13: The 20th of January To facilitate the recruitment of Moorish seafarers. To advance to the provisional Pay-Bookkeeper. Authority granted to close the pay books, and Commissioners appointed to examine them. On condition that the Puttyok was fresh, good, and cleaned, they undertook to write to Bombay concerning that matter. In view of the difficulty there is in gathering the required number of Moorish seafarers for the ships, especially when they arrive somewhat late and must be dispatched again quickly, it was resolved on the proposal of the Director to have advanced from the treasury to the provisional Pay-Bookkeeper Theodorus Joan Drabbe the sum of 3000 Rupees, or 4500 guilders, it being understood as 1500 guilders, in order to engage the silver buyers from now on to enlist sailors for the ships being expected, so as to complete, if possible, the number required by Their High Nobilities for each vessel. To this is added that the merchants, in order to gain mastery over it before one another and as it were to snatch it out of each other's hands, often give as much and more as the Company's prices for goods that are far below the Company's samples. Through such dealings, combined with the greedy and deceitful nature of the native, whenever he can get merely an anna or less a week more, by far the most workmen, even those who have received money from the Company in advance (as there are examples of some who were caught in the act and thus were forced to bring their linens to us), are enticed, as soon as they have some pieces ready, to present them to the highest bidder at the Bazaar instead of bringing them to the Company's lodge as they otherwise used to do. Resolved to make no further requisition for iron. received on the 1st of this month by the ship Noord-Beveland, and initially resolved to thank Their High Mightinesses respectfully for the favorable remission of the 2167:16:8 florins imposed upon this administration by Their High Mightinesses' marginal notes on the Finding of the Surat trade books for the year 1757/8 for compensation, arising from such entries as are specified in the marginal notes on the now received Finding of the said books for the year 1758/9, together with the premium calculated thereon for the Honorable Visitor General amounting to 361:6:— florins. Regarding the order to have one or more capable persons survey and chart exactly the banks around the Point of Suvali, it was considered that one presently has no one at hand who can be entrusted with this with complete confidence, and therefore it was approved to postpone this work until the arrival of the ship De Getrouwigheid, in order then, if possible, to commission one person or another who understands it, alongside the present skippers and the Master Attendant, for that purpose. Concerning Their High Mightinesses' order to make in the future no further requisition for iron than as much as is needed for the household, in consideration of 29. The 16th of February needed for own use, in hope that it may be provided from it for trade. the positive orders of the year 1760 being already drawn up can be sent to Batavia. for the ship's officers the shortage of that mineral itself, and the small profits that were made upon it; it is therefore resolved to act in dutiful compliance therewith, and in the future to make no further requisition than for as much as will be strictly needed for own use, in the hope that Their High Mightinesses, upon a more plentiful supply from the Netherlands, will be pleased to provide this Directorate with it again for trade, the more so because iron is presently at a high price here, and nothing more of it is to be had in the city, except for a remainder of what the latter brought in 1760, and there is also very little likelihood that they, or the Danes, will ever come to Surat again on account of the bad treatment the former met with here. The 16th of February Concerning the sum of ƒ 304:17:8 regarding the undercharge debited to the account of the officers of the ship De Vrouwe Rebecca Jacoba, and the reasons extensively and fully stated, wherefore it was approved to discharge this liability in the new books of 1761/1762 and to observe it constantly in the future. Regarding the item of ƒ 304:17:8 imposed as reimbursement on account of the undercharge on the account of the officers of the ship De Vrouwe Rebecca Jacoba and the junior merchant Johannes Sanderus, as heavy money was placed on their pay account where this ought to have been done with light money or pay money, an appeal was made to Their High Excellencies' honored decision by the Honorable Secunde David Belly and the junior merchant Willem Blaaukamer, the latter as attorney for the repatriated Captain Lieutenant at Sea and former Master of Equipage Jan Warnar Falck, in their capacity as sureties for the pay bookkeeper Jan Pieter Ohdem, who had also departed for Europe and upon whom this reimbursement would fall. Regarding the 300 cans of arrack valued at ƒ 120:—:— that were over-validated to the officers of the ship Amstelveen, it is agreed to have the same, together with the sixth premium for the Honorable Visitor General to the amount of ƒ 20:—:—, paid into the treasury by whoever was remiss, as there is no one among the former officers of the ship Amstelveen from whom it could be recovered, the master Wilhelmus Johannes D'Everdinge Van der Neypoort having repatriated, and his lieutenant Fredrik George Valet having unfortunately drowned in the year 1760. Concerning the aforementioned wreck, the same lies in the bend of the Terrydijk, directly in the middle of the fairway, with the bow to the south and the stern to the north; for some years it had been invisible and engulfed in the sand, but due to the drainage and the strong current it begins to reappear at dead low water, because the sand has been washed away from it and on both sides in such a way that one is on top of it before one realizes it, being on both sides so deep that one cannot sound it with a bamboo, as at low water a depth of 16 feet is found there. It was resolved to propose this respectfully to Their High Excellencies in the outgoing letter, and not only to request the required authorization for it, but also to petition the necessary items regarding this in the Generaale Esch. There also came up for reconsideration another report from the Master of the Equipage, together with a secretarial deposition concerning that which was lost and rendered unserviceable during the fire that broke out on the English yard on the 21st ultimo, by which two large equipage warehouses, besides a multitude of small huts, were completely consumed to the ground; and therein some of the Company's, but especially many of the King's goods, which had been prepared here for the service of the Fleet, to extinguish which and to check its progress, because it was so close to the Company's yard, all possible diligence was employed, the aforesaid documents reading as follows: To the Right Honourable Jan Drabbe, Director and Chief Commander of this Directorate, together with the Council. Right Honourable Commanding Sir, Honoured Councillors! The undersigned Master of the Equipage has the honour most obediently to report to Your Right Honourables that yesterday, at the severe fire that broke out at the English yard, he attended with the two fire engines under his charge, fifty buckets, and three fire hooks, for the suppression and extinguishing of the devouring fire so close at hand, and that upon return the following was found to be missing and broken, namely: 1 piece copper branch missing 1 piece ditto broken to pieces 1 piece ditto nozzle of one of the hoses stolen 2 pieces iron fire hooks missing 25 leather buckets missing 13 ditto unserviceable Further, that little or no service could be rendered with the fire engines, because the tarred canvas hoses were burst in several places due to the drought, so that they gave no water of any note.
