462. The 31 August 1764. It was resolved to release the Lieutenant from said compensation, and to charge Klinkaert for it, for the adjacent reasons. had to be sent with other unserviceable goods to Batavia; and that he, also according to his own handwritten note, received and dispatched the same, but nevertheless neglected to give notice thereof to the Honorable Chief Administrator, whereby the same were not accounted for in the invoice, and thus this neglect is to be attributed to him alone, it was therefore resolved to acquit the Lieutenant of the compensation imposed on him, and on the contrary to have the cost of the 11 pieces of flintlocks paid by the said Clinckaert, and to that end have his account charged for it in the Trade Books. Because from this entanglement with these 11 pieces of flintlocks the inconveniences that result from the neglect of the administrators are sufficiently evident, whereby it happens that often the innocent must pay for the guilty, or that commonly 463. The undersigned, Your Right Honorable's humble servant, makes known in all reverence how he, alongside the Bookkeeper Monté, by a Political Council decision of the 24th of October of the past year, was appointed to recalculate the Trade Books and papers of this Directorate since Primo April 1762, or the time that the assistant Hendrik van der Vloot, who deserted to the English nation, performed the service of Recalculator and Checker, to which decision we have complied to the best of our ability as evidenced by a report submitted by us and inserted in the Resolution of the 21st of November, wherein it is said, among other things, that the Honorable Company would have been disadvantaged by ƒ 75. – in a specification submitted on the 16th of June 1762 and approved in the Council of Policy, regarding the journey of the undersigned and the surgeon Rynbach from Amed-abaad to this place, caused by the excess charged beyond what was allocated by Resolution of the 10th of February 1756 to a Bookkeeper or assistant and surgeon for traveling or out-of-pocket travel expenses; but whereas that provision in the latter-mentioned decision does not extend further 465. The 31 August 1764. further than from Brootchia to Amed-abaad, or from Amed-abaad to Brootchia, as appears from a Resolution taken at this session of this Board on the 14th of June 1760, whereby the former Amed-abaad resident De Wind and Assistant Vermeulen, upon a specification submitted by them for the upward journey from Amed-abaad to Brootchia separately, and from Brootchia to this place, were favored, the first with ƒ 75. - and the latter with ƒ 50. -, it being taken into consideration that the aforementioned decision of the 10th of February 1756 was calculated on the assumption that the Amed-abaad servants would always be transported to and from Brootchia with the Honorable Company's vessels; but whereas such transport did not take place with respect to the said De Wind and Vermeulen, as they had to make the journey from Brootchia to this place overland, it was approved to accept what was charged by them from Brootchia to this place. Due to the sale of the said galvat, the necessity existing to construct another vessel of war, because such a vessel cannot be dispensed with to cruise between the sandbanks and to protect the cargo boats against the pirates, it was resolved upon the proposal of the Director to do so, but at the same time to make the vessel to be constructed of such shallow draft that it can serve between the banks in order to rout the band of robbers there, because they shelter themselves between the same and unexpectedly fall upon the cargo boats when the cruiser thinks it has brought them into safety; to accomplish which with greater success, it will be made in such a manner that it can both row and sail. Upon a report submitted by the ad-interim cashier Ruperti of the following content: To 472 The 31st of August 1764. The assistance of the Director regarding arrears of Clinckaert. It was resolved to enlist half of the native sailors by mid and the other half at the end of September. provided the mentioned Lord Director having pointed out the inconvenience to which one has been subject almost annually since the capture of the Castle by the English regarding the native sailors serving on the vessels, namely that one is obliged to enlist them earlier than before if one does not wish to make do with incompetent folk who can find no employment elsewhere. His Honour therefore proposed, since necessity must be turned into a rule, to enlist half of the required sailors tomorrow, and the other half by the middle of the coming month, if they can be persuaded to wait that long. However, we find ourselves obliged to add regarding this, that although some walls, and in particular the outermost ones, besides those mentioned in the annexed calculation, which necessarily will have to be rebuilt and renewed from the foundations, appear to the eye to still be in a passable state, the master bricklayers have warned us that it is very likely that, once one begins to disturb that old work, even more considerable defects will reveal themselves, which will cause one to fall far short of the stated sum, and for which they did not wish to be held accountable. A similar warning was also given to us by the master carpenters; and especially concerning the rib-pieces or sister beams under the rafters, whose ends lie in the walls, and which they fear, due to the frequent leakage and the dampness of the walls, will for the most part be rotted within the same, although outwardly nothing of it can be seen.
