Approved the specification of a new boat for the Horry the Rikwinner. sent to the Lord Commander, containing in substance that, whenever it should please His Honour to establish a factory in his lands, he would adhere to the contract which was previously made by his ministers and the Company's servants, and comply with the same in all respects. As also the translation of an enclosed note written by the Persian writer of the said prince to the Lord Commander, to encourage His Honour to establish a factory in the Hallaar country, by making known that His Highness's ministers as well as inhabitants heartily desire such; and it was resolved to let the matter rest there, without engaging in further correspondence regarding it. It having been decided on the 13th of January of this year to have a new boat made for the Hary de Uitwinner instead of the lost one, there was now laid upon the table the specification of the expenses incurred for it, amounting to ƒ 427:10:8, whereof ƒ 418:9:8 in cash, and ƒ 9:1:– from stock; which paper being precisely reviewed, and nothing excessive found therein, it was understood to approve the same, and to insert it here. And permission granted to the same to charge to the Company's account the amount paid to the Patna couriers. Points of reply Amed-Abaad promises of the regents to the assistant Smit 17 rupees. to let the entire establishment depart. interdicts the bestowal of a pomerie. after the conclusion of the mourning days to the son of the old broker Lastly was summarized a letter from the assistant Smit, at Amed-Abaad, in which he reports, with regard to the 17 rupees extorted recently at Riem Cadotra from a servant of the late factor De Billon, that the fourth-part collector would give this his attention and would report thereon to his master General Damagie Rouw Gaykowal, to whom the said place belongs, and further that the regents abide by their promise to let him depart with the entire establishment, so that he planned to set out on the journey with the first carts; all of which was deemed proper to accept for information. However, as he simultaneously gives notice of the decease of the old broker Girderdas Doosje, and requests authorization to invest his son Slietalaal, in accordance with custom, with a pomerie when he should appear for the first time again in the Company's lodge after the conclusion of the mourning days, and it being observed that he has not earned this from the Company, as he has not yet paid his debt and has done no service for the Company for a long time, and moreover, through the decease of his father, who was effectively the Company's broker in whose place he looked after and attended to affairs, he can no longer be considered a servant of the Company and consequently cannot be treated as such either, it was decided to forbid the said assistant Smit to give him a pomerie on the Company's behalf, and in case this should already have taken place without awaiting an answer, to leave the same for his private account. 260. The 5th of October the specification of the repair of the roofs, and relaying passed. Furthermore, upon summary of the specification, likewise sent over, of the expenses incurred in repairing the roofs and relaying the tiles of the Company's own lodge at Amed-Abaad, amounting to ƒ 231:2:—, it having appeared that these expenses this year are ƒ 6:3:0 less than in the previous year, it was resolved to pass the same for entry into the books, and to have a copy thereof follow here. Extraordinary Councillor of the Dutch Indies Jeremias Van Riemsdyk to Ordinary Councillor, as well as the appointment as Extraordinary Councillors of the Messrs Michiel Romp, former First Secretary of the High Indian Government and Bailiff of Batavia, and Willem Hendrik van Ossenberg, Commander of Bantam; it was understood to properly congratulate, in the first outgoing letter, His High Honour the Lord Governor General van der Parra upon obtaining that weighty and eminent dignity, and the Right Honourable and Highly Esteemed Mr. Librecht Hooreman upon his appointment as First Councillor and Director General of the Dutch Indies, as well as the Honourable Lord Ordinary Councillor van Riemsdyk upon his accession, and the Honourable and Esteemed Messrs Romp and Ossenberg upon their appointments. Regarding the reimbursement of ƒ 5968:12:8 imposed on the repatriated Equipage Master Jan Warnar Talck, concerning which Their High Excellencies are pleased to state that it meets with their approval that it had been charged to Malabar, in order to be compensated there by his surety, the Senior Merchant and Secunde the Honorable Johan Anthony Sweers De Landas, for the amount of ƒ 5968:12:8 as now, it is resolved to carry this into effect at the first opportunity, since Their High Excellencies' intention regarding this only became known to this Administration on the 12th of March of this year, and since the previous spring there has been no shipping opportunity for it. And since one cannot plead free from a lack of attention regarding the orpiment, since the same, as stated in the respectful letter of the 9th of April, was actually sold on the 16th of November at ƒ 33:—:— per 100 lb, yielding a loss not of 22 5/8 percent as stated in the letter, which is a clerical error, but of 32 5/8 percent, as was discovered after the letter had already been dispatched, and one could not have imagined that Their