Although doubting the good delivery of my latest letter of the first of the just-passed month of July, I nevertheless dutifully accompany this with its duplicate, while in continuation of the matters contained therein, and firstly with relation to the extirpation of the spice trees on Samoela and Wassile, it serves to inform Your High Noblenesses in all reverence that the first-mentioned district, as appears from the Commissioners' letter of the 4th of this month, has been searched with the utmost accuracy and cleared of the fragrant spice growth, where, however, in total no more trees were discovered and mentioned than they had reported in their preceding letters of the 6th of July, consisting of a number of 1318 pieces fruit-bearing and 3688 young, or together 5006 pieces nutmeg trees of all sorts, and thus presently 644 less than in the year 1751, when the last extirpation was conducted there and 5650 pieces nutmeg trees of all sorts were mentioned; also, despite all applied effort and endeavors, the Commissioners had not detected a single clove tree, much less found a hidden grove From Ternate, the 31st of August 1762. grove thereof, while the Alfuro Toliko, of whom mention was made in my previous letter, had also absconded after receiving a few small gifts for encouragement, so that this scoundrel misled and deceived the Sergeant Commandant of Dodingo, Isaac Sniet, as he must, according to all presumption, have fetched the displayed clove bark and leaves from another district well known to him, for the tracing of which no effort will be spared, as well as for the apprehension of the said misleading Alfuro in order to call him to account for his deceits; I have further in good time requested His Highness the King of Tidore to have the forest houses in Wassile made ready, which that monarch also very willingly accepted, but in the meantime some Mabaze kora-koras having arrived in Tidore, the chiefs thereof made a request to the King for a two-month delay in order first to provide themselves with provisions on the island of Morotai, which those people usually lack when there is something to be done, which request His Highness had presented to me by letter from Sergeant Stephaen, whereupon I sent the interpreter to Tidore From Ternate, the last of August 1762. in order to bring that monarch to reduce the desired delay of two months to fourteen days, since I gladly wished on this occasion to impart the beginning of the aforementioned extirpation work to Your High Noblenesses, and the extirpators were presently waiting in vain, on which occasion I also had His Highness requested at the same time to have some rations for the extirpators brought over the land route from Dodingo, as we, at the meeting of the 7th of this month, considering that the extermination work in Wassile has always lasted 4 to 5 months and the extirpators are provisioned no longer than until the last of November next, resolved to send rations for another three months thither via the aforementioned passage. Upon this, the interpreter reported that the King had reduced the requested delay of two months to twenty days, because the principal chiefs, who were expected with 4 kora-koras, had not yet arrived, after which he would give the necessary orders for both the one and the other, requesting alongside this an excuse that this could not occur sooner, as those people had a great lack of provisions. Regarding this unpleasant report, during our deliberations on the 24th of July, we took into consideration that the sangaji Abdul Rauf, along with his faction, should be considered the greatest instigators among the lesser chiefs, having made themselves so formidable that the King is almost unable to carry out anything, and the Honorable Company is thus continually led astray. And concerning the King's request for assistance, it came into consideration that From Ternate, the 31st of August Anno 1762. that such had indeed taken place several times before, among others in the year 1740, when the King of Ternate, upon expressing his distress, was assisted by the Honorable Company with a vessel against his rebellious subjects on the opposite coast of Halmahera, for which reason it was also resolved to condescend thereto, in order thus to deprive the King of all excuses that he had addressed himself to us but obtained no assistance, and for that purpose to dispatch thither the bark De Buis with thirty-six soldiers under their officers, as well as to send over therewith as commissioners the Merchant and Fiscal Van Haak alongside the Junior Merchant and Secretary Van Masson, principally to bring back categorical information as to who the recalcitrant grandees of the realm were, with the request to deliver them to the Honorable Company to receive their designated punishment. These commissioners accordingly departed thither with the said vessel and crew on the 29th of the said month with such instructions from the undersigned as accompany the annexes, but they only returned down here on the 8th of this month. From Ternate, the 31st of August 1762. and delivered such a prolix report of their accomplished mission as is inserted into the resolution of the 17th, to which, for the sake of brevity, I beg leave to refer, it being for the most part filled with all kinds of good promises from the King according to custom, and that during the presence of the commissioners there, he had sent Major Djouw Kottoe around the island with orders to all his sangajis and gimalahas