Furthermore, the Gold Rupees were finally sold for sa r12:- apiece, but the Ducats not having been sellable for the price determined by us in the Resolution of 13 November of last year, we had to decide on 15 March to supply the same to the Merchants, upon the delivery of Linens, at sa r 3: 14: apiece, as there was no likelihood of disposing of them on better terms for a long time, as well as the Desmasse Rupees in stock, at 111 pieces for a hundred sicca Rupees, being half a Rupee more expensive than they are sold for at the Bazaar. The minting of the currency silver makes no further progress due to a lack of Lead, which is required for the refining of the same. The servants at new Rupees have not yet been struck. how cash was obtained from the mint according to the Memorandum of the money employment The report of the Employment of the Cash at Kassembazaar. at Kassembazaar did authorize the mint Commissioners to purchase the same if it were to be obtained, but that did not succeed, and our entire stock of this mineral having been sold at the public auction in November, we have not been able to accommodate the servants with it. And since, contrary to expectations, no Rupees of the sixth Year have yet been struck, the servants have not been able to comply with the order to send six pieces of the new Die to Batavia annually. In order to obtain cash from the mint during the stagnation of the trade, the servants made use of a money changer who received Sa r30000:- against receipts in the mint and subsequently handed the same over to the servants again. Concerning the Money Employment, the Memorandum from the ultimate of November to the ultimate of January 1765 last is enclosed under the Annex of this, to which we take the liberty to refer. which arrived late, and to make good the loss of money they were in arrears with, if they were not to be admitted again to the delivery; thus we resolved in the meantime on 15 March, in order to accommodate them as much as possible, to credit to their account at the settlement the amount of the Baddal and Jaggernaatpoer linens which, having been dispatched from the aurangs more than two and a half months ago, were detained en route and thus had not yet been received here, as it would have been too harsh to have them reimburse that as well, since the delay of those goods was not their fault. At the same time, we have approved having the firtij that will be returned to them stamped before delivery, in order to prevent them thereby from delivering that same cloth hereafter upon the new contract. We have also seriously admonished certain merchants who, instead of sending their money received on delivery or their own funds to the weaving places, employ the same elsewhere and only late in the season buy up from others the linens commissioned to them, which is harmful in several respects, to beware of this in the future under threat of otherwise discharging them from the service. Meanwhile, they have undertaken, when advances are made to them in proportion to the stock, to supplement the remainder with their own money, or properly speaking, enjoying the customary interest, to carry out the delivery on credit in respect of those thoughts, although we cannot promise ourselves the best effect therefrom, since all merchants are not equally wealthy, and one cannot well rely on receiving more linens than the advances will amount to; thus, if we do not succeed in obtaining some money at interest, which appears very difficult to us for the present, we shall have to proceed to this. Fortunately, the wealthy supplier of Dhannase linens, Santo Kraai, has offered to deliver 30000 pieces of coarse linens on credit, which we, since a considerably large quantity of coarse cloths is required for this year, did not wish to refuse, and therefore decided on 26 March to have him provide 10000 pieces of Gerras and just as many Guinees and Salempoeris, on the conditions and prices at which one would contract with the other merchants. Upon the request of the Kassembazaar merchants submitted to us by the administrators' letter of 10 March to be allowed to deliver on the Demand for 1765 and at the prices of the previous year the linens which they had left over as having arrived late from the weaving places and consequently not being accepted, we decided on the 15th ditto to accept from that lot, consisting of about 10000 pieces, whatever might be found acceptable upon sorting, however at the reduced prices for which the coarse linens have been contracted for this year, and this because Kassembazaar, since the coarse cloths are demanded from where they are cheapest, will receive no part in the contracting this year, and the aforementioned merchants would have been left with those goods to their great loss. The Pattena administrators having informed us by letter of 7 January that they would shortly settle accounts with the linen supplier, guessing that he would not be much in arrears; thus we expected to receive a report thereof shortly, and therefore saw with surprise in their letter of 6 February that they had again made an advance of S=ta 715006:-: on linens, wherefore we decided, before approving this, to await the report of the settlement, which they then did by their letter of 9 March, from which it appears that he was in arrears by s=a 28486:—:, which funds they indeed allowed him to retain against further delivery, but at the same time stipulated for the discharge of that debt that no new advance would be made, whereby they ordered him to inquire as soon as possible and accurately into the prices and the prospects of the linen trade for the current year, in order to be able to receive our orders thereon in time. having observed that at the House on the Bazaar Mirziapoer, which was purchased for a Hospital, some defects were still noticed that were not stated on the Report drawn up thereof in Anno 1763 and had probably only occurred to the same after that Time, we have therefore thought fit on the 4th of April to Commission the Members Zinner and Kist, in order to make a further inspection of that Building, assisted by the former Ensign Engineer Ogerdias, but the same having declared on the 24th of April that, according to the assertion of the overseer of the buildings, it would not well be possible to make a Calculation of what the discovered defects would amount to upon Repair, because no Timbers were at hand for that purpose, we thus