8. 29 March Decision to cause the necessary redress in that regard to be observed, as follows: Honorable Sir, The undersigned, having noticed during the posting of the Patna trade books into the General Journal of this Directorate that the aforementioned books have been kept very erroneously, finds himself obliged hereby to give notice thereof to Your Honorable Sir, and briefly to demonstrate below regarding the entries that concern the general account, as follows: First, there are two invoices sent thither that have not been entered, namely: One of an account amounting to: ƒ 5571:14:8 On which the Chief Lafont paid into cash: ƒ 1476:14:8 Remainder: ƒ 4095:—:–. One of sent bar silver dated 31 August Ao 1764, amounting to: ƒ 230399:2:— Together: ƒ 234494:2:—. To which I also add, secondly, the differences between the bills of exchange received there and paid off here: ƒ 12497:13:8. Item 3 rolls of sailcloth that are uncharged, costing: ƒ 59:4:8. For the above entries, the new account of the said office has been debited in the General Journal in order to agree with their books; against which the said account has been credited again with an account of medicines, which they had already entered in their closed books of the year 1762/3, and in this one the main account was again credited and written off to ordinary expenses, wherefore the same was entered into this account in order that the said office may be credited again with: ƒ 415:11:8. 691 Ruling on a petition of the warehouse masters and ordinary commissioners for exemption from a certain compensation. Friday, the 5th of April 1765, before noon, all present. The warehouse masters Cornelis Rietveld and Jan Albert de Wijs, and the ordinary commissioners in the trade warehouses Johannes Matthias Ross and Jakob Nikasius de Meijer, having requested in a comprehensive petition to be relieved of the compensation imposed on them during the session of the 9th ultimo for the deficit found beyond the permitted deduction on the goods sent to Pattena in the latest autumn, on such grounds as are detailed therein, it was resolved to send a copy of the same to the Pattena employees, so that they may answer it, in order subsequently to rule upon the aforementioned request; while it was also understood that the aforementioned employees should additionally be sent a copy of the recently received regulations on the inward and outward weighing of merchandise and the write-offs for underweights and deficits, to serve for their guidance in the future as far as applicable to that office, and finally to insert the aforementioned petition here. 326. the 5th of April Petition Insertion of the said petition. Your Right Honorable and Esteemed humble servants, the undersigned warehouse masters and ordinary commissioners, show with due respect that the petitioners, through an extract from the minutes of your Right Honorable assembly of the 9th of March last, have discovered that they have been ordered, each for half, to compensate for everything by which the goods recently forwarded to Pattena weighed less than the permitted write-off; only a sworn attestation having been sent from yonder regarding the nutmegs and cloves, and the underweight on the latter being also the most considerable, these articles, with the favorable consent of your Right Honorable and Esteemed Council, will constitute the subject on which their defense and the resulting representation are founded, humbly requesting beforehand that you will be persuaded of their fidelity and attentiveness in the service. The petitioners have therefore to mention in the first place that all merchandise that is issued is weighed out to the person receiving it, for which the recipient also signs, as Lieutenant Tiscol has done for this consignment, as appears from the bill of lading resting at the Trade Office. 328. 699 the 5th of April It will thus remain to be seen whether they in Patna, at the re-weighing, have observed: I. Whether everything was again weighed gross first and, after having discovered the net weight, the chests alone, in order to find out how large the tare of each was, as had been specified on each chest here according to custom. II. Whether the seals and iron hoops, and the chests themselves, were inspected before the weighing and everything was found intact; and, III. Whether at the net weight they made the scale tip, or whether the balance beam was perpendicularly upright at each weighing. The first requisite is required according to the orders and was also absolutely necessary, for the gross weight might well have matched, even though the net was somewhat deficient; regarding which one would have been immediately enlightened upon the re-weighing of the tare; and had the chests gross as well as the tare been found in accordance with the Hooghly weight, then the deficit would indisputably fall to the charge of the petitioners, whereas it can now be proven that the cause may be sought elsewhere. The petitioners will not cite how unavoidable the second requisite is, namely an inspection whether all the chests were intact and the seals were not broken, for in this lies the proof that they were not touched by anyone during the voyage; if they did not pay attention to this in Patna, who will say then that the deficit was not caused during the voyage, or wherever it might be after the shipment; for