215 The 28th of April 1764. Clinkaert to be made to pay the purchase cost of 3 mast-timbers. Provided the reasons mentioned in the text. The pay bookkeeper to be granted a clerk when needed. this delivery would needlessly deprive the Honorable Company of them, and conversely would bring far too much profit to the aforementioned Clinkaert, as upon sale here he can obtain more than four times that value for them, it is therefore thought proper merely to make him pay the purchase cost of the remaining 3 pieces, as a fine, for not having taken better care for their preservation; yet to retain the mast-timbers themselves, and to have them transferred to untaxed goods and kept running on account, in order to be used in due time wherever such shall be necessary in the Master's service. Their High Excellencies, notwithstanding the further remonstrance made from here, being absolutely not pleased to agree that two pen-men shall be assigned to the pay office, it was therefore thought proper to acquiesce therein, and and 216: The 28th of April 1764. The adjacent extract to be sent to Brootchia for guidance. To have all orders issued by Her Highness exactly complied with. and to allow the pay bookkeeper to ask to borrow a scribe from the other offices when needed. As well as to send to Brootchia an extract from Their High Excellencies' letter concerning the security provided by the former factor at Brootchia Kroonenberg in the amount of ƒ6777:14. 8. on account of funds that were still outstanding among the weavers of the patterned cloths upon his departure from that office, for the information of the factors, so that if upon the conclusion of the collection that debt should not yet be settled, the remainder may then be charged hither. For the rest, it was agreed at the conclusion of this business to comply exactly with, and to have complied with by those whom it concerns, all further orders given by Their High Excellencies both in the letter and enclosures, for which the necessary extracts shall be issued, the remaining orders consisting chiefly in these, to wit: Upon 217. The 28th of April 1764. and consist of the adjacent. Upon receipt of poor sugar, to state in the letters the numbers of the canassers in which the same was found, which will be strictly complied with insofar as the numbers and letters on the canassers are legible. When making known the net balance of the Company in the letters, to specify articulatim what the same consists of, and not merely to say in a word that after deduction of the creditors the balance amounts to so much. To keep no more cash on hand than is absolutely needed, and to send the rest to Batavia; to advance no funds to anyone of the foreign nations, and also to make no provision of sailcloth and other equipment goods unless some foreign vessels would, upon the refusal thereof, be deprived of their voyage and thus fall into great difficulty. Pursuant 218 The 28th of April 1764 Pursuant to an extract from Their High Excellencies' Resolutions of the 18th of February 1763, to credit the premium of the Visitateur General for discovered errors to Batavia, when the reimbursement with the same sixth part has been fulfilled at the outer offices by those whom it concerns. According to a decision of the High Council of the 18th of August 1763, to break up all Company vessels that are truly worn out, or if it should prove more profitable, to sell them to be broken up, without permitting that such a worn-out vessel should afterwards serve for any private use. Friday At the opening of this meeting, the Director ordered a record to be kept of such matters as had occurred from time to time since the last gathering, such as: That on the 1st of the current month at 10 o'clock in the evening, there was so severe a hurricane, the like of which has not occurred in human memory, and by which also the following accidents happened, namely: 1. the masts of the small vessel the Beschermer, and the gallevat de Waakzaamheid, which were on a voyage to Brootchia, were broken. 2. that in that fatal event the skipper of the said small vessel, Cornelis Kuypens, accidentally drowned when the boat capsized, and 3. that in an almost incredible manner the entire front gallery of the hall at the residence of the Director

