Extract from the minutes of what was dealt with and resolved in the Council of Policy at Hoeglij on Tuesday the 18th of February 1766. The Honorable Head Administrator Menso Isink having produced two findings, the one concerning the garbling of 5940 lb of nutmegs, whereupon during garbling was found 1112¼ lb of mite-damaged nuts, dust, and refuse, calculated at 18 3/32 percent deficiency and 1¾ lb missing or evaporated, the other concerning the opening of three suckels of mace whereupon 16¾ lb underweight and 163¾ lb of dust and white leaves were found, amounting together to 180½ lb, or 39 9/64 percent, it has been approved and agreed to pass both for write-off, and to send the mite-damaged nuts, as well as the dust and refuse and the white leaves, in sealed pots to the headquarters, as well as to have the reports sworn to by the judicial commissioners Koning and Herklots. Brought forward ƒ 48. 15— ƒ5193:11— Honorable humble servant Susanna da Costa, resident of this colony, how she, petitioner, advanced to the sergeant banished from the Company's jurisdiction and former garrison clerk George Suiker, on a private bond accompanying this in copy, under 3rd of May 1764, and on a sufficient pledge of four hundred and fifty sicca Rupees weight in silverware, a sum of three hundred Arcot rupees, at an interest of one percent per month for the term of five months. That the said Suiker in those very same months, thus long before the expiration of the set time for the payment of these borrowed funds, made himself a fugitive, so that the petitioner at least cannot be held in any way suspect of neglect regarding the collection of her advance. That the deceased Fiscal Immens had published, for and on behalf of the Company, that all those who held any property of the aforementioned Zuijker in their possession were not permitted to conceal it, nor alienate it, or return it to him, but must report at the secretariat what it consisted of, under warning of remaining responsible for it if the contrary were found in time. That she, the petitioner, thus declared herself as a creditor of the aforesaid Zuiker, without making a secret of what she held in pledge for it, thinking she had sufficient security therein. That she, petitioner, however recently had to surrender the aforesaid silverware to the present Fiscal, the Honorable Cornelis Rietveld, and that the same, as she, petitioner, has learned, pursuant to a sentence of the Council of Justice here, has been forfeited to the benefit of the Company and sold, whereby the petitioner has been deprived of all security ever to obtain her guarantee. 585 49 15 March. decision to pass the same subject to the approval of Their High Excellencies; likewise the memorandum inserted here alongside of expenses incurred at Dacca; a presentation of the general expenses in the Memorandum of Household Expenses also entered. it was thereby observed with sorrow that the expenses in the most recent financial year amount to ƒ40678:18:8 more than those of the year 1763/4, mainly caused by the unusual and unavoidable gifts on the occasion of the visits paid to the Lords Nawabs Najim-ud-Daulah Bahadur and Muhammad Reza Khan, as well as to Lord Raja Durlabhram and other court dignitaries, whereby the gift account alone amounts to ƒ44901:15:8 more than in the previous year, which would thus have caused the expenses to differ even more disadvantageously through the increase in hospital expenses to ƒ596:14, the expenses of shipping to ƒ15281:18:8, ship wages by ƒ10414:5, extraordinary repairs ƒ5083:9:8, and condemnation in confiscation ƒ139:18, had not ƒ35738:5:8 been saved on all the other expense accounts combined; for which reason it was also resolved to pass the same subject to the esteemed approval of the Supreme Government of the Indies. Furthermore, a report having been read from the provisional Trade Bookkeeper Johannes Mattias Ross, concerning some errors discovered by him in the trade books of 1764/5; it was resolved thereupon as can be seen item by item in the margin thereof.
