142 The 21st of August 1764 Sixthly, on account of compensation, to suspend the payment of ƒ 547: 6— until Their High Excellencies' further disposition, which has been written back to this office on 24: 2: 4/160 mgff of gold, which was exchanged here for uncurrent coin and sent in the year 1761 per the Hercules at ƒ 400 the mff to Batavia, but was accepted by Their High Excellencies at no more than ƒ 378 the mff; whereof one half shall continue to run on account of the Lord Authority van Staveren, and the other half on account of the Chincos Chief Palm. Seventhly, to credit the armory with ƒ 9-„ — for 1 piece of grenadier musket that was neglected to be recorded in the invoice of Overschie from Batavia. This having thus been transacted, an indent received this day from the Adjarhadjase Resident Challier was subsequently reviewed, whereby he requested some office necessities, which it is found good to send to him at the first opportunity. Finally, it was also resolved to record in this: 143 The 21st of August 1764 That the Assayer Altena has undertaken to make the pay bookkeeper Willem Meersz proficient in assay work, who has shown himself willing to this end. Secondly: That upon received report from Baros that the Sergeant Raub, without making a testament or appointing authorized agents, died there on the 7th of May, and his estate would follow per the first opportunity; it was decided on the 28th of August to give the necessary notice hereof by extract to the pay bookkeeper, with orders to close the account of the said sergeant under the above-mentioned date. Thirdly: That on the date of the ultimate of August, upon 145 The 7th of September 1764 a petition submitted by Catharina Meijer, widow Looman, whereby she most respectfully requested that her grandson, the provisional assistant Diederik Louis Willem van Rijswijk, might be discharged from the service of the Honorable Company, it was found good and resolved not only to grant her request, but also to have his wages written off under that date; as well as that of the Moorish sailor Saffij, who absented himself from his designated post on the 3rd prior. Jan Boudewijnsz, junior merchant and Resident in Ayer Bangies, together with Dirk Stolting, head surgeon of this commandement, show with all required respect to Your Honors, how they, the petitioners, under the date of 12th July 1760 bound themselves as joint and several sureties for the sum of 2000 Rixdollars, for the bookkeeper Bartholomeus Francois Foicade, in his capacity as secretary of the Orphan Masters, and sequestrator; but that they were afterwards, for their own security, obliged to request the First Administrator, Mr. Jan Anthonij Thierens, as President of that Honorable Board of Orphan Masters, as appears from the annexed declaration under date of 20th July of the current year, to demand from the above-mentioned Secretary Foicade the accounts and balances concerning orphan funds, and to take the cash box into his custody. And whereas the petitioners have thus taken care that the cash box as well as the accompanying accounts are now in such a state as they were upon the acceptance of the suretyship, and everything is presently in the custody of the President, they therefore most humbly come to implore Your Honors that the aforementioned suretyship may be canceled in the protocol and they, the petitioners, released therefrom, and thus freed from further accountability. The recording of what has occurred since the last meeting until today being thus done, there was resumed thereafter Firstly, a short letter received from the Resident Boudewijnsz from Ayer Bangies, by which he gave notice that not far from Ayer Bangies with communication there had been fished out of the sea by the Malays a Moorish sailor, Sisagarman, from whom he had understood that he alone had been saved from a Dutch sloop belonging at home in Bengal, which, blown off course by heavy weather, had finally around those parts been wrecked with a European quartermaster and 8 other Moorish sailors, and hereupon it was resolved to give notice thereof to Their High Excellencies by the outgoing letter to Them. The 7th of September 1764 while it was furthermore resolved to let the ordinary wages of the aforementioned sailor take effect from the date of the 25th of August. Further, the said Resident submitted the request of the soldier Jurgen Knappert to be advanced in wages upon a new contract due to the expiration of his term of service, whereupon it was agreed to grant him this in accordance with the regulation on the promotion of company servants. The officials at Poulo Chinco having reported in a letter received today, and having shown by the transmitted, signed deed of conveyance, that the secunde Van Kempen entered upon his duties on the 1st of September in accordance with orders, it was resolved to give the necessary notice thereof to Their High Excellencies in the outgoing letter. Likewise, two memoranda having been received from the same, namely one of the shortages found upon taking inventory, and one of various unserviceable office supplies; after resumption of the first-mentioned, in which nothing was found contrary to the regulations, it was approved to authorize the same to write off the amount thereof to the account of profit and loss; and concerning the second, to permit them to act therewith according to the order of the 12th of March 1761. The secunde Van Kempen having requested in the aforementioned letter to be allowed to enjoy the ordinary board money from the day on which he departed from Batavia, but whereas servants who are traveling are not credited with board money, it was agreed to let such take effect from the 1st of August, being around the time that he arrived here. Today, the 9th of August 1764, appeared before me, Bartholomeus Francois Foicade, bookkeeper and sworn clerk of police for this commandery, the witnesses to be named hereafter being present, Willem Fredrik Mersz, bookkeeper, and Johannis Allexander van Kooningsmark, assistant, in the service of the Honorable Company and stationed as such here, who, for the sake of truth and at the requisition of the junior merchants Mr. Jan Anthonij Thierens, first, and Frans Douglas, second administrator of this trade, declared it to be true and truthful: That today, as expressly appointed commissioners, they went to the cloth warehouse here and there saw opened the following ten bales, which they individually found as specified below, namely: One bale, No. 1: according to the annexed original packing slip containing: 40 pieces of cotton quilts, 3¾ to 4 ells long and 2½ ells wide, ample and scant, packed at Surat on the 9th of April 1762 by both commissioners Sr. Sanderiks and S. Blaauxaamer in the presence of M. I. Bosman, and repacked at Batavia on the 30th of April 1764 by D. L. Longuis and C. Lchaveleus in the presence of S. Fries and J. F. Dinso, and in 1762 brought to Batavia per the ship Noordbeverland, and on the 3rd of August 1764 brought here per the sloop De Goudvink.