to bring to his residence the kora-koras that were to be employed for the expedition, and that the Major should bring along the unwilling ones. However, despite all the effort expended, the said grandee of the realm was unable to accomplish anything and had to return empty-handed, wherefore he, the King, also had to remark that they care nothing for him nor for the Company, especially the sangaji of Mariecko Camissie and the gimalaha of Tiloa named Banawa, who supported the other chiefs in their obstinacy and who had already shown themselves rebellious under the late King, but From Ternate, the 31st of August 1762. had at that time been pardoned upon a promise of improvement. Thus we are thereby rendered unable to fulfill promptly your high annual demand for wax, the undersigned maintaining that this matter was the first and principal objective of the chief Pluskow, to bring benefits to the Company in due course, and therefore tried to draw the black Topasses, who have otherwise always been harmful to the Company, into the same alliance, all the more because they themselves offered to do so, for by no means Timor, 10 September 1762. by no means, as I hear, did the chief von Pluskow have the intention to punish that people for their rebellion; for he found himself too weak for that, although no one knew otherwise, but solely and only equipped the ship along with sloops and vessels and took them along to Lifao to strike terror into the Topasses, and the sooner to bring them to submission to the Company: This having also been of such effect that the chiefs of the Oecusse people, after a few days, sent to request the Company's protection. Regarding Naimuti, that without its ruin Timor could be of no use to the Company, this, as it appears to me, Timor, 10 September 1762. is not unfounded, considering that this nest of robbers is crammed full with a gathering of all kinds of peoples and fugitive slaves, who must support themselves by raiding around the land of the Company's allies, as well as bringing the wax and sandalwood to Lifao for sale. But before undertaking this expedition, I shall, in conformity with Your Right Honourable Excellencies' repeated order, give notice of this to the courts of Boni, Goa, and Tello, to deprive them of all reasons for complaint and to observe the customs. But as for the remainder, I dispatched it with a letter to them dated the fifteenth of May, wherein I set before His Majesty several matters pertaining to this affair, as can be seen if it pleases in the aforementioned letter, to which I then respectfully refer; and it appears that this made some impression, and was taken not at all ill, but in good part, as the reply arrived here on the 8th of July shows, wherein His Majesty thanks me for the one as well as the other. And since that time, for a long while nothing occurred, except that recently, while at Maros, His Majesty wrote to me that the Boniers had requested of him to receive in cash a sum of three hundred seventy-five rixdollars, 41 From Maccassar, 22 8ber 1762. seventy which he might have in cash, and as much gunpowder and lead as could be delivered for that amount, which was then also sent to him. From Maccassar, 22 October 1762 sent, and of which the translation likewise accompanies this; but that which was alleged in the report of the aforementioned interpreter Bartelsz is of greater weight and has very much the appearance of truth, as I too have entertained those thoughts for some time and brought them to the knowledge of Your Right Honourables: namely, that Aroe Mampoe is in the way, and the ruler would very gladly wish to appoint his dear son Aroe Tha as his successor, but sees no opportunity to do so on account of the solemn promises he has made as long as the former lives, wherefore the only wish would be that he might perish in one attack or another. Now, to write to the ruler about all these matters is not very advisable, as it would be taken in the highest degree amiss, because His Majesty, as I have had the honour to allege several times, is very touchy concerning his character and must be treated with the utmost circumspection and prudence, as I have done until now and also have been able to succeed in; and notwithstanding that on several occasions His Majesty in my letters has been addressed quite cordially, yet in polite terms, he has on that account never shown the least displeasure, but is and remains faithful to the Company and attached with much cordiality, which also agrees with his interests; having, at my request, very strictly ordered those of Boneratte and Calauwt that in case a foreign nation should wish to come ashore there to trade, they must immediately make them depart, and if the same would not listen afterwards, to have them arrested and sent to Maccassar. On the occasion that His Majesty in one of his letters complained about the smuggling of powder and lead, and that according to the reports made to him several picols actually lay ready within the settlement of Iampoea to be transported overland to Paneki, the Company's assistance was requested to seize the ammunition; wherefore I immediately dispatched the chief interpreter, accompanied by Gallarang Bontualacq and sufficient native troops, with the pantjiallang De Bedrieger thither to comply with the request of the ruler; but arriving there, the bird had flown, and it was discovered that the servants of the King themselves had made themselves guilty to the highest degree, in such manner