The 15th of June Anno 1761: Contents of the aforesaid deeds. insofar as the resolution passed at the session of the 15th ultimo regarding the sureties that the deceased junior merchant Wargaren had undertaken has also been complied with, it was resolved to be satisfied therewith, as well as to cancel the old sureties of the aforementioned parties in the protocol and to insert the aforesaid renewed deeds of security here; Today, the twenty-sixth of May Anno 1761: Appeared before me, Paulus Jan Wenkink, Bookkeeper and First Sworn Clerk of Policy of the Directorate of Surat, under the chief authority of the Honorable Jan Drabbe, Senior Merchant and Commander, qualified for this purpose, in the presence of the witnesses to be mentioned hereafter, the Junior Merchant Willem Blaankamer, together with the Junior Merchant and Secretary of the Council of Policy here, Otto Hendrik Ruperti, who declared, as they do by these presents, that they guarantee the prompt payment of whatever the Junior Merchant and Cashier Jan Oudenhoorn, by virtue of the service of cashier performed by him, might receive under his administration and accountability in this function, up to a sum of ten thousand silver Surat Rupees at 30 heavy stuivers each, and to present themselves as sureties and co-principals for this, renouncing hereby the benefits of order, division, and excussion, binding their persons and properties, both movable and immovable, for this purpose, placing the same under the constraint of all laws and judges; but on the other hand, he, Junior Merchant and Cashier Jan Oudenhoorn being also present here, promised to indemnify, release, and hold harmless his sureties entirely, and the sureties each other for one half, in the matter of this suretyship, under obligation according to law. Consenting that an instrument hereof be drawn up and delivered in common form. Thus done and passed at the Dutch Trading Post in Surat, on the day, month, and year aforesaid, in the presence of Cornelis van den Bosse and Jacobus Vermeulen, Clerks of this Secretariat, as witnesses. The 5th of August dearness of that spun yarn ...suppliers were heard, their reasons... ...because of the change to reduce the prices of the Surat ones, and on the other hand, that the latter are on average still 25 5/6 per cent higher than what was paid for them in the past year, it was agreed to refrain entirely for this time from the procurement of the cotton yarns at Brootchia, and to confer further with the Surat suppliers, who had been summoned for that purpose, about their exorbitant demand; who thereupon entered, and the great difference between their present quote and the prices of the previous year being presented to them, together with the fact that there was no proportion between the increase in the prices of the linens and that of the yarns, they declared that they knew this well, but that they had estimated the prices as closely as was ever possible, seeing that the dearness and scarcity of the cotton not only persisted, and before the new crop came out, or before one could guess with certainty how it would turn out, it would always be an obstacle to obtaining them for a lower price, but also that the difficulty in obtaining good yarns in a certain quantity had not yet ceased, because the runaway spinners of Jamboeser and its environs, where otherwise the stock of the best yarns is always located, had not yet returned; they furthermore testified that it was utterly impossible for them, unless they wished willfully to ruin themselves, to reduce the quoted prices, which they trusted would not be demanded of them. After some further vain attempts, it being found that they could not be brought to other thoughts regarding this, they were dismissed, and the Lord Commander submitted for consideration what ought to be done in this 221. The 5th of August collateral reasons, it was resolved to refrain for now from contracting the same. Advance payment on the collection of linens. matter so as not to cause displeasure to the Lords Masters! Regarding which it was taken into consideration, on the one hand, that Their Right Worshipfuls have repeatedly strongly recommended the provision of the cotton yarns, and that it will consequently present a strange spectacle in the Netherlands if not a single skein of the recently demanded quantity is sent; but at the same time it was noted, on the other hand, that however much Their Right Worshipfuls insist on the provision of the yarns, it cannot be supposed with any semblance of reason that they demand them when one knows beforehand and can ascertain that the same, instead of profit, must yield a great loss in the fatherland, as is the case here, since an extract from the return of merchandise sold by the Chamber of Amsterdam in the year 1758, being the latest that is held here, shows that the cotton yarns, on average, gave no more advance that year than 10 3/8 per cent, so that consequently, on that basis, 13 1/8 per cent would still be lost on that return cargo, and it would thus be a completely irresponsible act deliberately and knowingly to cause such damage to the Honorable Company; so that it was finally unanimously concluded and agreed to refrain for now from contracting the cotton yarns. The aforesaid suppliers having requested a further advance payment of cash for the collection of linens currently in progress, it was approved to disburse to them from the treasury, on account of the contract, Rupees 25000 or ƒ 37500:—:—. 222. Since they had too good an opinion of the favorable sentiments shown thus far by the English Chief, Mr. Price, to imagine that this had happened by his order or with his foreknowledge, but rather believed that the said Jaggernaat, who has always been an antagonist of the Dutch and an enemy of Mantchergie in particular, had done this on his own authority to obstruct the Honorable Company's work and to advance that of the English, of which he is the contractor; as well as, by so doing, gradually to alienate and estrange from the Honorable Company the workmen who for many years, and some of them from generation to generation, have worked for it, although the broker Mantchergie declared that those people had affirmed that they gladly wished to continue working for the Honorable Company, provided they were only freed from such vexations in the future, and until they were given assurance in that regard, they would rather sit idle than engage themselves with anyone else, whomever it might be; it was resolved after deliberation to have two commissioned Council members give verbal notice of what had transpired to Mr. Price, and politely represent that, since this ministry holds itself assured that His Honor had not the least knowledge thereof, but that Jaggernaat has done this off his own bat, one cannot fail to complain about such insolence, and on grounds of the friendship happily subsisting between both nations, to request that His Honor please give the necessary orders in this regard without delay, so that the Honorable Company's work may not be delayed. The 12th of August The brokers and suppliers in that regard, having been able to obtain through the commissioners sent concerning the matter, note was kept thereof, and at the same time it was deemed proper to provide a statement about it in writing. New complaints against the English broker Jaggernath. Scarcely had the assembled members been informed of this answer, and the weavers, upon being addressed by the brokers and suppliers, had returned to work, when report was received that the sepoys of the English broker Jaggernath had on the 8th again come to the said workmen, and had there caused the same disturbance as the first time. The Lord Commander having thereupon immediately ordered another commission to complain again verbally to Mr. Price concerning this new incident, so contrary to the assurance given by him, and these commissioners wishing to proceed to the English Garden the day before yesterday, the 10th, taking into account the intervening Sunday—when the English consider it a violation of the Sabbath to conduct any business unless there be periculum in mora—and having sent to ask for an audience to that end, they were unable to speak with Mr. Price because His Honor was indisposed and could receive no visits. 