Register Today, the 19th of March, in the year 1754. Appeared before me, Jacob Levier, notary public, admitted by the Noble High Government of the Netherlands Indies, residing within the city of Batavia, in the presence of the after-mentioned witnesses, the Honorable Willem Du Mee and Dirk van Brummelen, junior merchants in the service of the Honorable Company, residing here and known to me, who, at the requisition of the Honorable Mr. Christiaan Lodewyk Senff, second senior merchant of this Castle, attested it to be true that they, the deponents, in accordance with the order of the Right Honorable Director General dated the last day of August last past, had betaken themselves to the Honorable Company's provisions warehouse, under the responsibility of the merchant Jean Simeon Elin and the junior merchant Anthonij Boonen, in order to learn from them when the inventory could begin, and had understood from the said first administrator that they 252 No. 11. would make a start with it on the 13th of September, just as they, the deponents, declared to have found themselves there for that same purpose on the 3rd, 4th, and 5th of that month. That to them, the deponents, upon their arrival in the said warehouse, it was said by the aforementioned first administrator, to each of them separately and apart, that he did not doubt but that they would conduct the inventory according to custom and as the other commissioners had always been accustomed to do, whereuponthey, the deponents, had answered that they did not know how the previous commissioners had conducted the inventory, but indeed that they would proceed according to the order. That they, the deponents, having thereupon been earnestly exhorted by the second administrator Anthonij Boonen to make an accurate inventory, had proceeded with him, together with the cooper of the provisions warehouse 253 No. 14. and the butler of the arrack warehouse, to a meticulous inventory, and each time after having made an entry, had confronted the second administrator, cooper, and butler and found themselves in agreement with them. That they, the deponents, having subsequently given notice of their proceedings to the first administrator, the latter had demanded their, the deponents', notes, pretending that he would have the report drawn up according to the same, which was refused by them, the deponents, saying that they themselves would write the report according to their inventory, whereupon the first administrator had answered that he would not sign the same according to that inventory; whereupon they parted from one another. That they, the deponents, after the lapse of four to 254 five weeks, again betook themselves to the Company's provisions warehouse and asked the administrators when it would suit them that the report be served; whereupon the first administrator had said that one could proceed with the report, but that he would not sign the same according to their, the deponents', inventory, but indeed the report that he had caused to be drawn up, which the deponents declared to differ greatly from their inventory. Lastly, that they, the deponents, having drawn up the report according to their inventory and presented it to the said administrators for signature, one of the said reports was signed by the first administrator, but that upon reading the second he said he would not sign it and also simultaneously struck through with ink what had already been signed by him, pretending 255 No. 11. that these were not the true remainders as of the last day of August, of all of which they, the deponents, had given notice to the Honorable Senior Merchants of this Castle. As reason of knowledge, they, the deponents, give the contents of the text, and declared themselves ready, if necessary, to confirm the validity of their above deposition by oath. Thus done and attested in the presence of Johannes Ezechiel Felix and Marcus Matthijsz Clercq as witnesses. The minute hereof is duly signed and written on a stamp of twelve stuivers. No. 15323 Appeared before me, Albertus Domburg, notary public, admitted by the Noble High Government of the Netherlands Indies, residing within the city of Batavia, in the presence of the after-mentioned witnesses, Mr. Simon Bootsman, butler in the Honorable Company's provisions warehouse, known to me:— who, at the requisition of the Honorable Mr. Christiaan Lodewijk Senff, second senior merchant of this Castle, declared it to be true and certain: that, to his, the deponent's, best recollection, in the month of July or August of the past year 1753, Mr. Jean Simeon Elin, merchant and first administrator of the said warehouse, caused to be brought to his garden certain beer tressels and rafters, both from those found in that warehouse and those fetched from the Honorable Company's artisan quarter upon the customary six-monthly order, and furthermore, that the said Mr. Elin had that timber used for the repair of the revetment, bridges, and gates of the cited garden, item that on several consecutive days thereon was the