as is noted in the written report of the chief interpreter. On that account I have informed His Highness of all this and sent him the copy of that report for his reflection, to which he replied in his letter, saying he had given orders to the tomilalang to punish the offenders, of which having awaited the outcome in vain, I asked the aforementioned tomilalang on the occasion of a visit why they tarried so long in executing the orders of the King, who gave us for an answer that he was awaiting the order to that effect; in order not to let this fall into oblivion, I had that minister read the original letter of the ruler, which had the effect that he testified to believe that the messenger had forgotten to bring him that message, but that he now required no further orders and would proceed with the punishment. This incident has given occasion for a proposal from the King to establish a Company post, for the prevention of smuggling in that region, at the settlement of Campong, situated in the bay of Soulang, under the offer of being willing to cede that land if such took effect. Although outwardly this would indeed appear to be of great utility, because from of old the bay of Sorlang has always been renowned for its convenient location for smuggling trade both with Boni and Sopping, and especially Wadjo, the effect thereof would be very slight, and a constant anticipation of surprise attacks would have to be feared, unless a formal fortification with an abundance of troops were placed there, and at least a pair of well-armed sloops would still constantly have to lie in readiness there to be able to watch the arriving and departing vessels; all of which I do not believe Your Right Honourables would approve; but in order not to rebuff the King bluntly concerning this proposal, I had His Majesty answered that I had requested the approval of Your Right Honourables on this, but did not believe, on account of the aforementioned inconveniences, that it would be consented to; humbly requesting therefore Your Right Honourables' orders as to what I shall further say to the King when His Majesty asks to be enlightened thereon. At the beginning of the month of June, it sent an embassy to the King of Bonij without giving me notice thereof, so that I would have remained ignorant of what had been transacted there had the King of Bonij not communicated to me in one of his letters that both the Macassars and the Tellawese had sent envoys, partly to encourage his majesty to suspend, at least for some time, the war with Penekij, and partly to give notice that they were inclined to have the ceremony of the circumcision of their king take place; to which they received the reply that, the king having begun the war, 51 From Maccassar, 22 October 1762. he would continue the same to the very end, and as for the rest, they could proceed with it; just as this is noted in the copy of the translation of the aforementioned letter received here on 8 July, and thus they were dispatched again. From Maccassar, 22 October 1762. to direct that the said King, according to all our customs, should come in person to give notice of his election, request approval, and have the contracts renewed and sworn to. And although the resident had been given strong hopes, both by the prince and the realm, that this would take effect, it nevertheless failed to occur. But nonetheless, on 28 August, envoys from that realm appeared at this Castle, whereby the King politely gave notice of his accession to the throne, without mentioning the renewal of the contracts or requesting approval. The said envoys also declared upon my inquiry that they were qualified for nothing other than delivering the letter, but that the King was busy preparing a vessel to come hither in person therewith. Wherefore I dispatched them on the 4th of this month with a letter to the assembled grandees of the realm, having principally as its subject the aforementioned coming, without as yet approving or rejecting the appointment of that prince; hoping for a good effect from this, in order to then be able to treat orally From Maccassar, 22 October 1762. and at length concerning the poor conduct of those peoples, of which the resident, both in his letters and in some resolutions of the combined assembly of the allied princes across the straits, gives such an ugly description, although the same is again contradicted by his subsequent letter dated 16 September, received here on the 17th of this month, wherein he reports that affairs in that realm seem to be turning out for the best, as also appears from the copy thereof forwarded among the annexes, to which I refer with due respect in order to avoid prolixity as much as possible, so that I shall remain in uncertainty through the variety of those reports until, with the arrival of that prince or further advices from the Junior Merchant Helmkampff stationed there provisionally, I receive proper elucidation according to the truth. Likewise it is also regarding Bima, from where, since the dispatch of my humble letters dated 12 May, when I, relying on the writings of the resident, stated that I would shortly hear of a complete victory and expulsion of the Macassars; so I learned From Maccassar, 22 October 1762. I learned, as well from his writings dated 8 June as from a letter from the King, that the Bimarese were totally defeated; wherefore that prince, with the full consent of his grandees of the realm, was resolved to go thither assisted by a much greater