There have also arrived here at the times noted below, in desirable condition, the following return ships that departed from Your Right Honourable Excellencies' capital, namely: 17 January, Oudcarspel, with 2 dead, 11 sick De Hoop, with 5 dead, 9 sick 21 January, De Vrouwe Elizabeth, with 6 dead, 15 sick So that of the vessels that set sail together with them, only the ship Voorschoten is now missing, which is therefore being looked forward to with longing. Meanwhile we have the honor further to communicate to your Right Honorable Worships that yesterday there arrived at this roadstead the French King's ship Le Comte d'Argenson, carrying 300 men and mounted with 30 pieces of cannon, which, having departed from Mauritius on the 4th of the present month of January under the command of Captain Marion, intends to return thither again. The ships Vlissingen and Tulpenburg having departed from here under date of the 15th of this month, with which we had the honor to dispatch to Your Right Honorable and Esteemed our last respectful letters of the 10th previously, there is now dispatched from here under accompaniment of this the ship Kievitsheuvel, in which, as the invoice made hereof shows, the following goods have been shipped, namely: 121 lasts of wheat 8668 lb of butter 76¼ lb of fine garden seeds 70 lb of coarse garden seeds 50 lb of canary seed 65000 pieces of hard almonds 53000 pieces of crack almonds 23000 pieces of bitter almonds In return for which there came to remain in the said hull a chest marked Letter G.G. with says and trill, which had been shipped in the fatherland among other goods for the garrison and artillery corps of this place, and could not be found here, wherefore we take the liberty of sending herewith an invoice thereof, with the respectful request that, should the said chest turn up in Batavia, it may be sent back to us. Furthermore, on the 19th of this month the Ceylon return ship Amerongen appeared here at the anchorage, otherwise in good condition, with 1 dead and 20 sick, which departed alone from the Bay of Galle on the 22nd of November past; which vessel is being prepared with as much speed as is in any way possible, in order to be dismissed from here back to the ports of our beloved fatherland in company with Vosmaer on Tuesday the 1st of the coming month of March. Yet because it has not only been experienced for a considerable time past that it has been very difficult, indeed often almost impossible in many respects, to accomplish the most necessary work on the Honorable Company's wharf with the small number of 60 sailors stationed there, but that moreover it has since been added that, through the continuous decline of the Honorable Company's bondservants caused by the gradual dying off of the same on the one hand, and the failure of the recently conducted slave trade to Madagascar on the other hand, one has been compelled in various places to have the work, which otherwise was done by the aforesaid bondservants, likewise performed by sailors, so that their ordinary duties, which they are scarcely able to accomplish, thereby presently become well-nigh unbearable to them; as it then also happened, especially during the presence of the recently departed return ships, almost daily that the boat crew of the three country boats, after having been busy throughout the entire day rowing back and forth at the anchorage, had in the evening again to be employed with the other crew in unloading the country boats at the jetty, the winding in and out as well as carrying to and fro of the heavy cable ropes, as well as the hauling up of the boats and vessels; so that the crew, through such continuous and heavy fatigues, falling ill one after another in succession, thus come to remain many days and even weeks in the hospital before they are again in a condition to perform any labor; whereby one also finds oneself for the most part necessitated, whenever there was merely anything of importance to be done for the service of the Honorable Company's ships, to use also for that purpose the bondservants stationed in the gardens as well as at the brickworks and elsewhere, and to cause the work so highly needed at those places to come to a standstill. Of which hulls Westerveld being dismissed from here again on the date of this, we shall further not fail to let Zeekerlust, Baarsande, and Vreedesteyn within a few days, as well as Vryburg and De Drie Papegayen, as soon as the same shall be discharged of their goods brought for this government and in place thereof laden again with wheat or other products of this country, likewise follow without the least loss of time. With the aforementioned vessel De Drie Papegayen having honorably come to our hands the highly revered letter from the Right Honorable the Gentlemen Directors in the Mother Country, dated 11 November of the past year, we have the honor to offer a copy thereof herewith to Your Honorable Grandees; while from the extract also added hereto from the latest European news received via the aforesaid hulls, they will not only be able to observe that the preliminary articles of peace between France, England, Spain, and Portugal were already concluded and signed in the beginning of November last, but also what the said preliminaries consist of, whereto we therefore take the liberty to refer. From Cape of Good Hope 28 March 1763 here are discharged 15 leagers ordinary white wine 80 lb fine garden seeds 68 lb coarse garden seeds 66 lb canary seed Above which, there were shipped in the last-mentioned vessel the two small chests of gold marked A and B from Vrijburg, which, according to what was noted in our above-mentioned latest respectful writing, were found in the ship Vrijburg lingering here; as all this