469. 833 10th September. 10th September. It is resolved to submit his requests to the Netherlands as well as to the principal place of the Indies. Lutheran schoolmaster George Christoffen Burchardt residing since the 7th October aforementioned, that the granted monthly pay-note granted to him the petitioner might take effect and commence, so it has, after deliberation, been approved and understood to grant that request, and therefore to recommend the first part of the same favorably in the first-departing reply memorandum of granted monthly pay-notes to the Noble Grand Honorable Lords Directors of the Amsterdam Chamber, to whom such has already been done on the 5th November 1763. But since the second part of that instance, according to the order, must be placed on the roll of authorization, it is likewise resolved for that purpose to make the necessary request anew for the petitioner in the first-departing advices to Their High Nobilities, just as was already once done in our respectful letter of the 20th March 1764. It is also understood to condescend to the request made individually by petition by the widows of the perished pilot George Christoffel Herlis and quartermaster Michiel Schooneveld, to be permitted to receive from the Company's cash office the wages that were due to their husbands by the Company, amounting for the first to ƒ45 and for the other to ƒ76, since no reasons to the contrary present themselves against it. Furthermore, it is resolved to note here that the native merchants Tahibram Rappoerie and Bhowanie Rappoerie, according to a deed passed at the secretariat, have intervened as sureties for the junior merchant and dispenser Iohan Henrik Hagha Damius, and that these people are known here to be sufficient, the aforementioned deed reading as follows: Today, the 26th August Anno 1766. Appeared before me, Pieter Hoff, acting First Sworn Clerk of the Bengal Secretariat, present the witnesses to be named below, the native merchants Tahibram Rapporie and Bhowanie Rapporie, who declared that they interpose themselves in solidum, that is, both for one and one for both, and stand as sureties for Mr. Iohan Hendrik Hagha Damius, junior merchant, acting dispenser and invoice keeper at this office, and this pursuant to the resolution of the High Indies Government of the 9th July 1762, and the deliberations and resolutions taken thereon in the Honorable Council of Policy here, dated 16th September 1763, for a sum of three thousand two hundred arcot rupees, at thirty heavy stuivers, in order that the Honorable Company may recover therefrom all such actions and claims as might arise on account of his aforementioned service as dispenser during the time he holds it, or might redound within four years after his departure, death, or transfer to another post, expressly renouncing the benefits of ordinis divisionis et excussionis, the effect of which has been instructed to them, further binding for the fulfillment of what is written above, specially their persons and generally all their goods under obligation according to law. Thus done and passed in Hoegli in Bengal, in the presence of Iohan Christoffel Cumme and Fredrik Wieman, clerks, as witnesses. Not to take a final disposition regarding the acceptance of firti until an agreement is reached with our suppliers regarding the prices determined for it. He pays. A request having been made to the Director by a certain English merchant named Robertson to be accommodated, against proper payment, with the following equipage goods, namely: 1 barrel of tar 1 barrel of pitch 4 skeins of marline 4 skeins of housing 2 pieces of hawsers of 25 fathoms 2 pieces of hawsers of 15 fathoms 2 pieces of hawsers of 15 fathoms 4 pieces of lines of 12 fathoms 2 pieces of lines of 12 fathoms 4 pieces of lines of 9 fathoms 1 Dutch cable rope of 5 fathoms 2 pieces of hawsers of 6 fathoms 2 pieces of hawsers of 5 fathoms 5 padlocks 6 common files 1 barrel of rosin 1 piece of coir rope of 15 fathoms 1 piece of coir rope of 16 fathoms 2 pieces of coir rope of 3 fathoms Granted, provided that—since the Director declared that these can very easily be spared from the present stock, it was approved and agreed to transfer the aforementioned goods at the prices determined by the High Indian Government, as appears from the Extract from the General Resolution of the Castle Batavia of 8th May 1764, namely the European goods with two and the Indian goods with one capital advance. Furthermore, having proceeded to the deliberation on various points contained in two letters from the Chief and the Council at the factory mentioned in the margin, dated the 2nd and 4th of this current month; thus, regarding the request of the employees for orders concerning the firti of the dussoties and dungarees that are to be provided for this year, namely whether the same, in so far as they do not exceed the requisition, shall also be accepted under the name of unvalued linens, and ultimately at how many percent less, it was resolved to suspend the disposition hereon until such time as we shall have come to an agreement with our suppliers regarding the price of the reject goods. Regarding the proposed difficulty of the suppliers concerning the provision of the dussoties and chintzes sought for the Cape of Good Hope, it being shown by the employees that they had commissioned