The item of profit and loss was closed this year with a net profit of ƒ 161788:12:8. The memorandum of administration estimates it at ƒ 200000:—:— thus falling short of that calculation by ƒ 38211:7:8. Carried forward: ƒ 55432:5:— Gifts account: for certain presents made to Cheeg Sadoen, ruler of Boucheer, to his brother Cheeq Geet, as also to Kaijd Haydar, former ruler of Ginouwa, and to Cheeg Alij Eben Hossen of Sjareek: ƒ 2628:2:8 Extraordinary expenses: for the expenses which were necessary to incur: ƒ 10867:13:— Fortification account: for the expenses which were incurred in all haste, along with the construction of one whole and two half bastions and a principal wall that connects to the said bastions: ƒ 7846:10:— Carpentry and repairs: for the ordinary repairs done to the Company's buildings and works: ƒ 3290:4:— Expenses of sloops and lesser vessels: for the expenses of the gallivats: ƒ 1362:10:8 The collective charges and expenditures amount to: ƒ 81427:5:— Under the regulation there is budgeted for this: ƒ 41030:18:— Thus it appears that the charges and monies this year amount to more than was budgeted for it under the regulation by: ƒ 40396:7:— To our sensible regret, the charges have risen so high this year due to the extraordinary expenses which, out of utmost necessity, From Karreek, 19 October 1762. we were forced to incur for the protection of this island and the Company's effects and servants residing thereon against the invasion of our enemies, those of Bandarik, of which we have made a dutiful report to Your Excellencies by letters dated 21 August last via Malabar and Bengal, and to whose duplicates accompanying this under No. 3, we take the liberty most humbly to refer. The extraordinary amount expended thereon amounts to a sum of ƒ 26742:5:8, namely: For 103 native soldiers at 900 rupees per month, comes in 4 months to 3600 rupees, or: ƒ 5400:—:— Account of gifts: ƒ 2628:2:8 Extraordinary expenses: ƒ 10867:13:— Fortification: ƒ 7846:10:— Total as above: ƒ 26742:5:8 We were forced into taking several native soldiers into service because, having lost twenty-seven men due to heavy mortality and seventeen others during the overwhelming of the gallivats, and adding to that the wounded we sustained in the action with the enemy on this island, we had to provide strong detachments from the remaining Europeans for the two small vessels that came to our aid from Bassora and the gallivat the Tervisch, so that it was impossible for us with the remaining crew to man this fort and the entrenchments and retrenchments thrown up in haste. Necessity therefore forced us to engage some native soldiers, for which we could find none better than the subjects of Kaijd Haijdar, former ruler of Ginouwa, being sworn enemies of Mir Mahanna and the Bandariks, and thus the most trustworthy. The presents given to the Cheegs of Boucheer, Kaijd Haijdar, and the Cheeg of Tjareek, amounting together to ƒ 2628:2:8 and distributed as Your Excellencies may please to see from the specification thereof in the expense book under No. 32, were likewise inevitable. Cheeg Sadoen, ruler of Boucheer, had no sooner heard of the disaster that befell us, than he had his gallivats, dinghy, and other vessels, which were all hauled up on the beach, put to sea overnight and by day, placed his brother Cheeq Geet upon them with well over 350 heads. Kaijd Haijdar, who was then in Boucheer, From Karreek, 19 October 1762. likewise embarked thereon immediately with 100 soldiers, and Cheeg Alij Eben Hossen with 50 sailors, which relief arrived here off the island already on the sixth day after the invasion of the enemy, and a few days thereafter Cheeg Sadoen's well-manned ship also arrived here in the roads to our aid. For which distinguished services we certainly could not send the said leaders back empty-handed. It has furthermore clearly appeared to us that Mir Mahanna, having received news overland from Boucheer of the help brought to us from there, recalled his gallivats and people from this island solely on that account. The extraordinary expenses have amounted to ƒ 10867:13:—, whereof: To the yearly allowance according to the regulation: ƒ 1000:—:— To the assistant Tam for his journeys to Gabban and Boucheer: ƒ 504:18:— For as much as was supplied during one month for daily maintenance to Cheeq Geet, Kaijd Haijdar, Cheeg Alij Eben Hossen, and the men accompanying them who came to our relief: ƒ 3733:19:— From Karreck, 19 October 1762. We have not failed to provide Sheikh Ghaith, along with the men he brought to our aid, with the necessary supplies; but after he had been to sea before Bandar Rig several times with his vessels, joined with ours on cruises, and seeing that Mir Mahanna did not come out again with his force, we thanked him for his services as soon as this could be done with some propriety, and sent him back to Bushire with his ship, gallivats, and other vessels, along with the men aboard them, having been here for a full month in total. During that time, a sum of ƒ3733: 19:— was spent on his upkeep, as Your Right Honourables may please to see in greater detail from the specification drawn up thereof in the expense book under No. 33. To the English Captain Price, we have paid ƒ4590:— according to agreement for the services rendered to this trading post with his vessel the Monmouth during three and a half months, as appears from the specification drawn up thereof in the expense book under No. 42. The Bushire relief force having been discharged, and the Bengal Dutch freeman's sloop the Cornelia being able to render us no service due to its