Before noon All Present The Honorable Director declared this meeting to have been called principally to communicate to the members that, a good opportunity for the sending of letters to Their High Nobilities having presented itself from the captain 300. The 21st of July 1764. was this accompanied by a further short letter. captains of the private small ship de Geertruyd, hailing from Bengal and presently lying at Bombay, a letter had been received to make known that at the end of this or at the latest in the beginning of the coming month he was to undertake the return voyage to Bengal via Coromandel, and which opportunity His Honor had seized, not only to send to Their High Nobilities the copies of our short letters also sent via Bombay on the 9th of April and 20th of May, but which remained undelivered and returned due to misleading reports, but also to forward a further advisory letter, as there is great hope that the same, whether from Coromandel or Bengal, to both of which Trading Offices a set will be sent, will still arrive in time, for which reason his 301 The 21st of July 1764. of Merchandise. which was approved. together with the formal demand His Honor had also found this opportunity very useful for the transmission of the Formal demand of Merchandise for the upcoming trading season, to which end His Honor had the same read aloud, which being done and deliberated upon, it was deemed good to approve that demand as it lies. Hereafter was also read aloud the short letter drafted by the Honorable Director, containing, besides the contents of the aforementioned demand and some remarks on the same, and the ongoing collection, principally the auction of Klinkaert and that which occurred on that occasion; together with the intention to protest against the conduct of the Bombay Council in refusing the repair to the powder cellar, and 302. The 21st of July 1764. decreed. The following protest to be sent to Bombay. and furthermore some communications. Which letter being approved, it was deemed good to send the same with the greatest speed with two express couriers. On this occasion the Honorable Director produced another letter to the Government of Bombay in the form of a protest, with the drafting of which His Honor had charged himself in the last meeting, and which being summarized, it was decreed to let it be dispatched as such and to let the Letter, or rather the protest itself, follow here. President on behalf of the Honorable English Company and Commander of His Royal Majesty's Castle At Bombay Right Honorable Sir and Gentlemen The undersigned Director, having arrived here on the 14th of November of the past year, and shortly thereafter having also entered into authority, 303 The 21st of July 1764. has given notice thereof to the Honorable Governor Crommelijn, by a separate short letter under the delivery of Mr. Mostin, and at the same time requested His Honor's friendship. But until today he has not been so fortunate as to obtain any answer thereto. And although this sufficiently shows us that His Honor must not be particularly inclined to receive and to answer letters from us, we nevertheless cannot refrain from dispatching this anew. The reason thereof we shall have the honor to set down briefly here. In earlier times, when the Moorish Government still possessed the sole mastery of the city, it was customary that one merely had permission asked of the city and Castle Governors by a native servant when one wanted to do work on the buildings at the wharf. And the Director also still followed this custom upon his arrival, although he found Your Honors in possession of the Castle. He merely gave order to obtain permission, and that being brought each time, he initially had several buildings repaired and renovated. But in the end the one who, in Your Honors' name, had the supervision of the Buildings on behalf of the Castle let him know: "That it was not good to come so often, "and he also dared not take so much upon himself, "and that I would therefore do best to submit everything "at once, and address myself directly with that to Mr. Hodges." In vroegere tiden, wanneer de Moorse Regeering nog alleen het Meester schap van de stad bezat, was het gebruijkelijk, dat men en keld door een Inlandsch be= diende by den stads- en Casteels-Gouver= „neurs permissie liet vragen, als men iets aan de Gebouwen op de werfmaken wilde. En dit gebruyk heeft de Directeur by zyne aan komst ook nog gevolgt, schoon hy uw wel Edelens in't bezit van 't Casteel vondt. Hy gaf maar ordre, om permissie te halen en die telkens gebragt zinde, heeft hij in den beginnen verscheyde opstallen, ver= helpen en vernieuwen laten, Dog op 't laatste liet hem de geene, die uyt uw wel Edelens naam, van wegens 't Casteel het opzigt van de Gebouwen hadde weten: „Dat het niet goed wan zo dikwils te komen, „en hy ook zo veel niet op zig dunf de nemen, „en dat ik daarom best zoude doen, alles „op een maal op te geeven, en my daar mede direct aan den Heer Hodgeste ad¬ dresseeren. „ En niet tegenstaande dit in eene nieuwigheid bestond, ten eenemalan„ strydig tegens de oude gewoonte, zo heeft de Directeur zig egter, om alle gelegentheid tot verschillen

