Sumatra's West Coast journals of that small vessel and of the bark the Mossel under No. 15 may be seen. However, through God's goodness, on the 3rd of the past month, although somewhat damaged, it nevertheless arrived safely in these roads, and our equipment overseer Gerrit Coerte, for whose return we humbly thank Your Excellencies, handed over to us the duplicate of Your Excellencies' highly respected missive of the 24th of May with its enclosures, which were all received in accordance with the register. And since the said sloop had sprung a leak due to severe pitching and laboring, we saw fit to have it and its stowage inspected at once by the skipper Clement van Seelst and the former equipment overseer Willem Krijgsman, who have delivered to us concerning this the adjoining sworn report No. 16. And we trust that Your Excellencies, for the reasons alleged therein and in our resolution of the 2nd of August, will kindly be pleased to approve that we have had this vessel discharged and repaired with the greatest haste, we being now also so far advanced with both that the said sloop is now once again in a condition to perform service along this coast. The sloop the Ida Wilhelmina is still in a reasonable condition, but will shortly need to be provided with new sheathing, as it has been continually in service since the departure of the Goudvink to provide the subordinate offices with what is necessary, and it is still expected back from Baros. The Tanjongpour, named the Klattergoud, urgently needs to be provided with a new bottom, as it is copiously eaten away by worms, its repair having been postponed until now solely for lack of timber. The three large scows on hand are in a reasonably good condition and can still be maintained for a long time with minor repairs. The one country boat is still practically new, while the other, being altogether irreparable and nearly decayed, was by resolution of the 7th instant retired and is to be broken up. Besides the aforementioned several vessels, there is also here a small water scow which, with a little repair, can still serve for a long time. And this being all that we had at present to impart to Your Excellencies regarding this main subject, we merely take the liberty to add hereto that a few days ago, by a short letter from the resident Boudewijns, we were informed that not far from Ayer Bangies, a Moorish sailor named Sisigagermon was picked up at sea by the Malays. From him he had understood that he alone had been saved from a Dutch sloop hailing from Bengal, which was blown away by heavy weather and finally wrecked in that vicinity with a European quartermaster and 8 other Moorish sailors. Regarding the discharged cargoes and those transported from here, we have the honor to present to Your Excellencies under No. 17 the findings on the bark the Mossel, from which it will appear to Your Excellencies that its cargoes were properly discharged here, and that nothing excess or of significance was found short, other than the permitted percentages which we have accordingly validated and had written off to the profit and loss account. The shortfall found on the gold transported from here by the Goudvink we have charged for restitution, in the manner as has already been stated hereinbefore. Furthermore, on the cargoes sent during the past financial year from here to the subordinate offices, nothing was found short that merits any mention here. However, as regards the cargoes sent for Ayer Bangies by the sloop the Goudvink, we must inform Your Excellencies that in the packages brought therewith, 136 pieces of assorted linens were found wet and damaged, as Your Excellencies will further observe from the adjoining findings and annexed sworn declarations No. 18. In our session of the 7th instant, we decided to have these sold by public auction and to provisionally charge the lesser return to the account of the equipment overseer Gerrit Coerte, although we are confident that, both from the reports sent on this matter and from the journals of this vessel and the bark the Mossel, it will sufficiently appear to Your Excellencies that he could not possibly have prevented this. And it is for that reason that we take the liberty humbly to request Your Excellencies to discharge him again therefrom, to the debit of the profit and loss account, to which we could not write off this incurred loss without Your Excellencies' express authorization. The native affairs from Indrapoura down to Ayer Bangies inclusive are, thank God, in a desirable state, and in the district of Baros, separated by Natal, everything is also in good peace and quiet. The Raja and other regents of this last place remain outwardly attached to the Company for now, but from the meager delivery of products it appears not indistinctly that they do not act altogether sincerely, and certainly must have sought and found a more advantageous outlet elsewhere.

