Walman appointed as boatswain on that vessel The last draft sheets of the General Description approved whether such a person actually was or had been on board, so that one had to presume that he had taken another path; which it was decided to note down here. The Captain of the ship Lapinenburg, Jan de Lavoyje, in the absence of a boatswain, Pieter Jansz: de Vos, who arrived here in the aforementioned capacity with the said vessel, having been released to the private trade in accordance with the resolution of the 24th past, having requested that there might be appointed thereto the boatswain's mate of the said vessel, Hendrik Walman, of Stralsund, as being the nearest and most capable to perform that duty properly, it was thus approved upon the proposal of the Lord Commander to appoint the aforementioned Hendrik Walman, subject to the approval of the High Government of the Indies, as boatswain, and to provide him with a certificate thereof, but to leave the granting of a formal deed and the wage to be earned to Their High Noble Excellencies, from whom he will have to request it upon his arrival at Batavia. Finally, the last draft sheets of the General Description were resumed, beginning with the article of the correspondence maintained with the outer offices, down to the end, which, just like the preceding ones, were approved to be written in fair copy, and it was at the same time resolved to dispatch the ship Lapinenburg on the tenth of this month. 147: The 10th of April Anno 1761. at the request of Capt: De La voye had opened and inspected, as well as thereof by a postscript to make a report to Their Noble Honors Which the ship officers had refused to receive. Whereupon the above-mentioned Captain Jan de Lavoye, who was also present, im- -mediately requested that, for his peace of mind, the aforesaid bales might be opened to see how they were conditioned on the inside, declaring that without that he could not or would not charge himself therewith, in order that, upon finding that the water had penetrated through the packing, he might be relieved thereof on the invoice which he had already signed. The undersigned skipper, commanding the Company's vessel Torenvliet, provisioned at Batavia no longer than until the 27th of July, and the month of May being at hand, so that his return voyage to Batavia could very easily turn out longer than he hopes and wishes, takes the liberty to request Your Honors to grant him another month of provisions for his entire ship's company, except the Moors. And whereas he has scarcely one month of firewood left on board, he likewise most urgently requests to be provided with the required supply of this most necessary item. And His Honor having placed this paper into the hands of the Dispenser Taillefert, to investigate according to the Batavian and Cochin expense accounts how much provision must remain on the ship Torenvliet, as well as whether and how much might be provided to that vessel in conformity with the recent orders, with instructions to render a distinct report on both matters as soon as possible, the Honorable Head Administrator now exhibited the same, reading as follows. 151: The 24th of April, Anno 1761 The undersigned serves to report that at Batavia provisions were supplied to the ship Torenvliet for 100 Europeans for 9 standing months for the voyage and 1 month for the lay days, whereas it appears according to the muster roll that there have been on that vessel: 92 seafarers, 22 soldiers, 1 passenger, and 10 convicts. Together 125 heads, and thus provisions were supplied for 23 too few, for which may be received: Rice: 25 heads for 10 months at 50 lb per month each: 12,500 lb. 8 ditto for 2 ditto at 50 ditto ditto ditto, being English refugees who came on board near Bencoolen and went ashore at Cochin: 800 lb. 3 Portuguese who were taken into service on the 13th of February, who enjoy equal consumption with the others for 4½ months, thus: 650 lb; total 13,975 lb. And according to the expense account, provisions were supplied to 25 Moors for 3 months, and there were only 14 Moors on that vessel; thus there would be left over 3 months of provisions for 11 Moors, who also receive 50 lb of rice per man per month, which is: 1,650 lb. But there must be deducted for those 14 Moors one half month, because they were on board for three and a half months, at the rate as above: 350 lb. Thus that remainder is: 1,300 lb. And to this must be added the remainders of those who died, absentees, and those who remained at Cochin, as: On the 14th of November, remained behind in the hospital at Batavia, thus there is left over for 8½ months at 50 lb per month: 425 lb. On the 26th of November, 1 man died, thus the remainder is for 8 months: 400 lb. On the 14th of December, 3 ditto ditto for 7½ ditto: 1,125 lb. Whereupon, having deliberated, it was understood and approved to let be supplied to the aforementioned vessel, besides the rice and kadjang, all that it may receive according to the aforementioned statement, in compensation for what the persons who were on board on the voyage here in excess of what was provisioned for have consumed, alongside 200 lb of karwaat that were supplied too little at Batavia. But since, with all that, the said ship is not victualed any longer than until the 27th of July next, it was approved, on account of the resolution of the end of March of last year, to add thereto a full month of provisions of everything for the entire ship's company, except the Moorish seafarers, because they were sent on board according to the measure that they were taken into service, and with the first transport thereof, 4 months of provisions for the voyage for 100 heads, in expectation of being able to complete that number, whereas the slow progress of recruitment and the proximity of the departure of Torenvliet, which ship one plans to dispatch before the end of this month, currently cause great doubt.