The 21st of July 1764. to avoid differences and not wishing to oppose them, he had a member of the Council inform Mr. Hodges on the 12th of January last of his intention and desire. And in order to be able to inform him all the better thereof, he simultaneously requested him to please send a knowledgeable man who could personally inspect beforehand everything that needed to be done. This latter request was granted. Captain Wylzon came to us on the 19th of January. The Director pointed out everything to him in person. He submitted a written report of his findings. And, as far as we know, the same was also immediately forwarded to Your Honours. Yet, after having obtained no answer thereto in the course of two months, and in the meantime having to experience to our regret that we were even prevented from repairing a collapsed sewer of the galley, and from securing again a poor wooden stair on one of the piers on the river side that had been washed away by the water, the Director sent again to Mr. Hodges on the 22nd of March, in order to obtain some information in that regard. And then that gentleman declared "that although he had already received his orders from Bombay, he nevertheless could not declare himself on the matter before we had submitted our request in writing." We found in this indeed another novelty, unknown in earlier times, but nevertheless paying no heed to it, we prepared on the 26th of March the letter that is annexed hereto under No. 1 for consideration. And with the The 21st of July 1764. the answer that we received on the 30th of that same month from Mr. Hodges and Council, and which is also annexed hereto under No. 2, we would also have considered ourselves very well satisfied, had not the repair of the powder magazine been denied to us under the pretext: "That Your Honours now deemed the same no more necessary than before." However, since this contained one of the most necessary matters for which we had primarily requested permission, and we on that account could by no means acquiesce in that exception, we had two commissioned Council members confer further about it with Mr. Hodges on the 4th of April. A few days thereafter, when the Director paid a visit to Mr. Hodges, he spoke with him about it personally. And it was on this occasion that his Honour declared "that he was fully convinced that we needed powder for the defence of the vessels and for salute shots; consequently also a suitable place to store the same securely, and that for that reason he was very sorry to see himself so strictly bound in this matter by rigid orders; but if we should think proper to make a further representation in that regard, that he would then gladly write about it to Bombay once more, and append thereto a second report from Captain Wylzon, whom he would send again to inspect the condition of our powder magazine anew." We found this proposal so reasonable that on the 17th of April we immediately prepared our second letter, annexed hereto under No. 3. And since we imagined that Your Honours had perhaps rejected our request from a preconceived erroneous idea that we had never had a powder magazine on the wharf The 21st of July 1764. and were therefore intending to build a large new powder magazine, we not only assured the contrary, but we also demonstrated "that we had always had such a storage place here, and still had it at present, and that our intention was solely to have the same repaired in such a manner that the powder could be stored therein with safety." And when Captain Wylzon subsequently, or on the 30th of that same month, had completed his further inspection, we now did not doubt in the least but that we would soon obtain a satisfactory answer, but to our great astonishment it turned out entirely differently; we have again had to wait for it in vain for nearly two months. And when we finally received it on the 24th of July, it consisted solely, as appears from the letter of Mr. Hodges and Council annexed likewise hereto under No. 4, in this notification: "That our further representation had indeed been sent to Bombay, but that Your Honours nevertheless persisted in your former resolution." Shortly afterwards, or on the 14th of the current month, what we had already long feared partly occurred. The foundation of one side of our so-called powder magazine, on which a heavy partition wall rests, collapsed. And had Mr. Hodges, out of a true conviction of the necessity, not permitted us to repair the same promptly, the entire house in which the equipage master resides would certainly have followed within a few hours. En wanneer Capitain Nylzon vervolgens, of op den 30e dier zelfde maand zyne na dere bezigtiging volbragt hadde, zo twy= felden wij nu geen zinds, of wij zouden wel spoedig een voldoend antwoord erlan- gen, maar tot onze groote verwondering is het zelve gantsch anders uytgeval¬ =len, wy hebben wederom bij de Twee maant den vergeefsch daar na moeten wagten. En toen wij 't eyndelik den 24e July kregen, bestond het eenelyk, blykens briefje van den Heer Hodgesen Raad, onder No. 4. insgelijks hier nevens gevoegt, in deese bekendmaking: „ Dat ons nader vertoog „wel naar Bombay ver zonden was, maar dat uw wel Edelens des niet tegen¬ staande bij haar voorig besluyt perses= „ teerden. „ Kort naderhand of op den 41 