Attestation Applicant: The Honorable Mr. Christiaan Lodewijk Senff Steward Bosman Hasebroek No. 13, 258 No: 15500 Interrogatories drawn up at the request of the Honorable Mr. Christiaan Lodewijk Senff, First Senior Merchant of this Castle, to hear and interrogate thereon Mr. Jan Harris, former alderman of this city, and former captain of the East Side civic company, having been ordered to give testimony of the truth by the honorable aldermen of this city, pursuant to Their Honors' order of the date 2 May 1754. 13259 No. 13 259 The gentleman interrogated answers that at that time he was on the Tandjong estate in a fairly large company, and heard the matter in question recounted in that sense and substance, but that he cannot bind himself to the exact words, much less to the exact number of the mentioned half-aams of oil. 1. Whether the gentleman interrogated, on 18 November 1753, being on the Tandjong country estate in a fairly large company, did not attend where it was told as a piece of news how the dispensary officers for many months had no longer entered any Lisbon oil in their balance ledger, stating that they had even let the ships depart for the fatherland without giving them oil, under the pretext that they had no more left in the balance; yet the commissioners, upon taking the inventory at that time, counted and saw one hundred eight half-aams of Lisbon oil in the dispensary, which they stated in the report, and that thereupon a resolution was also taken by Their Honors to have the dispensary officers account for those one hundred eight half-aams. 2. The gentleman interrogated says he cannot well say what His Honor answered to it at that time, but does remember that His Honor, among other things, recounted that not about three weeks ago, but more than a year ago (when the Lisbon oil was likewise so scarce with the Honorable Company), a large number of half-aams were brought into a certain warehouse, and that His Honor, at that same time being in need of linseed oil and imagining that it was that kind of oil, inquired after its price, but learned to his surprise that it was Lisbon oil, and that the same was for sale in whole or in part. 2. Whether the gentleman interrogated, hearing this, did not in substance answer thereupon with his surprise: "How is it possible that those poor sailors are deprived of their oil and that people can commit such a godless act, keeping that oil for their private profit; for about three weeks ago I saw with my own eyes that a large number of barrels of oil were unloaded from a sampan and brought into a certain man's house, who also shortly thereafter offered to sell me a substantial quantity of sweet or Lisbon oil, with many reasons and persuasions to buy the same from him." 3. The gentleman interrogated answers that due to the passage of time it has slipped His Honor's mind whether he was asked that, or whether that person was named by His Honor. 3. The gentleman interrogated also answers that the reasons consisted in this: that this oil turned out to be cheaper, better, and more durable than coconut oil. 5. On this day, the 20th of February 1759, appeared before the undersigned commissioners from the Honourable Council of Justice of the Castle of Batavia, the interrogated gentleman mentioned in the foregoing act, who, having attentively heard the contents thereof and his responses given thereto, persisted therein without alteration, and thereupon solemnly confirmed his given testimony in the Reformed manner by raising the two forefingers of his right hand and pronouncing the words: So truly help me God Almighty. Eem for half the amount of 263 barrels and 352 lb. of bacon contained in the resolution of the 14th of this month, remaining from the benefits permitted to him and accepted by the Company at f 70 per 1/2 barrel of 360 lb.: rds. 3849:1/2. From the former First Administrator in the Provisions Warehouse I. S. Eem, half the amount of 49 barrels and 100 1/2 lb. of meat found deficient, item 210 barrels of bacon spoiled and thrown into the sea for his account, from which was deducted 83 barrels and 190 lb. of surplus bacon found, vide resolution of 21 December, 11 and 25 February last: rds. 674:24. Right Honourable Gentlemen, The ship Renswoude being in readiness to be dispatched to Ceylon with 454 packages of return goods for the Netherlands, we have seized this opportunity to respectfully send to Your Right Honours at the same time the following documents, namely: A separate missive to Your Right Honours' illustrious assembly, addressed in all respect by the first-undersigned Director, in original and duplicate. Two sets of letters exchanged with the foreign nations since our last respectful letter of 31 December 1764. Two copies of our