From Sumatra's West Coast, the 2nd of October 1763 to be delivered there; following your High Nobilities' honored orders, upon its return, it will immediately be dispatched again to the Capital with 1½ ton of gold. We have the honor herewith to offer your High Nobilities the duplicate of our latest letter via the bark de Mossel. The Assistant Christiaan Raaf, having been released to Batavia on the 20th of the past month upon the expiration of his time, we now let proceed thither upon his request. And furthermore, postponing the report of our activities until the departure of the bark de Draak, we conclude this briefly with the utmost respect. Batavia Since our latest dispatch of the 31st of October last via the bark, of which we have the honor herewith to offer your High Nobilities the duplicate, the bark de Lieftallige having arrived, we caused the same to be unloaded immediately, and its cargo having been duly delivered, that small keel now departs with the remaining gold of the past book year 1762/3, together with such products as are specified hereunder, to wit: 324 9/68 tahil crude gold in 44 bars, both from Padang and Adjarhadja, amounting to 284 marks 9 ounces 1 engels 18/4 aas fine, and in money: ƒ 109,194: 11: 8 125 lb Baros Camphor in its three varieties: 2,041: 14: — 22½ cans Camphor oil: 41: 19: — 125 lb Extra ordinary white Benzoin: 61: 3: 8 7,500 lb Ordinary white Benzoin: 2,201: 8: = Total: ƒ 113,540: 16: = And wishing her herewith a safe arrival, we will only further report that the continuous rain prevents us from proceeding with the unloading of the ship Overschie as quickly as we would have liked to see, in order to fully comply with your High Nobilities' honored order. After the bark De Lieftallige had departed from here with the remaining gold and some products of the closed fiscal year 1762/3 under escort of our humble letter of the 30th of November, of which the duplicate is enclosed herewith, we subsequently made every possible effort to dispatch the bearer of this, the ship Overschie, also in a timely manner from here to your destination. However, due to the continuous rainy monsoon and the defective state of the scows, which we could not provide with the necessary repairs due to a lack of timber, we were forced to unload almost the entire cargo of that vessel with the only available Tanjonpoura, named the Klattengoud, and since because of this, as well as the many sick among the ship's crew, it was caused that we did not finish that work until the 20th of January, we hope that Your Right Honorable Excellencies will by no means attribute the later than ordinary departure of this ship to any neglect on our part, in which confidence we therefore proceed to give a further account to Your Right Honorable Excellencies of our activities and of what has occurred on this Coast since our last humble letter to the date hereof. However, before making a beginning therewith, we precede according to custom with the recently received extract letter from the Fatherland of the 25th of October 1762, with our respectful reply to the points contained therein that relate to this Coast. From Sumatra's West Coast, 25 January 1764. Respectful reply to the adjacent Extract. Since our humble reply to the extract of the letter from the Fatherland dated 30 September 1760, inserted into our letter of 16 December 1761, dispatching successively from here the continuation of our reports on the Honorable Company's trade and operations on this Coast, we now take the liberty of referring most respectfully to what was dealt with therein regarding the expenses and profits which this establishment has furnished to the general state of the Honorable Company during that time, with the humble request that our brevity here may be excused; in which confidence we then proceed to answer the remarks of Their Right Honorable Worships, which relate to the sale of the Honorable Company's goods and the gathering of the products yielded by this Coast, in which respect there first occurs to us their esteemed remarks concerning the linen trade, regarding which we have the honor to report: That what we called into question in our letters of 24 September of the previous year, whether the sale of linens on this Coast would indeed be as advantageous for the Company as the ministers of this Command had stated in their letters at that time, we have now, to our regret, found only too well substantiated. It is true that we had already formed the same ideas previously regarding the Company's trade on this Coast, and consequently with no other purpose in our letters of 10 October 1758 requested the specific breakdown showing the outcome of the shipment of 468 bales of linens sent to this office in the year 1756, amounting to a capital of ƒ157516: 5:-, which we now see, in accordance with our apprehension, have yielded no sustainable profits. We do not presuppose from this, however, that Your Honors' ideas in this matter differ from ours; the report submitted by Your Honors' resolution of 4 December 1759 already shows us the contrary, and we are further confirmed in this by the very apt remark that Your Honors made by letter to that ministry dated 10 April 1760 concerning the increased profits of ƒ26751:2:— in the financial year 1758/9, amounting to this: that the profits obtained are by no means to be compared to the large capital that is employed for the trade of this Coast; just as Your Honors' remarks by letters of the same date to the Resident of Airhadji rightly tend to the point that the profits of ƒ23773:14:8 obtained at the just-mentioned office on sales of ƒ89543: 6: 8, and thus amounting scarcely to more than 27 percent, are very small. Our two opinions on this matter therefore coinciding with one another, that the profits obtained on this Coast up to that time cannot effectively be called profits—indeed, as is rightly noted in the already mentioned report of 4 December 1759, must be considered certain losses—these disadvantageous circumstances of the Company's trade on this Coast will stand out even more when Your Honors consider, as is indicated in letters from the Padang ministry of 25 August 1760, that if they may demand no other linens than only those that yield the established percentages, they must then restrict themselves to the ordinary bleached guinea cloth, provided it is