The 25th of January 1764. to waive claims, provided his Honor binds himself in the adjoining manner. they were sound in that regard, just as all the persons mentioned in the inserted memorandum had indeed appeared upon the convocation of his Honor yesterday at his house in the presence of the two Messieurs Directors. The incoming Commander further said that having frankly disclosed to those people the condition in which Mr. Drabbe found himself, first the natives and after them the Europeans had declared to renounce their claims for the present, provided Mr. Drabbe executed a bond and thereby bound himself in the most binding manner to satisfy each person, either in whole or in part according as he became able to do so, and that they creditors would let his Honor depart unmolested under that condition; which having been accepted by the well-mentioned gentleman, and having been made known by the incoming Director to Mr. Boucard who was also present, that gentleman declared that 70. The 25th of January 1764. Boucard alone excepted therefrom. Binding objection of the Director Mr. Senff. without question Drabbe to the Company. that he had nothing to claim from Mr. Drabbe, as he had satisfied himself with those goods which he together with his broker had bought at the vendue of the outgoing Director; that his Honor had thereupon indeed pointed out to the said Boucard that not Mr. Drabbe, but the pay bookkeeper had sold his Honor's household effects for the Company, and that he Boucard, besides that, was no more entitled than any other creditors to do himself justice, as also that the good faith which must take place at a public sale, and which had also been exercised in trusting him, had been violated; yet that not only had all this been of no avail, but that gentleman had even considered himself offended by that imputation and finally had declared straight out that he was neither willing nor going to pay. The Commander further said regarding the debt of the Honorable Mr. Drabbe to the Company that according to a rough calculation the outgoing Director upon his departure would remain more or less indebted to the Company in an amount of ro/a 36000. 71. With the pay account of his Honor to handle as in parts. both on account of the arrears of the former cashier Oudenhoorn, which, after what has been realized from his goods, roughly taken would still amount to a sum of ro/a 16000.—and for which Mr. Drabbe is certainly in the first place answerable, as well as by virtue of his own debit to the treasury amounting to ro/a 20000.—yet in favor of which debt again comes ro/a 20000.—which his Honor's goods sold both publicly at vendue and out of hand have produced: all of which being roughly taken, because one cannot yet draw up an accurate account before the transfer of the directorate shall have taken place, is here only noted down in order to be formally disposed of thereupon later. Being spoken about the salary due to the outgoing Director, it was thought fit to have the annual account of his Honor of the year 1762/3 carried to the benefit of his Honor's account, together with 72. The 25th of January 1764. who, being on the point of his departure for Batavia without having made the Transfer of the General Directorship to his Well-Noble successor, the Well-Noble Honorable Lord Senf aforementioned, or being able to do so in such a short time, and therefore to the aforementioned His Honor in the Council of Policy on the 15th current upon His Honor's request it having been granted to have the said Transfer made by authorized attorneys in His Honor's name, provided that they be qualified thereto by a public Instrument ad ipsum negotium, declared by these presents solely to that end and without interfering with or excluding any prior powers of attorney, whether by procurations or last wills made or passed by Her Honors, to request, constitute, and authorize the Honorable Lord David Kelly, senior merchant and retiring secunde and Chief Administrator of this Directorate, together with the junior merchant and interim Cashier Otto Hendrik Ruperti, to make the General Transfer of the Directorate to the Honorable Lord Senf in His Honor's name and on his behalf, and to sign the same, as well as therein to observe and perform everything that the Lord Constituent himself could or might do, binding by these presents firmly and in the strongest manner his person and goods for everything that might result on account of that transfer, whether of compensations for deficient effects or any charges whatsoever, subjecting the same to all courts and laws, not only indemnifying the authorized attorneys in these matters, keeping them free of all challenge and post-demand, but on the contrary declaring that everything performed by them by virtue of this deed shall be held to be of the utmost value and of such worth as if he, the constituent himself, were present. Clinkaert departed for Batavia The Master of Equipage Matthys Clinkaert having delivered a petition to the Lord Director of the following content: To the Honorable Lord Christiaan Lodewyk Senff, Director and Commander-in-Chief of this Directorate, together with the Council. Well-Noble Honorable Lord and Esteemed Councilors, Matthys Clinckaert of Oostende, chief mate and Master of Equipage, very humbly requests Your Honorable Worships to be permitted to obtain his release from this directorate to the Indian capital with written-off salary, since, having been indisposed for a considerable time, he cannot find any recovery here, and he has reason to hope that the change of