letters sent to the High Indian Government from the aforesaid date until today. An extract invoice of the goods laden in Renswoude for the Netherlands; and finally, Two answered Home requisitions of 1764 and 1765. And recommending ourselves in the hope of a favourable interpretation of their contents, we conclude with this, and remain with the utmost respect, Right Honourable Gentlemen, Surat, the 20th of December 1765. Gentlemen, It is now some time since we received your letter of 25 July last, but the arrival and departure of our Europe ships and business of greater moment, having engrossed all our attention, must plead our excuse for not having sooner replied to it. Our President acknowledges having received the letter you mention from Mr. Senff, which, being merely a complimentary one, he did not think it material to reply to; but even admitting it otherwise, surely you can have no right to complain of so trivial an 10. affair, considering the many insults and impediments offered to British subjects and their concerns in your different settlements, of which we have undoubted intelligence. With respect to the new customs you pretend have been introduced at Surat, we must remark, and indeed you yourselves acknowledge in the letter now before us, that it has ever been usual to obtain permission for erecting any new buildings as well from the possessors of the castle as the governor of the town. We therefore have an undoubted right to expect suitable application should be made on such occasions to our Chief as Governors of the castle, and such application is certainly most properly made in writing; so that we can by no means allow that our requiring the same should be deemed an innovation, or that it should give you any just cause of complaint. From the several papers which have passed on the subject of your powder magazine, copies of which our Chief and Council have regularly transmitted to us, we 11. 276 have always understood that you wanted something more than merely to repair the place where you have usually kept your gunpowder; but if this is really your only intention, as asserted in your letter now before us, we have no objections to your carrying it into immediate execution under the inspection of a proper officer, whom we shall order to attend for that purpose, to see that nothing else is done than to put it in its former state; as we cannot by any means permit your erecting a magazine with arches of stone and chunam under pretence of repairs to your former one, as such a step would excite many jealousies in the government and give much uneasiness to the inhabitants, from which many bad consequences might ensue, which it is our duty to obviate as far as lies in our power. This being truly the Case as is evident from the uninterrupted Trade carried on by all to this Hour, We cannot but express the utmost surprise at your confidence in asserting that the Country Government has been countenanced & encouraged by us to offer you the grossest affronts, to Oblige you to pay a Considerable sum of Money or starve & to send away Your heavy Cannon to Batavia; while we are actually possessed of a Letter under the Hands of your late Chief & Council dated the 30th September 1762 wherein they themselves acknowledge the good Offices our Gentlemen rendered them on this very occasion & return them thanks for the same, & while it is notoriously known that without our Mediation, Your whole Factory would have been Sacrificed to satiate the Revenge of an enraged Mob, whose Resentment was raised to the greatest Height, by your having forcibly rescued from the Hands of the Governments sepoys, a Woman who had Violated the Mahometan Law, in burning the Body of her deceased Mother, who had embraced that Faith & afterwards protecting her under your Colours, & it was with no small Difficulty the Gentlemen of our Factory could prevent the fatal Consequences with which your Persons & Effects were threatened; How then, or with what Degree of Justice, you can possibly accuse us of having countenanced or encouraged the Proceedings of the Government on this Occasion, we leave to the impartial World to Judge, & rely on the Uniformity of our own Conduct, & the Uprightness of our Intentions in Regard to you & all others settled in Surat, as an Answer to Your Protest, which will only serve to render us less sanguine, in any Disputes you may be hereafter involved, either thro your own Imprudence, or the Violence of Your servants, for as we have received such an ungrateful Return for our good offices, once acknowledged by Yourselves, but now seemingly forgot, We shall stand justified to all the world, should we give ourselves no further Trouble about you, but leave you to extricate Yourselves, from such disagreeable Circumstances in future, in the best manner You may be able. It is now some time ago that we received Your Honours letter of the 25th of July