still of good assortment, and as the requisition dictates, only of the Coast variety; and if Your Honors consider further that the just-mentioned assortments yielded 138 percent advance profit at the sales in this country in the autumn of 1761. However much a consideration of this nature may at present [illegible] That the servants formerly never made any hesitation to draw up their requisitions in another and more ample manner, both in the various assortments and in quantity, than was done in our respectful letters to Their Right Excellencies dated 26 August 1760, we can attribute to nothing else than the moderate purchase prices and better quality of the linens at that time, of which they were assured; together with the fact that the fixed percentages on the Coromandel, Bengal, and Surat goods were set at only 40, 25, and 20, and the gold, which the order was to send to Batavia at ƒ378:—:— the mark, was nevertheless ordinarily accounted for at ƒ400:—:—, thus notably benefiting the profit account of this office, and making a great display of a large sale; all of which so many reasons combined gave them this facility. From Sumatra's West Coast, the 25th of January 1764. The gold, according to orders of Their High Excellencies by highly respected commands of 25 August 1761, being now calculated at Rds 15 1/3 v.s or else 331 1/5 marg, Their High Excellencies have also, by letters of 25 May 1762, out of consideration of these profits on the gold, determined the selling advances of the linens, to sell the Coromandel, Bengal, and Surat not less than at 40, 25, and 20 per cent, which is now tangible. It can therefore not be otherwise than that the returns according to this calculation will make quite a somber showing, and bring the profits into an even lesser proportion with the capital that is employed for trade on these coasts; while nevertheless the advantage that the trade yields remains the same with regard to the general account, and it is all the same how the gold is calculated, since the Company still receives the same quantity of gold and effects for its linens as it received previously when the gold was set at ƒ378:— the marg. Furthermore, it will be a desirable matter once the warehouses are completely cleared of their old remainders, to which end the authorization granted by Their High Excellencies—to send to Batavia all that was not desired and not salable for the determined percentage and lay as remainder—has already contributed much. And we promise, upon the obligation that lies on us for faithful and honest conduct, to apply our utmost diligence toward preventing detrimental consequences for the future, so far as the character and the nature of the native here will make this possible for us, and beneath God's blessing the trade will once again become lively, and to endeavor to keep it circulating through a lively, sustained demand. However, we could be assured of the effect of this on a firm foundation if, along with the determined percentage that the linens are ordered to yield us, we were also always positively assured of one and the same purchase price, and that the assortment met its requirements. In the latter, Their High Excellencies have been pleased graciously to provide by the latest letters of 14 July of the past year, upon any arrival of linens, to examine them, and if they were not found satisfactory, to send them back with the same vessel. But concerning the former, it is notorious that the varying purchase prices bring about a change in the percentages, whereby we could do nothing without running the risk of having sold outside the regulations, and before the approval from Batavia is obtained, a favorable opportunity to dispose of such a parcel is often already past again, whereby, and through other difficulties under strict regulations, while on the one the Company has its desired advance, the other not seldom must remain lying interest-free in the warehouses. For all of which reasons we take the liberty once again to repeat our proposal made in the answering Extract from the Fatherland of 2 October 1759, that, while there must after all be regulations, the same should be made not on the percentage of the profits, but on the quantity of gold that should have to be taken for each corgie, in the manner the price currents are arranged for the administrations and subordinate offices; for then, this once being established on a fixed footing, neither the varying purchase prices nor the calculation on the gold could make any change, and the linens being sufficient in quality, the trade could always proceed without hesitation. It is hardly conceivable, and we cannot call it other than impracticable, that the Resident would be able to negotiate even more than the 30 per cent above the determined prices for the linens, on the one hand because they are already set very high, and on the other hand due to the low purchase prices of the products at a time and on the foundation that having no competitors... From Sumatra's West Coast, the 25th of January 1764. ...and no less disadvantageous prospect for the future should argue very strongly for a general departure from here, the reasons known to you do not permit taking such a step, and consequently no other rule of direction is to be embraced than to make that so oppressive burden as bearable as possible. And thus, establishing as a conclusion that this Coast cannot be improved by any great expansion of the Honorable Company's trade, we shall proceed to the examination of the measures to be employed by Your Honors, and which are particularly mentioned in Your Honors' resolutions of 4 December 1759, and the 18th and 25th of March following. Of the special arrangements mentioned in more detail therein, we can approve of those whereby Your Honors have prohibited not only all private individuals, but likewise and preeminently the ministers and servants, as well as the commanders of the Honorable Company's ships and smaller vessels, indeed all subordinates, from all trade whatsoever on this Coast under the penalties established against it, since the experience of all times has taught all too clearly that such an intermingling of the Honorable Company's trade with its servants is detrimental to the interests of the Company, even if no further proof of this had again been given in the suspect conduct of the Padang administration regarding the sale of the salt, of which more detailed mention is made in Your Honors' general missive of 31 December 1760. The selling advances of the linens determined by Your Honors in the latest resolutions at the gold-producing offices, and not otherwise than for gold, namely for the Coromandel 50, for the Bengal 40, for the Surat 30 per cent, we can also approve of, provided that the consequence thereof does not come to be that they remain lying in the warehouses.