if the evidence of certainty regarding this cannot be given, the presumption in favor of the petitioners' contention becomes stronger. Your Right Honorable and Worships please to consider in this regard that the weighing of several thousand pounds, especially if it is done in parts, in one place or another, can yield a notable difference; for if one weighs the spices here according to custom, exact without tipping, it is certain that they must weigh less at Patna, if such is done there generously. The petitioners are thus obliged, for their discharge, to cite that nothing of all this is found in the declaration received from Patna, and furthermore to note that, regarding the first requirement, the esteemed orders of Their High Mightinesses, contained in the Extract of the Batavian Resolution of 23 June 1760, have consequently not been complied with, and regarding everything, that which was established concerning well-conditioned chests and crates in which a deficiency was found, by the General Regulation on the write-offs of shortfalls at all offices of the Dutch Company in the Indies of 25 August 1752, has not been observed; since the receivers of such well-conditioned packages, according to article 9, are only considered not liable when, first, it appears by a clear attestation of the commissioners who were appointed for the opening, recounting, or reweighing: I That they, the commissioners, were called to the very first opening, and were present there in person from the beginning to the end, without stepping away for a moment in the meantime. II That the chests, bales, etc., having been accurately inspected and weighed on all sides by them before the opening, were closed, and not only the outermost 789. the 5th of April Report of the master carpenter, regarding works outermost packaging, but also the cross-ropes and seals were found to be in good condition, and the gross weight agreeing. III That without any intermission of time they also completed the opening and reweighing, and on that occasion found such shortfalls, provided that the commissioners and the administrator or receiver also confirm the contents thereof with a solemn oath if the shortfall amounts to more than 25 Guilders. These are virtually verbatim the stipulations noted under the aforementioned article. Your Right Honorable and Worships will, if you please, see from this how little they have been observed in the present case; since all this was not only neglected in the transmitted declaration, but the receiver also did not take the oath for the shortfall found. All this is now concluded in the aforementioned regulation, thus in article 11: that if all this does not properly appear, the one who receives the goods, or the commissioners, or both of them, shall hold the Company harmless, according to the findings of the matter. The final settlement made there with the suppliers of opium and linens approved under a certain condition. Letters to be sent off to Batavia. Having also reviewed the drafted general and secret letters to the High Government of the Indies to be sent with the sloop the Troonprins, it was approved to conform thereto. Having received alongside the Patna writing of the 9th of the just passed month of March the cash and expense account of last February, it was resolved, upon the declaration of the Honorable Head Administrator Isinck that upon examination nothing was found to remark thereon, to pass the same. The servants at that office having reported in that same letter concerning their settlement of accounts with the suppliers of opium and linens, of which the former remained in arrears for f 6416:12:— and the latter for 4486:—, and further stating in that regard that they had allowed the linen supplier to keep that arrearage against further deliveries under the condition that no new advance would be made to him before the settlement of the old debt and, if necessary, another would even be appointed in his place; it was approved to endorse that proceeding. 5th April 11th April advance 53/16. 334:5: 5th April Money negotiation passed. To instruct the servants to dispatch the entire proceeds of silver, standing to produce approximately 45000 Sicca rupees from the above-mentioned still uncoined silver in the mint, which with the already received 8000 Sicca rupees make up a capital of 53000 rupees, and the servants having reported regarding this that as soon as those funds should be received and the opportunity might permit it, they would dispatch them after deduction of the necessary expenses there for three months; thus this was discussed and observed that the authorization previously given to them by letter of the 19th of January of this current year, according to the resolution of the 11th of that month, to retain the necessary expenses for two or three months, was intended for their predicament at that time and was done to give them time to negotiate funds; and therefore, since those reasons now cease and there is such a great embarrassment for ready money here, it was approved and agreed to write to them to hold back nothing of the aforesaid capital, but to dispatch it entirely. With regard to that dispatch, it being further asked by the servants whether they should remit those funds by bill of exchange if such might not be advisable on account of the hindrance to navigation; it was approved to