appears more fully from the invoices and bills of lading drawn up thereof and transmitted herewith. And whereas their Right Honorable the Lords Mayors in the Fatherland, by their most venerated letters dated 11 November of the past year, a copy of which is attached hereto, were pleased to order to discharge from the incoming ships arriving here as many soldiers as could be transported directly to Ceylon with the hooker De Meermin belonging to this Government; we have, in order to carry out this order dutifully, so as to be able to let the aforesaid vessel depart at once for the aforesaid Ceylon Government upon its return from Madagascar, from where the same is daily looked forward to with longing, detained here for the present, from the military personnel of the four ships mentioned below, and that in proportion to what each of them could conveniently spare, the following numbers, namely: from Vreedesteyn 42 heads from Zeekerlust 11 heads from De Drie Papegayen 16 heads from Vrijburg 31 heads thus together 100 heads So that on each of those vessels, as well as on Baarsande, from which, on account of its having brought few military personnel, none were discharged, approximately 40 soldiers remain, we therefore hope that this arrangement made by us in this regard may meet with your Right Honorable esteemed approval. From Cape of Good Hope 27 May 1763 to touch at the island of Madagascar with the same hooker De Meermin, having on board 150 soldiers, sailed for Ceylon on the date mentioned above. But considering this vessel, we took into account that, assuming a reasonably prosperous voyage, it could be back here in the month of November of this year, and that more than 4 months would then still elapse before it would ordinarily need to be employed for the transport of goods to False Bay. Therefore, in order to make the aforementioned expedition also of some use to this government, we resolved in our meeting of 12 April last to have the said hooker De Meermin, on its return voyage from Ceylon to this place, call at the island of Madagascar in passing, in order to trade there, if possible, a consignment of slaves for the Honourable Company. With express orders, however, to the skipper commanding her, Hans Harmsz, not to delay with the conducting of the slave trade at that island any longer than at the latest until upcoming March, but to depart from there again at that time, so as to be able to be back here at the end of April or the beginning of May following, so that the hooker may then be used, in the manner mentioned above, for the transport of the Honourable Company's goods to and from False Bay. Meanwhile, we take the liberty to present to Your Right Honourable Excellencies herewith in copy the instruction drawn up by us for the abovementioned skipper Harmen, to regulate himself thereby on this voyage to Ceylon, and from there back here again; alongside which now also goes the journal or day-register kept by the commis Jan Godlieb Krausen regarding the slave trade recently conducted at Madagascar with the aforementioned hooker De Meermin, and to which we most respectfully refer. Furthermore, on the dates below, the following two outward-bound ships of the Honourable Company arrived in this roadstead, namely: 4 May, De Jonge Lieve with 6 dead, 9 sick, having sailed from Texel on 27 December of the past year. Radermacher, 41 dead, 35 sick, which put to sea from before Rammekens on the 15th of the said month of December. Which first-mentioned vessel, De Jonge Lieve, having departed from here again for Ceylon on the 19th of this month of May, we cannot fail, concerning that vessel, according to our duty to bring to the knowledge of Your Right Honourable Excellencies that when it appeared to the undersigned Governor from the invoice brought with it that various goods had been laden in the aforementioned vessel for this government, His Honour immediately gave orders to have the same unloaded with all possible speed. Whereupon it was reported by the co-signed Equipagemeester that, upon inspecting the stowage list, he had found that the iron bars belonging to this place, consisting of 50,000 lb, as well as 7,500 lb of sheaf steel, 2,250 both whole and half leaguers and truss hoops, with 10 pairs of grindstones etc., being laden directly on the bottom of the ship, and thus under all the other goods, could consequently by no possibility be obtained without first unloading all the cargo lying upon them. Adding further that since of the two permanent hookers here, De Meerman and De Neptunus, the first was lying on her departure for Ceylon and the other happened to be in False Bay, all the goods laden for the aforementioned island, which might otherwise have been stowed in batches in one of the hookers, would first have to be transported ashore here and subsequently back on board, by which inevitably, and especially because of the rough weather that was daily to be expected in the present winter season, which at that time had already drawn very near, very much time was bound to be lost. Therefore, it was submitted for consideration by the abovementioned Governor in our meeting of the 5th of this month how one ought to act in this matter to the greatest service of the Honourable Company, since the unloading of the aforementioned goods here in the roadstead, for the reasons cited above, could not occur without exposing the aforementioned vessel to some distress on account of the storms to be feared; and that on the other hand, sending her from here to False Bay to have the aforementioned goods unloaded there would still involve considerably more