Byj 't bekent stellen der suyvere staat van de Comp: in de brieven articulatim te specificeren waar in deselve bestaat, en niet maar slegts met een woord te zeggen, dat na aftrek der Crediteuren de staat monteert zoo veel. Geen meer Contanten aan te houden dan men abzolut nodig heeft, en de rest na Batavia te zenden, gene gelden aan iemand van de Vreem- de natien te schieten, en ook geen verstrekking van zeyldoek en ande¬ re Equipagie goederen te doen dan wanneer eenige vreemde bodems by dies ontzegging van zyne reyze verstoken, en dus in grote ongele= gentheid zoude geraken. 221. The 18 May 1764. The sailor Bommery deserted to the English. Receipt of a letter from Brootchia. The sailors Corink and Schuwrman deserted to the English. The vessels from Brootchia returned. dwelling not only was torn loose with its posts, but even, to amazement, drifted a good distance across the entire hall. That on the 6th a sailor of the vessels named Claas Bommery deserted to the English. That on the 10th a letter was received from Brootchia solely for the communication of the death of the factor Sandenis, who was on the point of departing hither. That on the 13th again two sailors named Iohannis Coorenk and Dirk Schuurman left the Company's service and deserted to the English. That on the 17th the vessels from Brootchia returned with 74 packages of the Company and the goods of Sanderus, besides a letter whereby the factors report to have retained ro f. 1276¼ of the deceased Sanderus for the payment of funeral debts, his servants, 222. The 18 May 1764. On the complaints of the Company's brokers and a written declaration of 12 merchants concerning the sugar of the Rebecca Jacoba. servants, and further small expenses, and that they request, on the occasion of the demise of the brother of the Company's broker, to be allowed to hang a pomery about him. That upon the complaints of the Company's brokers about the powdered sugar brought by the ship the Vrouwe Rebecca Jacoba, the Lord Director commissioned the joint members of the Political Council for an inspection, who by their written report of the 24 March say they find that sweet not in such poor condition as the brokers and merchants state, but that on the contrary fourteen merchants on the 5 May by a written declaration of the 14 March certified that said sugar was worse than that brought with Bleyswyk, for the reason that it was damper; and that they also would not have it even for a lesser price than 223. The 18 May 1764. commissioned for inspection. Finding of the same. than that for which they buy that of Bleyswijk. After which the members, being commissioned again in the presence of the brokers, say by a further written report to have found that the aforementioned sugar is, if not equal, at least not worse than that of Bleyswyk, so far as their memory represents it to them and their knowledge permits, the Lord Director subsequently causing the three papers to be inserted below here. To the Noble Honorable Lord Christiaan Lodewyk Senff, Director and Commander-in-Chief of this Direction. Noble Honorable Commanding Lord, The undersigned joint members of the Political Council have the honor to report to Your Noble Honor that in conformity with Your Noble Honor's written order they have inspected the powdered sugar brought with the ship the Vrouwe Rebecca Jacoba, which according to the invoice consists of only two sorts, marked Let. A. and B.; that of the latter letter, of which there should be 73 in total, 224. The 18 May 1764. they could find only 2, and the rest therefore consists of those marked with A. and unmarked; that they have sampled thirty canasters of each of the two last-mentioned sorts besides the two found of Let. B., and thus have the honor to present to Your Noble Honor sixty-two samples, according to which in our opinion the entire parcel is not in such bad and unsightly condition as the brokers and merchants testify. 226 The 18th of May 1764. the estate of Sanderus to transfer to the Curator ad lites. brought by the Rebecca Jacoba, inspected; of which, according to the estimate of the brokers, 20 canasters marked Letter A, 20 unmarked, and 8 marked Letter B were examined, and found that the same is, if not equal, at least not inferior to that brought by the Bleyswyk, samples of which have been sent to Batavia; declaring this to be so as far as their memory represents the matter to them and their knowledge permits. We have the honour to call ourselves with high esteem. Lower down stood: Honourable and Worshipful Sir. Still lower: Your Honour's and Worship's very obedient servants. Was signed: D. Kelly, M. It appearing from a special and codicillary power of attorney that the retiring Secunde, the Honourable Kelly, could accept the estate of the deceased factor Sanderus in order to administer the same according to a closed will, but His Honour renouncing the same because no such instrument was found in the estate, it is resolved to have the same transferred to the curator ad lites, to be managed and accounted for by him, with instructions to pay close attention that the Company receives its due first. To grant. 