61. The 30th of April, Anno 1764. A letter was received from Poulo chinco dated the 27th of this month, whereby the chief Palm gives notice that since a few days a considerable number of Jang di Pertuan, Ampat soucats, and Songipagou merchants had arrived in the Sapoulo dua bandhaars, pretending to renew their trade and alliances with the Honorable Company on Poulo chinco. But since they seldom made any offers without simultaneously making some opposing requests, he requested to know how it pleased the Council that he should conduct himself toward them. After deliberation on which, the Lord Commander made known to the assembly that one could give no clear order in that regard to the chief Palm, since it was not known what the requests of the Songipagou people were; that His Honour therefore deemed it advisable to make a journey himself with the sloop the Ida Wilhelmina to that place, to hear the said Songipagou people and to win them over to the interests of the Honorable Company as much as could conveniently be done. 62. The 30th of April 1764. The Council having heard, approved, and praised this proposal, it was accordingly resolved to have the aforementioned sloop prepared immediately for His Honour's transport, and to have His Honour accompanied by the junior merchants van Limburg and Nicolai. Thus done, resolved, and decreed in the Dutch office of Padang on the West Coast of Sumatra, on the day, month, and year aforesaid. Was signed: H. Van Haveren, Jan Anton Thierens, Jacob Fredriktsz, Laurens Cornelis van Limburg, Jan Jacob Willem Nicolai, Member and Secretary. Tuesday the 15th of May, Anno 1764. All present, except the junior merchant and second administrator Frans Douglas. The Honorable Lord Commander, pursuant to what was recorded in the resolution of the last of the past month, having departed on the first of this month for Poulo chinco, and on the 9th having returned safely from there, now communicated to this assembly how His Honour had been in extensive negotiations there with the Mountain Princes of Songipagou, and had once again won them over to the interests of the Honorable Company in such a manner that they had most earnestly promised His Honour to endeavor, as much as possible, not only to indemnify the Honorable Company with respect to the debts incurred by their countrymen with the late Resident von Seijfferth, but also that they henceforth would obstruct all outlets for trade outside the Sapoulo Dua bandhaars in such a manner that their merchants would not be able to come to market anywhere else than in these Southern districts. That, on the other hand, the said Mountain Princes had requested of His Honour to fill the vacant position of Radja at Cambang with one Sipakkatta, who was the most legitimate claimant thereto; that His Honour, being fully convinced of the truth of this, 64. The 15th of May 1764. had granted this request of theirs, and accordingly had appointed the said Sipacatta, subject to the approval of Their High Excellencies, as Radja of Cambang; over which the Songipagou people had departed so satisfied and pleased that His Honour could expect nothing other than very good consequences for the Honorable Company therefrom. Wherefore it was also approved and resolved to keep record of all this in these minutes, in order to give Their High Excellencies the requisite notice thereof in outgoing letters. The affairs of Poulo Chinco being thus handled, the Lord Commander further made known to the Council: that since His Honour's predecessor, Mr. Senff, had left no memorandum of the arrangements made by him here, and therefore some misunderstanding could easily arise regarding them; His Honour for those reasons had deemed it necessary to put into writing that which concerned the service of both administrators, in the manner as recorded.

65 15 May 1764 as is to be seen in the following Memorial drawn up in the form of a Regulation, by the undersigned commander in order to serve provisionally and until further disposition by Their High Mights as an Instruction for both Adminis¬ trators at this Head Office in the manner as follows. Article I. The entire establishment of the Honorable Company at this Head Office being divided into fourteen administrations or overseerships, under the following designations and Per„ sons, as: 1. The great cash treasury under the accountability of the Commander and First Adminis„ trator. 2. The petty cash under the fiscal. 3. The Trade Warehouses, under the second admi„ nistrator. 4. The armory under the head of the military. 5. The artillery under the gunner. 6. Equipment shipyard under the equipment overseer. 7. The Dispensary, under the first adjunct of the trade office. 8. The small retail shop under another assistant. 9. The 66 15 May 1764 9. The Medical shop, under the chief sur„ geon. 10. The Assay shop under the assayer. 11. The secretariat of Policy under the secretary. 12. The secretariat of Justice ditto ditto. 13. The Trade office under the First Administrator. 14. The pay office under the garrison book„ keeper. And everything on this footing having proceeded well and ac„ curately until now, I therefore judged that it is also good to let everything remain as such insofar as this agrees with the following Instruction, according to which: Article II. The First Administrator, under the superior Direction of the Commander or Ge„ zaghebber, 1. shall retain the oversight of all the afore„ mentioned administrations in order to ensure that everything proceeds in good order insofar as these have relation to the trade books, in conformity with the order of 10 August 1702. 2. The great cash treasury shall remain under the accountability of the Commander and First Administrator. 3. The First Administrator shall, according to the price current of purchase and sale regulated in the Council of Policy, continue and proceed with prior knowledge 67 15 May 1764. and consent of the Comman„ der. 4. He shall keep the necessary record of the sale and purchase, and make the settlement of accounts with the merchants, as well as transfer the gold amounting to 50 Thail into the great cash treasury. 