From Sumatra's West Coast, 25 January 1764, the native would indeed be forced to surrender the same, and thus only to give a settlement thereof, currently when the English, with more zeal than before, apply themselves to the north, and not only willingly accept everything, but even collect it from the place itself, which not only makes this impossible for the Resident, but at the same time causes the entire collection and trade to come to a complete standstill, with little prospect of being able to fulfill either the Dutch or the Indian requisitions in the future without some other measures to be taken, because the prices paid by the English, and those paid by the Honourable Company, create all too noticeable a difference, and the Batak people who live above Baros, and do not know such an easy way out to transport goods outside the district of Baros, promise themselves more profit by chopping down the trees and supporting themselves by agriculture than bringing the fruits of their land and labor to market for such prices. And it is for these reasons that we are obliged most respectfully to testify, that if the Company had not gotten competitors throughout the entire north again, and thus could have obtained a private trade for itself, it might well have happened in the course of time that the native out of necessity had become accustomed to those prices, but that as matters now stand again, nothing else can be expected here than a complete decline of all trade and an alienation of the native to the side of the English, whose ample foothold, without having been able to be resisted, will not only make Baros and the entire north a dead body for the Honourable Company, but will also stifle trade in textiles as well as salt and iron along the entire coast. The mission to Singkil for the renewal of the contracts could not be brought to an end for reasons mentioned in our respectful letter dated 15 July 1761, and the expedition that in the meantime became necessary against the Acehnese Panglima Laut, who since then had become restless and predatory against the Honourable Company, its allies, and inhabitants, has furthermore also halted the intention, mentioned at the same time in our letter of 22 January 1760, to enter into such a treaty with the Acehnese, while nevertheless both that mission and expedition struck great terror into the robbers who not only committed much violence against the natives and inhabitants sailing under the Honourable Company's flag, but also not infrequently began to harass the Honourable Company's sloops and vessels, and thus made the waterway safe, as briefly reported in our said letter of 16 July 1761. However poor the vent of the Northern Products may otherwise be in those lands where the same must be vented, the English, from the aforesaid greediness with which they not only accept but even seek them out, still seem to live on good speculation in this matter, or indeed know an outlet for it; the Acehnese mostly sailed past Natal and Tapanuli, because they often live in enmity with the English, and always prefer to deal with our nation. However, the benzoin and camphor which they mostly fetch from Singkil are by no means deliverable assortments to the Honourable Company. to make out of harmful remainders, but with regard to the Baros Factory we must however remark, that the difference in the sales markup of 10 percent appeared much too low to us, considering that payment for textiles takes place only in barter for camphor and benzoin, yielding no equivalent for the Company, regarding which we refer to your secret resolution taken there of 10 April 1761, on the fundamental memorandum submitted by the Extraordinary Councillor of Bazel concerning the description of this Coast, confirming us all the more in this, since at the close of the book-year 1758/9, we found that the remaining quantities of the first item had been cleared with a 20 percent loss, and that of the benzoin, at the close of the books of the following book-year 1759/60, a remainder of 125,819 lb was still in Batavia, which is why it appeared very questionable to us whether any advantage is to be expected for the Company from the contract with the Acehnese, mention of which was made in the Ministers' letter of 22 January 1760, and of their inclination to trade henceforth no longer with the English, but with the Company's Factories, since it appeared more likely to us that these smugglers sailed past Natal and Tapanuli and arrived at Padang to offer their benzoin and camphor for no other reasons than because they could not sell the same to the English, who presumably are also overloaded with it; and what or what kind of advantages are to be obtained for the Company from the mission to Singkil undertaken on your orders, of that we shall await the elucidation. We thank Your Right Honorable Worships most humbly for the benevolent approbation of our conduct regarding the English places here on the Coast, and that we in the Padang trade books, accompanied by gross errors, it seems must be prevented and, if necessary, corrected by other means than a fine of 100 rixdollars, and it is most suspicious that our previously made recommendation for lenient treatment in this present case is brought up by the servants in their missive of 22 January 1760; but considering that the Bookkeeper Meertensz appearing therein has given prompt evidence of better direction and obedience, we shall be content with the mild course taken in his regard, whereas otherwise, in the event of persistent obstinacy and disobedience, better application could have been made of the example set regarding Sergeant Mombruijn, who was rightly dispatched from here as a useless subject. Among the indigenous matters, no points have occurred to us regarding which we have any considerations, to continue in that zeal with