227 The 18th of May 1764. Ruperti to let serve as Cashier provisionally. for the adjacent reasons By letter of the 9th of April of the current year, the change made among the qualified servants of this Directorship in the meeting of the 26th of March last having already been communicated to Their High Excellencies, it was thought proper, for the short time that the disposition of the same High Authorities thereon may yet be delayed, to make no alteration therein, and consequently not to dispose of the Cashier's post vacant by the death of Sanderus, but to let the junior merchant and ad interim cashier Ruperti continue to serve as such until the arrival of the ships, and to let the provisional Secretary of this assembly, Blaaukamer, remain serving in his present office. The Director subsequently proposed the inconvenience attending the storage of the equipment goods of the vessels when they are laid up before the garden Zorgvry against the bad monsoon, 228 The 18th of May 1764. It was on the proposal of the Director while the said goods are then stored on the wharf in the warehouses, which can have detrimental consequences in the event of heavy and unexpected drainages, whenever the vessels in such a case run into need of one thing or another, and one cannot get to them without the danger of losing everything sent thither through the capsizing of the boats, as in such a circumstance and in such a manner all the sails of the vessels were lost in the year 1758; wherefore His Worship judged it very useful to have a shed of spars and bamboos with a tiled roof erected in Zorgvry, both to store the goods of the vessels after their dismantling, and also to serve as a coach house, ox stall, and a guardhouse for the peons 229 The 18th of May 1764. decided to have a shed built in the garden Zorgvry. for the conservation of the newly built country barge who otherwise must dwell under the open sky, and also to store the necessary hay for fodder for the oxen; the members, acknowledging the necessity thereof, resolved to carry this into effect. The new country barge being now in a complete and tidy condition, the Director put forward for consideration whether one ought not to proceed to build another small, light boat of 7 oars, not only to spare the said large barge a little, which otherwise, if it must be employed every time, will soon be worn out and brought into such a dilapidated state that the Director or other persons of quality could not decently make use of it, but also to avoid being embarrassed through the lack of a second boat in case 230 The 18th of May 1764. decided to build a second, somewhat smaller one. These obstacles that we encountered in the execution of the charge assigned to us, added to the statement of two English peons who kept guard in his house, that Mr. Hodges had ordered them to watch closely that no one laid hands on the property of the frequently mentioned Clinkaert, obliged the 2nd and 3rd undersigned to ride to the Company's shipyard to request further orders regarding this from Your Honor, which, having been received and in substance containing that we should proceed with the sealing until we were prevented from it by force, made us go on our way again; but far from succeeding therein, this was again hindered by Clinkaert, who blew out the candle up to 4 or 5 different times and had it hidden away by his servants. To this was further added that he once again declared he would oppose it by force; a Sepoy of Mr. Hodges testified to the same in the name of his master, and a Commander of the English vessels said that Mr. Hodges had expressly forbidden molesting Clinkaert, who stood under the English. Seeing in such manner that it would be impossible for us to carry out our commission unless we were permitted to repel force with force, we found ourselves compelled to give Your Honor written notice of these obstacles for the second time, 243 The 19th of June 1764. with a humble request for further orders; while Clinkaert in the meantime sent word to Mr. Hodges through an English peon that there were Dutchmen in his house who were attempting to use force against his property, with the urgent request that his Honor would be pleased to give orders thereon. When this peon returned shortly thereafter, and we a few moments earlier had also received Your Honor's written order regarding how to conduct ourselves concerning the sealing of Clinkaert's estate, we immediately set our hands to work again and made a start with it. The aforementioned peon did his best to prevent us from doing so, so that no property might be removed from Clinkaert's house by any Dutchman, much less hands laid upon it. But since he used no force, and Clinkaert, seeing how little we cared about orders other than those we had received from Your Honor, ceased offering us further resistance, only protesting that we were sealing his effects contrary to the order of Mr. Hodges, we continued in all haste to accomplish our commission, which we finally finished, as appears from a List drawn up thereof and annexed hereto, placing the sealed goods under the supervision of the Company's Peons when we left the house, ordering them not to let any piece leave the house unless, prevented by force, they could not hinder it. After the complete execution of our commission, we returned to the Company's lodge to take the road from there to the shipyard in order to report everything to Your Honor. Surat in his opinion, suffered considerable damage, in case the said Clinkaert should happen to receive some compensation or other, as was certainly bound to happen with the repair of the vessels; that