Sumatra's West Coast for the present sent to them, they requested by letter of 7 March to thank Your Right Honourables most humbly, and since that time we have received no further letters from them. In the district of Ajerbangies, situated to the south of Natter, on the other hand, the native is completely satisfied with us, and Resident Boudewijnsz gets along very well with them, and in the administration of that people not the slightest disputes have occurred to us during the ended financial year either, and thus, knowing nothing further to report to Your Right Honourables regarding the two aforementioned northern provinces, we proceed to the lands situated to the south of this principal place. Regarding which we have the honour to inform Your Right Honourables that the district of Jndrapoura, bordering on Mocca-mocca, and that of Adjerhadja both remain faithfully attached to the Honourable Company, notwithstanding that the English gentlemen make attempts to break through further northwards from Mocca-mocca; and regarding the first-mentioned district we have nothing else to say, except that the pepper cultivation, due to the indolence of the sultan, is not as abundant as we would have wished and, on account of our numerous exhortations, had reason to expect. By our last humble letters of 25 March we had the honour to inform Your Right Honourables that all the Adjarhadja disputes were entirely settled and adjusted, and that nothing more was lacking therein except the nomination of two wackiels for the minor Ponghouls Sietjalle and Simegs. And it is about this minor point that we have since been obliged to assemble once more with the landraad here, as the radja and the ponghouls of Adjerhadja had requested us to come hither to present their remarks on this in person to us, and at the same time to request our judgment regarding some disputes still remaining among them. And it was to that end that they appeared before us on 15 April, and after a lengthy preliminary discussion, firstly requested that we might change the resolution regarding the wackiels in such a manner that the persons who were to serve for that purpose might be appointed as actual Ponghoulous, and the minor Ponghoulous remain out of office until they should reach the required age, at which time they could step into the vacancies that might occur. And since this request did not differ from our own intentions, we saw fit to grant them this, and on that account, at their request, appointed as penghouls the persons of Radja Darat and Radja Jtam, being people against whose conduct nothing could be said. Sumatra's West Coast Their remaining disputes consisted of various not-worth-mentioning bagatelles concerning their hormats or marks of honour, which, nevertheless not without much trouble, through the mediation of the panglima and his twelve Ponghoulous, we finally decided and settled to the satisfaction of the parties. The said Adjarhadja regents being particularly pleased and satisfied with this treatment of ours, we earnestly admonished them on this occasion to pepper and rice cultivation, as well as to assist Resident Challier faithfully in collecting the outstanding debts of the former Resident Seijfferth, regarding both of which matters they collectively, but the radja in particular, promised with hand and mouth to do his best, which he hoped to prove in deed within a short time; and since that time he has also conducted himself in such a manner that we can present say that the district of Adjerhadja is in a good condition. In the month of April we received a letter from the Chinco chief Palm, whereby he gave notice that since a few days several mountain princes and Songipagoenese merchants had arrived in the sapoelo boabandhaars, claiming to intend to renew their trade and alliances with the Honourable Company on Pulau Chinco; and that since these people seldom made any offers without at the same time making some contrary requests, he therefore requested to be provided by us with the necessary orders regarding this. However, since it was not known what their desire actually was, we could not issue any formal orders regarding it either, wherefore the first signatory deemed it best to cross over thither himself to hear the said princes in person and to make such an alliance with them as could be stipulated for the greatest benefit and service of the Honourable Company. Pursuant to which resolution, recorded in our resolution of the ultimate of April, he departed thither on 1 May, accompanied by the junior merchants Van Limburg and Nicolai per the chaloup De Jda Wilhelmina, and having heard the said regents there, the result of that conference was that they had most solemnly promised, as far as possible for them, to endeavour not only to indemnify the Honourable Company regarding the debts that their countrymen had contracted with the former resident Seyfferth, but also that henceforth they would prevent all outlets for trade outside the Sapoelo Boabandhaars in such a manner

31 Sumatra's West Coast prevent their merchants from going to market anywhere else than in these southern districts, provided that their request to fill the vacant raja's post at Cambang with Sipacatta, who was the genuine and lawful claimant to this office, was granted. And as these matters indeed stood thus, the First Signatory judged it useful to grant this request of theirs and consequently provisionally appointed the said Sipacatta, subject to the approval of Your Right Noblenesses, as Raja of Cambang, in which capacity he took the customary oath. Whereupon the said princes departed very contented to their places, with repeated reiteration of their made promises, and from this we can anticipate nothing other than good consequences for the trade in the district of Chinco. The lands under Padang, from Sillida down to the district of Ayerbangies, are all in such peace and quiet that nothing remains for us in this regard other than to wish that such may be of long duration. With the three princes of the ancient Minangkabau House, who are in possession of the uplands of Sourouassa, Songitrap, and