which, on the contrary, we can only consider very well done the refusal of the conquered offered places, and especially with regard to the pepper found at Bancahoeloe, as squaring with the rules of prudence, preferring in such cases to bear a loss of profit rather than become entangled in difficulties. In conclusion, we express our satisfaction with the election and appointment of the first senior merchant of the Castle, Christiaan Lodewijk Senff, as Commander of this Coast, from which we anticipate good results, both with regard to mercantile and political matters, considering the said Commander has given such satisfaction both in his seven years of service as first senior merchant and prior employment as Secret Clerk to the Governor-General, and we cannot but trust that he will make useful the knowledge gained in both aforesaid posts so as to satisfy both our and your expectations in this matter, and will work together as long as possible to promote the Master's interest as far as practicable. Commander Senff having been chosen on 8 June of the past year by Your High Mightinesses as Director over the Honorable Company's trade in Surat, His Honor, by order of Your High Mightinesses dated 4 August, handed over the authority over this Coast to the first signatory, who hereby takes the liberty to assure Your Right Honorable Worships that the little experience and knowledge he has gained in various services here on the Coast, with his zeal and devotion to the Honorable Company's true interest, will cause him to work together to promote the Master's interest as far as practicable. The circular order contained under the matters of Ambon, Ternate, Macassar, Bengal, and Malabar will be strictly observed by us in so far as they pertain to this Coast. from Sumatra's West Coast, 25 January 1764. The Extract of the Patriarchal missive being hereby answered according to order, we now proceed to continue the report begun in our humble letter of the ultimate of October, regarding which it remains for us to report with respect to the article of ships and vessels that the ship Overschie, during its stay here in the roadstead, apart from some small repairs and the hospital expenses, has caused no noteworthy costs, as Your High Mightinesses may see, if it pleases you, from the accompanying expense account of that vessel, to which we respectfully defer. We have attempted as far as was feasible for us to have the sloop De Hazewind repaired, but we have not been able to restore the same to such a condition that it could be used for the transport of any goods of importance; wherefore we have also thought it best on this occasion to send the said sloop back thither under convoy of the ship Overschie, with a repeated reiteration of our request to be provided soon with another good sloop, well-sailing like the Ida Wilhelmina or Tanjongpour. From Sumatra's West Coast, the 25th of January 1764 Your Right Honourables' favourable approval Having had no opportunity from the arrival of Overschie until today to send Your Right Honourables' letter and present for the King of Baros thither, we shall nevertheless not fail to have this take place at the earliest opportunity after the dispatch of this letter, by the sloop the Ida Wilhelmina, which is also to transport thither some cash and goods demanded by the Resident. The aforementioned King recently wrote to us and at the same time requested to send over the enclosed letter to Your Right Honourables, which we therefore take the liberty to present herewith to Your Right Honourables. And as we already had the honour to entertain Your Right Honourables extensively on the affairs of Baros in our previous letter by the bark De Draak, and now again in our reply to the Fatherland Extract inserted herein, we request Your Right Honourables to cast a favourable reflection on what has been said in that regard. Regarding domestic affairs, upon receiving a report that among the Company's bondservants there were 7 male and 4 female slaves who, due both to old age and other infirmities, were unable to perform any further service, we have in our session of the 3rd of this month approved and resolved to have the same sold at public auction to the highest bidder, in order to relieve the Honourable Company of the maintenance thereof, which amounted to quite a sum of ƒ348:16:- per year, which we trust will meet with Your Right Honourables' favourable approval. Regarding the subordinate stations, we cannot omit reporting to Your Right Honourables with respect to Adierradia that the mountain peoples, of whom we made mention in our letter of the 31st of October, have at last come to some acts of violence there with the King, in such manner as is recorded in our resolution of the 7th of December. And as it appeared to us from the letter from the Resident and that of the parties that they had previously settled their dispute by a mutual agreement and now only had a dispute over some points contained therein, we thought it proper on that day, among other things, to order the parties to send some from among them hither in order to be heard against each other and, if possible, to be reconciled amicably. But since they have not appeared here up to this time, we cannot for the present inform Your Right Honourables of anything certain concerning the outcome thereof. Resident Challier having sent his demands for the year 1764/5 hither for review, we take the liberty to forward the same herewith to Your Right Honourables, the more so because the bearer of this letter does not need to call at Adierradia. On the other hand, we have him call at Pulau Chinco to take in the 24,000 lb of pepper and 107 marcs of melted gold lying in readiness there, along with some other small items, and likewise to transport them to Batavia. The Residents at Ayerbangis and Baros have already pressed us several times for a reinforcement of military personnel, but since we were poorly provided with them ourselves, we had consoled them with the reinforcement that we had been expecting; but since we could not subsequently obtain the reinforcement in the past year, we now very urgently request, if it can be done, to let us have the same this year. Regarding church affairs, the holy baptism is requested on behalf of several newborn children, and the enjoyment of the Lord's Supper by the elderly members