decided to demand an accounting in that regard from the Master Carpenter Anthonij Vorster, since the required Timbers had been received from the Principal Place in the previous Year, which accounting and disposition in that regard having come in on the 11th of September, it appeared therefrom that those Timbers have been used for other necessary services; and therefore it was thought fit to rest satisfied therewith. Subsequently, on the 29th past, a report and a memorandum of the aforementioned defects was served by the aforementioned Members Zinner and Kist, which are separately specified in the latter writing, according to which the Repairs of the same would come to stand at Sa. ƒ4947:14:—. No calculation yet received from Pattena regarding the building defects; concerning the required repairs. Regarding the ruining of the buildings at Pattena, we reported to Your High Noblenesses in our secret letter of the 25th of August of last year, but since then have received no calculation from Pattena as to what the repair would amount to. Order established at Bellasoor. The servaar or native writer residing at Bellasoor has submitted no statements of repairs, but having reported that the Company's dwelling there was falling into such decay that the flat roof and the four walls indeed needed to be renewed, we nevertheless judged this to be entirely unnecessary, and have therefore, according to the resolution of the 10th of September of last year, ordered that this house be maintained in an economical manner, but above all that no capital repairs be commenced. Recognition to the Pantjoutra Daroga and the Raja of Kergpoer. The Daroga of the Pantjoutra, according to letters from the Kassembazaar servants of the 6th of December of last year, having repeatedly pressed for his annual contingent of Sicca Rupees 4000:—:—, we have, since this must indeed take place eventually and nothing can be bargained down from it, granted license for the delivery in order to suffer no hindrance in the dispatch of the returns when the Pattena fleets pass by; and that amount was accordingly delivered, according to the Kassembazaar letter of the 11th of January last. The Pattena servants, appearing from their letter of the 12th of March of last year to have done everything in vain to postpone the payment of the last Sicca Rupees 75000:—:— on the Peshkash for the year 1763, that amount was finally delivered, or in total Sicca Rupees 26410:— or ƒ41595.75, of which the sworn certificate, drawn up according to the order, is inserted in our resolution of the 24th of April of last year. From time to time the aforementioned servants have been so troubled concerning the Peshkash for the year 1764 that they were successively forced to deliver the entire amount, of which the sworn certificate is incorporated in our resolution of the 25th of February last, and by which it appears that the same amounted to just as much as the previous year. Apart from what was already reported in our previous letters regarding the write-ins and write-offs, we resolved on the 15th of the past month of March, upon the submitted findings of Chief Administrator Hinck regarding the garbling of 5075½ lbs of nutmegs received on the ships 't Huis te Boede and De Hoop in the past year, and six loezels of mace brought by Scholtenburg and Vlievliet in the year 1761, to pass for write-off 1199¾ lbs or 23 3/5 percent on the nutmegs for dust and rubbish, and 17 lbs or 1/3 percent for evaporation, as well as the short weight of 142½ lbs and 255½ lbs of dust and white leaves on the mace, being a generous 43 percent, provided that the dust and rubbish be sent in sealed pots to the capital and the report be sworn to by the judicial commissioners Koning and Herklots; which was duly done, as appears from the minute of the Council of Justice inserted in our resolution of the 26th ultimo, alongside another showing that Commissioners Pissot and Koning also swore to the report for the garbling of the nutmegs, the findings of which are incorporated in our resolution of the 4th of December of last year. The lower amount of the Charges at the Head Office is principally caused by the fact that in the previous Year was debited to Extraordinary Repairs ƒ 43532:19:— and this Year only ƒ 12958:19:8, which alone differs by ƒ 30573:19:8 in favor; while in addition on the Account of newly constructed Buildings, nothing had to be placed in this Year, whereas the same in the previous year amounted to ƒ 31287:1:8, further the Accounts of ordinary Rations, Native Servants monthly wages, Carpentry and Repair, the Hospital, expenses of Sloops and smaller vessels, wages on Shore and gifts, all amounted to less, and on the contrary only the ordinary and Extraordinary expenses, expenses of ships, ship wages, Train and war expenses, and Condemnation and Confiscation, were more, as appears in more detail from the comparison drawn up by the Chief Administrator and inserted into the Resolution of 26 March against the Charges of the previous Book Year. 173 And of the increase of the Kassembazaar, likewise of the Pattena charges. The excess Charges at Kassembazaar are caused by higher Transport fees, higher value of Medications, some more Ammunition Goods and the Repair of the Company's Palanquins, furthermore by boarding fees of Pions taken into service during the Troubles, various Extraordinary Repairs and paid wages to qualified personnel, etc. And the majority of the Charges at Pattena is only to be attributed to the troubled times and the perilous circumstances in which the Servants there found themselves, and by which they were forced to take archers into service and to hire vessels, in order in time of need to shelter and secure their persons and the Company's Goods; and by some lesser causes, to be seen more extensively in the servants' letter of 6 February and the Memorandum and comparison of those Charges received therewith against the Household Memorandum, which were inserted into our Resolution of 25 February last. Dhakka expenses, incorporation of the Notice of the General Balances under ultimo August last. At Dhakka the Charges amount, according to the memorandum submitted at the session of 26 March, to ƒ 1781:18:—, being ƒ 733:18:8 less than the previous Year, but from Bellazoor the writer residing there on the Company's behalf has made no returns since ultimo January 1764, up to which time he had brought the expenses into account.