Pagger Oedjong, we live in very good correspondence, and they contribute 32 Sumatra's West Coast not a little to the safety of the roads to these lowlands. The Negorij Tobo, situated inland above Priamang and thus almost beyond our reach, which previously cared little about the Honorable Company, recently submitted itself voluntarily to the obedience of the Honorable Company. As the collective regents could not agree on who from among them should occupy the vacated Raja's position, they arrived here in the past month with submission and a request to choose one from among them as Raja, whom they promised to respect and obey as their lawful head. And Ponghoul Radja Alam having been chosen for this, the oath as Raja of Tobo was taken by him into the hands of the First Signatory, to the satisfaction of them all. This being all that we presently had to communicate to Your Right Noblenesses regarding indigenous affairs, we shall further proceed, in the hope of Your Right Noblenesses' favorable approval, to the main subject of: Commerce. In our latest letter of 25 March, we had the honor to inform Your Right Noblenesses of the reasons why we had good expectations in this regard, and at present we have the good fortune to report to Your Right Noblenesses 33 Sumatra's West Coast that at this main office, in the last twelve months past, according to the accompanying return No. 19, we have turned over a purchase amount of ƒ 205559:13:8 with an advance of ƒ 87133:9:— or 42 1/3 percent, the gold being calculated at ƒ 331:10:— per mark. However, when one takes it in the old manner at ƒ 378 per mark, the profits then amount to ƒ 125804:6:— or 61 1/5 percent, since this year a quantity of 5574 taels and 29 3/128 maas of gold was collected. This compares very favorably with the previous financial year, in which, according to the first calculation, on a purchase of ƒ 110734:5:8 no more was gained than ƒ 43533:2:— or 39 1/4 percent, and according to the second calculation ƒ 62708:13:8 or 56 3/5 percent. From which it appears that this year, by the first method, ƒ 43600:7:— and by the other method ƒ 63095:12:8 more profits and higher percentages were achieved, which we trust will not be displeasing to Your Right Noblenesses. Regarding the subordinate offices, we cannot as yet give a report to Your Right Noblenesses concerning the trade conducted there, as the account books thereof have not yet been received. For that reason we must postpone such until the return of Overschie, when we shall at the same time have the honor, alongside our requisition for the coming financial year 1765/6, 34 Sumatra's West Coast to report to Your Right Noblenesses the remainders of this Coast under the date of the ultimate of August 1764. While in the meantime we merely note here that under the aforementioned date the remainder of our piece goods at Padang consisted solely of 138 packs of small remnants of diverse sorts, which we hope, through God's blessing, to dispose of in the course of the present financial year along with others. We have duly satisfied the requisitions of the subordinate offices during the last past 12 months, and in order to cause no hindrance to them, when our only available sloop was on a voyage in the month of April, we expressly hired a local gunting to Adjarhadja to transport the goods requisitioned by Resident Boudewijnsz de Heere thither, which were also received there in due time, in addition to another sloop's cargo that was sent to him shortly thereafter. The shortages and outstanding funds of the former resident of Sijffesth amount, as of the date ultimo August 1764, according to the books, to a sum of ƒ68,247:8:—, this account having been credited since our last reports only with ƒ655:8:—, both through the proceeds of a gold kris sold at auction and some redressed errors, as may be observed further from the accompanying Current Account. The compensations and taxes, the payment of which we postponed in the past year in the hope of exemption, have now been paid into the treasury, as well as that which Your Right Honourables were pleased to charge to us by invoice of the bark De Mossel, except for ƒ547:6: arising from a price difference on 24: 21: 1 23/68 masf: of gold which, on the basis of a resolution taken here on the date 30 September 1761, was accepted against unminted coin species at ƒ400:— the ma:ff, but was mistakenly calculated at ƒ378 1 maff: with another consignment in the dispatched invoice of Bronstede, whereby we were consequently compelled to charge the difference to the General Office by a subsequent invoice, 36 Sumatra's West Coast in the hope that this would be debited to the aforementioned gold, but as this has not occurred, but was instead charged back, we take the liberty most respectfully to request Your Right Honourables that it may yet be done, for all such reasons as are detailed at length in the aforementioned resolution, and against which no orders have been received. Since the trade and pay books of this Commandment are not yet completely ready, we find ourselves obliged to postpone the presentation of the state of the Honourable Company on this Coast until the departure of the ship Overschie, when we shall not fail to perform our duty in that regard properly; meanwhile, we take the liberty under this chapter to submit to Your Right Honourables that the resident Challier has accounted for himself in a satisfactory manner, both with respect to the clear state of his cash account and also regarding some other disputes concerning the handling of native affairs, in such manner as is recorded in the resolution of 6 April. During the council meeting concerning this on 21 November, we resolved to fix the day of the 29th of the named month for the public presentation, as has also taken place here with all possible solemnity, of which we have the honor to offer your High Excellencies an originally signed resolution according to the order. We pray His High Excellency to be so kind as to receive our no less submissive than sincere wishes regarding this fortunate event; and as the election by the High Noble and Greatly