leave this to the discretion of the servants, so that if any impediment should arise, whereof nothing was known here, whereby they might judge the dispatch by water ill-advised, to then remit those funds to us in one or other most suitable manner. Meanwhile, on this occasion, the discussion having fallen upon the persistent lack of money here and the impossibility of obtaining any money on interest; so, as one must nevertheless try by all means and ways to make these necessary advances on the contracting of piece-goods, it was resolved upon the proposal of the Director to instruct the Kassembazaar servants to look out for some funds there to that end and, if obtainable, to raise them on deposit for this Main Office. Concerning the prices of the linens and the prospects for the success of that trade, it being further reported that the linen merchant, having duly informed himself in all the weaving places, had reported that the prices of the cloths were still the same and would probably remain so, but that the poor outcome of the kapok crop, and besides that the wet and dangerous condition of the season 851. 711 the 14th of April Approve delivery of linens, chests, and packing material. To demand from the servants an estimate of the cost of the necessary repairs. near the Moorish fasting period and the dearness of foodstuffs were the reason that the weavers, finding too little profit at the present prices, found themselves under the necessity of making the linens somewhat scantier and poorer in order to manage; thus, regarding the prices, it was judged that the miserable circumstances of the times were certainly the reason that no reduction could be stipulated, and that one therefore had to bear with this, but concerning the inferior quality it was remarked that this would probably have evil consequences if the servants were not cautioned about this in good time, and it was consequently resolved to charge them most earnestly not to accept any linen that is not of the requisite quality, and especially to look more to the quality than the quantity, or else they run the danger that the same will remain lying here for their account. And since, in order not to bring that trade to a standstill, Sicca Rs. 10,000 or ƒ 15,750.- had again been disbursed thereon, and Sicca Rs. 2,000 or ƒ 3,350.- for packing and chests, it was resolved to approve this, as well as the presents given according to custom at the conclusion of the Moorish fasts, being Nazars to the Nawabs, theirs, and the King’s the 19th of April Dewan and the other servants, amounting together to ƒ 127. 19. 8, being ƒ 28. 7 more than the past year, caused by the larger number of servants. April hen het nevens taaan. de aan te scheijven de bediendens te recom mandeeren geene on deugende Lijwaaten te accepteeren. occasie te kunnen vinden, eenige penningen op interrest te bekomen, tot het doen der zo hoog noodzaakelijke vooruitverstrekkingen, op de aanbesteeding van Lijwaaten, ook in de on mogelijkheid gesteld is, om het Comptoir Pattena te assisteeren 't zij hen met wissels van hier te gerieven, dan wel ken verlofse geeven weder op ons te trekken voor de komst der Schepen, weshalven dan beslooten wierd hen eenlijk te recommandeeren dat ze in diergelijke omstandigheeden, verdubbel den iever moesten in t werk stellen om de zaaken voortgang te doen hebben, dewijl zedus beter occasie hebben, blijken van hunne vigilantie te geeven, dan wanneer alles voor de wind gaat. The Pattenan Cash Account of March to be passed. After this, upon the assertion of the Honorable Head Administrator Isinck that upon examination nothing objectionable was found in the Pattenan Cash and expense account of the month of March last, it was understood to pass the same. The employees at that office reporting in their letter of the 12th of this month that, owing to the continuing scarcity of cash, in all their attempted efforts to negotiate any notable sum on Interest, they had not been able to succeed any further than having obtained on the 1st of this month 4000 Sicca rupees and on the 5th another Sicca rupees 4500 at the 713 356. the 26th of April: bills of exchange to be approved for reasons. ordinary interest, and therefore, because this could by no means sufficiently supply the requirement for trade, and also in consideration of the fact that the drawing of bills of exchange had indeed been somewhat restricted for them, yet had not been entirely and completely interdicted, they had made use of the opportunities that presented themselves and had received from diverse Persons Sicca rupees 33500. —, to be paid here 25 days after sight without agio according to the Bills of Exchange granted by them, being all the more compelled thereto because they were troubled for the payment of a Bond of the 13th of September 1763 amounting to Hussenaroupees 15000. —. —, which they had then also satisfied from the aforementioned moneys along with the Interests; it was then, after this had been discussed, understood to pass the aforementioned Negotiation of Sicca rupees 8500 and furthermore approved to honor the drawn bills of exchange, both in consideration of the fact that they did not yet seem to have received our letter of the 6th of this month by which this was absolutely forbidden to them, and that from it the aforementioned Bond was settled, which latter action was also approved.