climate will be the best means to restore his health. Beneath stood: Doing which, etc. And requesting thereby that, on account of his indisposition of already long standing which makes the change of air necessary for him, he may obtain his release with written-off salary: it is thus understood to grant it to him for the alleged reasons, as well as, upon the proposal of the 75. But since the First Factor of Brootchia, Sanderus, is by this occasion to return to his Residence, and one presently finds oneself here, owing to the superiority of the English gentlemen, in such strange circumstances that prudence seems indeed to require living in friendship with the surrounding Rajas, and especially to ascertain what one might expect in time of need from that of Bauwnager, not only as the most prominent and independent one, but also the one who has the fortune that through his territory many merchandises are transported inland, and whose main place lies on a river which, according to the report of the former master attendant, is so deep and capable that even large ships can safely enter and lie securely there; so it was, upon that proposal of 81. The 7 February 1764. the Director, also resolved to charge the aforementioned First Factor Sanderus with that commission, under the recommendation not to let it appear that he was sent there expressly, and for that reason also not to charge any expenses of gifts or otherwise to the Honorable Company's account, but merely to pretend as if he came there only to see the town, and on that occasion to pay his respects to the Raja. Also, upon the request of the First Factor, it is found good to send 25000 lb of Japanese bar copper as a trial to Brootchia, in order to leave no means unattempted that show even the slightest likelihood of increasing the sales of that mineral. Right Honorable Lord and Honored Councilors, Your Right Honors having orally charged the undersigned with the examination of three different specifications, namely one for the repair of the vessels amounting to ƒ 11206:5. 8, another for the rigging of the smalschip the Mosselschulp amounting to ƒ 2911:12. 8, and one for such remaining items as the modi Mannak Deda maintains are still due to him to an amount of Ro/a 5469 1/64 or ƒ 8203:12:8, they have the honor to report to Your Right Honors that, in accordance with the memorandum annexed hereto and the items specified therein, they have deemed it proper to deduct ƒ 2231: 2: from the first of the above-mentioned papers, and thus to reduce the specification of ƒ 11206:5. 8 to ƒ 8975:3. 8. Concerning the rigging of the Mosselschulp, we have not been able to find that anything excessive has been charged therein, as we have compared that specification with that of the rigging of the Jonge Susanna. And notwithstanding the fact that the mast of the first-named smalschip had to be moved and brought more forward, and other rigging had to be made which was not necessary in the rigging of the last-named, since the latter was built as a smalschip from the beginning and was appropriated for that purpose in all respects, it was found that by far the most and principal items of this specification differ favorably from those of the Jonge Susanna, with the exception of a few, of which the extraordinary work, the lack of cordage, the greater height of the mast, and greater width of the vessel—not to mention the higher price of most materials—are the causes, so that we have found no reason to deduct anything from it. But with regard to the third paper, being a memorandum of such monies as the modi Mannik Dada states to have been successively withheld from him and left unpaid, upon which we have examined him item by item: to the question by whom the painting of the ceilings etc. of the stone house on the northeast pier was ordered, he answered that the Right Honorable Lord Councilor Extraordinary of Dutch India Taillefert ordered him to do so, adding that he would pay him for it, promising Ro/a 493:- or ƒ 739:10-. To the second item of Ro/a 35¼ or ƒ 52:17. 8 for making a railing with turned posts on the southwest side of the same house, he said that this had also been ordered of him; against which, however, we brought forward that the finishing and completion of that house, as far as the carpentry and masonry are concerned, is for his account, since he undertook the same for a fixed sum, and consequently he cannot claim anything extra for this item. The painting of the house on the northeast pier to the amount of Ro/a 493:- or ƒ 739:10:- to be paid by the incoming Chief under caution of restitution, in case their principal might have any lawful objection against it. Administrator Bosman and the first secretary Blaaukamer, as attorneys of the Master of the Equipage Falck, who repatriated in the year 1760 and was the first to occupy that house. The adjacent claim of Ro/a 35¼ or ƒ 52:17. 8 to be rejected for reasons stated in the report. However, the Ro/a 21.- or ƒ 31:10.- for two shutters paid for, also to be paid by the attorneys of the said Falck. Concerning the two wooden shutters for the sash windows in the northeast, costing Ro/a 21.- or ƒ 31:10.-, the modi said that he was explicitly ordered to make them by the then Master of the Equipage Falck, who lived in the aforementioned house and had himself paid for the shutters for all the other sash windows, under promise that the said Falck would pay the modi for those two shutters; that the bill for them had also been presented by him twice, but that upon the departure of Falck he had obtained no payment for them.