the usual suppliers for the procurement thereof, the first, however, not without many protestations that they were unable to do so without an augmentation of price; for they, the employees, had repeatedly been shown since the 14th of the preceding month how cotton had increasingly risen in price, with the likelihood that it would not stop there, and that they were thereby rendered unable to deliver the parcels of linens contracted for Europe by assortment, in the required quality and quantity, without a considerable loss, and that they consequently also found themselves unable to fulfill the requisition for the Cape unless one were to grant them a sufficient price increase, upon which they emphatically insisted; about which, however, the employees had promised them nothing, nor asked them how high they set it, because this is usually regarded by them as a good omen and was therefore not permitted before one had complied with their wishes; but that, as the employees feared that the collection of these linens might turn out to be extremely meager and insufficient, they felt compelled to request the approval of this Council concerning the aforementioned difficulties and the demand of the merchants founded thereon; Whereupon this was discussed and observed that the reasons reported by the employees are by no means unacceptable, when one considers that we here have indeed had to proceed to a price increase on all the linens, if one did not want to run the risk of seeing oneself deprived of a large quantity of goods, and the reasons for which are amply recorded in the Resolution of the 12th of the preceding month; although, notwithstanding this, it will still remain to be seen whether this will bring about the desired effect regarding the coarse goods, since the raw cotton has risen considerably in price since that time, and the merchants unceasingly display their grievance in that regard and are still fearful of loss on these goods; very much wishing that they could, by some favor, demand something more than the nine percent already granted to them; and finally that since the coarse goods delivered here and at Cassembazaar are manufactured in one and the same aurangs, it cannot be otherwise than that they must cost just as much there as here, except for the dussoties, on which, because of the lesser labor required for them, the price and consequently also the increase ought to be regulated proportionally; And therefore, for all these reasons, resolved to inform the employees how much percent we have granted on the coarse goods, in the confidence that they, as prudent servants, will know how to look after the interest of the Honorable Company so well that, in proportion to the lesser labor that must be spent on the dussoties in contrast to the other coarse goods, they will also grant the suppliers of these goods such a proportionate augmentation as shall be found proper after reasoned, wise deliberation.

836 475. 13th September 1762. 21st September. Request of the Honorable Bacheracht to Their High Mightinesses to the effect as in the text, to be further granted. Approve the negotiation made, and the provision of money for Mochta etc. The silver from the Oranjezaal is found to be of full weight. To write to Their High Mightinesses. The Chief, the Honorable Bacheracht, having made known that, in compliance with the esteemed order of the Gentlemen Majores, His Honor would promptly pay the interest of 4½ percent per annum which His Honor must pay on the sum, or his share in the restitution of the sicca rupees stolen here from the small cash, insofar as payment had not immediately occurred, as soon as the account thereof shall have been received at Kassembazaar, with the request that, for various reasons cited in the letter, this ministry would present to Their High Mightinesses his petition that Their High Mightinesses might deign, through their powerful intercession with the Right Honorable Gentlemen, to bring about that His Honor might be released again from this assessment by another resolution. Resolution to grant this, as well as what the said Honorable Bacheracht further comes to request: namely, since the fifth or last term was only due to expire under the ultimate of February next, and there, as His Honor was informed, some recoveries were said to have occurred which ought to benefit the compensation, that he might be informed of the state of his account with an extract from the Hugli books; which, however, as well as the accounting, cannot take place until after the Trade Bookkeeper, pursuant to the resolution of 29th July last, shall have enlightened this council on the true nature of the account of stolen sicca rupees. Furthermore, it is observed with pleasure that the bar silver recently sent up via the ship de Oranjezaal, received from Europe, was reweighed by the ordinary commissioners with the scale that was brought two years ago via the ship Schoonzigt and found to be of full weight, and that the servants have sent 500 bars thereof without loss of time to the Mint for stamping. Meanwhile, upon the request of the servants to be allowed to know whether from each of the parcels of rupees to be received from the mint, one shall be taken for testing and sent hither, whereas otherwise, because no Assayer was located there, they could not comply with the order of the previous year on this matter, it was resolved that, since the High Indian Government, as appears from the recently received formal rescript of 11th July of this year, has refused the keeping of an Assayer without, however, having revoked their order of last year, to instruct the servants to send hither one rupee from each parcel which the mint shall deliver, in order to be presented to Their High Mightinesses at the appropriate opportunity. Since the servants' last advises of the 14th of the past month, a sum of 25000 sicca rupees 474. 