last; but the arrival and departure of our European ships, together with affairs of greater consequence having required all our attention, we must request an excuse that the same has not been answered sooner. Our President acknowledges having received the letter from Mr. Senff, of which Your Honours make mention, which consisting solely of compliments, he thought it did not provide any matter for a reply; but even supposing it were otherwise, Your Honours certainly can have no right to complain about so trifling a matter, when taking into consideration the multitude of insults and hindrances which, at various of Your Honours factories, have been shown to British subjects and their interests, of which we have indubitable knowledge. With respect to the new customs which they claim have been introduced at Surat, we must remark, and indeed they themselves acknowledge in the letter which we now have before us, that it has always been customary to have permission for the erection of any new building, from the possessors of the Castle as well as from the town Governor. We have therefore an indisputable right to expect that upon such occasions a proper request be made to our Chief, as Governor of the Castle, and such a request is indeed much more becoming in writing: Thus we cannot in any way allow that, when we demand such, it should be regarded as a novelty, nor that the same can give Your Honours any just cause for complaint. From the various papers that have been exchanged concerning the subject of Your Honours powder magazine, of which copies have been duly sent to us by our Chief and Council, we have always understood that Your Honours desired something more than merely to repair the place where they usually stored their powder; but if that is truly Your Honours sole intention, as is maintained in the letter now at hand, then we have no objection to Your Honours carrying this into effect immediately, under the supervision of a capable servant, whom we shall order to attend for that purpose, and to see that nothing else is done than to restore the same to its previous state; since we cannot in any way permit Your Honours to erect a magazine with arches of stone and lime under the pretext of repairing the old one, while such a step [illegible]

would give much suspicion to the Government, and cause the Inhabitants much anxiety, from which various bad consequences might ultimately arise, it being our duty to counter them as much as lies within our power. It was by our explicit order that Mr Spencer gave Your Honours the assurances which they cite in their letter, and which we have always strictly adhered to, it having been our constant effort to preserve inviolate the privileges of the European Nations residing at Souratta. How Your Honours then, or in what degree of justice it is possible that they accuse us as if we in this case had strengthened and encouraged the actions of the Government, we leave to the impartial world to judge, and rely upon the uniformity of our own conduct, and the sincerity of our intentions in this regard and all others residing at Swatte, as an answer to their protest, which will only serve to make us less willing to engage in any disputes in which Your Honours might hereafter become involved, whether through Your Honours' own imprudence, or through the violence of their Servants: for now that we receive such an ungrateful return for our good services, once already acknowledged by Your Honours themselves, but now markedly forgotten, we shall be justified before the whole world if we no longer concern ourselves with Your Honours, but leave it to them to extricate themselves in the future from such disagreeable circumstances. Yet it goes steadily worse for the poor inhabitants of this city, because, not counting the losses of up to circa 60 Lacq Rupees which they suffered during the past year both at sea and in Bengal, a heavy fire broke out on the 28th of March just past in the best part of the city, whereby in less than 8 hours time nearly 500 houses were reduced to ashes. And had not the Purser and the Master of Equipment promptly come to their aid with our fire engines, the damage, according to the testimony of all natives, would have been twice as great, which is even now estimated at 6 to 27 Lacq Rupees. From Persia, or from any of the other Western Offices, we have had no letters for a long time. Nor have we heard anything of the Honorable Company's ships, except that, according to what a certain English Captain says, two destined for Persia were recently said to have been seen on the Malabar Coast. And since we consequently cannot know whether we shall still have an opportunity before the rainy season to dispatch a direct letter to Your Right Noble Honours, we take the liberty to report herewith that the galivat or so-called gurab De Leeuw is of little use here for the Honorable Company's service, and