poor sailing qualities and the bad crew aboard it, and therefore also sent back to Basra, we were compelled, for the preservation of superiority at sea and the prevention of a new invasion by the enemies here—which was not possible with the single gallivat the Tervisch alone—to keep Captain Price here with his vessel upon his voluntary offer until a second gallivat was readied, which we immediately laid on the stocks and also launched to sea within three months, whereupon we thanked Captain Price for his rendered services and dispatched him. Having taken the people of Sheikh Haydar into service, but being unable to assign any pay to him personally, as he is one of the regents and grandees of this land, we have had to provide him and his family with maintenance, which amounted monthly to ƒ209: 4: 8, or in four months ƒ837: 18:—, as Your Right Honourables may please to see from the specifications thereof in the expense book under No. 37, 41, 45, and 54. Mr. NoirCosse, Captain of Infantry in the service of the King of France and Engineer, having recently belonged to the garrison of Pondicherry and passing through here overland to Europe, has drawn the accompanying plan of the present fortifications on this island, from which Your Right Honourables may please to see how necessary the newly constructed fortifications have been to protect the Company's warehouses and the caravanserai, with the bazaars situated therein, against a surprise attack. Upon the departure of Resident Von Kniphausen from this island, everything on the outside here was open; at the end of the Company's warehouses was merely an open room that served the soldiers as a guardhouse. The first signatory of this letter, considering how easy it would be to surprise and massacre the militia stationed in that room by night, already in the first year of his residency here had a point constructed in front of the said guardhouse out of his private purse and provided it with cannon, which Your Right Honourables may please to view on the accompanying plan, where that point is marked with dotted lines. It was primarily the cannon of that point for which the enemies, when they were here on the island, had the greatest dread, and which did them the most damage when they sought to approach the warehouses. From Kareek, the 19th of October 1762. and had retreated to the plain under the cannon of the fort, to provide a suitable dwelling place within the perimeter of the walls; so that we have been compelled to have the said fortifications built. But, since the same serve not only for the security of the Company's warehouses, but also for the protection of the inhabitants of this island, we have made the said inhabitants contribute their share thereto, and have obliged them to deliver the load of stones for four schellingen and the load of clay for half a ropij, whereas the stones previously cost one and a half ropij and the clay one ropij per load. We have likewise reduced the price of lime, and brought the wages of labor down to half. A greater economy in that regard we could not possibly introduce, because those who worked on the fortifications, being obliged to abandon their fisheries and other daily livelihoods, needed at least to have something to live on. Your High Excellencies will be able to see at a glance from the accompanying plan how it would have been impossible to construct three bastions with their proper powder magazines and lodgings for military and gunners, together with a heavy wall closing upon those bastions with a parapet, for ƒ7846:10, had not the cost of the materials needed thereto and the wages of labor been reduced to half. The triangular battery standing on the north side of this fort, disapproved by the Captain Engineer van Luepken and declared redundant, has already been demolished, and its cannon and garrison brought inside. We pray that Your High Excellencies will be pleased to pass for write-off the extraordinary expenses detailed above, amounting to ƒ26742:5:8, and favorably consider that the same were undertaken solely under the pressure of extreme necessity and with the greatest economy; the first signatory of this being able to declare and swear to Your High Excellencies, upon his oath taken to the Honorable Company, that over and above the charged extraordinary expenses, he has advanced from his private purse more than five thousand ropijen toward the repair of the disasters that have befallen us. That the silk, which is judged to be worth around f 7.- per lb due to the present scarcity, whereas in times of abundance it would fetch no more than f 5 to 5 1/2, we have considered it useful to notify your Excellencies hereof, in order that your Excellencies may instruct the ministers in Persia to regulate themselves, when purchasing that sort of silk, according to the prices that can be obtained for it here in this country. In accordance with your Excellencies' revered order, public notices were posted immediately after the arrival of the Rebeca Iacoba, whereby the toll on incoming and outgoing goods on this island was offered for lease up to 5 percent to the highest bidder, and the same was auctioned publicly 30 days thereafter; but since no more than 600 rupees annually was offered for it, the second undersigned of this document held it back, and will have it administered for some months by an assistant and an inland native for the account of the Honorable Company, so that, once it has become apparent approximately what can be expected from it, this or that party may be induced to bid more for it at a subsequent auction. Meanwhile, the