of the church, for which reason we very respectfully come to request Your Right Honourables to send hither a minister to administer the holy sacraments at a convenient opportunity. However much we wished and endeavoured to send over the trade and pay books of this command to Your Right Honourables on this occasion, we could nevertheless not become fully ready with them due to the delay of the books of Baros, because of which we have also not yet been able properly to regulate our positive demand. Nevertheless, we shall not fail to prepare everything shortly and to send it to Your Right Honourables by one of the sloops. In our humble letter of 25 January, of which the original departed per Overschie, and the duplicate per the sloop De Haasewind, we had From Sumatra's West Coast, 25 March 1764, we had the honor to inform Your Excellencies of the reasons by which we were prevented from sending Your Excellencies in due time the trade books of the recently passed book year 1762/3 and our requisition for the year 1764/5, regarding which we then also had the honor to promise Your Excellencies to transmit both with one of the available sloops; and it is primarily in fulfillment thereof that we, after the receipt of the Baros books on the 13th ditto, resolved to employ the present sloop, De Goudvink, for this purpose. We have fitted the said vessel with a new mast, and have had all necessary repairs made to it, so that it is now in a condition to be able to serve on this Coast for a long time yet; and since we were compelled, due to a lack of mates, to place the master of the equipment Gerrit Coerten on board as commander, we take the liberty most humbly to request Your Excellencies to please send him back, as well as the said sloop, as soon as possible, the more so because we currently have nothing else at hand except the single sloop De Ida Wilhelmina, which departed on the 15th of the past month via Ajerbangis to Baros, in order to convey thither the cash and goods requisitioned by the Residents, 33: From Sumatra's West Coast, 25 March 1764. requisitioned cash and goods, together with the gift and the letter from Your Excellencies for the King of Baros. And since we have nothing further to report at present with regard to the main heading of ships and vessels, we shall, following our report of proceedings according to the customary rule, proceed to Indigenous Affairs, concerning which we had the honor in our latest letter of 25 January to inform Your Excellencies that, with respect to the Regents of Adjerhadia and the mountain peoples insulted by the King, we were still awaiting the required plenipotentiaries in order to reconcile them with one another, if feasible; and although according to the record in our Resolutions of 3 January it initially appeared to us that the King would hinder us in this intention, the rule prescribed to Resident Challiers and followed by him had the desired effect, so that not only did the King comply with our requisition, but also submitted himself completely to our arrangement and decision on the frequently mentioned disputes, recorded in the Resolutions of 10 February, fully From Sumatra's West Coast, 15 March 1764 fully submitted, as appears from a letter received from him and from the Resident on the 14th of this month, so that these difficult matters are now once and for all settled hereby. And as we deemed it necessary to fill forthwith the three Penghulu positions that became vacant through this change from those families that were the most legitimate and the most attached to the Honorable Company, we therefore nominated for this, in our session of 10 February, the persons of Bagindo Cattiep, Tietjallo, and Simego, who were recommended to us as such individuals. From the West Coast of Sumatra, 25 March 1764; to hold [office], had not yet reached it, we therefore also decided to have them represented during their minority by two separate Wackiels, whose election we entrusted to the Resident Challier, from whom we are still awaiting the report of their names. In the hope that Your Right Honourables will be pleased favorably to approve these arrangements made by us with respect to Adierhadia, we now proceed to the Negorij Pauw, subordinate to Padang, concerning which we have the honour to inform Your Right Honourables that since the head Ponghoul thereof, named Radia Poeti, has abdicated his regency on account of old age and decline of physical strength, we have, on the 13th instant, according to the ancient custom by which this office is alternately held between the families of the aforementioned Radia Poeti and that of Peras, appointed once again as head Ponghoul of that Negorij the Ponghoul Radia Peras, whose place was at the same time filled by the person of Radja die Mangijs, whom we judged to be the most legitimate and competent for this. And furthermore, concerning indigenous affairs, nothing having occurred that merits Your Right Honourables' respected attention, we proceed to what is to be reported concerning The Subordinate Comptoiren, where, with regard to the Comptoir Adjerhadia, we have the honour to note that, on account of the changes made in the indigenous government there, we ordered the Resident Challier henceforth to take care that the rights of the Honourable Company and the Panghoulous in their offices were properly maintained, as we believed that he would then have sufficient power to prevent the little king of that place from doing evil and, on the other hand, to support him in doing good in such a way that the now almost ruined Negorij could once again From the West Coast of Sumatra, 15 March 1764. be revived through the diligent planting of pepper and rice. Those irregularities which we detected in the books of that residency, and for which reason one was almost forced to have an entire rewrite made thereof, have caused us to decide to condemn the Resident Challier to a fine of 6 months of his earned salary, and furthermore to demand of him a further accounting regarding his cash accounts, in such manner as is extensively recorded in our Resolution of 10 February, to which we most respectfully refer. 