Dearness of the cloths for India. and principally of the silk Patholen, It is resolved to summon the Suppliers to the meeting tomorrow And some items have been bargained for less than the English, Regarding the cloths for India, it appeared that these have also increased in price from 1/8 percent more up to 5½ percent, with only the Tapekankeniasses, both narrow ordinary and broad fine, remaining at the previous year's prices, besides the Gerrasses, which have already been mentioned above, and the silk patholen of 6 and 8 Hasta; whereas, in contrast, the Suppliers have demanded nearly 8 percent increase on those of three, four, and five Hasta, and explicitly declared being entirely unable to supply them without that, because the workmen absolutely refuse to make them unless a proportionate number of large patholen is contracted for at the same time, giving as reason that they otherwise suffer a loss on the small ones. The brokers and suppliers were presented with the prices, and every conceivable effort was made to bargain something down, but all in vain, wherefore finally to the same having been called inside, the prices mentioned item by item in the memorandum were presented to them, which they avowed to have so stated and left, and to be the uttermost for which they could undertake the provision of those articles; and although the Governor and the Members of the council made every conceivable effort to bargain something down, especially on the fine Niguanias, the Chelasses according to sample No. 12, the Brouwles or Chiadderboraals, the Corroots, the Bajotas, and Naginapaats, they nevertheless stood firmly by their position, declaring to have done already as much as could equitably be demanded of them, and to have placed themselves in danger of, instead of making a profit on the supply, suffering a loss thereby, in case the cotton and yarns should happen to rise further due to the eagerness of the buyers, as everyone is presently busy supplying themselves with the same, as well as due to the dearness of foodstuffs, by which they were obliged to raise the wages of the workers proportionately, since there were always enough merchants to be found who, in order to have their linens manufactured before others, gave the spinners and weavers somewhat more than others, and accepted everything, no matter how bad it was, and thereby were the cause that those who refused to pay the same price, or were too particular, could get almost no piece of goods. The Council having thus done everything in its power 178: The 25th of April Anno 1761. A good, timely, and complete delivery was recommended. Advance payment of Rupees 50000. The suppliers take [illegible] on the price of the cotton. and seeing that the Suppliers were immovable, it was finally resolved to contract the work according to the decisions taken, for such prices as are specified in the inserted Memorandum, and upon the assignment of the cloths that had been allotted to them for procurement, it was earnestly recommended to them to take care that the same were delivered sound, early, and completely, to which they promised they would do their best; and in order to enable them to fulfill that promise, it was resolved upon their request to assist them, according to custom, with an advance of Rupees 50000 or ƒ 75000 on account of this new contract. Furthermore, there was read the defense of the secretary of this assembly to the report submitted at the last session by the Honorable Chief Administrator, reading as follows. To make known the displeasure of this Ministry, as well as to order him de novo to remit the remaining r:o/a 15000 to Brootchia, the more so because holding so much non-interest-bearing cash is simultaneously contrary to the general orders of the Company, especially at a time like this, when he himself reports that Amed-Abaad is anew threatened with a visit from the Cambaids Governor; and to order him de novo to transfer the surplus cash as soon as possible, as one will have to bear the agio rather than place the entire sum in danger of melting away in a siege or conquest of the city. 25 May Ao 1767: Points of Rescription to Brootchia. Felix having died there. To hold ready for departure, and to request the necessary license for this from the Regents, as in the text. Being moved, shall cease, it was thus approved to further enjoin him to hold himself ready for departure, together with the assistant surgeon and all the Company's effects, as well as the goods of the deceased Factor, insofar as these are worth the transport charges, and to solicit the necessary license from the Regents in the most emphatic manner, in order to undertake and complete the journey, if possible, before the rainy season, or in case the heavy rains, as often happens, do not break through at once, at the beginning of the monsoon; and on that occasion, among other things, to give the Regents to understand that, since they, through their refusal to let the Factor depart hither on his first request for accounting, are to blame for the season being so far advanced, and that again this year no contracting for linens could be done at Amed-Abaad, whereby they, by making a show to the Company, have greatly harmed their city, one will best be able to judge the sincerity of their intentions and of the written promises made to the Lord Commander by the promptness with which they will permit the Company's servants and aforementioned effects to come up with good parwanas, in order to take his further measures accordingly. The Company's servants at Brootchia, having reported by letter of the 13th of this month that the assistant stationed at that office, Thomas Felix, had died of smallpox the day before, also transmitting an inventory of his estate, along with 2 deeds and three pay accounts, also the specification of the funeral costs, it was thus understood that the said papers, since the said Felix did not make a will, shall be handed over to the Curator ad lites to act therewith as appropriate, and to write to the said servants to keep his left-behind small goods in a well-secured place until the next shipping opportunity, and then to send the same over to the Curator ad lites. And as the said servants also request another assistant in the deceased's place, but at present there is no further opportunity to send someone by water to Brootchia, and overland journeys are too costly, it was thus approved to decide upon this on a subsequent occasion. It was also understood, on account of the continuing difficulty in obtaining bills of exchange for Brootchia, to send thither two pieces, which have been secured since the previous remittance, to the amount of Ro/a 10,000, or f15,000, without waiting any longer for the completion of the aforementioned Ro/a 25,000 or f37,500 resolved upon on the 25th ultimo, as it is judged that the remittance of these two bills, added to an equal sum that was remitted in the beginning of this month, totaling together Ro/a 20,000 or f30,000, will initially suffice to continue the work of collection, until there shall be an opportunity to remit more funds.
