And although it is indeed true that the same is somewhat smaller than that cargo boat, yet it is also considerably larger than a common ship's boat, such as one built new here in the Year 1756 for the ship Lapienenburg, and as extra timber was used for this boat, it was deemed proper to approve this Specification also, as the same follows here. The Director having charged himself at the meeting of 26 July with the task of drafting a regulation on the issuing, entry and write-off of the weaponry goods, produced today the following thereof. Draft Regulations on the Issuing and Entry and Write-off of Weaponry Goods. Whereas the military weapons that are issued to the men have not previously been recorded in the trade books of this Directorate, and thereby all kinds of errors have occurred, as well as the method of their entry and write-off customarily used until now involves much unnecessary paperwork; the following must in future be observed in this regard. I. Under weaponry goods are understood, not only the weapons themselves, such as broadswords, swords, flintlocks, pistols, pikes, powder and lead, but also all other necessities and equipment of the military, such as cartridge boxes, sword frogs, drums, colors, wormers, etc. II. All of this that is in stock, purchased, manufactured, or brought in, has only one general account in the trade books, usually called The Armory, III. 531 The 25 September 1764. named, whereby everything is entered with its costs, and also as such written off upon issuing, delivery or dispatch. IV. However, in the latter case, or upon the delivery of the goods, a great distinction exists between: Those that indeed become unserviceable through use, but still more or less retain their value; And others that cannot be used without being completely destroyed, or at least losing their value. V. Dewil de Militairen wapenen, die op de man leggen, by de Negotie Boeken deezer Directie voor deesen niet bekent hebben gestaan, en daar door zoo wel allerhande abuysen ge= plaegt zijn, als dat de manier van derzelver In- en Afschryving, tot heden toe gebruyke lyk veel onnodig schrijfwerk na zig sleept: zoo zal omtrent dat een en ander in den aanstaenden het volgende in agt genomen moeten worden. onder wapen Goederen werden begre= „pen, niet alleen de wapenen zelfs, gelyk Hou= wens, Degens, snaphanen, Pistolen, Pieken, kruyt en Looth, maar ook alle andere be= hoeftens en toevustingen der militairen, als Patroontessen, Port D' Epces, Trommels, vaandels kratzers enz: Alles wat hier van in voorregt legt, Inge= kogt, Aangemaakt of Aangebragt werd, heeft maar Eene algemeene Rekening by de Negotie Boeken, gewoonlyk De wapenkamer genaamt x 11. VII. In order, therefore, upon the issuance of one or the other, to make the write-off in such a manner that that which must be further accounted for is also clearly evident in the books: thus, everything belonging to the first sort must indeed be written off from the armory and its cost charged to ordinary expenses, but the goods themselves must be transferred without value to unassessed goods, in this manner, namely: Per the following to the armory, for that which was issued, as Per ordinary expenses for the cost of the firearms that have been issued. And Unassessed goods, for the firearms themselves, which must be further accounted for. Yet those of the second sort are, both in goods and money, written off from the armory directly to ordinary expenses, in the VIII. 533 25 September 1764 in the following manner, as Per ordinary expenses to the armory, for such weapon goods as have been issued to the garrison. In case any of the goods that are in use become unserviceable, they shall be transferred from unassessed to unserviceable goods. And whereas, instead of the unserviceable ones, serviceable ones are ordinarily issued again in exchange, and the quantity under unassessed goods remains continuous, and thus the same, it is also not necessary to place that which is newly issued under unassessed goods again first; but the write-off and transfer can take place directly to unserviceable goods, in this manner, namely: Per the following to the armory for that which was issued in exchange; as Per ordinary expenses for the cost, and Per unserviceable goods, for as many firearms as have been fouled. And on this last-mentioned account the unserviceable goods then continue to run, until they are either repaired or sent to Batavia. If it is possible that they can be repaired here, then that is done. What is paid for it is written off to ordinary expenses. However, the goods themselves must be taken back into the armory at their full value, or at the same amount for which they were previously written off, in this manner, namely: IX X XI. This number, having been written off in the manner aforesaid and entered under unappraised goods, shall always continue in this way and may not be decreased or increased, unless the present garrison should be markedly increased or decreased. 547 5 November 1764. amounting together to Rd.s 27. 33: 7- or ƒ 6559:11— to be reimbursed by those who gave their consent to the consignment: whereupon the Director stated in that regard that he was indeed very much inclined to submit himself willingly in all cases to the pleasure of Their High Mightinesses, and that for that reason he also took it upon himself to arrange payment in due time, should this charge stand, but that he nonetheless believed that one could and might reasonably request Their High Mightinesses to be relieved thereof; since for his part he was not only convinced in his conscience and could, if necessary, confirm in a solemn manner that in this matter he had had no other aim than the promotion of the Company's interests, but also that he held himself assured that the 548 5 November 1764. assembled members would also have to confess that they had not given their votes in this matter other than from a true conviction of doing well, and thereby rather to earn Their High Mightinesses' favor than displeasure. The Council, having heard and considered this proposal, not only approved the same entirely, but also declared that it could affirm in the most solemn manner, as it declared by this, never to have regarded the purchase and consignment of those Patolas other than as a convenient and suitable means which at that time was necessary to prevent smuggling, and according to all appearances had to serve to the benefit of the Honorable Company. And record having been made hereof in this, it was resolved by unanimous votes to request Their High Mightinesses very respectfully in the first letter to be dispatched, 549 5 November 1764. to be relieved of that charge, and meanwhile to place the amount thereof at ƒ 6559:11: - onto a separate