477. 837 12th September. 13th September. Initially, upon the proposal of the Director, it was agreed to appoint as members of the Council of Justice the Junior Merchant and Second Warehouse Keeper Jan Raauwerts, and the Junior Merchant without employment Iohan Willem Salomon van Haugwitz. And the first-mentioned having duly taken the oath prescribed for that office, it was further resolved to record this herein, as well as that the other, having been unable to appear due to indisposition, the taking of the oath regarding him remains suspended until a further occasion. Subsequently, a request having been made by the present Cashier and Secretary of this assembly, Iacob Eilbracht, with the due prior knowledge of the Director, to be discharged as a member from the aforementioned Council, considering that the body was now complete, and the business of the secretariat during the shipping season, when there was however at the same time the most to do in matters of justice, often left him no time to be able to attend the meetings: it was, although the arguments advanced by him, Eilbracht, both regarding the completeness of the body and the occupations of his office as secretary, are in themselves true and well-founded, nevertheless in consideration of the fact that he, as secretary of justice during the period of nearly six years, has acquired a more than ordinary experience regarding judicial matters and the successive orders framed in relation thereto, and has thus made himself indispensable to the Council, approved and agreed to deny the aforementioned request for those reasons, and consequently to let him, Eilbracht, continue as a member in the aforementioned Council of Justice. After this, the Director presented to the assembly the emphatic grievances that were made almost from year to year, both by the Gentlemen Masters and by Their High Nobilities, regarding the dispatch of goods above or outside the demand, and concerning which His Honour had been instructed, by a separate secret missive from the well-mentioned Their High Nobilities dated 14th June 1766, to exercise the strictest precaution, since this, notwithstanding the orders issued against it by the Resolution of the 19th of October 1764 and the 26th of November 1765, had also occurred in the goods which were dispatched from here last year and in this spring. The Honorable Head Administrator to examine from which packages they can best be taken out. Head Administrator, due to other weighty and urgent occupations with which his office provides him, was often placed in the necessity of leaving the service in the cloth warehouse for so long to the care of the further servants; and that in a place where so many servants are sufficiently qualified for one and the same service, and in which such an uncommon accuracy is required, the one should all the more accommodate the other, and take care that the errors committed by the one were again put into proper order by the other, warning one another in time of one or another mistake; that moreover the two first subordinates, upon a strict interpretation, could justly be held to this also by the aforesaid Regulation, since to them, vide A. o 5, it is very expressly recommended to see to it that nothing occurs which runs contrary to the orders or dispositions of this assembly, but in such acase to inform the Honorable Head Administrator thereof, with the respect due to his character, and by the necessary remonstrances to bring about the required redress, and that they consequently cannot cover themselves with an excuse of having to follow the orders of the Head Administrator; and for all these reasons it was unanimously agreed with the Director that the aforesaid three first servants in this case are equally guilty and thus bound to indemnify the Company in this matter, and consequently it is decreed and resolved that all the goods specified in the aforementioned Memorandum of the Honorable Head Administrator and the two cloth warehouse servants which have been packed above and beyond the requisition, be returned to the Honorable Head Administrator Isinck together with the First and Second in the cloth warehouse, Humbert and de Labas, and that the amount thereof, with the expenses that have fallen thereon through the packing as well as otherwise, be paid by the three of them into the Company's treasury, each pro rata of his share in the douceur that has been granted to the servants in the cloth warehouse according to the aforementioned Extract of the Patriarchal Missives. August last, amounting to ƒ4096. 