His Honour had therefore deemed it necessary to draw up a written document in the form of a draft letter, in order not only to place before Mr. Hodges in emphatic terms everything that had occurred regarding this matter, but also to protest against him in the strongest manner with the adjoining protest, and that His Honour requested the Council to consider the contents of this draft, reading as follows: To the Honourable Thomas Hodges, Chief on behalf of the affairs of the British Nation, and Governor of the Mughal's Castle and Fleet, together with the Council. I expressed my astonishment that Mr. Hodges made use of merely a native for such a message, whereas I had nevertheless sent two Council members. But since that man assured me that not a single one of the English Council members was with Mr. Hodges, nor even in the city, I acquiesced in that and simply gave the following reply: That I had done no more than my duty, and if Mr. Hodges believed he had the right to make use of force, that I would have to submit to it, but that I would not oppose it with any force. Around two o'clock the doctor appeared before me again, sent on a commission by Mr. Hodges with the following message: That the aforementioned Klinkaert had himself already paid the rent of the house in which he lived for three months; that it was consequently a private house and not a house of the Honorable Company; that on this account I had wrongfully seized the goods therein, and that if I did not desist from my intention, he would be forced to use violence. I answered to the first point that the house, standing right next to the lodge, had always been considered as belonging thereto and had been kept on lease by the Honorable Company for many years; that Klinkaert had indeed paid the rent for some time now because, not being actively in the service, he certainly had to bear his own expenses, but that this had taken place solely by way of a loan because he had requested to be allowed to live therein; and that consequently the house was and remained in possession of the Honorable Company. Whereupon they proceeded to the resumption of the detailed report of the commissioners, who according to the resolution of the 28th of April last weighed the spices brought by the ships Kronenburg and the Vrouwe Rebecca Jacoba, annexed with 5 distinct notes of the gross, net, and tare weight of each chest individually, the report being of this content: 257. In compliance with the Political Council Resolution of the 28th of April, the undersigned members of the Respected Council of Justice proceeded to the Company's Spice Warehouses, being under the responsibility of the Honorable Chief Administrator Bosman, who currently still functions as Warehouse Master, and there, in the presence of the Fiscal Mr. Gerbrand de Jonge, together with the presence of the regular Commissioners of the Trade Warehouses, had the chests containing nutmegs and cloves, brought by the ships Kronenburg and the Vrouwe Rebecca Jacoba and standing in the Company's spice warehouse, in good condition, gross weighed, opened, emptied, and the nutmegs separated from the cloves; likewise had all the chests individually tared, the spices weighed net, and had each chest refilled with its own spices and stamped down, subsequently had the same properly bound with cross-ropes, sealed with our customary signets, and delivered to the aforementioned Chief Administrator and Warehouse Master for storage. Our findings with respect to each chest in particular being as we have the honor to show in the annexed notes, which we indeed prepared with the utmost attentiveness, but which we nevertheless cannot give as entirely accurate and free of all slight errors, since in the Batavian weight declarations no chests are numbered.

261 The 19th of June 1764. Although this statement now contains everything that, according to our humble understanding, belongs to a clear presentation, we nevertheless cannot refrain from setting down here the following remarks for the speculation of your Right Honorable, namely: 1. That the gross or ship's underweight is generally very slight, and amounts to no more than 1/8 percent. 2. That the nutmegs placed in lime have dried out much more and give a greater underweight than those that were covered with cloves, and that the latter are also incomparably better in quality than those that were in lime; yet that we found the nutmegs of both lots to be very ordinary, and indeed so poor that when one takes a handful from the bulk and squeezes the hand together a little, as many as 5 or 6 pieces of them fall to dust and grit. 3. That the nutmegs covered with cloves do dry out much less than those sprinkled with lime, but that, on the other hand, the cloves that lay alongside them also give an incomparably greater underweight, and possibly even diminish much more in quality than those that were packed alone. 