for that reason we would wish to be rid of it. ...copy of the annexed triplicate, dated 6th April just past, dispatched via Bombay, briefly informed of the condition of this Directorate, we had virtually lost all hope that we would receive a ship. However, Velzen arrived safely here on the 19th April, after having departed Batavia on the 21st November 1764, arrived at Colombo on the 21st February last, and arrived at Cochin on the 2nd March following. Consequently, its journey lasted a full 5 months, though without notable mishaps, and of the crew no more than four men died; and no sick whatsoever were brought here. We have also had the honor of receiving Your High Noble Lordships' most respected letter of the 20th November of last year, together with the annexes belonging thereto, which have all checked out properly according to the register. horry De Uitwinner having departed for Brootchia to fetch some returns in the beginning of December, the smalschip De Mosselschulp, alongside the aforementioned galbat and the norry, made another voyage thither, just as in the beginning of February of this year the smalschip De Beschermer, the horrys De Lastdrager and De Uitwinner under convoy of the repeatedly mentioned galbat were sent again to that place for the aforementioned purpose, as also in mid-March the smalschip De Beschermer, alongside the 2 covered and 2 open horrys; finally, in the beginning of April, the open horrys De Hoop and De Hardlooper made a trip with cotton to Bombay for Mr. Hodges, as that gentleman very urgently requested this of us, which we (yet at his risk) in order to maintain the good understanding between the 2 nations as much as possible, could not well refuse; those small craft having returned safely from that island on the 2nd of this month. Before proceeding from this subject to another, we must not fail to inform Your High Excellencies in all subservience that we recently, with the ship Leimuiden, sent 12 pieces of barrel buoys, brought in the year 1761 by the ships Lapienenburg and Thoornvliet, to the main settlement, which buoys, although good of their kind, were nevertheless upon inspection by the skippers Wargyn, De Rust, and Verle judged unfit for use in this roadstead to watch over ships' anchors, because of the currents running very strong here. We have also charged the aforementioned shipmasters with the examination of the spars from the wrecked ship Bloemendaal still in stock here, and since they in their report, inserted into the resolution of the 1st of December of the previous year, positively declare that the said timbers were fit for no use here and also not suitable to be sent to Batavia, we deemed it necessary to give notice thereof to Your High Excellencies, and very respectfully to request orders as to how we shall act in this matter, the more so as we have already attempted, to prevent further decay, to sell or use the same, but in both of which we have until now not succeeded. On 4 March of this year, three separate reports were submitted to us showing that upon the consignment of the ship De Barbara Theodora, a net short-weight occurred of 47 lb or ½ per cent on the nutmegs, and 394½ lb or 2 5/8 per cent on the cloves, on average; as well as on that lot which the ship Renswoude brought, a net short-weight of 75¼ lb or 3/8 per cent on the nutmegs, and 436¼ lb or 2½ per cent on the cloves; as also Lastly 296 Lastly, that on the lot from Leimuiden was found net too little 51 lb or 5/8 per cent on nutmegs, and 518 lb or 3¼ per cent on cloves, both those that lay near the nutmegs and those boxed separately; which short-weights on the cloves appeared to us somewhat high at first sight, as exceeding the gross or actual ship's short-weight, which, as appears from the finding inserted in the Resolution of 20 December of the preceding year, did not amount to even 1 per cent, and thus did not exceed the limit set by Your High Excellencies by Resolution of 27 April 1764. However much we had also hoped to present Your Right Honourables with a formal description of the state of this Directorship by this opportunity, we are nevertheless, to our extreme regret, disappointed therein, since the trade books of this Office for the financial year 1763/4 could not be brought into readiness. Being therefore, not without reason, apprehensive of having incurred the displeasure of Your Right Honourables, the first undersigned has charged the Head Administrator, in his capacity as Trade Bookkeeper, to account for himself in writing concerning this matter, whose apology, submitted at the session of the 13th instant, is forwarded herewith in original to Your Right Honourables, to which we humbly request to be allowed to refer, suppliantly praying that Your Right Honourables may be pleased to cast a favorable reflection upon the reasons stated therein. But since we are thereby also rendered unable to