second undersigned of this document, subject to your Excellencies' favorable approval, has exempted from the said toll the provisions needed here, such as dates, rice, barley, wheat, and butter, since we, being here on an island that produces nothing, must bring all provisions from outside, and burdening the same with a heavy toll could cause a great shortage here. Regarding the Roman and Armenian Christians residing on this island and their churches, we have the honor to inform your Excellencies that the Roman ones here currently number 25 to 30 souls, which increases and decreases with those Christians arriving here from Persia and Bassora and departing again. Their church here was built from the surplus revenues of their hospice at Bassora and a voluntary donation from the Christians there; it is served by an Italian priest of the Order of Carmelites, sent by the Council de Propaganda Fide at Rome. The Armenians, whose number here presently amounts to 115 to 120 souls, have pooled together as much money as was necessary to build a small church, which is served by two secular priests of their nation and stands under the supervision of the Company's interpreter here, Aviet di Jannes. The assistant and current Gamron lodge keeper, Ian Iacob Christant, has duly submitted the f 276:- that he still owed; the Company's factory at that place is becoming more dilapidated by the day. Iasser Chan, governor of Gamron, treats the inhabitants there very badly, continually plaguing them with all kinds of extortions, so that there are almost no merchants or trade left at all, for which reasons the second undersigned of this document does not dare risk sending any cash thither for the purchase of sulfur, but will make every endeavor to have the same brought to this island from the places where it is produced using inland vessels. Regarding the inland dignitaries in these parts, Soliman Pasha, vizier of three horsetails and governor of Bagdat and Bassora, passed away in the month of May, whose death caused a general confusion and uprising in Bagdat and Bassora. At the last-mentioned place, all shops were immediately closed, trade came to a complete standstill, the deputy Ismaël Aga, who resided there on behalf of Soliman Pasha, lost all his authority, and the Janissaries divided into two factions between whom bloody fights took place daily. The roads around Bassora were all blocked by the Arabs, and that confusion lasted, without however any houses of European or other merchants being plundered, until the month of August, when the news came that Alij Aga, former deputy of Soliman Pasha at Basora, and manumitted Georgian slave of Agmet Pasha, predecessor of Soliman Pasha, had been appointed by the Grand Signior as vizier of three horsetails and governor of Bagdat and Basora, who, having cleared away some resistance and having ordered several rebellious agas and heads of the Janissaries to be beheaded, successfully made his entry into Bagdat and took possession of his government. From Karreek the 19th of October 1762. Alij Passa with a letter for the second signatory of this, wherein the said Passa communicates his appointment as governor of Pagdat and Bassora, and at the same time makes the friendliest offers toward cultivating a good harmony between the Honourable Company and himself, which servant was sent back again with a polite reply to the letter of the Pasja and a modest present for himself. Cheeg Soliman, ruler of Dourakgabban and the further places situated at the mouth of the Euphrates, having already for a considerable time armed and made himself formidable, profited from the death of Soliman Passa and the troubles arising therefrom at Bassora; he closed the mouths of the Euphrates with his six well-armed gallivats, under the pretext of having some claims against the prominent figures of Bassora and at the same time to prevent the merchants traveling thither from suffering any damage or detriment from the troubles that arose there, but in fact with the intention of making himself independent from Bagdat and Bassora and if possible to transfer all the trade of that latter place to Dourak and Gabban. To that end Cheeg Soliman sent an envoy hither, requesting that we should send someone on behalf of the Company to him with authorization to contract with him concerning certain articles. Cheeg Soliman being powerful and for that reason respectable, we deemed it best not to rebuff him, but to dispatch the assistant Tamaan to him; having in the meantime understood from his envoy that his intention was to conclude an offensive and defensive treaty with the Honourable Company, to purchase in a single transaction goods brought here by Company ships, and finally through our mediation to make peace with the rulers of Boucheer, with whom he had also been at war for some time, we were enabled by that intelligence properly to instruct the assistant Tam and order him to decline the first two articles in the politest manner, and to see to it if possible that the last be carried out, as Your High Noblenesses may be pleased to observe at large from the instructions given to him, accompanying this under number 6. From the report of his commission annexed thereto, delivered by the said Tam, Your High Noblenesses may likewise be pleased to see how he executed the same, and contributed much to the effecting of the peace between Cheeq Soliman and those of Baucheer, on which account he was then also sent to the last-mentioned place to give full effect to the peace, which effected reconciliation was all the more agreeable to us because trade suffered