This item, amounting to Rs. 147½ or ƒ 220:14, being of the same nature as the first, is likewise understood under the same condition to be left for payment to the muddy by the departing and incoming second, Kelly and Bosman, together with the acting secretary Blaankamer, as attorneys for the present Malabar second, Sweerts de Landas, who first occupied the house on the southwest Beer. [Main text:] Regarding the awning on the southwest side of the aforementioned house, for which Rs. 176¼ or ƒ 264: 7. 8 was entered, we put to him that it is a common and general custom in these lands to make awnings on the houses for the sun as well as for the rain, and that this item was consequently included in the general sum for which he had undertaken to complete that house and bring it into a habitable state, all the more because that side was the most exposed during the rainy season; which he admitted, having nothing to object against it: besides that he made no such awning as he charges for on the house on the southwest Beer, however much it was needed there, and instead placed an awning above the gallery on the northeast side of that same house, although it could much better be dispensed with there. The same reason which we alleged above on the second item, we also consider to apply to the Rs. 35¼ or ƒ 52:17. 8 which the muddy charges for a railing on the northeast side of the brick house on the southwest Beer, the more so because he acknowledges that he had no express order for it, but made it of his own accord. He says he acted likewise in making 15 wooden blinds for the sliding sash windows of the house on the southwest Beer to the amount of Rds. 184½ or ƒ 276:15, notwithstanding that he well knew that those of the other house, as stated above, were paid for by the occupant. The coating of all the woodwork of the aforementioned house instead of painting, in order to preserve the same against the heavy exposure in the dampness, amounting to Rs. 147 7/8 or ƒ 220:14, the muddy says he did under the same condition as stated above on the first item; but why he did not address himself concerning the payment of these two items to the first occupants of the brick 92 The 7 February 1764. 93 The 7 February 1764. 45 This claim item of Ro/a 463 13/64 or ƒ 695:11.- is resolved to be rejected on the grounds of baselessness. Extract from that which, conformable to the resolution adopted in the Council of Policy on 18 March, was written in further detail concerning this to Their High Excellencies, by respectful letters of 9 April 1760 under Letter D, together with the final reply which the aforementioned Their High Excellencies were pleased to provide to the proposal made therein, by respected missive to this ministry of 9 August 1760 under Letter E, by which latter the above item of ƒ 1129:13. 8 or Ro/a 753 1/64 is passed, so that this sum would still have to be paid to the Moedy, if it cannot appear that this has already been done. 5 Concerning the remainder of Ro/a 463 13/64 or ƒ 695: 11.- arising, according to the statement of the Moedy, from the plastering and whitewashing of the stone revetment along the river, we must observe that this work was proposed to Their High Excellencies and permission requested for it, by respectful letters of 10 April 1761, stating therein that the same would come to cost circa ƒ 9000; that Their High Excellencies, by respected missive of 20 August of the same aforementioned year, granted permission, adding that the calculation up to ƒ 9000 appeared far too excessive to Their High Excellencies, and that they at least thought that, if it were not already a clerical error, quite a bit could still be bargained down from that principal sum. The work having proceeded in consequence thereof and having been completed in 1762, the specification of the expenses incurred thereon was presented at the meeting of the first of December of the same year to the amount of Ro/a 5994 3/64 or ƒ 8991:14. 8, and was passed on the same day without objection, except only that the Moedy's debt to the Honorable Company amounting to ƒ 1640:36.- /being the moneys mentioned in the Annexes under Letters D and E, which had been handed over to him under security of restitution/ would be satisfied on a separate warrant from the treasury; probably because the said Moedy had already received from the treasury by way of advance on that work ƒ 8991:13.-, namely ƒ 7500.- on a warrant of 2 December 1763 and ƒ 1491: 13.- on another of 24 July 1762, so that according to that specification he would have no more to claim than 94. But, on the contrary, still to have paid to him out of the Company's treasury the adjacent ro a 1175¼ or ƒ 1756:17: 8 and therewith to enlarge the specification of the garrison that was approved on 7 July, as well as to have it written off to the same account on which all expenses incurred during the occupation are placed. Regarding the item of ro/a 1093 3/64 or ƒ 1640:16. - on account of expenses incurred in the Derbhaar for obtaining permission to build the Latthy No. 3, it should be noted that it is indeed a well-known fact that in these countries, and specifically in Souratta, no such permissions are obtained without substantial gifts, as well to the Governor as to other grandees and servants of the Derbhaar; wherefore it was also first resolved by this Council to disburse this sum, albeit under security of restitution, to the Moedy, as indeed happened. However, upon the reiterated orders of Their High Mightinesses (to be seen in the annexes under letters A. and B.) one was forced to have that sum repaid into the treasury by him, as appears from letter D., and it is pursuant to this restitution and on the remonstrances made regarding it that the Supreme Indian Government was finally pleased to depart from its first resolution, namely to make the Moedy bear all the expenses of the renewal of the Latthy No. 3, and has validated to him the aforementioned item of ro/a 753 64 or ƒ 1129:13. 