39: From Sumatra's West Coast, the 15th of March 1764. As regards the trade conducted there during the past financial year, it has likewise turned out to be very meager, such that the profits gained on sales only exceeded the expenses by ƒ5324:17:8, which differs considerably from the previous year, as can be viewed more clearly from the accompanying return and the specific balance sheet of that factory. At Aijerbangis, the profits obtained on sales, amounting to ƒ13952:15:8, are, in proportion to the capital circulating there in trade, still reasonably good; but the factory's expenses, and the costs of carpentry charged by the Resident, again surpass the same by ƒ6053:8:—, whereof we, in accordance with what was noted in our Resolution of the 13th instant, take the liberty to submit the carpentry costs amounting to ƒ14991:1:8 for Your Excellencies' approval. In our last letter of the 25th of January, we had the honor to inform Your Excellencies that at that time, contrary to our expectations, we were prevented by the delay of the Baros books from sending the trade and pay books to Your Excellencies by the ship Overschie; and since we can attribute their prolonged absence to nothing else than the neglect of Resident Sieben, we have severely reprimanded him about this by a letter sent on the date of 15 February, and in our session of the 10th preceding condemned him to a fine of 2 months of his earned wages. From the reports he gives us in his latest letter of the 10th of the past month, we see to our particular regret that affairs there are falling more and more into decay, and that he can hardly obtain any products at all anymore for the fixed prices. We have therefore recommended him in the strictest terms to apply all possible diligence and zeal to keep up a good appearance, at least until we have obtained Your Excellencies' decision concerning his factory, which we therefore respectfully request once again herewith. Regarding the profits obtained on sales there in the past year, we have already had the honor, in our letter of the 31st of October of the past year, 41 From Sumatra's West Coast, the 15th of March 1764, to inform Your Excellencies that they turned out rather better than we had anticipated, and we can now effectively say that the ƒ6257:15:8 realized there, in proportion to the capital, surpasses the profits of the other factories. The trade books of this main factory having been adjusted immediately upon the receipt of those books from Baros, all but closed, the General Balance Sheet of this Coast, transmitted herewith to Your Excellencies, was formed therefrom. Upon resumption of which we have seen, not without much sorrow, that the expenses exceeded the profits of the past financial year 1762/3 by a sum of ƒ27975:7:12; whereas, on the contrary, according to the Memorandum of Management and the Regulation for this Coast dated 7 August 1759, the expenses were to surpass the profits by an amount of ƒ11000:—:—, which, taken together, shows an adverse difference of ƒ38575:7:12, originating from the higher expenses of ƒ41433:5:4, since the profits exceeded the calculation made by an amount of ƒ2857:17:8, as is to be seen in more detail in the aforementioned balance sheet, and wherein the reasons why the expenses at Padang, Adjerhadja, and Baros exceed the provision of the aforementioned Regulation by a sum of ƒ26923:18:4 are clearly demonstrated, such that we can assure Your Excellencies in all respect that these expenses were unavoidable. However poorly the trade conducted in the past financial year turned out, experience in this new financial year nevertheless shows us that it has not declined entirely. On the contrary, we are currently so fortunate that we can inform Your Excellencies herewith that everything in that regard seems to be working toward the good. A considerable sale under the date of the ultimate of February of approximately 250 packs of linen, the tranquility and harmony among the natives, and the continuous arrival of various mountain peoples are the proofs thereof; thus we hope, not without reason, that this Coast will present a better showing in the upcoming year. From Sumatra's West Coast, the 15th of March 1764. Having nothing to report regarding that, we most respectfully conform thereto. Concerning the foreign nations, nothing else has occurred in that respect since the report given on the matter in our letter of the 31st of October of the previous year, except that on the 4th of this month, per the English Company's vessel The Plaise, we received a short letter from the Bengkulu administration, dated the 4th of February, chiefly serving to accompany a letter from Admiral Cornish to His Right Honourable the Lord Governor-General of the Dutch East Indies, which we have the honour to present herewith to the same. And as the said vessel continued its voyage to Natal on the 12th thereafter, we find ourselves obliged to await another opportunity to communicate the receipt and the dispatch of the aforementioned packet to that administration. The private Chinese merchants who had remained here after the dispatch of our humble letter of the 31st of October have, in accordance with the permission obtained from Your Right Honours, returned to your parts, and now, at his request, the Chinese On Tiang who had remained behind also departs with the bearer of this letter, together with the citizen Willem vander Stalle, who resides here. Concerning the servants stationed on this Coast, nothing particular having occurred either since our last reports given on the matter, we now only bring forward under that heading the request of the soldier Pieter Oland of Padang, who has now performed clerical service for a considerable time, whom we have permitted to address himself per the accompanying petition to Your Right Honours to obtain the pay and the allowance of an Assistant. This being all that we presently had to bring forward to Your Right Honours, we now append the short invoice of the gold passing over to Your Right Honours per the sloop De Goudvink, consisting of: 184 45/356 marks in 24 bars in two small chests marked DD No. 1 & 2, amounting to 159 marks 22 ounces 1 17/2048 grains fine at f331:10 3/4 per mark fine, being the purchase cost, comes to f53,020: 5:— To which is also charged the cost of 8 pieces of black Surat kangans according to what is noted in the invoice with f29: 5: 8, making f53,049:10:8. The Most Esteemed orders which your Right Honourables have been pleased to give us, regarding the handling of the matters concerning