supply Your Right Honourables with the necessary reports concerning several headings belonging to the commercial affairs, such as charges on merchandise, customs and other revenues, general charges and profits, etc. etc., we shall, passing over this with your kind indulgence, report that: The Pay Ledgers, according to the report received on the 20th of December last from the Provisional Cashier Ruperli and Warehouse Keeper Bangeman, commissioned to their inspection, were found without errors and thus in good order, and are transmitted as such. Likewise, that since the last of September of the past year until the ultimate of April last, the number of deserters has amounted to 21 heads, of which those from the ships make up the largest number, while of those stationed ashore only three have defected in that space of time. With the foreign Europeans we live in a fairly good harmony; among these the English undeniably come first into consideration, between whom and us, after the dispatch of our submissive letters of the 31st of December, everything still continues on the same footing. The affairs of the French Company have not changed their appearance at all, although Mr. Anquetil de Briancourt, who still retains his post as Chief, flatters himself that he will receive favorable orders in this regard from Mr. Law, who arrived at Madras with 4 ships in January last, and from there proceeded to Tranquebar to collect the remaining archives; intending, as they say, to appropriate Karikal as their main office instead of Pondicherry. Among the indigenous affairs we have only to note regarding Ahmedabad, which indeed has the closest connection to this Directorship, that its Governor has sent us a Persian letter containing a friendly invitation for the restoration of our office formerly maintained there, which, pursuant to the orders of Your Right Honourables, was then declined in a polite manner; he has nevertheless reiterated the aforesaid request, which, according to the resolution of the 4th of March, was dealt with by us in the same manner as before. Furthermore, apart from the correspondence with the western offices as shown by our letters forwarded in copy, we have maintained none, concerning which there is also nothing to report, except that the amount of 350 guilders, 19 stuivers, and 8 pence, charged by the Malabar ministers to this Directorship for the provisions and necessities supplied to the ship Velzen at Cochin, has been charged back by us on the basis of Your Right Honourables' approval in a similar case with the ships Sloterdijk and Blijswijk in the year 1763/4; as also that we are transporting to Ceylon by this vessel 40 lasts of mustard seed alongside some trifles, and the still missing 100000 rupees of the amount that Your Right Honourables ordered us to send thither. Yet, since the ship's officers raise difficulty whether they will be able to discharge at Point de Galle at this time of the year, we have ordered them by instruction to call at Tuticorin, and to deliver the cash and goods for Ceylon there. The balance of the General Treasury under today's date still consists of 53000 rupees, notwithstanding that we have already disbursed 100000 rupees this year on account of contracting, and have dispatched 300000 rupees, namely: 100000 rupees with the Barbara Theodora of Ceylon, and 200000 rupees with the bearer of this letter, half of which is likewise destined for Ceylon, and the other half for Batavia. While the account of the brokers on account of received merchandise is only in arrears by 36544 15/50 rupees, which we hope to collect within a few days. And in the Petty Cash there is currently no more than 68½ rupees, as no large disbursements, and indeed none at all, are made from it, except at the time when the specifications of the minor administrators must be paid off. Holmberg as provisional Secretary of Police, and granted him a seat in that Council, from which he was subsequently discharged again upon the arrival of Assistant Mr. Johannes Huizinga, who was appointed as secretary by Your High Noblenesses and who took a seat in his place. And as regards the Council of Justice, they granted a seat in the same to Ensign Wielke to take the place of the departed Military Lieutenant Herman Amesbeek, no changes having occurred in the lesser Colleges and Regencies since our latest respectful letter of 30 September of the past year. On the occasion that the absconded Equipage Overseer Clinckaert, after his flight to the English, had allowed various slanders against the Director to be inserted into some letters written to the Council of Justice, the Director complained in our meeting on 9 August of the past year that no mention thereof had been made in the trial papers nor had any notice thereof been given to him, and it was subsequently resolved to order the Fiscal to call the said Clinckaert to account regarding