The 4th of November to improve where possible and to send another copy thereof to Batavia. Regarding the elucidation required by Their High Nobilities concerning the written-off pepper and bar copper, to have the Head Administrator submit a report. The Honorable Commander congratulated on obtaining the character of Director. weights that are in use here and in the surrounding areas, and which one had the honor to send to Their High Nobilities in the month of April of the year 1758, as well as a further and improved one in the month aforementioned of that same year because several errors had still been discovered in the first, but regarding which Their High Nobilities state that, as far as the last two articles are concerned, it is not satisfactory, it was resolved to have that paper examined anew, to explain as closely as possible everything that seems to require any elucidation, and to send Their High Nobilities a further and improved copy thereof. Regarding the writing-off resolved on the 31st of January last of 351¼ lb of pepper and 205 lb of bar copper to the debit of the profit account, concerning which Their High Nobilities are pleased to say they cannot reconcile that write-off with the earlier Resolution of this Ministry of the 9th of April, to which the first-mentioned resolution, or rather the report of the Head Administrator inserted therein, refers, with the recommendation that all of this must be investigated further, it was approved to demand a report and elucidation on this matter from the Honorable Head Administrator. And whereas it has favorably pleased Their High Nobilities, upon the humble request of the Honorable Commander by letter from this ministry of the 10th of April of this year, to elevate and appoint him as Director, granting The 4th of November and agreed to thank Their High Nobilities most humbly in the name and on behalf of His Honor. The 4th of November Under the representation that the sin of sodomy is very prevalent among the Moors; Request in similar or other cases; Copy of the extract regarding the bails to be handed over to the fiscal. Castle Batavia shows that the said two Moors were guilty of the crime of sodomy, which according to the laws of these lands is also highly punishable; although one very rarely sees anyone put to death for it, unless it were a poor heathen, among which people, however, that unnatural sin is by no means so prevalent as among the Moors, while the regents and grandees set such a shameless example to the others in this matter that their accomplices are usually publicly known, without anyone taking offense at it; that therefore this administration cannot nor will apply their proposition to them, or the likes of them, but humbly requests Their High Excellencies that in similar or other cases where the death penalty occurs, they may be informed of what crime the delinquents suffered that punishment for, so that in all cases, if questioned about it, they may be able to give an account of the matter. Furthermore, it is resolved, for the strict observance of the order regarding the bails, contained in the extract from Their High Excellencies' resolution of the 24th of February of this year, to have a copy thereof delivered to the fiscal of this Directorate, because by Their High Excellencies' resolution of the 20th of July 1750, the respective fiscals in India were specifically ordered to be vigilant in this regard. The 4th of November To request Their High Excellencies whether transport is to be refused to the foreign pilgrims; Decision to guard against the complaints of the Lords Masters concerning the administration of insolvent estates. But with respect to the general prohibition against granting transport to Batavia or elsewhere to any foreigners, whosoever they may be, mentioned more fully in the extract of the General Resolution of the end of March last, and which will be strictly observed, it was considered that Javanese or Moors come here annually with the Company's ships, and the ship Borssele has now also brought some along, who, after having visited the tomb of their Prophet, usually request to return to Batavia with a Company ship, and it was therefore deemed proper to take the liberty in all reverence to ask Their High Excellencies whether such persons are also included under the aforementioned interdiction. And whereas an extract missive from the Right Honorable and High Venerable Lords XVII to Their High Excellencies dated the 2nd of April 1760 shows the complaints frequently made in the Netherlands concerning the improper handling of the estates of people who happen to die insolvent in India, together with the earnest recommendation of Their Right Honorable and High Venerable to hold those whose post it is to bring such estates into liquidation, and to remit the proceeds thereof to the Netherlands, to their duty, in order that no well-founded reasons for complaints will henceforth be given to the interested parties in such estates, it was resolved to have a copy thereof delivered to the sequester