force, with the people of his other allies, requesting the Company's assistance of gunpowder, heavy artillery, two sloops, and that the resident might accompany that expedition. The first, namely gunpowder, I sent with the King's emissary to the quantity of fifteen hundred pounds, the same being paid in cash at two capital advance into the treasury, and in my reply I wrote to both that they would be helped with what is necessary according to our ability, but politely refused the sending of artillery and sloops as well as the company of the resident, which latter I also reproached for not having immediately diverted that prince from such improper requests, and at the same time sent him for his guidance an extract of what was written in the year 1753 by Your Right Nobilities to Governor From Maccassar, 22 October 1762. Clootwijk concerning that subject, to the end that it might be seen therefrom that although Your Right Nobilities would gladly see the Macassars driven from that coast by the Bimarese and assisted with gunpowder and other ammunition for payment, yet such had to take place without further meddling by the Honourable Company or its servants. Shortly thereafter, or on 29 July, the envoys from that court arrived here, handing me a letter from the King and grandees of the realm, mainly aimed at making known the appointment, with the consent of all, of the prince's eldest son Mohamma Alie, alias Tjena Teeke, as successor to the realm after his father's death; and since those envoys had no other instructions, they were dispatched again on 12 August, after we had previously decided in council on the 3rd prior to send with them, for the service of the upcoming enterprise against Manggarai, one hundred pieces of flintlocks on loan to be restored again after the end of the war, and whatever was missing from them to be made good; as well as, From Maccassar, 22 October 1762. to be deducted from the delivery of sappanwood, thirty pieces of flintlock gunlocks and twenty cartridge boxes, costing with two capital advance 53 rixdollars, 3 and 8 pennies. In my respectful last letter of the 12th of March of this year, I believed I was assured that the English gentlemen would undertake nothing by force against Natal and Tapanuli. And I thought I might well defer such belief to the written protestations of the ministry of Madras and of the Governor of Bencoolen, Mr. Samuel Ardley, of which I have already had the honour to present the authentic documents to Your High Excellencies. Yet experience has shown me that in such cases one cannot rely on the word of even the most distinguished gentlemen of that nation. For on the 13th of April last, an assistant of the English Company from Madras arrived at Natal with a large ship, who presented himself at one time as the second and then again as the third council member of Bencoolen, and by landing many men and making great threats managed to frighten the resident Van Moschel so badly that eight days afterwards he departed thence bag and baggage for Ayer Bangis, considering, as he says, that it was less shameful for him 69 From Sumatra's West Coast, the 25th of October 1762: to go by himself than to be driven out by force. Regarding the circumstances of this event, I refer to the enclosed Resolution of the 5th of May, but particularly to the letter written on the subject to Mr. Ardley. And this latter was composed somewhat emphatically, in order, if possible, to touch him on his honour and thereby compel him to surrender that place again; but as appears from his answer, the proposed objective was by no means achieved. Yet while I was looking forward to that with longing, I received certain news from Natal that the aforementioned Russel found himself there without ships and also virtually without men. And considering this opportunity too fine not to make use of it, we immediately took the resolution to send the Secretary Boudewijnsz thither with the enclosed instructions, the content of which principally entails dealing with the said Russel in the same manner as he had dealt with Van Moschel, and even taking him into custody as an unqualified disturber of the peace in case From Sumatra's West Coast, the 25th of October 1762. he could not show his commission or orders. He also departed promptly on the 8th of June with two sloops and as many men as we could gather together. But because of continuous storms and contrary winds, he could not continue his voyage. And indeed he had barely advanced past Priaman when Captain Watson appeared in the roads here with the frigate The Revenge on the 11th of July. This man brought me a letter from Mr. Newson, Captain of the Panther, filled, as appears from its copy, with awful threats if everything was not settled upon his appearance here, whilst he was due to follow within a few days. And although I had little reason to pay much heed to it, just as he in fact never arrived here, it nevertheless did not seem advisable to me that Watson should arrive at Natal while Boudewijns was still there. Thus I did my best to detain the former here as long as possible, and I meanwhile sent express further orders to the latter to make haste and, after completing his commission, to return from Natal immediately. Yet this means was also in vain. Boudewijnsz 71 From Sumatra's West Coast, the 25th of October 1762. Boudewijnsz, notwithstanding all trouble taken, had not been able to advance further than the latitude of Tiku when Watson departed from the roads here