In the margin: In the Castle of Good Hope, the 27th of May 1763. 89 From Cape of Good Hope, 30 July 1763 Per the ship d'Erfprins departing for Batavia In the hope that our last respectful writing of the 27th of May past, which we had the honor to consign to your Noble Great Honorable with the ships De Vrouwe Geertruijda and Radermacher that departed from this roadstead on the 29th ditto, may have been delivered long before the appearance of this, we shall take the liberty to refer thereto, and now, regarding the return ships mentioned therein, De Admiraal de Ruyter and Noord Beveland, as well as the return vessel Nieuw Nieuwerkerk, have the honor further to note that the first-mentioned keel on the 16th of June last, and Noord Beveland—after the new mainmast made for it, which was sent from here by land to False Bay on the 9th of the same month, was brought into Simon's Bay on the 17th ditto and subsequently stepped and rigged with all possible speed—set sail on the 5th of this month from the aforesaid False Bay for the Netherlands. Furthermore, upon the arrival on the 8th of the cited month of June, with 14 dead and 12 sick, also in the aforementioned False Bay, of the return ship Nieuw Nieuwerkerk, whose skeg upon inspection was found not only to have worked loose, but some leaks were also found in the bow, which defects having thereupon been promptly and completely repaired again, as much as conditions of weather and wind would permit, and the said keel moreover being provided with all further necessities, it thereupon, in company with the abovementioned vessel Noord Beveland, on the 5th of this month, likewise steered forward toward its destined port in the fatherland; so that we sincerely wish that the said three keels may complete their voyage happily. From Cape of Good Hope, 26 October 1763 could gather, as well as from the convalescents of the previously departed ships, were barely sufficient to put the aforementioned ship Gressenburg, destined for Ceylon, in a state of departure; so that the stay of the bearer of this, the ship d' Eendracht, would inevitably have been even longer, had one not been able to obtain some good sailors from Lapienenburg for the first-mentioned vessel, owing to the reasonable condition in which it arrived here. By which relief one was also enabled to dispatch the ship Zeekerland on this date as well; while its crew in general, as well as that of Gressenburg, in accordance with the orders of the Lords Majors, was supplemented up to the number with which they had sailed out, namely: Zeekerland to 401 and Gressenburg to 394 heads. A copy of our last humble letter, which was sent under date of the 7th of this month per 't Huys te Man, being annexed hereto, we furthermore have the honor to accompany this with copies of the commissions of the persons who have been promoted by us on the aforementioned vessel d' Eendracht, subject to the further approval of your Right Honorable Worships; having further, with your Right Honorable Worships' respected favorable interpretation, agreed to allow Mr. Gerard Mulier, Extraordinary Member of the Honorable Council of Justice in Batavia, who sailed out on this vessel, to transfer from it to Lapienenburg. And as by our respectful letters of 23 September last it was among other things brought to the notice of your Right Honorable Worships according to the postscript that the French ship La Fortune, having suffered severe leaks, had been forced to anchor in Fish Bay, and that one would try to come to its aid as best as possible, we shall now in that regard have the honor to report further to your Right Honorable Worships that the Captain having commanded the just-mentioned ship, Mr. de Surville, having particularly and very urgently requested a vessel from us, the hooker De Neptunus—since it could at that time be spared without any disadvantage or prejudice to the Honorable Company—was dispatched on the 29th of the aforesaid month to the above-mentioned Fish Bay, in order to render the required assistance to the aforementioned vessel in distress, both by taking over people and goods; with further instructions written to the Landdrost of the far-off district of Swellendam, to contribute on his part also everything possible to the aid and assistance of the said ship; while, upon the special request likewise made by the mentioned Mr. de Surville, there was sent to him by the overland route the Master Shipwright of the Honorable Company's shipyard here, Philip van den Berg, in order to survey the condition of the ship accurately. Which Master Shipwright, having returned here from Fish Bay on the 14th of this month, brought to us a further missive from Mr. de Surville, dated the 4th of this month, reporting that the leakage of his vessel above mentioned had increased so much during heavy weather on the night between 26 and 27 September last that, the ship no longer being able to be kept afloat by pumping, they had found themselves forced to abandon it, whereupon the aforesaid vessel sank, and two days later was completely shattered by the sea; and that he, the Captain, had thereupon resolved—since the hooker had not yet arrived there at that time—with the help of the wagons and other necessities that were to be provided to him by the inhabitants, to break camp from there with his subordinate crew on the 7th or 8th of this month, and to undertake the journey by the overland route to here, in order to cross over to Europe with the ships present here, Le Comte d'Artois and Le Condé (Le Comte d'Argenson having departed from here yesterday); so that the aforesaid crew is daily expected here; to which we shall still have the honor to add that on the just-mentioned ship Le Comte d'Artois is present the Maréchal de Camp, the Comte de Baren, who, having commanded the King's troops stationed at Mauritius, is now likewise returning to Europe.