and curator ad lites in order to conduct themselves accordingly, and to ensure that, if there are executors in the estates, they likewise properly observe their duty. The 4th of November To respectfully thank Their High Excellencies for the passing of the alongside-mentioned posts and write-offs. For the rest, it was decided strictly to observe all further orders according to obligation, and humbly to thank Their High Excellencies for the favorable passing of the expenses incurred for the annual repair of the vessels amounting to f 13794: 14:— as well as for the provision of rations instead of 3 months to the Moorish seafaring men on account of their early hiring; item the travel expenses of the named Ahmedabad's Second, De Wind, with an assistant to the amount of f 732: 14: 8, and f 168: 5: — for the transport of the presents etc. to that post, likewise the gifts both ordinary and extraordinary up to f 17850: 2: 8 purchase and f 16308: —: — sale value, and f 1746: 19: — spent on sewing gunny onto several sugar canassers and for their transport from the inner lathij to a rented warehouse; together with f 50: 10: — and the further incurred and extra board money for such persons from this Directorate as assisted with the weighing of the spices aboard Duinenburg, and finally for the carpentry and repairs carried out, along with all further write-offs, under which latter specifically appears the write-off

The 4th of November As well as for the exemption of 872 lb of iron that was found deficient on the weight of 10 pieces of unfit grapnels sent to Batavia. In the same manner, it was agreed to thank Their High Nobilities in the name and on behalf of the Director and Invoice Keeper Ian Oudenhoorn for the exemption from the payment of ƒ 262:8:— that had been imposed upon them as compensation for 6 pieces of metal 50-pounder weights sent with the ship Ameliswaerd to Batavia without mentioning them on the invoice. As well as to note here that the error of ƒ 400:—:— made on the invoice of Torenvliet, and which was credited to this office on the invoice of the ship Borssele, was discovered here and redressed in the books. And lastly, since Their High Nobilities, speaking of the re-establishment of the office at Ketsmandui, recommend this administration to prescribe to the commissioners going thither the improved method proposed by the Honorable Councillor Extraordinary and Director Taillefert in his memorandum left here, unless one has good reasons to the contrary; and the Gentlemen Principals also in their Honorable High Mightinesses' letter of the 30th of September 1768, received here in extract, containing the matters of Surat under the article of the linens, make mention of the aforesaid memorandum; as it may be of great use to all who are concerned with their acceptance, it was resolved to request Their High Nobilities that this administration may be permitted to draw from the repeatedly mentioned memorandum, which until now is kept secret and rests with the Director, as well as from that of the Honorable Councillor Extraordinary and former Director of Surat Schreuder, and to make public the beneficial instructions contained therein for all the servants in this Directorate, to the end that everyone may have a fixed rule and guide according to which he must conduct himself in his service. On the occasion of what the Gentlemen Masters, by the just mentioned extract from the Home letter of the 30th of September 1760, were pleased to write regarding the renewal of the small Catthy No. 3, namely that the costs of the renewal of that catthy, which was made anew in the year 1755, must be borne by those, whether contractors or tenderers, who through their unfaithful handling or inexcusable negligence are the cause of this latest renewal, as this is exceedingly fair and reasonable, and wherefore Their Honorable High Mightinesses also expect that the Company shall remain free of those costs, it was approved, pursuant to the order of the High Indian Government contained in the letter of the 9th of August 1760, to debit the Company's modi Manik Dada in the trade books of the year 1762 for the entries cited therein of ƒ 1327:15:8 left to his account and ƒ 1640:16:— delivered to him under security for restitution, in favor of the account of previous years' profits and losses, and to collect that amount at the first opportunity. Thereafter was read a petition from the skipper Abraham in 't Anker, containing a request for such necessities as he deems required for his vessel Borssele, with the request to be accommodated therewith, reading as follows: To the Honorable, Worshipful Jan Drabbe, Director and Chief Commander of this Directorate, together with the Council. Honorable Worshipful Sir, Honored Councillors! The undersigned skipper, commanding the Company's ship Borssele lying at this roadstead, requests that there may be supplied to him for the benefit of the said vessel the following necessities; namely: 1 /: that is, one :/ heavy anchor and cable to be used at this roadstead.