5. The risk money shall, according to the arrangement of Mr. Senpp, be divided in such manner that the Comman„ der comes to enjoy half of it, the First Adminis„ trator three tenths, and the Second one fifth; according to which arrangement the risk of credit sales shall then also be borne. 6. The First Administrator shall issue properly signed warrants for the receipt and shipment of goods; with which everyone shall have to account for himself in his specific adminis„ tration. 7. He shall have to come daily to the ordinary Report and make a report to the Commander of everything that concerns his service, and in case of indisposition send the second. 8. The Trade office with its appurtenances and dependencies shall stand under the First Administrator, who as trade bookkeeper must keep the Journal and 68. and Ledger of the Cash Book and draw up the invoices. 9. All specifications and warrants for purchase, sale, provisions, etc. shall be inspected and signed by the First Administrator before they come before the Commander. 10. The First Administrator shall monthly deliver a return of the sales made to the Commander. Article III. As to what now concerns the service of the Second Administrator, the same shall: 1. specially concern the administration of the Trade Warehouses, for which purpose he shall have the keys thereof, and shall have to be found daily at his Post at the proper times, and be obligated, whenever the First demands it, to grant inspection and demonstration of the goods resting under him. 2. All receipt and shipment shall take place upon written warrants of the First Administrator in the presence of two ordinary commissioners who must also keep record thereof 15 May 1764 and deliver the same to the First Adminis„ trator. 3. He shall keep an accurate Number Book and a Warehouse Book agreeing with the warrants, and with the same come monthly to the First Administrator for confrontation, who must make a Report of the findings thereof to the Com„ mander. 4. Above his aforementioned portion from the risk money, he shall have and enjoy solely for himself all overweights, according to the Regulation of the date 15 August 1752, and on the other hand also be solely account„ able for all shortages that exceed the stipulation. 5. He shall receive nor ship no packages unweighed. 6. He must also as Trade transfer keeper keep the Ledger, Specification Book, and petty cash Book, as well as draw up the warrants on the petty cash, and sign for the booking and recalculation thereof. 7. He shall once every month confront the petty cash Book with the petty Cashier, and make a Report of its findings together with the fiscal to the Commander. This being what I deemed necessary, both for the advancement of the Honorable Company's service and for the maintenance of good order, to the two Administrators joint„ ly.

Report of the Express Commissioners read. jointly and to each one in particular, to prescribe a guide in their service; and therefore I presently submit that document to this assembly, awaiting their sentiment regarding the same, whether they agree with me to allow this all to serve provisionally as a regulation for the repeatedly mentioned administrators, until such time and while Their High Excellencies shall be pleased to approve it, or to prescribe another rule regarding this matter. was undersigned: Padang on Sumatra's West Coast, the 14th of May 1764. was signed: H.k V.n Staveren. In dutiful observance of your Honorable, Respected sir's esteemed orders, we the undersigned, as express commissioners, have presented ourselves to the gunner of this fort, Jan Outjes, and had him show us all such unserviceable artillery goods; which we carefully inspected, found, and handled as we have the honor to present here to your Honorable, Respected Sir: 29 pieces gun carriages and naval carriages with their wheels, namely: 2 pieces gun carriages of 4 lb 4 pieces gun carriages of 6 lb 5 pieces ditto of 4 lb 12 pieces ditto of 3 lb 5 pieces ditto of 2 lb 28 pieces in total, all found to be unserviceable and unusable due to age. 1 piece of 1 lb, which is still usable and still fit for the sloops. 29 pieces as before. We then had these old and unserviceable goods taken outside Padang to the seashore, set fire to them and burned them, gathered all the old iron together, and weighed it in to the blacksmith shop at 460½ lb. The 21st of August 1764 To be sworn to and sent to Batavia, as well as the copies of the journals of the bark de Mossel and the chaloup de Goudvink, for the preparation of which skipper Clement van Seelst and the equipage overseer Gerrit Coerte shall be ordered by extract hereof. The First Administrator Thierens, regarding the estate papers of Elias, having read the same, it was decided to place it in the hands of the Secretary of Justice, in order to be sworn to in original before the ordinary commissioners in the presence of the fiscal, and to be sent in original to Batavia. The First Administrator Thierens and the Chinco head Palm having been ordered, by resolution of the 2nd of this month, to deliver to this meeting a sworn statement regarding the transfer of the estate papers of the deceased junior merchant Elias, the first-mentioned came forward in consequence thereof to deliver the following declaration: Declaration To the Honorable Hendrik van Staveren, Governor of Sumatra's West Coast, together with the further Honorable Members of the Council of Policy. Honorable Sir and Sirs, By an extract from Your Honors' resolution of the 2nd of August 1764 delivered to us, being instructed to give a sworn statement that we have delivered all the books and papers relating to the estate of Elias, nothing excepted, in due time to the curator ad lites; So we declare hereby in good conscience that all books, scratch-books, letters, accounts, and papers, however named, which appeared to us or were pointed out to us, after having made the necessary use thereof in our proceedings in accordance with the orders given to us, were immediately sent and delivered to the curator ad lites.
