135 and 7 April Honorable Ruling Lord and to send the report concerning the poor condition of the Batavian indigo, together with a small sample, to Batavia thought fit the report of the commissioners regarding the poor condition of the Batavian indigo 4th sort, which is of the following content: The undersigned ordinary commissioners at the trade warehouses, having been verbally ordered by Your Honorable Worship to show the Javanese indigo recently brought by the ship Noord-Beveland to the merchants and to make a proper report on its constitution, have the honor to inform Your Honorable Worship submissively that they were present when those dyestuffs were shown to the merchants, and saw that it was very bad, and for the greatest part sandy, very faint in color, and that the largest part was debris. The 7th of April Returned for the adjacent reason The undersigned, having been ordered by your Honorable Worships to undertake the construction of a new narrow-ship with a square stern for the Directorate of Bengal, has thereupon spoken with the native master ship carpenter in that regard, who made known that making a flat or square stern behind a narrow-ship will cause a great difference in the cost, because all the timbers for the stern must now be sawn to their bends, whereas they otherwise can be charred to their proper curvature, whereby more timber both for the hull and the frames, and consequently also more iron and labor wages will be required. All this I deemed it my duty most obediently to report to your Honorable Worships in the hope of being strengthened with the necessary orders in that regard, so I take the liberty to subscribe myself with the utmost high esteem, below stood, Honorable Worshipful Ruling Sir and Esteemed Councilors, lower, Your Honorable Worships' humble and very obedient servant, was signed, M. Clinckaert, in the margin, Surat, the 6th of April, Anno 1762. Whereby he demonstrates for what reasons a square stern must cost more than another; but seeing that he has forgotten to specify therein how great that difference will actually be, and we are thereby unable to dispose of the matter, it is resolved to hand the said report back to him with orders to provide us with another, wherein the difference between the one and the other stern is specified. Thereupon was resumed a report and justification of the Under-Merchant Hendrik Kroonenbergh, of the contents as shown by the insertion. The undersigned, having been charged by the Political Council Resolution of the 27th of March 1760 with an amount of ƒ 7759:14:-, being half of the buyout cost of 1586 lb of nutmegs and 852 lb of cloves, which has been imposed by their Right Excellencies upon this Directorate as a reimbursement, takes the liberty submissively to bring to your Honorable Worships' attention that at the time this reimbursement was announced to him, he complained most vehemently about it, as being unable to comprehend from what this charge arose and how it was incumbent upon him. He was then assured that the Honorable Company had not been prejudiced in the least, but that it was solely caused by incorrect treatment in the Surat and Rajapur trade books, and that when this was demonstrated more clearly to their Right Excellencies, he would be acquitted of the charge. Leaving it at that, I discovered to my exceedingly great sorrow, by revered dispatch from their Right Excellencies dated the 31st of October 1761, directed to this administration, that not only did the charge remain upheld, but it was also ordered that this sum of ƒ 15519:8:8 must be reimbursed into the Company's treasury. I therefore take the liberty humbly to beseech your Honorable Worships to be pleased to take into favorable consideration how unfortunately I came upon this imposed reimbursement, since indeed, spoken in the hope of favorable construction, this charge can have no relation to him. The 7th of April It is resolved to insure the estate of De Bellon. following conditions, and first: that 2½ per cent insurance money would be paid on the jewels, which, having been appraised by those at Amed-abaad, would subsequently be handed over in a sealed box or bundle and thus delivered again to this place, so that in case the Company's servants at the aforesaid place should judge the appraisal to have been taken too low, they would be free to increase the same by 30, 40, to 50 per cent, in which case upon arrival here the insurance money will also have to be paid pro rata; that the gold works would be appraised at 16 rupees the tola and 2½ per cent also paid thereon, but for the silver works, as being of greater volume, 3 per cent would be paid and the tola appraised at 1 rupee, and they would be sealed and handed over as has been said of the jewels; on which conditions they, the brokers, declared they would provide guarantors and take upon their responsibility all damage that might happen to the insured goods, whether through theft or other casualties. The undersigned also spoke to the said insurers about the copper works, but since it is likely that, whether they are sold here or at Amed-abaad, they will yield very little difference, since in his opinion the same will be very old from long use, and that mineral is mostly sold by weight, they deemed it best to dispose of those goods at the place where they are located. Concerning the furniture goods, they declared they did not yet dare to say anything, because it was much feared that if they began to touch upon that, the entire negotiation would come to nothing. This was what the undersigned considered his duty to bring to the knowledge of Your Honorable Worships, and on this he will respectfully await the high, honored disposition of the same, and meanwhile calls himself with perfect high esteem. Resolutive Decisions taken in the Council on the adjoining Report: To abandon the hospital, because it can no longer be used without great danger, and the owner cannot be persuaded to make repairs; to request authorization from the High Government to construct a stone hospital on the Company yard, as well as for a man who understands architecture and is capable of properly designing and supervising the work; and in the meantime to lodge the sick in the old guardhouse at the Company stables until there is an opportunity to accommodate them better; to have the [illegible] repaired at Dada's own expense. The decisions taken are to be seen below in the margin of each item. To the Right Honorable, Commanding Sir, Jan Grabbe, Director and Chief Ruler of this Directorate, together with the Council, in Surat. Right Honorable Commanding Sir and Esteemed Councilors! The undersigned, as Commissioners of the Buildings, have the honor hereby to report to Your Honors in the most humble manner, and to point out below, all such defects as have been observed by them on the Company buildings, standing both inside and outside, first bringing to Your Honors' attention the dilapidations of: The Company Hospital, which is entirely irreparable, because the surrounding and interior walls are cracked from top to bottom on all sides and separated from each other, and the gesso ceilings and roofs resting upon them have sagged so much in all places that they are in danger of collapsing, just as one of the Under-Surgeons' dwellings has already collapsed from above, and the staircase above the water well requires a small but necessary repair, because if it collapses the well would be of no further use, and thus water would be lacking in the hospital. All that which the skipper requests regarding the butter dispatched may be noted, namely that the same arrived on board so late that he was obliged to store it in the pens between decks so that if any damage should happen to the butter thereby, he should not be accountable. Order from Bombay concerning the cotton had sent us a memorandum, whereby several assortments were reduced compared to the previous year's price, although not so noteworthy that one could proceed to a Contracting there, but from which it nevertheless appeared that those servants exerted all efforts to bargain down something, whereas they, the Brokers, would listen to nothing; however, they had answered thereto that the reduction at Broach could serve as no example for Surat, because the prices between those two places differed 5 per cent in favor of the first-mentioned, from which again the freights and other expenses had to be made good, and that they therefore, without their own loss, of which they are too well convinced that the Company does not desire it, could agree to no other than the previous year's prices; and since the Director and the Members of the meeting also did not dare to take it upon themselves to proceed with the Contracting on that footing, it was resolved rather to suspend it for the present. The undersigned Lieutenant takes the liberty to inform Your Right Honourable that the smalschip De Beschermer has returned here, and the military personnel assigned to it having come ashore, the arrack supplied as rations for the voyage has been sealed and is being kept until further orders from Your Right Honourable. That he, having therefore approached the Purser for the ordinary rations for the aforementioned troops, the same has declared to him that he cannot do this without express orders from Your Right Honourable, requesting a favourable decision on this matter, while he has the honour to be, Right Honourable Commanding Sir and Esteemed Councillors, Your Right Honourable's humble and very obedient servant.