8, as can be seen from the annexes letter E. Concerning the last item of ro/a 1175¼ or ƒ 1756:17. 8 on account of that which was taken from the Moedy by the native regents during the blockade in 1762, the necessary representations were made by the delegates from this side as well to the English delegates at the conferences held at that time as to Mr. Hodges, and the unfairness of that extortion was acknowledged by him. After this, the Lord Director spoke about the vessels, stating that the Honorable Company already had more than too many of them at present, and if one or two of the so-called smalschepen could be disposed of, this would certainly reduce the expenses markedly; but that notwithstanding this, excessive expenses for hovry wages had nevertheless been charged to date for the unloading and loading of the ships, and that this could not be entirely refused, because the smalschepen and decked hovrys of the Honorable Company cannot be used for fishing and bringing ballast on board; for that reason, one would always have to hire some ordinary hovrys for that purpose, unless one had some of those vessels on hand oneself. And since a suitable opportunity had now presented itself to acquire a pair of the largest and best kind, His Honour could not refrain from purchasing them for Rop.s 5000 from the 113 The 8th of March 1764. Secondly; concerning the Honorable Company's wagon, the undercarriage of the same is completely broken to pieces and unusable and cannot possibly be repaired to useful service by any repairs, except the wheels which, although the spokes and hubs are cracked, could still last for some time, but not without danger, as it could well happen that the same would fall apart in the rainy season when the roads here are considerably bad. Monday The 26th of March, Anno 1764. Forenoon. Notification from the Director that the brokers have made an offer for the imported merchandise. All present. The Lord Director opened this meeting by stating that he had convened it principally to deliberate on the sale of the merchandise brought recently from Batavia by the ships Kronenburg and De Vrouwe Rebecca Jacoba, concerning which His Honour communicated that the brokers had already at the beginning of this month made an offer for the same, and therein, for the Japanese copper in plates and bars and the other merchandise, indeed offered the prices of the previous year, but for the powdered sugar imported by the Kronenburg ƒ1: 10: —, and for the parcel of the De Vrouwe Rebecca Jacoba fully ƒ3: — per 100 lb less than had occurred at the last sale; that His Honour, refusing to listen to this, in the meantime had not failed to address foreign merchants, and indeed principally those who were known as open and sworn enemies of the brokers, but after all this had been able to learn nothing other than that the price was such, and that this low market was caused by the virtual stagnation of trade due to the continuing disturbances in the upper countries, to which was added that the English of Bombay supplied everything. The Lord Director further said that while matters stood thus, and His Honour was already on the verge of communicating the negotiation with the brokers regarding this weighty matter to the assembly, the news arrived that we had no more ships to expect from Batavia for this early season, whereby an increase in the sugar market seemed apparent, and why His Honour had also deferred the brokers since then and in the meantime had once again made every effort to get hold of foreign merchants, although fruitlessly; and that the price, instead of improving, was worsening due to the heavy imports from Macau and Malabar, so that His Honour dared wait no longer because the trading season would have completely passed, and the sugar imported with the De Vrouwe Rebecca Jacoba could not be held over during the rainy monsoon, since the same, according to a uniform declaration of the merchants, was even worse than that which had been imported with the Bleyswyk, the lowest of which were sent to Batavia. To all this was added the appearance of a good supply in the month of October, if not of two shiploads, at least of one, whereby one would notoriously be overstocked with sugar, and the parcel on hand would then, due to its poor condition, if not unmarketable, have to be sold at a loss or with little profit; thus His Honour had dared no longer delay putting it to the consideration of the meeting whether it would not be better to accept the present offer of the brokers than to expose the Company to notorious damage by holding on. The members, having considered all the foregoing, were of the opinion to close the sale not only of the sugar but also of all other goods, except the camphor, for which no more than ƒ1: — per lb was offered, and thus ƒ0: 4: — less than the fixed price, wherefore it is deemed good to hold the same until further orders from Their High Mightinesses. 