The 7th of July The Radja of Kets promises by letter to send ambassadors shortly. After this, the Director presented the translation of a Persian letter written by the Radja of Kets to his Honour, serving to notify the receipt of the present sent from here to that prince in the month of October, and to inform his Honour that his Highness, on account of the disturbances that had arisen in his country, had hitherto been unable to fulfill his promises to dispatch an envoy hither, with the assurance that, now those circumstances had changed most favourably, his Highness was soon to dispatch one of his confidants in order to achieve the desired objective. Whereupon it was decided to reply that that envoy is eagerly awaited, but that his Highness is requested to take note of the points of the proposal sent from here in the month of March to the late prince, his Highness's father, which will be adapted into the answer to Brootchia. The Council is satisfied with the excuse made by the factors at Brootchia, who request more money for the continuation of the collection. To which will be added what was mentioned above, in order to make that prince understand that one is still of the same opinion to restore friendship on that footing, as was proposed at that time, so as to spare the prince a useless mission from so far, if he were occasionally intending or might be inclined to insist upon the complete restitution of the money and goods seized in the Manduise roads, and only on that footing, without conceding anything to our proposal, to attempt to reach an accommodation. Next were read the points of two letters written by the factors at Brootchia on the 12th and 30th of the past month, containing the distribution of the funds among the suppliers, regarding which there was not much to remark, since being on the spot they must know best whether the monies have been securely placed; and as they offer their apology for their negligence in giving us a report on the collection, about which we had reprimanded them, the same was accepted as sufficient, as they add that they had not been able to succeed earlier in concluding the contracts because, owing to the good governance of the governor, there are many interested parties in the linen trade at Brootchia, but that they had nevertheless finally succeeded, as is also truly apparent from a specification sent over by them, showing that a large fourth of the goods against the money advanced by them had already arrived, while they request more money for the vigorous continuation of the work. The meeting, being convinced that a good advance in this matter is an absolute necessity if one does not wish to subject the progress of the work to all kinds of inconveniences, approved remitting a further ro 20000:- or ƒ 30000:– by bill of exchange to the factors. And therefore ro 20000 is remitted to them. Deliberation on the request of the Company's broker there to be exempted this time from paying the annual portion of his debt. The bill of f 375 taken from the cash funds at Brootchia by the former factor Kronenberg, who has departed for Batavia, upon his departure from there, and accounted for by him up to f 55:10 in two specifications, namely one of his unavoidable sight gifts made in accordance with our authorization up to f 189:10 and the other of his travel expenses in accordance with the Regulations amounting to f 130, it was approved to send an account of the first entry there in order that the factors write it off in their books to the account of gifts, as belonging there, while it was furthermore approved to have the aforementioned f 55:10, which have remained unaccounted for, reimbursed into the cash fund by Kronenberg's authorized agents with an advance of 2½ percent, being the agio between Souratta and Brootchia. Points of rescription to Amed-Abaad. By our Resolution of the 9th of the past month, the repairs carried out by the Armenian merchant Goodje Habetiek, who occupies the lodge at Amed-Abaad, both for the past and for this book year having been allowed, he had sent an account thereof amounting to f 252:15, together with an account of f 240 sent there for the current book year and one month of the previous one for the payment of 2 peons, the gatekeeper, and the necessary light, requesting at the same time to be accommodated with a bill of exchange for the advance made and for the expenses incurred in repairing the lodge. Whereupon it was agreed to write to him that under the date of the last of August a bill of exchange will be sent to him, both for the settlement of his advance and for the payment of the personnel for the upcoming book year, but to formally refuse his untimely request to be permitted to keep a house cleaner in service there at the expense of the Company, and much less to condescend to the restitution of what he has already paid to such a servant in two years, since this would not only be a new and unusual expense for the Company, but it also appeared to the meeting that, for the convenience he has of the Company's building for free, he can well pay from his private purse those small expenses which he would nevertheless have to incur in any dwelling. The aforementioned Habetiek having also written that a merchant there named Nettoe Said is having a wall provided with windows and air holes erected against the Company's lodge in such a manner that it is thereby made unfree, without his having been willing to listen to the warning against it from the clerk, it was approved to address ourselves regarding this unjust matter directly by a letter to the Governor and to request His Honour to take measures against it, and to prevent the aforementioned Nettoe Said from proceeding, or to oblige him to close up those windows and air holes if they should already be completed, as being contrary to all reasonableness and the custom of these lands, while the Governor will be assured that it is not thought that his friendship, which he has so often expressed in his letters, will tolerate that the right of the Company in a place under his jurisdiction be infringed upon in the least. But he also simultaneously requests authorization to enlist the remainder, because otherwise sailors will be very hard to obtain after this date, and absolutely no good ones will be available, as the English are presently accepting everything they can possibly get. Requesting to be allowed to enlist the full complement of sailors who usually sail on the vessels