Esteemed Lords Masters is a result of the merits of His High Excellency, so we beseech Heaven to pour out its rich blessing over his further administration, so that it may in every way be fortunate and prosperous to the well-being of our highly esteemed paymasters and all of their faithful subjects. From Souratta, the 5th of January 1764 the authority having been transferred to the aforementioned director. The accompanying extract states that the director, being about to take over, requested his replacement to provisionally assume the administration and authority for him, which he duly took upon himself, as appears from the extract of the resolution adopted concerning this matter on the said date, forwarded among the appendices. We likewise have the honor to present to Your High Nobilities an extract from the resolution of the 19th of the past month, to which motives we take the liberty to refer regarding the closer reasons that prompted the acceleration of the public introduction of the incoming director, which was effected on the 26th following, as shown by a copy of the resolution taken on that day. The outgoing Director would not have failed to depart from here with the bearer of this letter, in accordance with the contents of Your High Nobilities' esteemed letter; however, both his domestic affairs and his continuous indisposition have prevented the outgoing director from doing so, and he will, in the hope of Your High Nobilities' favorable interpretation, follow with the ship Kronenburg. Merchant Bosman, promoted by Your High Nobilities to Second and Head Administrator of this directorate, likewise respectfully takes the liberty to express his gratitude for that benevolence, while he asks Your High Nobilities to be persuaded of the zeal and vigilance he will employ in the master's service, in order to strive thereby to remain worthy of your further favor. Just as this shall also ever be the aim of Junior Merchant van Iegen, appointed by Your High Nobilities as Secretary of Policy, who has the honor humbly to thank Your High Nobilities for the favorable reflection upon his person; as does likewise, in the most respectful manner, Bookkeeper Nicolaas Holmberg, promoted by Your High Nobilities to First Sworn Clerk of Policy and Secretary of Justice, regarding their obtained offices. The first undersigned Director, reporting further to Your High Nobilities by his separate humble letter, we shall here only mention that upon his arrival and after a few days' stay, having noticed that the management of the Company's treasuries had fallen into disarray, and having seen upon investigation from a statement by the cashier Oudenhoorn that the petty cash was in arrears by a sum of fully Ro/ 41,000, and that he himself owed more than Ro/ 22,000 thereof, he presented this matter in our meeting of the 10th of the preceding month. We have not yet been able properly to investigate the same, but we shall have the honor to make a further report thereof to Your High Nobilities. Meanwhile, we judged it unsafe for the service of the Company to trust any longer a man who fell short by so substantial a sum in the treasury entrusted to him; thus we removed the said junior merchant from his office on the 10th aforesaid. And since he could not suitably be retained here afterward, it was resolved to send him to Batavia at the disposal of Your High Nobilities, as he now crosses over to Your High Nobilities with the bearer of this letter, with his salary written off according to the regulations; his effects having been sealed on the same day and thereafter sold at public auction for the benefit of the Company. To fill the office of cashier vacated thereby, we have nominated and appointed in his stead the Factor at Brootchia, Iohannes Sanderus. Sanderus, however, will only assume that service after the transfer of his office to his expected replacement has taken place, the petty cash being administered in the meantime by the junior merchant Ruperti. The said Sanderus humbly requests Your High Nobilities for his confirmation, and assures that he will make himself worthy of your favor through a zealous and faithful administration. We would have dispatched the bearer of this vessel earlier, but were frustrated in our intention because the returns from Brootchia had not been fetched and the cloths collected for the Netherlands at this head office had not all come in early enough, although we nevertheless hope that it will arrive soon enough in Ceylon; and we pray Your High Nobilities favorably to pardon this short delay on account of these urgent matters. After the ship De Vrouwe Rebecca Jacoba was dispatched on the 11th current, we deliberated in our session of the 15th of this month on the departure of the bearer of this, the ship Kronenburg, and fixed the same for the 25th thereafter, as we knew of no reasons valid enough to hold that vessel back; the portion of the return goods for India that were ready on 25 January being no plausible motive therefor, and we hope that Your High Honours will be pleased generously to approve that we, in this very respectful letter, once again restrict ourselves to what concerns this vessel and some matters that can suffer no delay; for not yet being honoured with Your High Honours' reply to our humble letter of 30 April of the past year, and many matters of importance not yet having reached their complete conclusion, we would not be able to supply Your High Honours with a complete account of anything. We did not succeed, however, in dispatching this vessel on the fixed day, as it was only then that the finding on the unloaded cargo of that ship was resumed in our assembly, which we have the honour to offer to Your High Honours in copy, together with our dispositions placed in the margin thereof. The same contain nothing extraordinary, except only that we could not omit, according to the regulations, to charge to the ship's officers that which they fell short of Japan copper in bars beyond the allowable deficiencies, but at the same time leaving them the liberty to address themselves in that regard to Your High Honours.