132. The 26th of March 1764. The old demand for returns having expired, the Director has with great difficulty persuaded the suppliers to deliver at the purchase prices of the previous year. As this was impracticable regarding the spices because of the heavy imports from Malabar by the English, it is agreed to dispense them from this item. The old demand for returns having expired and being almost completely fulfilled, and the homeland assortments being already for the most part dispatched, the Honorable Director communicated that His Honour had taken down from the suppliers the prices for which they could procure the returns on the homeland demand for the current year, dated Amsterdam the 1st of November in the year 1762, and that for the Indies, dated Batavia the 30th of May 1763, August, and after much difficulty had brought matters so far that they undertook to deliver everything at the prices of the previous year, being unwilling in any way to hear of any reduction, but declaring that they would rather renounce the supply, under protestation that they would be satisfied 133. The 26th of March 1764. Since they would listen to no reduction. Whereby all prices were found to agree with the previous year, except the Tape Sarasses of 5 asta, and the bedspreads for Macassar, of which the first differ in favor by 1 1/5 percent [illegible] and the second 3/8 percent [illegible] with the last contract for the same sort in the Year 1757, and concerning which memorandum His Honorable gave as his remark regarding the Indian goods that none were placed therein except those of which no requisition had been made in the past year, or else such of which more are presently demanded than recently, since due to the non-arrival of Ameliswaert all goods prepared for India must remain over, and one would thus at the next shipment fulfill a double requisition contrary to orders if the goods demanded in the most recent requisition were all contracted for, wherefore His Honorable was of the opinion to contract nothing for India except such sorts which in 137 The 26 March 1764. The Members conforming with the above prices and the proposal of the Director concerning the manner of contracting, it was thus resolved to let the same take effect in that manner, but once again to excuse the Sawaguzzies white of 9 wiesa Pro Patria, because the second increase of 30 percent on the prescribed price already burdened with 5 percent cannot yet match the price that one would have to pay for that linen here. Regarding the silk Patolas, it was approved upon the proposal of the Director likewise to make no contract, partly because according to the Resolution of 25 January last a good parcel of 3014 pieces extra ordinary were dispatched with Kroonenburg, and secondly because the requisition of the previous year is still far from fulfilled, wherefore one deems it better to leave the collection of 138. The 26 March 1764. Because of the difference to the disadvantage, Broach is excused from the procurement. Amounts of the contracting done. those silk cloths remaining on the old Requisition. The factors in Broach having according to custom stated in a memorandum the prices for which the linens falling under that office can be delivered there, the same were found to differ to the disadvantage against the previous year by 2½ to 6 percent; and since our suppliers undertake to deliver the same goods here locally against the previous year's prices and thus considerably lower than the Broach providers, it is understood to excuse that Office from the procurement this time and to contract everything locally. After which is added here the customary Memorandum drawn up by the incoming Chief Administrator of the general amounts of the entire contracting done, according to which the same will amount to a considerable Capital of ƒ307277:2. 8. — General

Dog de nevenstaende propa- tria te Excuseeren. als mede de zyde Patholen om redenen als in trextu. int vorige Iaar niet gevordert of waar van thans meerder geeyscht zyn, dan men van de zelve zoorten in voorraad heeft. De Leden sig met de bovenstaande pry¬ sen en het voorstel van den Heer Direc= teur omtrent de wyze van aanbesteding conformerende zo wierd besloten de zelve in dier voege gevolg te laten nemen, dog al weder te Excuseeren de Sawagesjes witte van 9wiesa Pro Patria dewil de twede verhoging van 30 pr. Ct. op de reets met 5 p. r C„to beswaarde voorgeschrevene prys nog niet kan uytmaken de prys die „men voor dat lywaat alhier zoude moe= ten besteeden. — van de zyde patholen wierd op voor stel van den Heer Directeur goed gevon¬ den mede geene aanbesteeding te doen eensdeels wil volgens Resolutie van den 25 Ianuary Iongst leeden eene goede parthij van 3014 p s etra ordinaire met kroonenburg zyn versonden en ten tweeden om dat de voorjarige eisch nog op verre na niet voldaan is, waar¬ om men beeter oordeelt den insaam van 138.
