoever or under whatever pretext it may be. 3. Also, neither by His Highness nor by any of his servants shall anything, directly or indirectly, be demanded from the merchants who trade with the Company on account of that, in order not to intimidate them or alienate them from the Company. 8. If the Company's servants had purchased or had manufactured goods in any places in His Highness's territory or outside it for shipment to Souratta, the same may be brought ashore and into the Company's warehouses at Mandui freely and unimpeded, in order to be inspected and examined there by the servants, and subsequently properly repacked and shipped hither or elsewhere, without any transit tolls, tolls, or duties whatsoever being paid for them, except only the outgoing toll on the former upon transport. 9. However, should the Company or its servants have any claim against any merchant, subject, or inhabitant of the Keche Empire, arising from the purchase or sale of goods and merchandise, or on account of any other lawful claim, and should such debtor show himself unwilling to satisfy his debt, His Highness, upon being properly requested to do so, shall help the Company obtain its due, and through his intervention arrange the payment. 14. Likewise, the agents and other native servants to be appointed at their own discretion, from the highest to the lowest, may be dismissed again at pleasure, and others appointed in their place, as well as stand under the Company's jurisdiction, without anyone interfering therewith. 18.