Refused authorization to the factors, specification of the post received this month by the first of which the Factors make known that they had presented the Letter from the Lord Director alongside the 50 gold Ducats as a present to the Governor on the occasion of the feast of the circumcision of both his sons, and that the Governor had expressed his satisfaction regarding it, at the same time transmitting a specification, both regarding the cost of those Ducats and what was disbursed to two returning Patna Cossids, as can be seen more fully in the specification following below. But regarding the 218 4/16 cans of Arrack Api found short, he referred to the submitted stowage declaration, in which the Equipment Overseer Clinckaert and the inland skipper Cornelis Kuiper declare under offer of oath that the stowage was in all respects as it should be, but that because of the weakness of the leagers and the heaviness of the sugar canassers that lay upon them, they discovered in the lowest tier of arrack leagers that some leagers were very damaged and their bellies cracked through, and especially three leagers which were entirely burst, and thereby had also leaked completely empty. — After which, the said skipper having retired, the board held a special committee meeting regarding the aforesaid delivered cargo, and pursuant to the General Regulation on the Entries and Write-offs of the 15th August 1752:, it was resolved 328: The 26th November The skipper permitted to pay the shortage in cash into the Treasury. 329: The 26th of November Satisfaction was taken with the report of the Honorable Head Administrator concerning the written-off pepper and the bar copper. The report requested at the last session from the Honorable Head Administrator regarding the written-off 351¼ lb pepper and 205 lb bar copper at the transfer of the warehouses under the ultimate of March 1760, reading as follows. Honorable, Respected Ruling Lord and Honored Councilors. In order to comply with Your High Excellencies' honored requisition contained in their highly revered letter of the 20th of August of this year, the undersigned serves with the report that concerning the writing-off to the debit of the profit account in the books of the year 17 59/60 of 351¾ lb pepper and 205 lb bar copper, based on a report submitted by me which was inserted in the resolution of the 31st of January of this year, the Honorable Company has not been disadvantaged, nor has more been deducted than the original inventory dictates, an extract of which is annexed hereto, and which I also have the honor to demonstrate further to Your Honors below; as: According to the inventory, there is a short weight in Japanese copper in bars of 205 lb or 1/8 per cent, and according to the books nothing more has been written off than the said quantity, which occurred in accordance with the general regulation on the writing-off of the 15th of August 1752, though erroneously committed under date of the 9th of April, and also mistakenly announced by the resolution of that date, to make the Warehouse Keeper Sweers pay out of his pocket for 15 lb of that mineral, among other things, instead of having the cited 205 lb written off to the profit account and credited to him as such. However, in drawing up the warrant, that Administrator was charged to compensate no more than 64 7/8 lb Japanese copper in plates, 241 lb Dutch lead, 433¾ lb pepper, and 1511 lb powdered sugar, nothing more, as can be seen in more detail on page 129 of the journal of the said financial year. 334 The 26th of November Surgeon regarding the requisitioned drugs. spoken subject to wiser judgment, only the high price here, which Your Honorable Right Reverences think differs too much from that of Muscat, or even, as Your Right Honorable Reverences demonstrate, is nearly two capitals higher in purchase than at the last-mentioned place. Hereupon the undersigned shall, in all deference and according to the truth, firstly allege: That Gum Myrrh here is an article that one must obtain from the 3rd and 4th hand, not to mention the monopoly that is practiced thereon at Mocha, where one obtains that Gum from, for the reports of all merchants having returned from there dictate unanimously that one finds only one merchant there to whom the same must be sold, and from whom one must also purchase them back at such prices as he himself at his discretion sets upon them. Your Right Reverences are only too well aware that Muscat is the place where the same is gathered or from where it is transported to Mocha, and therefore, if one wishes to have the same here, it must be purchased in the aforementioned manner. These, Honorable Right Honorable Lord and Esteemed Councilors, are in my opinion reasons enough that militate for the high price here, putting forward merely for consideration that in the preceding year I even offered Rs. 98:— or f 147:—:— for the 100 lb and still could not obtain that ware, over and above that in the year 1757, f 19:—:—. per 100 lb more had to be paid for that Gum than now lately, or in the intervening years that the undersigned provided the same. That Your Right Honorable Reverences were also pleased to remark that the aforementioned Gum sent from here was brown and clouded, and also small and gravelly; he has the honor, under correction of wiser judgment, to state in all deference that the same was nevertheless pure and not, as is often found here, mixed with sand and small stones. 