courant gebeurde gedeeltelyk het gunt wy al Cari ge gevreest hadde. Het fondament van de eene zide van onze zo genaemde kruyd kelder, waar op eene zwaare middel muur rust, quam in te storten. En hadde de Heer Hodges uijt eene waare overtuijging van de noodzakelykheid ons niet teegen staan, het zelve spoedig te mogen ver¬ helpen, zoude zekerlyk binnen weynig uu ven, het gantsche huys, waar in de Equi¬ pagie op ziender woond gevolgt zyn. 307 The 21st of July 1764. Yet, although that misfortune has not happened for that time, we must nevertheless be fearful that it will still happen. The other sides of the said powder magazine also consist of defective and loose foundations, upon which heavy walls likewise rest. These daily threaten to collapse in the same manner. And whether this happens sooner or later, the ruin of a large residential house remains unavoidably tied to it. Thus, in that respect, we find ourselves in very grievous circumstances, and in no less great danger on account of the small amount of powder that we must necessarily have in stock here. For six months it has lain in a small vessel on the river, exposed to wind and tempest, and to the wantonness of wicked people. And now it has indeed been brought ashore and under a roof, but it nevertheless still remains exposed to all kinds of mishaps; for the excavated pit in which it lies, being neither bricked up nor floored, is better suited to make it wet than to preserve it from dampness. A loose ceiling of poor boards above it, inhabited by people, can barely turn aside the flying sparks of common fire, let alone that it would in any way be secured against the slightest ignition from the penetrating heavenly fire. And the weak condition of one of the side walls toward the street is such that someone could very easily remove stones from it with the bare hand, giving anyone the freedom to commit all kinds of mischief there. When Your Honours intended to begin the war here against the native government and to make yourselves masters of the castle, Mr. Spencer wrote on Your Honours' behalf by a letter of the 18th of February 1759, and testified 308. The 21st of July 1764 shortly afterward testified orally that he faithfully assured that the execution of the measures taken would in no way infringe upon or diminish any privileges in trade or otherwise that the Honourable Netherlands Company or we ourselves had obtained at Souratta. During the presence of that gentleman or his successor Mr. Price, we also had no complaint about the contrary. But for some time past, we have been mistreated in the most extravagant manner and most heavily oppressed by open injustices. First, the native rulers were permitted, and they were supported and helped, to inflict the most disgraceful affront upon the Netherlands Company under worthless pretexts, while our servants, through threats of overwhelming violence, were prevented from opposing this with force according to the law of nature. Then they were forced to pay an excessive sum of money if they did not wish to die of hunger through the close confinement. Subsequently, despite all protests, the cannon were sent away, which for years had lain here without the slightest suspicion of the native government. And now we are even refused permission to repair a poor place for the storage of a small supply of powder, which we nevertheless cannot possibly do without, unless Your Honours must at the same time also desire that we leave our vessels uselessly lying within the river and cease all navigation and commerce by sea to this and the surrounding places. What reason Your Honours may have to behave so unjustly and unreasonably toward us is entirely unknown to us, but this we do know: that such completely overthrows our so dearly obtained and 309 The 21st of July 1764. and so long enjoyed privileges in this city, and is wholly contrary to all equity, to Your Honours' own assurances, and to the contents of so many solemn treaties as have been concluded between our mutual High Sovereigns and still stand to this day. We therefore expect, nay, we very kindly request Your Honours to be pleased to change your conducted behavior, and no longer to refuse to grant our request regarding the repair of the powder magazine, since we have in no way refused to do Your Honours the honor of presenting the same in a proper manner, so that we may obtain no further reason to have to complain about the harsh and entirely improper treatment by Your Honours and your subordinates here. Yet if Your Honours, notwithstanding this, persist in your intention, and should still dismiss our repeated requests, then we also hope that Your Honours will not take it amiss that we protest against it, as we provisionally protest hereby in the most powerful and emphatic manner, not only against Your Honours' conducted behavior toward us thus far, but also against all consequences that might in time arise therefrom, charging entirely to Your Honours' account and responsibility both the damage and ruin of our small supply of powder, and the dangers and misfortunes that its poor care may cause, and which, if the Almighty does not graciously avert them, will undoubtedly cause the ruin of a large part of the city along with a total