on the 24th of July. And since the whole plan was thereby ruined, and Boudewijns moreover gave notice that the sloops were very disabled and the crew, due to continuously labouring against wind and storm for two months, were nearly all sick, we deemed it best to recall him. And he subsequently entered the river again on the 31st of that same month, and Natal thus remained in the hands of the English, who shortly thereafter also drove away the garrison of Tapanuli and likewise established themselves there again. Furthermore, the said Mr. Watson refused to salute the flag upon his appearance in the roads here. And on that account, apart from water and firewood, I refused not only to give him any refreshments, but even, when he came ashore in person on the third day, to show him the least outward honour. On the 10th of March last an English vessel named The Adriaan Snow dropped anchor in the roads of Natter, and its officers Mr. Thomas Ringrot and Mr. James Lister, having come ashore, declared: that they had powder, lead, and cannon aboard for Natter, and that they had been sent by order of the ministry of Madras to remain there until a large ship with more men and a new resident of Bancolen should arrive. We had no sooner received the news of this than we imagined that these men were merely using that pretext to give some appearance of reason to their arrival at that place. We therefore immediately sent thither an authentic copy of the letter written to us by the ministry of Madras, as well as an extract from the letter in which Your Honor declares to have no private orders concerning Natter and Tappianoelij; and we ordered the resident of Moschel to convince them thereby that what they said was certainly untrue, and that they would therefore do best to depart again as soon as possible, or else, now that they had been warned, they would be held accountable for all bad consequences that might arise from their prolonged stay. At the same time we had them particularly informed that Natter was not the proper place to treat of such matters; and that if they had anything to say, they might come here to us. But neither the one nor the other could persuade those men to pay any heed to it. They persisted in their declaration that they did nothing without orders from Madras, and they assured in the strongest manner that one would see the truth of what they said as soon as Bancolen was only brought somewhat into order. Now, at that time we could not possibly believe that. The most solemn oaths of those men would not have been able to give us any notion of the truth of their assurances. And we even considered their arrival and stay at that place a matter of so little consequence that we did not even deem it necessary to complain about it to Your Honor. However, subsequent events have shown us, to our regret, that their claim is fully confirmed by the outcome. For Mr. Henrij Russel, having likewise appeared from Madras in the roads of Natter on the 13th of April last with the ship the Prince Henrij Packet, was even less willing to pay heed to the aforementioned letters from Madras and from Your Honor than Mr. Lister. He said that, as an express commissioner, he had his orders directly from the meeting of the Gentlemen Directors in England. And acting upon that foundation not as a friend but as an enemy, he not only ordered our resident immediately upon his arrival to strike the Dutch flag and to disarm the soldiers, but he subsequently also forced him, already on the third day through violence and superior force, to bind himself to remove entirely from Natter within eight days with all servants, goods, and effects of the Dutch Company, without even granting him so much time that he could first write to us about it and at least await our further orders regarding the place of his retreat. It is not well possible in this case to express the astonishment with which we were struck upon receiving the report of this incident, in consideration of what occurred in that respect scarcely two months ago. Your Honor arrives here in person from Madras and brings us a letter signed by the entire ministry of Madras, which contains nothing but the most exquisite expressions of goodwill and friendship; we are thereby informed that Your Honor had been sent expressly to restore the possessions of the English Company on this Coast, but in order to remove all occasion for disputes between Your Honor and us, that the old differences would be settled between the ministry of Madras itself and the High Government at Batavia. 85 From Sumatra's West Coast under date 25 8ber 1762 testified in writing to be highly satisfied therewith and in all cases promised reciprocal service and an unbreakable friendship: And while we thus live in complete tranquility, and not in the least suspecting any verbal, much less actual difference, yet there comes from that very same place whence Your Honour has come and whence we have received the strongest assurances of quiet, peace, and harmony, an unknown man, and falls upon us so unexpectedly with so much aforementioned violence and outrage, that one could not have expected worse from a bitter enemy in a raging war. We leave it deferred to Your Honour's own judgment how we take this, or what idea we must form of an act that is so scandalous and directly contrary to the preceding assurances! Does faith and trust then no longer have a place in the world, not even among men who occupy the most distinguished offices of honour!