387 The 26th of November The ship Borssele destined for Ceylon. The Raja of Kutch promises to send two confidants to negotiate regarding the matters. Subsequently, the transport of the Home-bound returns to Ceylon having been discussed, and considered that no other ship is at hand than Borssele, it was approved to designate that vessel for that Government, in order to undertake the voyage thither around the middle of the coming month if possible, and therewith also to satisfy the remainder of the Demands for that Island and the Commandery of Malabar. Thereafter was read a translation of a Persian Letter written by the present Raja of Kutch, Golarsing Rao, to the Director, containing, amidst many protestations of friendship, principally that after the dispatch of this letter, he would send two confidants to the Director, who would speak fully, frankly, and in all sincerity; with the request that reflection might be given to their words, and that by no means any displeasure should be taken from them, nor evil consequences drawn; whereupon it was agreed to reply that the confidants have not yet arrived here, possibly, if they are traveling by land, because of the great detour they will have to make, since according to rumors, the roads around Cambay are very unsafe, 338: The 26th of November Whereupon it was agreed to answer as follows. The Assistant at Ahmedabad, Willem Smit, making known by a letter of the 4th of this month that he would not have failed, according to promises made, to depart from there before the heathen Diwali or New Year, had not some troubles arisen between the Governors of Ahmedabad and Cambay made the roads so unsafe again that no merchant dared to send even the least of goods, requesting on that account this Directorate for the necessary orders as to how he should conduct himself in this regard; whereupon, the matter having been deliberated, it was considered that it is impossible to prescribe anything to him in that regard, 339: The 26th of November Except that he will try to obtain good Parwanas; And how he must contract with the cart-men; As well as the gifts presented by him on Diwali, 175 guilders 10 stuivers. but that he will have to adapt to the circumstances; and it was approved to inform him of this, as well as, since it is understood that the unsafety of the roads is caused by the marauding Marathas, to recommend him to provide himself with good Parwanas, not only from the Ahmedabad Rulers, as these only concern the toll-farmers on the roads, but also from the Maratha Generals staying in the vicinity of Ahmedabad and brothers of General Damaji Rao Gaekwad, namely Khedarao and Chandarao, or from such others as hold command over the troops of the Marathas in those quarters, in order to undertake the journey to Surat as soon as possible after obtaining the same; and further to enjoin him that, in order to save expenses, he need not contract with the cart-men further than Broach, where the goods can be kept in the Lodge until there is an opportunity to collect the same from there with the Company's vessels. And since the said Smit by his aforesaid letter also sends over a specification concerning the ceremonial gifts presented to the Rulers on Diwali, and the gratuities given on that occasion to their servants to the amount of 175 guilders 10 stuivers, it was resolved to approve the same.

The brought-in arrack also sold. poorly estimated 22 3/8 per cent for those virtually unmarketable dyestuffs; wherefore the Director proposes to summon the brokers into the meeting to see whether one could collectively persuade them to offer still better prices for the merchandise. Which was approved by the meeting, and the brokers having been called in, the stated prices were held out to them, which they declared to be the very highest they could spend on them, and although every effort was made to bring them to a higher bid, this was nevertheless in vain, as they flatly declared that one could not reasonably demand more of them, since they had already offered the utmost extremity for them, repeating the reasons stated above, and principally in respect of the sugar loaves. Wherefore, upon the proposition of the Director, it was approved by unanimous vote to relinquish the merchandise specified hereinabove for the prices set against them, and the brokers were thereupon congratulated on the purchase. Further, the Director gave to understand that a certain Parsee, named Sliertje, had offered f 200:—:— per leaguer for the brought-in arrack, giving an advance of 98 per cent, and it was resolved to cede as much of the same as can be spared besides the necessary rations for the aforementioned price. 342: The 12th of December Judicial minutes presented.