this. And although he was duly summoned, he nevertheless did not appear nor did he wish to verify his pretension in any other manner. And thereupon such a sentence was pronounced against him by the Council of Justice as stands recorded in the resolution of 5 November of the past year. In our meeting of 10 November of the past year, the Head Administrator submitted a judicial minute, in proof that the swearing-in of the Commissioners who assisted at the weighing out of 12 soekels of mace, from primo December 1763 to ultimo August 1764, had been duly completed, which we stated in our last humble letter of 30 September of the past year was to take place shortly. And in the aforementioned meeting there was also submitted a new surety bond in the amount of 8000 Rupees for the Storekeeper Baillefert, whereby the Head Administrator Bosman and Warehouse Master Bangeman step forward as sureties in place of the departed Second and Head Administrator Kelly and the former Cashier Oudenhoorn, who have already departed for the Capital long ago. Upon a report from the Head of the Militia Johan Martyn Wielke, tending to request permission to destroy a number of 4869 pieces of live cartridges for muskets and 1000 ditto for pistols, which, having stood in the powder magazine for some years past, had become completely unusable, and to make others in their place, we have had the spoiled gunpowder discarded and other powder supplied again for new cartridges. The specified time for the provided surety bond of the Equipage Master Jan Warner Falck, who repatriated in the year 1760, having amply expired, we permitted at the session of 4 February of this year, upon the request of his sureties, to have that deed cancelled. In the just-mentioned meeting the new Price Current for the current year was also submitted, which, differing noticeably for the better in comparison with the previous year, we have accordingly adopted. The Director having perceived that regarding the pound-weights in this Directorate a very improper practice took place, and their number was also far too large, produced in our meeting on 4 March a draft regulation drawn up by him for the guidance of the Head and lesser Administrators. And we having reviewed and approved the same, the weights have accordingly not only already been properly checked against the standard weights and gauged, but we also intend by the next opportunity to send off a superfluous quantity of 3813 lb, and to retain here no more than 8 sets or 4407 lb, as we judge that the same is sufficient for the entire Directorate. Also on the same day we resolved to hold the General Inventory here not twice, but only once a year as of ultimo August; as it cannot well take place in February because there are usually ships then, and besides the Director also declared that he saw no difficulty in omitting it, since all administrations were now so close by and all around him that he could even keep an eye over them himself. Regarding the rented dwellings near and around the Honorable Company's Lodge in the inner city, we can report to Your High Noblenesses to our particular satisfaction that the so-called Iron Warehouse has now also been given up, and at present no rent at all is paid anymore except for the old and mostly dilapidated Lodge, in which no one resides any longer other than the Storekeeper and three clerks. As the Commissioners of and for the affairs of the Orphans requested in our meeting of the 13th of this month to be permitted to remit by bill of exchange to the Orphan Chamber over there a sum of 943 13/32 Rupees, which they had already brought into the treasury as of ultimo August of the current year, and we not having dared to take it upon ourselves to grant that request for the reasons that, although the Honorable Company would stand to profit 4 percent on such a remittance, it must nevertheless lose 10 percent on the money, and that besides the Honorable Company here presently has no need for cash, we could not omit informing Your High Noblenesses thereof.

For the unloading of these ships, we had permission requested from the city governor as usual on the 18th of October, which he initially granted in writing. But the next day a counter-order came, stating that not a single piece was to be unloaded on the wharf, but that everything had to be unloaded and stored inside the city. We addressed ourselves concerning this to the Castle Governor, Mr. Hodges. And after several days had been spent fruitlessly with the going back and forth of the delegates, matters finally went so far that the captains had already returned on board, and on the 27th of October we also sent back there all the lighters that were lying loaded before the wharf. But that same afternoon the city governor had it requested that we should not proceed too hastily in this matter. And the next afternoon one of his principal favorites, named Wellie