the loss of the sloop De Goudvinck by the second mate Dirk Boijsen, we shall in future follow in such manner as ought to have been done in this instance, and we have the honour herewith to present to your Right Honourables under N=o 3, the original declaration which in A=o 1762 was executed here at the requisition of the said second mate Boijsen, which is accompanied by the report received in that regard from the First sworn clerk, B: F: Forcade, who at that time functioned as secretary, who indicates thereby that he knows no better vSlingelandt than that the copy of this declaration was dispatched in due time to your Right Honourables, along with the other declarations, according to custom. Regarding the speedy dispatch of the vessels, not having been able to give your Right Honourables in a=o p=/o that satisfaction which we had wished to do, we shall nevertheless this year and in the sequel use all diligence to convince your Right Sumatras westcust Honourables that it is by no means lacking in our zeal, and we hope to give your Right Honourables a proof thereof by the forthcoming dispatch of the expected ship Overschie. Your Right Honourables' most esteemed remarks regarding the correspondence maintained concerning the native matters at Adjarhadia shall serve us as an instruction for the future. Meanwhile, regarding the salt-boiling works along this Coast, we have the honour to inform your Right Honourables that it appears to us as if usually more fuss has been made about this than the matter actually merited, and we can fully assure your Right Honourables that from a moderate tolerance in this, no noteworthy detriment is to be feared for S:E Comp=rs salt trade; whereas, on the contrary, by an excessively great strictness Sumatras westcust strictness in that matter, the native is made recalcitrant and the entire trade can be obstructed, because those peoples have a natural aversion against everything wherein they perceive any coercion. And it is for that reason that we have laid as a foundation for our policy regarding native affairs your Right Honourables' most esteemed ideas, which appeared to us from your remarks upon the contract concluded with the Figablas cottas; and experience has taught us that along that path, by gentleness and some accommodations to their ancient customs, much more good can be effected with those people than by coercion, which will appear more evidently to your Right Honourables from the trade carried on here in the ended financial year. The Panglima Radia Boedjang, appointed in A=o P=o and now confirmed by Your Right Honourables, and the five new Ponghoulous, answer fully to that expectation which we had of them, and thus show that they merit their obtained promotion; wherefore Sumatras westcust, we cannot fail either humbly to thank your Right Honourables for the favourable consideration which your Right Honourables have been pleased to give to our proposal. And since it has pleased your Right Honourables to approve the occupation of the post P:riamang, and as we experience more and more, both in agriculture, and most especially in the trade, which is assisted in no small measure by the safety of the roads from Passeman down to here and there, we have resolved in our session of 2 Aug=s to make a beginning with the renewal of the palisade and the erection of a storehouse there, in the confidence that your Right Honourables will indeed be willing to expend the cost thereof, which according to the accompanying calculations under N=o 5 shall not amount to more than rd:s 1075:—:–, in consideration of the double advantage that will nonetheless accrue to the Honourable Company thereby. Sumatra's West Coast qualification, and we shall do our best to dispose of the expected 141 packs in like manner, provided they do not turn out too poorly. For the granted favorable permission to present the profits at the same time in the old manner in the letters for the elucidations of the Gentlemen Majores, we thank Your Right Honourables most humbly, as this was actually the reason why we had taken the liberty to trouble Your Right Honourables with the requests on this subject, since we believed that otherwise it could not well appear outwardly to what extent trade had turned out to be more disadvantageous before than previously. With the cash that it has pleased Your Right Honourables to grant upon our demand, we shall endeavor to manage this year, and in the future not fail, both in the demand and in the letter, to mention each time the reasons why the same was so drawn up; and with respect to this article, we have, by our resolution of 2 August, put into effect at the subordinate offices the regulations made by Your Right Honourables concerning the cash. Sumatra's West Coast At the same time, pursuant to Your Right Honourables' highly esteemed order regarding those remainders, we have also ordered the Residents to send over to us monthly, or at every writing opportunity, a memorandum of the cash, gold, and merchandise on hand; we shall each time, when we find that their gold stock has risen to 20 catties, have the same collected to be kept here in the main treasury until an opportunity arises for shipment to your parts; and further use all diligence to secure the Honorable Company as much as possible against danger of losses, on account of which we have then also resolved on date 2 August to make known the outstanding debts at the subordinate offices in the books according to the former custom. And in order not to fall henceforth into the same difficulties as those into which we see ourselves brought by the affairs of Chinco, we have, because of the ample fulfillment that has been made within the last 3 months upon the demands of Resident Boudewijnsz to an amount of ƒ18,654:4:8, without any returns having been received against it, also resolved on 2 August to unload the sloop De Goudvink upon arrival here, and to store the cargo brought therewith for Ajerbangis provisionally and separately in the Honorable Company's warehouses, while in the meantime we have given the necessary notice thereof to the Resident, with orders to have an exact inventory made under ultimo August by two credible members, upon presentation of oath, of all cash, gold, and merchandise etc. remaining at his office, which he shall subsequently have to send over with the