4. That little reliance seems to be placed upon the weighing and reweighing of spices, whether gross or net, due to the rapid change to which spices are subject in damp or dry air, as is evident primarily from the fact that on one lot of nutmegs covered with cloves, there was even found an overweight of fully 7/8 percent; and that the empty chests alone weighed up to 3 1/4 percent less here than at Batavia, while nevertheless the gross underweight of the filled chests generally amounts to no more than 7/8 percent. B. it is stated; for the covering of the same vessels yearly, as the Company is customary, for a smalschip ƒ 90. - and for a Horry only ƒ 30. -, the undersigned provisional equipage overseer takes the liberty, hoping for a favorable interpretation by Your Right Honorable, and as he under correction of wiser judgment believes to submit for the benefit of the Honorable Company, that the Horry de Oostdrager and Uytwinner, as well as all the smalschepen, have a fixed deck, wherefore it is very necessary that they be completely covered, for which just as much or virtually no fewer spars, bamboos, tevrij leaves, and coir rope will be needed as for one of the smalschepen. If Your Right Honorable would be pleased to condescend to the proposal, I also request that Your Right Honorable be pleased to permit me to charge for the covering of the said two Horries the same as for smalschepen. We have duly received from the hands of Messrs Aratton and Bouchier your Right Honourable's esteemed letter of the 23rd of June, regarding which we find nothing to write in reply to your Right Honourables, but shall direct our answer thereto to the Governor and Council at Bombay. In the night between the 3rd and 4th of this month, the foundations of the stone house on our wharf, which was occupied by the Master Attendant, gave way, whereby that building itself threatened to collapse at any moment; this danger and haste did not permit us to request your Right Honourable's consent in writing for the prompt and unavoidable repair of the sunken foundations, but this was done verbally to Mr Hodges by two of our Council members, whereupon His Honour immediately sent Mr Nielzon together with a Master Mason for an inspection, and being convinced by the report received that there was no time to lose without exposing the house to a collapse, had the goodness to send Messrs Bouchier and Parrot to the first-signed to give His Honour's consent to the requested 277. 280 The 6th of July 1764. and proposition of the Honorable Director resolved. whether it was not necessary to seize, at least provisionally, the left-behind monies of the suspended person outstanding among the Company's servants, and that indeed on the basis of the same resolution of the High Government, which dictates that the confiscation of goods shall take place if the Company has any claim against the deserter. And since His Honor had already heard that Klinkaert, during the period of three years, had made virtually no rebuilds, repairs, or provisions to the vessels, as may further appear when the report of the commissioners who precisely surveyed the vessels, and for which His Honor, upon seeing the excessive demands of the commanding officers, had appointed a special committee, shall come in, His Honor therefore submitted 281 The 6th of July 1764: to seize his outstanding monies. for consideration the accountability that one would face, and the dereliction of duty of which one would be guilty, by not taking advantage of the means at hand to indemnify the Company, aside from the damage that one would bring upon oneself should there be anything to reimburse. Honorable, Worshipful Commanding Sir, The undersigned equipage master has the honor most obediently to inform Your Honor that he, in the presence of the boatswain Marten Fick, commander of the Company's war goeves De Zee Leeuw, and Carel Gilkes, commanding the war gallivat De Waakzaamheid, together with the native master carpenter Jietje Banna, has accurately inspected the condition of the aforesaid gallivat purchased in the year 1753 on the 16th of February, and has found that vessel to be old and very weak, and practically unfit, unless 283 The 6th of July 1764. in evidence that the war gallivat De Waakzaamheid is unfit for further service. it were almost entirely renewed, to sail any longer. In January 1761, for the same reason, all the 3-pounder cannon were also taken off that vessel, and 2-pounder pieces were provided to it in their place. Moreover, it has been found that whenever this vessel happens to run aground, the pumps thereby protrude from half a foot to three-quarters of a foot above the deck, whereas they are level when it lies in afloat water. Having hereby made known the weakness of that small keel to Your Honor, I take the liberty to call myself, below stood, Honorable, Worshipful Commanding Sir, lower, Your Honor's humble servant, was signed, P: V: d: Kuyl, in margin, Surat, the 23rd of June 1764, lower, in our presence, signed, Marten Fik and Carl Golkens, still lower, a small cross around which stood written, this is the mark of the carpenter