considerable hindrance from the war between Cheeg Soliman and those of Boucheer, since the merchants, both those going from Boucheer hither as well as those going from here to Bassora, did not dare to load into the Boucheer vessels for fear of the gallivats of Cheeg Soliman, which were cruising far and wide at sea. Alij Passa, shortly after his appointment, sent an envoy with a robe of honour to Cheeg Soliman, requesting him to submit to the orders of the Porte and to recall his gallivats from before the mouths of the Euphrates, but we were assured that Cheeg Soliman had given little heed to that request, and that his gallivats would still actually be cruising at sea to the obstruction of the Bassora trade. Meanwhile the vessels of this island go back and forth to Bassora unhindered, and are not in the least inconvenienced by the people of Cheeg Soliman, whereas it subsequently appeared from further reports that he has recalled his gallivats and all vessels pass unhindered. Mir Mahanna has not been at sea again with his gallivats since his expedition against this island; Kerim Chan, having recently also defeated his last chief enemy Fatali Chan some months ago and thereby having become master of Tabries, and thus the sole ruler of all Persia, has firmly resolved to exterminate Mir Mahanna this winter, and to that end has dispatched one of the Chans of his main army, who has already departed with his army from Siras and is coming via Cogilan to Benderik; another Chan with a corps of troops and a train of artillery is on the march thither via Caseroen. We have already written to Your High Noblenesses for two years that Mir Mahanna was on the verge of being exterminated, but on each occasion nothing came of it owing to the poor condition of the troops that advanced upon him and dissension among their commanders; but now there is virtually no doubt remaining that this robber will be seen exterminated this winter, while generals of more experience and better troops are being sent against him; in addition, the rulers of the whole of Destistan and all surrounding places are his sworn enemies, and are now most clearly convinced that they will never be able to rest peacefully in their possessions as long as Mir Mahanna lives; after whose extermination, which to all outward appearances is very certainly imminent, one will be able to carry on an advantageous trade here with great security in the future, since the merchants will then with great eagerness transport a multitude of goods to all the provinces of the Persian empire being at peace. It is well enough known that the trade of the settlement of Exan was by no means drawn to Abasi, except only that which was brought by the Dutch, notwithstanding that merchants from all surrounding regions come to Abasi to seek trade; but because no more trade is conducted, everyone seeks his fortune in other regions, such as in the settlement of Masquette and Boucheer, and therefore, if the Company maintained its factory and trade there, all the merchants would certainly not seek trade in other places, since I and my subjects deal purely and uprightly with all merchants, the more so since I endeavor to maintain a good understanding with the Dutch Company; and if neither the Lord General nor the Company trusts my upright dealing, I request that an inquiry be made and information be gathered from one who is also held in great trust by the Honorable Company, named Ghadsa Tjator, being the principal broker of the Dutch Company at Abasi. Fully assured, and having sworn to me to watch over everything for my protection if anyone should be so rash as to inconvenience or insult me in the slightest, considering such as a national affair concerning the flag of their King, I am currently on the point of sailing directly to Bombay with Captain Nesbitt. I hereby thank Your Honour for the courtesies Your Honour has been pleased to extend to me, requesting that Your Honour be pleased to accept as a small present from me the boat of mine which is on board with Your Honour, together with all the foodstuffs and the livestock of mine that is furthermore still on Your Honour's ship, namely all the cattle, sheep, goats, pigs, chickens, ducks, flour, biscuit, onions, barley, dried apples, butter, dried fish, porcelain, and copper galley wares; all of which above-mentioned goods I request Your Honour to take for yourself and keep as your own, on the condition, however, that Your Honour please deliver to Mr Douglas my other goods still on board, being several chests with books, clothes for me and my child, and some such trifles, From Karreek, the 3rd of November, 1762. all of which are known to Gerrit and Blom. Your Honour can be assured that no goods of any great value remain among them, and as further assurance thereof I have left the keys of the chests in the possession of Mr Douglas. I report therein to Their High Honors how I have decided to go with the English warship lying here to Bombay and from there via London to Amsterdam. You are fully aware how I made a proper transfer of everything to Mr Buschman and paid all taxes to the last doit, my salary moreover struck off, etcetera, and thus being out of service, I do not think I am obliged to go to Batavia, but have chosen rather to go directly and who, I am assured, will take it extremely amiss and repay you in every way for the injustice you should happen to do me in such a case; moreover, I shall not fail to lodge a complaint about it in Europe and demand satisfaction that you have retained by force the goods belonging to me, whereas neither the Honorable