commissioners, together with a demand of what he thereafter still finds he requires of the linens and other goods demanded by him without our prior knowledge, of which we shall then not fail to supply him with all that can in any way be paired with prudence and reasonableness. We have furthermore instructed the said Resident Boudewijnsz to draw up henceforth an annual demand for the benefit of his office and to send it over hither, which we shall then not fail to present to Your Right Honourables as it lies, with the necessary reports regarding it, which we could have wished had also been done in earlier years concerning the outgoing demands of Chinco and Adjarhadja, Sumatra's West Coast when surely the remainders there would not have become so large nor the loss so excessive, and it is for that reason that we must confess that those who should have taken care of that in the first place cannot be held blameless in this article, those who are still in anxiety over the subject of the deficiencies and outstanding debts meanwhile taking the liberty humbly to beseech Your Right Honourables to be pleased to direct those matters to an unharmful end for them, in which hope we then also hereby comply with all possible exactitude with Your Right Honourables' highly esteemed requisition with respect to the estate of the Junior Merchant Iacob van Oudensteijn Elias, who died at Chinco. And we have in that regard the honor hereby to present to Your Right Honourables under No. 6 the report received from the First Administrator from the Honorable Company's papers, accompanied by three findings of the remainders upon the transfer of that office by Lantsius to Elias, item, by the Heer Commander van de Wall to his successor the Heer Serff, and finally by the First Administrator Thierens to the present Chief Palm, to which we request to be permitted to refer. 15 Sumatra's West Coast declaration delivered to us by the First Administrator Thierens and the Chinco Chief Palm, it will be shown to satisfaction that all those papers were delivered in due time to the Curator ad Lites, from whom we have also demanded and received the report accompanying this under No. 8, being accompanied by a register, confirmed by solemn oath, of all the books and papers which he has received from the Commissioners, and of which we hereby respectfully offer to Your Right Honourables the originals in a separate small chest under the aforementioned number, as many copies thereof having been retained here as the first sworn clerk with 2 penmen has been able to prepare up to the present date. To further comply with the intention of Your Right Honourables, we have deemed it proper, with the bearer of this, not only to send over to Your Right Honourables the Assistant Ian Fredrik Zegul, but also the Assistant Surgeon Iacob Bartholomeus Krikouw stationed at Chinco, as we believe that Your Right Honourables will be able to obtain from this latter even more light than from the former concerning the affairs of Elias, since he was stationed with him longer and had more intercourse with him. For the collection of the outstanding debts of the former resident at Adjarhadja, Cristiaan Ernst van 110 Sumatra's West Coast van Seyfferth, we have employed all means and have given such orders in that regard to the present resident Challier and the Chinco Chief Palm that we know nothing further to add thereto, and it will appear to Your Right Honourables from the accompanying current account sub [illegible] in what state his affairs find themselves as of this date. 19 Sumatra's West Coast three times a year, we have sent to the subordinate offices and already put into execution here, while we furthermore have notified the private traders who still have some vessels here of Your High Noblenesses' granted permission to bring the same back to Batavia, and at the same time have newly forbidden by placard the export of gold under penalty of confiscation. To the crew of the English vessel sent up mistakenly by the Baros Resident Sieben, 20 pieces of Spanish Reals having been disbursed from the Honorable Company's treasury, we have made them pay back that amount, and with regard to the reclaimed murderer Sidarius, the same has up to the date of this letter not yet been surrendered to us by the Bencoolen ministry under the pretext that they cannot lay hands upon him. Meanwhile, it pleased us to see that Your High Noblenesses were satisfied with the answer given to them concerning their threats, and we could have wished that Your High Noblenesses had not been offended by the discovery that previously no vendue book was kept here; and since this is a most essential matter, we have made the necessary arrangements in that regard for the future. That our proceedings in matters concerning the 20 Sumatra's West Coast Judiciary did not obtain Your High Noblenesses' full approval causes us regret, and we most humbly request Your High Noblenesses not to attribute the errors discovered to any ill will, but rather to a not-too-thorough experience in that science, while we shall in the meantime not fail to exercise all possible attention in that regard in the future, wherein we shall be not a little aided by the favorable instructions and the true conception that Your High Noblenesses were pleased to take the trouble to give us of the essential distinction that exists between political and judicial matters. And as clearly as Your High Noblenesses' zeal for justice appears from this, just as clearly do we see Your High Noblenesses' philanthropy from the order which Your High Noblenesses were pleased to give us with respect to the deserters; to execute which, we also immediately gave the necessary notice thereof in secret to the native regents, and we cannot fail to thank Your High Noblenesses most humbly for the one and the other. For the favorable proposal which it has pleased Your High Noblenesses to make to the Honorable High Mighty Lords Directors in favor of the First and Second Draftsman for the obtaining of the salary and status pertaining to their offices, the same express hereby their humble gratitude, as do the junior merchants Douglas, Van Limburg, and Nicolai for the attention which Your High Noblenesses have 21 Sumatra's West Coast been pleased to pay to the decision taken to their prejudice under date of 2 August of the past year.