Ulla, came into our assembly to bring the message: that his Excellency, with the consent of Mr. Hodges, gave us assurance that all merchandise would be unloaded on the wharf, except for the spices, which for this time necessarily had to be brought into the city, but that he would do his best, once they were properly cleared of duty, to have them also brought outside again and stored there. Which having been deliberated upon, we thought we ought to rest content for this time with that assurance, nevertheless with protestation against the consequences that might in time be drawn from our consent to the exception of the spices. And thus this precarious and dangerous incident, through God's special grace, has been happily brought to an end, so that we are now actually busy with the unloading, and are applying all possible diligence in order to be able speedily to dispatch the aforementioned bottoms to the following places, whither we have directed them; namely: Renswoude with the homeward-bound returns and cash: to Ceylon; Amerongen with 100 lasts of wheat or as much more as can be obtained, directly to Batavia; Both, if possible, to depart from here on the 15th of December; 's Comp:s Welvaaren in due time to Persia; and Lekkerland in the beginning of March with the East Indian returns directly to Batavia. Trade seems to be languishing somewhat, at least the uptake of merchandise is not proceeding according to our wishes. But we would also perhaps do wrong to complain about it just now, since it is a certain characteristic of commerce that it first flourishes at the highest peak, and then again comes almost to a complete standstill. Among the servants the following change has occurred. The cashier Otto Hendrik Ruperti having died on the 18th of July of this year, we have ordered the Curator ad Lites to count the proceeds of his estate into the Honorable Company's treasury, until it shall have been disposed of by Your High Nobilities. But not having been able to get ready with that so quickly, and also having been compelled, for the sake of some returns, to detain it a few days longer, it follows today, laden with 100 lasts of wheat and such other goods for Batavia as are listed on the accompanying invoice, as well as with Rops 100000:—. in cash for Ceylon and 28 bales pro Patria, which latter we hope will arrive in Ceylon timely enough to be loaded as well in the return ships and sent to Europe. At the same time, we cannot fail to bring to Your Right Honours' notice that, upon delivery of the cargo of this ship, apart from some surpluses and shortages of little importance, there were found among the spices 285½ lb of cloves, and 75½ lb of nutmegs, surplus, but at the same time, of the same or the entire brought quantity, also 269½ lb of cloves, and 1120:— lb of nutmegs spoiled. And of the powdered sugar, 120 canassers in number, or rather lb, or after deduction of the permitted under-weight, 44631½ lb net in weight short. We thereupon summoned the skipper Van Braam to the meeting and asked him 318 for the reasons. And since he, by a resolution taken in the ship's council on the 27th of August last, and by an attestation granted on the same day, yet legally sworn here, fully demonstrated that he, out of great necessity and for the preservation of ship and souls, had been forced to throw the sugar overboard, and that undoubtedly on that same occasion the spices had become wet and spoiled due to the heavy leaks that the ship had suffered through the heavy working and a hard current, such that it was not possible with any four pumps to get it pumped dry lower than to 26 to 37 inches, this unusual incident at first brought us somewhat into an embarrassment as to how we should understand this matter, and whether we could rightfully hold the officers responsible for the aforementioned spoiled and short-found goods. And we leaned very strongly toward the view that, if they had to be debited on account for it, such ought by no means to be done at sale price, but rather at cost price, because it is certain that the spices, after being unbagged and dried, were delivered even with an overweight, and the 120 canassers of sugar were indeed thrown into the sea out of great necessity. But taking into consideration that it has more than once been absolutely forbidden by Your Right Honours to exercise any discretion regarding the cargoes of the ships, we finally made the decision in this manner, to wit: The officers have been credited and debited on their pay account, according to the regulation, for the usual surpluses and shortages; but for the cost at sale price of the spoiled found and overboard thrown 269½ lb of cloves, 1120 lb of nutmegs, and 44631½ lb of powdered sugar, we have caused them to deposit Rops 85164 8/8 or f 13775: 1: 8 in cash, although they will possibly complain about us as having acted somewhat too harshly in this matter.