Company nor anyone else has the slightest claim against me. The letters received from Surat via Muscat by an express vessel afford him the opportunity to inform Your High Nobilities that everything is in a good state and order, no longer having been exposed to hostile enterprises. The powdered sugar and candy, cloves, nutmegs, and other bulk goods have all been sold for good prices for more than a month now, while the undersigned constantly looks forward to a second ship, whose cargo he will likewise be able to sell successfully within a short time. Of the ship Renswoude nothing has yet appeared to him; according to private reports, it has returned to Batavia again. A few days ago, I also received news from Gamron that the former Resident Van der Hulst stayed at Gamron for several days with the captain, absented himself, and departed for Bombay on a private ship. Cape of Good Hope, the 14th of January 1763 put to sea, which vessels were further found to be in very good condition as far as the ships themselves were concerned, except only that some defects were discovered in the mainmast of Overschie, which, however, could be properly repaired again by the application of fishes, so that this vessel, having received its dispatch on this date, now lies ready to sail in order to turn its prow with the first favorable wind toward Your Right Honorable Worships' principal seat, whither the ships Slooten and Tulpenburg are likewise to be dispatched within a few days; we shall furthermore not fail, as soon as the condition of the crew of Vlissingen will permit it, and Kievitsheuvel will have unloaded its goods intended for this government, to let these two vessels follow likewise without the least delay, hoping further that the ship Verdesteijn, equipped by the Chamber of Rotterdam, which according to the report of the officers of Overschie lay already prepared to sail at their departure, may also arrive here in good condition, as well as Cape of Good Hope, the 14th of January 1763 the ships Westerveld and Radermacher expected from Amsterdam and Zeeland, which according to the report of the officers of Kievitsheuvel and Tulpenburg were to follow them as soon as they should have obtained their full complement of crew; while by the aforementioned newly arrived ships the agreeable news was brought to us that all the return ships of the previous year (God be praised) had arrived safely in the harbors of our beloved fatherland, just as the aforementioned officers of Tulpenburg moreover presume to have passed the late ship Schoonzigt around the Lizard on the 12th of October past. Also on the 31st of the just departed month of December, there appeared at this roadstead in desirable condition, having only 11 dead and 3 sick, the ship d' Vrouwe Petronella Maria, dispatched ahead alone by Your Right Honorable Worships as an advance sailer of this year's return shipments, which vessel therefore, having been brought into a state of departure with the greatest dispatch, continued its voyage on this Cape of Good Hope, the 14th of January 1763 date to the Netherlands; where we hope it may arrive with the same prosperity as the voyage made by it thus far, while we have the honor to transmit to Your Right Honorable Worships herewith in copy the letter addressed therewith to the Most Honorable the Lords Directors and the appendices belonging thereto. Furthermore, there was honorably brought to us by the aforementioned vessel Your Right Honorable Worships' revered letter dated the 18th of October of last year, to which we shall take the liberty to reply that in case we should again be requested by any foreign nations to assist them with any sailors or soldiers, we shall not fail to decline the same; while Your Right Honorable Worships' further esteemed orders, both regarding the reports to be made for the claiming of the recognition monies of the persons deceased between the fatherland and this government or from this government, and the accounting Cape of Good Hope, the 14th of January 1763 for the firearms of the soldiers remaining or dying here, shall also be dutifully observed. Just as we then also shall in no way fail to provide Your Right Honorable Worships with wheat by all the ships that happen to have any hold space for this, as well as to bring the price of the petitioned butter back to the old level; wherefore, in order to succeed the better in that regard, it has been forbidden by us to all and everyone by the posting of placards to sell or deliver in any other manner even the least quantity of the aforesaid dairy to either the respective foreign nations arriving here or the crew members of the Honorable Company's ships, and that under such penalties as Your Right Honorable Worships may please to view in more detail from the copy of the cited placard accompanying this. Furthermore, there has been shipped here in this currently departing vessel [illegible] lasts of wheat according to the bill of lading and invoice accompanying this. And whereas the aforementioned ship Kievitsheuvel, as has already been said, was laden in the fatherland with goods for this government Cape of Good Hope, the 14th of January 1763 and for that reason will have to tarry here somewhat longer than ordinary, therefore, in conformity with Your Right Honorable Worships' esteemed orders, of the 25 chests with cash found therein, 13 pieces, numbered from N=o 107 to 119, have been shipped in this vessel Overschie, while we shall have the honor to transmit the remaining 12 chests to Your Right Honorable Worships with the next ship, either Tulpenburg or Vlissingen.