From Souratta, 31 January 1764 Regarding the shortfall of copper and powder sugar, we proceed to address this on the basis of the ship officers' declaration, which shows that due to the haste made with the loading of this vessel at Batavia, one and a half kirtije fell between the ship and the craft. These broken pieces go separately, packed and sealed in a chest by appointed delegates. On the 19th of December of the past year, the captain of Kroonenburg, Ian Du Pree, handed over to us a requisition of necessities for that vessel, and we granted him the same, since nothing contained therein gave cause for remark, consisting merely of: 1 new pump bucket 2 parrel trucks 2 cases in sort the repairing and tinning of the cookhouse utensils, and the repairing of the boat and bark, From Souratta, 31 January 1764 as well as the lanterns, binnacle, and steward's lamps, item a set hammer for the cooper. A crew of thirty porters we likewise had to grant him for the unloading of that vessel, and they were on board for 47 days, as appears from the original declaration annexed behind the uncost account. The former cashier Oudenhoorn, who departed for Batavia on the ship De Vrouwe Rebecca Jacoba, having informed the first-signed Director that he had been obliged to take in payment, or rather as a pledge, some silk patholen from a Banyan who owed him money and was about to go bankrupt, and that he had remained in possession of them until, due to a shortage of money, he had pledged them with another Banyan where they currently still were, it was deemed in the session of the 2nd of this month that Souratta From Souratta, 31 January 1764 one ought to redeem those cloths and prevent them from being sent to Batavia by private individuals. He has given us a written bond for both matters. Pursuant to that decision, with the bearer of this, all military personnel who have kept garrison here are crossing over, except for 1 Lieutenant 1 Sergeant 5 Corporals and 22 Privates, or together 29 heads, as appears from an attached brief strength report, demonstrating that of this number only 12 privates do guard duty. And since neither the shipyard nor the vessels, when they must make voyages to Broach or other places, can be destitute of crew, it was decided at the same time to take good native soldiers into service, until such time as Your Right Excellencies will be pleased to find fit to provide us with new crew, among whom better military discipline can be maintained. The said delinquents, owing to the impossibility of overtaking them, were subsequently summoned in person by edict up to three different times, yet each time did not appear; thus Your Honors have successively granted three defaults against them, and for the benefit of the third, permitted the Officer Prosecutor to serve a bill of intendit at the next session. And authorizing the same to make a fourth edictal citation superabundantly to see the bill of intendit served along with the verifications thereof, and to hear the sentence, as appears from the minutes of 27 October, also 10 and 24 November of this year, produced herein under letter E, in the first, second, and third place. Upon which fourth citation no one appeared either, and consequently the fourth default was granted by Your Honors; it thus being evident from the attached proofs that the delinquents were summoned in accordance with the order of 20 August 1753, yet each time did not appear. desert to foreign European nations, it appeared to the honorable petitioner, subject to better judgment, that the above-mentioned four deserted persons had committed no lesser offense and consequently were just as punishable as if they had entered the service of any foreign European nation; just as the undersigned also presumed the intention of the High Indian Government would be, if it is permitted to form conjectures regarding the same; furthermore, that the granting of a simple citation, of which mention is made in said section 8 of the more cited resolution, in accordance with the apparent aim of their High Excellencies seemed only to take place in the event that someone simply placed himself under the protection of any foreign European nation and had not entered into its service; which seemed to be confirmed all the more by the fact that from paragraph 10 of the much-mentioned resolution it appeared regarding such cases, concerning which on account of the said simple citation must be granted, no corporal punishment takes place; which mild penalty the honorable petitioner presumed, under correction, could in no way be applied to the crime of desertion to native nations and thus to the case in question, the more so because in the year 1756 by this honorable Council one Hendrik Snouwen, deserted from the ship 't Huys te Boede and having entered the service and aboard a vessel of the Raja of Chindij, was condemned to be punished with the rope, which sentence was also executed as such and tacitly approved by the High Indian Government; wherefore the honorable petitioner also takes the liberty, after having briefly narrated the foregoing, hereby against the deserted four persons to request a personal citation in ordinaria forma, or else a simple citation if your Honors should judge this to better accord with the tenor and intention of the frequently mentioned resolution of 20 August 1753.