154 The 7th of September 1764 brought, which sack was well-conditioned from the outside, and its packing unforced, but upon opening, the pieces were indeed found to agree with the packing slip, yet among them were 3 pieces which were wet from sea-water and suffocated, and thus impossible to sell for the stipulated per cent. C. Urnat and P. Oudenhooven in the presence of Sweeris de Landes, and at Batavia on the 26th of April 1764: repacked by Senior Fris, B. W. Folkens in the presence of S. G. Ladenius, in which damaged by wetness were found 11 pieces, and from the outside rotten. A Bale No. 612: in which according to the annexed original packing slip that however is completely rotten, 44 pieces of blankets, cotton-lined, long 5 1/8, wide 3 ¾ cobidos, with the ship Slooterdijk in the year 1763 to Batavia and the 2nd of August 1764 brought here per the Goudvink, on the 2nd of August 1763 at Jaggernaijkpoeram packed by Jan van Heuve and I. Dormieux, and at Batavia by S. Fris and I. F. Densa on the 30th of April 1764: repacked in the presence of P. G. Ladenius, in which were found damaged 5 pieces. A Bale Guinea cloth, common, stowage Sadraspatnam, third sort, the year 1763 per the ship Boischen to Batavia, and on the 2nd of August 1764 brought here, in which bale no white ants were found; yet the linen had been completely infested by them previously, and also the gunny from the outside being rotten, therein 24 pieces damaged. All these other bales being found well-conditioned from the outside and their packing unforced, remaining prepared to confirm this and that further with oaths. 160 The poor relief fund amounts to rds 2827: 31: 8. Their High Mightinesses to be informed hereof. To forward together with the said accounts. Wherewith I have the honor to call myself with much respect, was undersigned: Honorable, Worshipful Sir and Sirs, Your Worships' humble servant, was signed: J. N. Thierens, in the margin: Padang, the last day of August 1764. Thus, after its reading, it was understood to have the receipt thereof, amounting to rds 47: 3/4, paid into the Honorable Company's treasury. Furthermore, it having been demonstrated by the deacons with an submitted account that the poor relief funds of this congregation as of the last day of August had amounted to a sum of rds 2872: 31: 8, of which rds 2021 was deposited with the Honorable Company and rds 600 was earning interest with diverse persons, while the remaining rds 251: 31: 8 was in the hands of churchwarden Thierens for daily use, it was thereupon resolved to report thereof in the departing letter to Their High Mightinesses. After which the Lord Governor indicated how his honor was intended to send by the bark De Mossel to Their High Mightinesses the proceeds of the sale conducted in the past 12 months, but since the same, as well as the copies of the papers of the deceased Junior Merchant Elias, were not yet completely in readiness, whether it were not best therefore to postpone the sailing date of the said bark for a few days more. It having appeared from the dispatch received from Chinco that a quantity of about 23,000 lb of pepper was on hand there, it was further resolved, upon the proposal of the Lord Governor, to let De Mossel, departing from here, call there in order to take in the said pepper and convey it to Batavia. Subsequently, the Lord Governor made known to the Council that the skipper of the aforementioned bark, Clement van Seelst, had requested his honor to be accommodated with one month of provisions for his crew, as with his remaining stores he could not well undertake the return voyage to Batavia; and it was therefore understood hereupon to have the requested month of provisions supplied to the said vessel. Thirdly. 164 The 18th of September 1764 To send the forwarded request by Challier to Their High Mightinesses, and their approval regarding it shall be requested. Thirdly: That after the closing of the said letters, a letter was still received from the Resident Challier, wherein the same among other things urgently requested to send over to Their High Mightinesses, with a favorable recommendation, an accompanying request to be released from the compensation imposed upon him, dated the 21st of August, and a report on the bad condition of the buildings there; and that it was resolved thereupon to let both depart nevertheless with the bark De Mossel, and to make the necessary mention in a postscript and humbly request Their High Mightinesses' pleasure regarding this. Fourthly: That the said bark De Mossel, having subsequently been duly dispatched via Chinco to Batavia, has today passed out of the sight of this roadstead. The necessary notes having thus been made, they proceeded to the resumption of the further contents of the aforementioned letter from Resident Challier, wherein the Resident further made known that it was impossible for him to secure the linens lying there against the white ants.