account and to let it run as long as until one shall have obtained their pleasure regarding this. Furthermore, having also been ordered by Their High Mightinesses regarding the despencier's stay here, to grant to the despencier Taillefert his release, in case he should request it, the same was summoned to the meeting, and it was announced to him to declare himself hereupon at the earliest. But since he declared to have no need of time to deliberate, as his circumstances for the present did not yet permit departing from here with these ships; it is approved to give notice hereof to Their High Mightinesses by the first opportunity. The further content of the letters as well as the accompanying 550 5 November 1764. resolutions, extracts, etc. containing nothing other than remarks and positive orders, it was agreed to obey the same dutifully. And in particular to have the notice dated 16 December 1763, whereby the private import into Batavia of all western piece goods, without distinction, was prohibited, published annually with the other placards on the arriving ships, but to have the necessary copies and extracts issued of all the rest, consisting principally in the following, to wit: Four Extract Resolutions of 30 December 1763, 20 March, 24 and 27 April 1764, containing an interpretation and expansion on the Regulation concerning the entries and write-offs of 15 August 1752. An Extract Resolution of 28 November 1763, to state specifically, when requisitioning timber, 551. 5 November 1764. the quantities and for which buildings or works each type is needed. A copy of the expanded short extracts from the orders regarding free navigation to the west, in which it is mentioned, among other things, that the trade in tailed pepper is forbidden, as is all trade in Surat silk garments and piece goods, of whatever name, on pain of confiscation and forfeiture of the manifold amount, besides the dismissal and deportment of such servants of the Company who might violate these orders. An Extract Resolution of 30 January 1763, to offset against each other at purchase prices all merchandise and other goods found short upon inventory or transport, 552. 5 November 1764. and to have that which is short made good at purchase prices, as well as to credit at purchase prices what is surplus, but from which are nonetheless excepted spices, ammunition, and weaponry, which Their High Mightinesses themselves shall dispose of. An Extract Resolution of 13 April 1764, prohibiting the private import into Batavia of all western piece goods without distinction; as well as that the little which the Gentlemen of the High Government might order for their household use must be sent on the Honorable Company's account and declared on the bills of lading. An Extract Resolution of 1 May 1764, containing that at Batavia two fathoms of firewood shall be provided extra to the ships departing for Surat, and that if the authorities, 553 5 November 1764. notwithstanding this, should demand more at Surat, such shall indeed be delivered to them, but at the same time charged to their account and mention thereof shall be made in the letters to Their High Mightinesses. An Extract Resolution of 8 May 1764, that when transferring equipment goods to foreigners, the European goods are to be charged at 2, and the Indian goods with a capital advance for Company's or private ships, but for royal ships European goods at 5½ and Indian goods at one capital. This amount of ƒ 76:8 is to be paid back into the Cash Office by the Head Surgeon Pieter van der Sprenkel, without prejudice to his recourse against the commissioners, in case they might have contributed anything to the poor care and packing. The cost of 16 pieces of Surat niquanias, which were found short in 2 packs, No. 328 and No. 334, which were in good condition yet found lighter in gross weight than was entered on the invoice of the ship Blijdorp from Cochin to Batavia, which, pursuant to Their High Noble Excellencies' resolution of the 23rd of August 1763, must be reimbursed by its packers with ƒ 51:19.8. Of this amount, likewise half with ƒ 26:- to be charged to Ceylon and the other half with ƒ 25:19.8 to Malabar, in order to be reimbursed there by the aforementioned Honorable Head Administrator Burnat and the Fiscal Van der Sleyden. Honorable Sir and Esteemed Councilors, Pursuant to the Council resolution of the 5th of this month, we, the undersigned, as specially appointed political commissioners to assist in examining such three assistant surgeons as aspired to succeed the head surgeon Abraham van Doorne, who died on the ship Barbara Theodora during the voyage from Batavia to this place, after having waited more than fourteen days for the arrival of the assistant surgeon of the said vessel, who was also among the applicants, and subsequently having learned from various persons that the same did not wish to expose himself to the examination, proceeded yesterday morning, together with the chief surgeon of this Directorate Pieter vander Sprenkel and the head surgeon of the ship Renswoude Johannes Cornelis Bekking, to a suitable place, and there attended the examination of the two assistant surgeons stationed here, Jan van Rynbach and Everhard Lamberti; regarding which we have the honor dutifully to report: That Jan van Rynbach was called in first and, being questioned in general on osteology, dislocations, the nature, order, flaws, and fractures of the bones of the human body, their bandaging and healing, likewise on the most common diseases occurring on ships, answered all those articles with fair proficiency to the satisfaction of the examiners; that he being dismissed, and Everhard Lamberti being questioned in his turn on all internal parts of the body from head to toe, as well as on the arteries and other blood vessels, the muscles and tendons, their situation, injury, and healing, the brain, trachea, and esophagus, furthermore the heart, lungs, and whatever else is observable in the thorax, all the viscera of the abdomen and their membranes, and especially to what extent wounds inflicted upon each of these parts are fatal or curable, and by what means, and finally also on the most common shipboard diseases such as dysentery, tenesmus, scurvy, fevers, etc., with the beneficial methods of curing them; that all the questions posed in that regard and the difficulties raised were likewise very promptly and thoroughly answered and resolved by the said Lamberti; and he having departed, the examiners testified that they had taken singular satisfaction in the theory of both, and that the latter in particular had satisfied them to the utmost in all respects, with which we, insofar as we can judge from the proficiency of the respondents, gladly concur.
