He has shown with his deeds more than once, and stated in his letters, that he considered himself not at all subordinate to them. And he himself even positively declared that he wanted nothing at all to do with them. With what right could he then claim that they should consider him their subordinate in this alone, and should stand ready at his service at that very moment, whenever it pleased him to demand something from them Po: 69 Dec: 1761. Arrival of six private vessels. December 1761. From Sumatra's West Coast, the 15th of March 1762. Concerning the foreign Europeans, we have already given Your High Noblenesses the required notice in our previous letters of the 3rd of March and 15th of May. And since that time, no others have arrived here again. However, regarding the private traders, one more has appeared since our latest letter, so that now in total six vessels from Batavia have arrived here, of which a further note accompanies this letter. When the first appeared here, we found ourselves in great embarrassment because free navigation had been so explicitly forbidden by Your High Noblenesses, and we had no knowledge yet of your further pleasure. And we therefore judged it necessary, for such reasons as are stated at large in our resolution of the 6th of August, to have the nachoda provide sureties for the value of his cargo. But afterward, being better informed in that regard, he was released again. And we only had all vessels discharged by two specially appointed commissioners in the presence of the Fiscal, in order to be assured that no textiles or salt were brought with them, just as to this day nothing of such goods has been discovered. Every industry is applied to improve trade. Trade, properly speaking the sale of textiles, has indeed been passable since the presence of the undersigned Commander, but by no means as plentiful as we would have wished. There has been no lack of efforts on our part to increase the trade. We have devoted our principal care to this weighty matter, and from time to time done everything that, according to our thoughts, could in any way serve to encourage the mountain people to come trade with us. Several of our resolutions, but in particular that of the 16th of September, will serve as convincing proof thereof, as a placard is inserted therein to promote the safety of the roads, alongside a circular letter addressed to all Princes, Regents, and merchants of the mountains, in order not only to give them notice thereof, but also to assure them of our protection and good treatment. And since that time it has also improved somewhat, though not yet entirely. The mountain people do indeed come down in a reasonable multitude, and now and then quite a few bales are sold, but we nevertheless find with all of this that the greatest difficulty lies in the textiles themselves. For many of them are of far too poor quality, and others again far too expensive. When the Administrators recently had to draw up a new price list, they gave convincing proof of both. They demonstrated that the blue Coast textiles on the whole were much too expensive, and especially in comparison with the white, as was evident among others from the guinee, of which each blue piece came to cost 3 1/8 rixdollars more than a white piece, notwithstanding that the quality of the weave was the same. They proved with various samples of percale, moree, salempore, brown-blue bafta, etc., that those goods, on account of their thinness and poor colors, were virtually unsaleable, at least not at the fixed price. They appealed to the experience that, not daring to deviate from the price list, they had already more than once been forced to let the merchants leave the warehouse with their gold, having accomplished nothing. And they requested on that account that the prices specified by Mr. van de Wall and determined by the resolution of the 22nd of July 1760, which had held ground until now, might be reduced, at least as far as the aforementioned sorts were concerned. And taking this matter into consideration in our meeting of the 19th of November, we could by no means disapprove of their reasons. On the contrary, we were so completely convinced of their truth that we ourselves judged a moderate reduction to be highly necessary. What resolution was taken upon that. December 1761. From Sumatra's West Coast, the 15th of March 1762. Yet at the same time it was also considered by us that if in earlier times approximately those prices had not been paid, Mr. van de Wall would not have stated them so positively; that one could not well justify it, at least not represent it credibly enough to convince Your High Noblenesses that one was forced to think of a reduction at a time when one had no competitors; and that on that account one should absolutely keep it going on that footing for some time longer, in order to see whether any change for the better occurred. And since we however cannot easily dispose of the former and retain the latter alone without fear of being left sitting with them entirely, we shall in the end indeed be forced to proceed to some reduction with respect to the aforementioned Baftas, Salempoeris, Parcalles, and Coarse Moeris. And we freely request on that account Your Honours' authorization in advance for this purpose; under the assurance nevertheless that we shall make no use of it, except insofar as dire necessity will compel us to do so. But according to the common exchange rate on this coast, it is effectively rd:s more, for the price of 25 rd:s per tael is already so fixed here that gold is generally received and spent for that amount without stipulation. And since the fine mark then comes to cost only ƒ 1:17:3 more than ƒ 400:—:—, the Batavian outgoing price, as is broadly noted in our resolution of 30 September, we believed it to be of greater advantage to the Honorable Company to receive 1 tael in gold rather than 24 rd:s in cash. And on that account, we were already intending to request Your Excellencies' qualification for it. But the order received with the ship Hercules to requisition no more iron for this office has kept us from doing so. For, being able to infer nothing else from this than that Your Excellencies desire that this mineral be sold higher than at 50 per cent, we immediately did our best to stipulate more for it. And this took much effort at first. The merchants declared that it was impossible for them to give more than 1 tael or 25 rd:s. Yet, seeing that the warehouse remained closed, and nevertheless being unable to do without the iron for the gold mines, they finally offered 1 1/8 tael or rd: 28 1/8. And for this we were compelled, according to the resolution of the 14th instant, to surrender a small parcel of 20,000 lb. to them. We preferred the receipt of gold over cash because we actually deem it more advantageous for the Honorable Company, and also because the entire sale of all trade goods is then conducted in gold. Yet, should the same not meet with Your Excellencies' pleasure, we will return the gold and have cash counted into the treasury instead. In the hope that this may be approved, 100,000 lb. is requisitioned again. Meanwhile, we flatter ourselves with the hope that Your Excellencies will be pleased with this proceeding of ours, and will now approve the price of rd:s 28 1/8 or 1 1/8 tael in gold. But if we may be permitted to express our respectful sentiment on this matter freely, it would in our opinion not be good at all to set the price even higher for the present. For the difference between 24 rd:s, which was paid previously, and 28 1/8 rd:s, which is paid now, is already more than too great for the native. While we found ourselves forced to insist upon it, several hill people, who come down no less for the iron than for linens, have already gone away again without accomplishing their business, and have left the one as well as the other behind. A further increase might entirely alienate them. And thus it might well happen that, for the sake of a few per cent more on one article, the entire trade would again languish, whereas it has nevertheless taken so much effort to get it somewhat under way as it is at present. Concerning the pepper cultivation. The pepper cultivation is proceeding reasonably well. The means we use to encourage it further are briefly stated in our reply to the previously mentioned Patria extract. And these are of such good effect that the inhabitants of several villages, such as Baijang, Pauw, etc., who previously, through their restless and warlike nature, caused the Honorable Company much trouble, are now, encouraged by the profits, applying themselves entirely to agriculture, and particularly pursuing their pepper plantations with vigor. A certain discrepancy upon the invoice of the linens resolved.