High Excellencies' intention would extend to passing over so considerable a loss, and furthermore the brokers having not fetched a single pound of it since then, and acting as if they had not purchased these unwanted goods, which is also the reason why that mineral, according to the resolution of the 6th of November 1768, was auctioned off to them again, being then bid by them at ƒ 35:16:8, thus ƒ 2:16:8 more per 100 lb than the year before, still yielding a loss of 26 1/6 percent, and on that account Their High Excellencies were also requested for authorization to be allowed to part with it at that price, the more so because it was natural to think that the aforementioned error committed regarding the percentage had given rise to the passage in Their High Excellencies' respected Rescript of the 9th of August 1769, whereby they pass over that sale; it was thus unanimously resolved to humbly beg Their High Excellencies' pardon for this committed mistake, and in the meantime to try to negotiate a better and more reasonable bid for it now. Also the reasons and motives why they had contracted the delivery, which turning out thus could not operate otherwise than as a greater demand regarding the sale of our returns, to bring respectfully to Their High Noble Lordships' attention that this is among others to be attributed to the great difference in the demands, the contracting of the English being more than twice as large as that of the Company and much more considerable than they have had in years past; and as those people have permanent masters at hand who are accustomed to work for them, and the Company's demands were previously much heavier than those of the English, who therefore never before employed as many workmen as now, it is also easy to comprehend that the Company's suppliers, with a larger number of weavers, dyers, printers, and other working people, could just as easily take on a small order to fulfill within the stipulated time as those of the English a much larger one in the space of 18 months and with far fewer workmen. Furthermore, it was understood to closely observe the work already begun at the North-East Jetty on the plastering of the stone revetment, and to have the same done in the most economical manner without prejudice to its soundness, in order, if practicable, to save something more on the calculated sum of f 9000:-:-. Regarding the qualification favorably granted by Their High Noble Lordships for the construction of a suitable and secure powder magazine and prison house, it was approved to request the necessary license for it from the English gentlemen, as being in possession of the Castle. Together with respectfully representing to Their High Noble Lordships that, however much one leaves nothing unattended to set everything in motion in order to make the profits of this Directorate increase year by year and to reduce the expenses so as to bring the same, if possible, within the limits of the memorandum of economy, one is nevertheless not so much the master regarding the gifts that one could promise beforehand never to exceed a certain fixed sum therewith, since extraordinary and unforeseen cases often occur where, without compromising the Company's dignity and interests, one cannot dispense with reaching into the purse, concerning which, however, the greatest economy is always observed; as is also done with respect to the ordinary annual gifts, since, according to how it best works out with the gift goods, sometimes slightly less, but seldom anything more, than the previous year is presented. 301: The 4th of November to write to the Ministers of Bengal at the first opportunity. concerning the sailor Groenewoud who deserted to the English, as well as to request Their High Excellencies' clarification regarding proceeding against the Deserters. to write at the first opportunity to the Ministers in Bengal concerning the deserted sailor Pieter Groenewoud, native of Groningen; with the request to report to Their High Excellencies whatever may occur to them in that regard, since the failure to extradite that man, according to the promise of Mr. Price, is partly to be attributed to the sinister conduct of the private Captain Wedderboorn, who, instead of putting in at Bombay, as he had promised Mr. Price he would do, sailed on to Anjengo, where he only delivered the letters from the said Gentleman for Bombay, under the pretext that he had forgotten them, but likely because he, having seen the seriousness with which that chief had demanded of him to deliver up the aforesaid Deserter, and fearing to be held to account for it at Bombay, wilfully and premeditatedly sailed past that island. However, since Their High Excellencies, approving our resolution to have the Deserters who were retained by the French Chief seized in the street, at the same time were pleased to order that all such Delinquents, upon being recovered, must always be sent to Batavia at the first opportunity, the meeting believed it could infer therefrom a prohibition against proceeding against the Deserters whom one recovers; and whereas nothing is as delicate as the administration of Justice, it was resolved humbly to request Their High Excellencies to further inform this Ministry regarding Their High Excellencies' true intention in this matter. 302: The 4th of November concerning the debt of Cassem Turbetti at Mocha, to make every possible effort.