Jietje Banna. From which it clearly appears that this vessel is so bad and worn out that it is entirely unfit for the required service, and remains a continuous burden of heavy and fruitless repairs, concerning whose weak condition one was obliged, upon a report submitted in that regard by the suspended equipage master 284 The 6th of July 1764. equipage master Klinkaert in the resolution of the 14th of July 1762, to resolve to spare that vessel in such a manner that it was not sent outside and on the lookout too early, and also did not remain outside to cruise any longer than at the latest until the middle of April, if one wished to have another two or three years of service from it; and it being certain that that vessel has not improved during those two years, but has indeed become completely worn out, whereby it is to be feared that one day or another it will fail its master and go down with the loss of ammunition and equipage, as well as the souls aboard it, one could certainly upon this report resolve to dismantle or sell it; however, it was nevertheless deemed good to defer the final decision hereon until the report of the inspection of the vessels shall have come in. Because the first factor Sanderus, who made the sale alone while the second, Heydeman, was here in Souratta, has now deceased, and consequently cannot be held liable for this unauthorized, unqualified sale, it is therefore thought proper to order the present factors to demand the money in due time according to the written bond, and to give notice as soon as possible if by any chance anything should happen to be missing from the full payment. The annexes mentioned in the letters from the Brootchia factors thither under the date of the 4th of June last, consisting of a transfer of the handover and receipt of the cash, returns, etc., remaining there at the office, a statement of the treasury, and an exhibition of the account of procurement, together with a true return of the 25000 lb of Japanese copper in bars sold on two months' time by the late factor Johannes Sanderus, all signed the last of May, have been handed over to me, the undersigned. Having examined those documents, I thought it necessary respectfully to present this writing of their findings to Your Noble Honorable, and to state therewith that according to the transfer, Winsboekendas Watjera stands debited for f 22500, stating that this arises from the 25000 lb of Japanese copper in bars sold to him on the 22nd of April of the current year on two months' time. Although the servants certainly ought first to have asked for permission to debit the former factor Sanderus for the brokerage, it is nevertheless understood to pass it for this time, out of consideration that the matter in itself was properly handled, since the said Sanderus, having entered the entire amount of the returns, notoriously also ought to have booked the brokerage in favor of the Company's broker's debit, and this not having been done, he remains liable for it nonetheless. And whereas the servants there in their letters of the 24th of April, 5th, 9th, and 12th of May make not the least mention of the sale, and only in their letter of the 4th of this month state that the Japanese copper in bars was sold by the often-mentioned Sanderus to be paid after two months, of which a written note of a heathen remains here, I cannot refrain from submitting to Your Noble Honorable whether, if ever by unexpected accidents the merchant of the said mineral should become unable to settle his debit, one should not rightly hold the factors at that office accountable, as to my knowledge no authorization was given by this administration for sale on time, and subsequently... The aforementioned papers handed to me concerning the yield of the copper having been examined, I have nothing to say against their correctness, but I shall, as briefly as possible, demonstrate to Your Right Honorable Worships that the orders given in the letter sent thither dated 9 February of this year have not been fully complied with, since it was therein ordered that a good price for the said mineral must be negotiated, and that with these words: above that obtained for it locally, at least so much as can make good the expenses of the transit. Restored to his rank. of people, conducted himself very well, also having shown great signs of remorse, whereby the opinion that was held of him—that his previously maintained bad conduct was to be attributed more to the seduction of the crony named therein, who has deserted since his dismissal, than to a wicked nature—was confirmed; thus the assembly, upon the repeated entreaties of Van den Bosse and his shown amendment and promise of future good conduct, was now moved to reflect upon the condition that it had reserved for itself upon taking that resolution, and by virtue of the same to restore the said Van den Bosse from this day forth to his former capacity, service, wages, and emoluments, as well as to allow him back into the secretariat as before.