belonging here at home, it was taken into consideration that it was extraordinarily early, differing by at least 50 days compared to the past year that this recruitment is now taking place. However, because it is certain that the English are accepting everyone because of the expedition they are now going to carry out, and that the best men who are otherwise accustomed to sailing on our vessels, being able to obtain employment so early, will not be willing to wait until our ships arrive and we usually recruit the full complement, and we would thus have to manage with poor and inexperienced folk, which was judged not to square with the Company's service; thus it was resolved, for the reasons mentioned in the margin, to authorize the Master Attendant to enlist the full complement of Moorish sailors. The accounts of the Purser and Master Attendant having been approved at the session of the 7th of the past month, provided that those administrators take the oath for them, they accordingly appeared today in the meeting and took the same before the Director, for the soundness of their specifications of the establishment, and particularly the Master Attendant for his statement of 175250 lb of firewood and 858 daily wages of carpenters, the first amounting to ƒ 1121:15.8 and the second amounting to ƒ 643:10:-, which, beyond the remarks made by the examiners, had seemed somewhat excessive to the meeting. Upon all of which it is resolved not to reply before the arrival of His Highness's envoys, but to wait to see what the commission of the envoys will be, who have actually arrived at Dholka, according to a brief note written by them to the Director requesting that someone may be sent to meet them. September 10 as well as a missive from the Governor of Brootchia containing a request to dispatch the aforementioned envoys quickly and not to detain them longer than eight days, along with a recommendation concerning the matter to be negotiated; and regarding which latter, being an affair entirely beyond the concern and interference of that Nawab, it was deemed best to reply in general polite terms and to send back to him at the same time his dispatched harkara, but to postpone the answer to the missive of the Radja until the conclusion of the negotiation. Subsequently, the Honorable Commander stated that after the first visit, which had consisted merely of courtesies, he, assisted by the council members Blaankamer, as one knowledgeable in past Kutch affairs, and van Jeger, as one proficient in the native languages, had sought to enter into negotiations with the envoys, but that it had become apparent to His Honour that those men had no authorization whatsoever, whereas from the contents of the Radja's letter one ought to have deduced the contrary, and that they had been unable to give any other assurance than of His Highness's good intentions and his desire to see the Dutch factory in Kutch re-established according to the old parwana, they having no orders to grant any new points; but indeed, if friendship could be restored on that footing, then to bring back with them upon their return the former factor Blaankamer, for whom that prince expressed much affection. To which His Honour pointed out to them that if one could have remained satisfied and at ease on the old footing, all disputes with the deceased prince could have been avoided, in which case the factory would still be in existence; and His Honour having told them he was surprised that His present Highness, aware of what our claims are, had sent an embassy of two men—one of whom His Honour had learned was related to the prince by kinship—from so far away and with so much danger and trouble, merely to say nothing other than what His Highness knew could not serve to restore friendship, they had been able to reply nothing except that if the prince along with His Honour were satisfied, the friendship would be inviolable, and that His Highness desired this from the bottom of his heart, without however explaining—though it could well be deduced from the Radja's letter—in what that mutual satisfaction was to consist, although His Honour had explained to them that on the Company's side it consisted of nothing other than the granting of the privileges that had long since been transmitted to the prince, and which His Honour had additionally shown them translated into the heathen language, but upon the very first article of which, which is meanwhile the basis of everything and the cornerstone of sincere friendship, they had not been able to give the slightest satisfaction, so that His Honour had not been able to proceed further with them and had let them keep the aforementioned translated articles so that they—claiming to know nothing about it—might examine them attentively and deliberate, after which the Director said that, in His Honour's opinion, one would not come to a proper conclusion with these men, who apparently did not have sufficiently ample authorization, and that His Honour was therefore of the opinion that they should merely be dispatched, if in another negotiation which His Honour was about to hold with them it should be found that they could not declare themselves any further than hitherto, just as they themselves had requested His Honour for as speedy a dismissal as possible. 372 The 10th of September Fear of an invasion by the English at Brootchra on the gathering there, it was found that the contents consisted of an account of the consternation which the rumor that the English with their fleet had arrived before the mouth of the Broot- chia River had caused among the inhabitants there, which had somewhat subsided when news was received that the English had departed again, but which had by no means removed the fear of a further arrival, for which reason the Governor was also making all preparations, so that if those guests wished to pay him a visit, to receive them well, as he was resolved to risk his city, goods, and blood rather than abandon it or enter into any disadvantageous contracts, where- after the factors add the detriment which that incident causes a disadvantageous influence on the Company's affairs, and that the work proceeds hesitantly, where- 373 The 10th of September of this news the factors at that place will be reprimanded Whereby they lose much of the good expectations they had of the gathering, with the wish that those obstacles, which had lasted for about a month, may be removed by the restoration of calm.