Furthermore, it having been made known by the Panglima that the Ponghoulo Bagindo Maharadja Lello, through his dissolute conduct and many debts, has brought himself into such circumstances that he had abandoned Padang some time ago, so that thereby a Ponghoulo place had become vacant, which he requested might be filled by another; and as two claimants presented themselves for this who had an equal right, it was resolved upon the request of the Panglima to confer this Ponghoulo place upon both of them, named Maharadja Bazaar and Radja Moeda, to fill that place until such time as a second place should become vacant, when each shall come to occupy the aforementioned capacity on their own. Honourable Worshipful Sir and Gentlemen, Your Honours' humble servant Willem Fredrik Meersz, pay bookkeeper, takes with all due respect the liberty to most humbly submit to Your Honours, how he, having served as Assayer, now up to three different times has been charged with considerable compensations for the lower grade of Gold assayed by him, and of which the alloy was found to be lesser on Coromandel. The First compensation was imposed upon the petitioner on the 3rd September 1762 in the amount of f 984:4:8, this being the lesser alloy calculated from Coromandel on various bars of Gold, sent with the sloop de Roos to Batavia. 193 The 26th of October 1764 most humbly sets forth; that he is utterly unable to comply with your Honorable Worships' esteemed order, because his impoverished condition contains nothing that can be converted into money, and his income is barely sufficient to support the sustenance of himself, his wife, and his children; especially since for two years already he has had to let his earned monthly wages run continuously for the benefit of the Honorable Company to reimburse the aforementioned deficits, so that, if possible, in time he might help his highly respected paymasters out of their loss. Your Honorable Worships know both the miserable state of the petitioner's domestic circumstances, and the zeal and attentiveness with which he has always sought to satisfy his masters, such that he could not be suspected of having contributed anything to this poor condition through squandering or otherwise. The petitioner therefore once again insists with all humility that favorable consideration be given to the reasons above, and in order to prevent his total ruin, and so as not to reduce him to the utter lack of everything; to also charge his account with the last indemnity, so that in time he may satisfy what is charged by the Honorable Company, whether he might be enabled to follow Your Honorable Worships' orders through his earned salary or through acquiring other means. And although upon qualification a new palisade was erected there, the charges this year have nevertheless, due to the reduction of other expenses, not increased by more than ƒ 398:10: 8 beyond the determination of the Regulation, as is all demonstrated by the balance sheet. The aforementioned matters having been thus handled, lastly the Commander presented to the assembly the shortage of cash among the community here, as made known to His Honour by various inhabitants, originating from the prohibition on the export of gold, with the request that they might be permitted to barter their gold with the Honourable Company for cash at rd=s 19 the real ff; and as it was found that this request was somewhat grounded in reason, it was approved and resolved, for the present, at the aforementioned price, to receive a parcel of gold under security of restitution for cash in the treasury up to an amount of 5000 Rd=s, and on that account humbly to request Their High Excellencies in outgoing letters, not only for their favourable approbation regarding this, but also that it may please Their High Excellencies to grant this administration the necessary authorization for the future, for all such reasons as are mentioned at the head of this document. The seven eldest mantris of Indrapoura, named Pardanna Lella, Maharadja, Maharadja Lella, Sierie Maharadja, Radja Parbo, Dewa Palauwan, and Radja Indra Lella, declare under oath that the mantris together, at the time they sent their letter to the Lord Commander, chose Southan Iskandar as the most lawful emperor, and that this did not happen because of any gifts or presents, but solely because it is indisputable that this right belongs to Southan Iskandar from parents to parents through the female line. For when an emperor dies, it is indeed certain that according to our laws, not a son, but rather a camanacker or nephew must be the successor, and we have also never seen any change take place in this regard. For when the father of the recently deceased emperor had died, even at that time Southan Iskandar had already been chosen as emperor; but because he was at Mocca Mocca at that time, and the Radja of that place would not let him go then, he remained deprived of it at that time, so that it is indeed the greatest equity that he now comes to enjoy that which he has already missed for so long. And therefore we also request that Southan Iskandar may be chosen as emperor, for he is truly a nephew of the deceased emperor's father.