240: The 12th of August To the Right Honourable Sir how great the difference is, According to the report submitted by the ordinary commissioners at the trade warehouses Kroonenberg and Drabbe, yesterday in their presence, upon the complaints made by the Company's brokers to Your Right Honourable concerning the excessive net underweight found on the camphor brought recently by the ships Lapienenburg and Sorenvliet and already weighed out to them, ten bales were weighed gross and tared, whereby it appears that a negative difference of 20 lb in the gross and 41½ lb in the tare, or together 61½ lb net, occurs, or over 1½ per cent on the first, over 22 3/8 per cent on the second, and over 6½ per cent on the last. Hereupon the undersigned has the honour to inform Your Right Honourable that according to the cited report on the general import of the said two ships, or 155 bales, there would be a net underweight of 953¼ lb or 6 1/8 per cent, of which upon receipt, according to the submitted findings of the delivered cargoes of the cited vessels on the 24th of March and the 8th of April last, 274 lb or 1 3/4 per cent has already been written off to the profit account, thus there remains as yet 679¼ lb or over 4½ per cent which ought to be credited to the merchant, whereupon I shall await Your Right Honourable's esteemed decision, and meanwhile with all respect call myself to be. From both of which papers it appeared that the complaints of the brokers are not unfounded, as on those 10 bales alone a net underweight of 61½ lb occurred, while the gross weight, although differing by 20 lb from what was written, nevertheless agrees with its finding upon receipt and inward weighing here, but the tare was found to be 47½ lb heavier than it was charged; and it was, after deliberation, decided to charge such overweight of the tare to the General Office on the first departing invoice and to let the same run under a separate heading in the books until Jan Drabbe Senior Merchant and Commander of this Directorate, together with the Council Right Honourable Sir Esteemed Council Their is, 241: The 5th of August The specification submitted by the equipment supervisor southwest pier of the Company's yard, In cash 9 2/0 [illegible] wood in [illegible] on 32 beams which were used Their High Excellencies shall have decided in that regard as They shall find proper. 5 October had inquired carefully and come to know how it actually stood with the contract of the English supplier, of which those gentlemen make mention in their letter, and which difficulty has now been cleared out of the way; that a private quarrel between the honorable chiefs or masters of the weavers of Keesdaars cloths, whereof 4 are on the side of the honorable Company and the other 2 have placed themselves under English protection because the former had enticed away some of their best workmen, had given rise to such a contract; for the latter, relying on the authority of the English here and seeking to avenge themselves on the first 4, had complained to the English supplier Dansjie Saa, from whom they had all received money in advance, as well as from the Company suppliers, to manufacture a certain quantity of colored cloths for the English Company, that the work of the Netherlands Company made good progress while that of the English was practically at a standstill, and that they therefore requested that the said 4 masters might be summoned and obligated to bind themselves in writing along with them not to manufacture any cloths for anyone, whosoever it might be, before and until they had completely delivered all such cloths for which they had enjoyed money in advance; and that those people, together with their subordinate workers, being consequently forced by Dansjie Saa to execute such an antedated paper, and the said supplier having shown the same to the broker Iaggernaat, and the latter thereupon pushing things through, had sent peons everywhere to the weavers to take down from the looms all the colored linens that they found for foreign accounts, and to ensure that work was done for no one other than the English Company; this having lasted until Mr. Price, upon the written complaints of this administration, had restored matters as is said above. The native sailors who are annually accustomed to serve on the Company vessels, having come in a body to the equipment supervisor to ask whether they would obtain employment with the Company or not, as they could wait no longer because navigation had already long been open and they could find employment with the English at any hour of the day; and that official having given notice thereof to the administrator, and His Honor having communicated the same to the meeting; it was, for reasons set down in the resolution of 2 September of the past year, unanimously approved to authorize the equipment supervisor immediately to hire the full number of native seafaring men for the Company vessels assigned here, all the more because it is hoped that Their High Mightinesses, at the request of this administration, will have dispatched an early ship, which is expected daily. Furthermore, there was read a translated Persian letter from the Cambay Governor Mominchan Bhadur to the administrator, repeating ad nauseam everything he had already written several times before, and insisting on the coming of the junior merchant Kroonenberg, and also promising to settle his debt in three or 4 months; whereupon, after deliberation, it was resolved not to answer that letter for the present, since there flow therein some offensive expressions and notorious untruths which one could not pass over without answering, and to await the time that the said Governor himself has set for the clearing of his debt, in order then to take such a resolution as the circumstances will require. However, since the owner of the horry robbed by the said ruler in the year 1756 at Jambaeser and recently sold to a Portuguese has informed the administrator that he saw a chance to recover that vessel for little money, and requested permission for this, it was approved to let him proceed therewith, as this can bring no prejudice whatever to the claim charged to the Cambay Governor, which notwithstanding remains entirely intact.