10, in which are included the expenses for the maintenance of the buildings shown in a separate account, which was accompanied by the monthly cash account, and which papers have been handed over to the invoice keeper in order to confront them with previous ones and to report on his findings. The servants further requesting to be permitted to charge to the head office a certain compensation item still running on their trade books to the debit of the first in the cloth hall, Ian Pieter Humbert, which, according to the entry in the resolution of the 16th of March 1764, originates from the amount of ƒ6145. 13. 8 provisionally imposed as compensation on the said Humbert for the packaging costs paid there since the year 1755; it was agreed to condescend thereto. Honorable Ruler, Pursuant to Your Honor's esteemed orders, we have surveyed all the buildings within this lodge and had them closely examined by a master mason, and have found the following thereon: In the residence of the Honorable Chief, two beams in the gallery are cracked and nearly broken in two; and two arches, namely one of the window on the east side and the other above the front door, are fractured; a beam in the room on the east side is also somewhat decayed, and the windows of the said house and the outbuildings in general are very much altered and dilapidated; likewise the door to the flat roof, which, together with the frame, is almost entirely decayed. The southeast room of this residence contains several laths that threaten to come down, and thus appear to be rotted at the ends. The two pantries directly behind the house are cracked from top to bottom and will not be able to withstand the assault of a heavy continuous rain if they are not repaired, and the flat roof of the water closet threatens to collapse entirely. Two of the slave quarters are fractured above the door; and on the east side of the kitchen a beam is cracked completely in two, and the flat roof, because all the laths are decayed, is in danger of coming down. Furthermore, the whole kitchen looks very bad, for besides everything being dilapidated, it is beginning to sink on one side, and thus runs the risk of collapsing entirely without a major repair. The pantry next to the kitchen must inevitably be provided with new laths, because those currently in it have sagged so much due to age that they seem ready to fall down at any moment, the flat roof having also sagged on account of this; and the two small rooms that follow it are in a similar condition. The other part of the guardhouse, or the so-called Red Knapsack, looks very bad and dilapidated. The so-called Gunpowder House should indeed have a larger air hole, because it is extraordinarily damp inside, and the front door, virtually decayed, strongly pleads for another. Furthermore, the door at the entrance of the lodge is in some places broken. The Warehouse behind the house of the third, on the left side, is somewhat dilapidated, one beam being shored up, and the rear wall thereof cracked, just as that of the one on the right side is situated. Apart from these defects, the windows of both are very old and damaged. The rear wall of the spice warehouse is very dilapidated. The small warehouse on the left side under the gate of the chintz printshop, although the beams and laths still seem good on the four sides, is provided with considerably bad walls, so that they cannot withstand heavy wind or rain; and that on the right side must be plastered to prevent water penetration. The Sobdaarchanna is almost completely decayed on the outside. 5 Windows toward the Ganges side in the opium warehouse in the Garden are, along with the Casement, very much decayed. The small warehouse alongside the Dallaan, or on the west side thereof, also seems unable to withstand heavy wind or rain. Furthermore, the wooden staircase of the flat roof is in such a condition that one cannot trust it with ease; and the staircase of the chintz printshop with the railing upon it is likewise extraordinarily poorly conditioned, so that both may well be completely renewed. Finally, according to Your Honour's special order, we also went to the collapsed south-east wall with six master masons, expressly summoned for that purpose; and found that the wall has fallen over to a length of fully 57 feet; above which there is still a piece virtually hanging, being cracked from top to bottom, to a length of 9 feet at the top, and six feet below. The pieces of sie diesaap remaining in balance must be forwarded. could hold, because the ground against which it was bricked ought first to have been brought to a certain firmness, thus, considering this matter—as the employees now, and previously reported, had constituted a sort of dispute between the former Chief and the third person Ludolph Hoevenaar, who actually had the disposal or the supervision over the repairs, as if, namely, some dereliction of duty had taken place on the latter's part—it was approved and resolved to suspend the final disposition of this case for the time being, and to await what the aforementioned third person, who according to a communication from the Director has been permitted by His Honour to make a brief trip hither, might occasionally yet bring forward to that end in his particular defense; while regarding the remaining defects it was noted that the same require no decision, since it is thought that they will be included among those for the repair of which authorization has now been obtained from the High Government. It was likewise resolved to approve that the employees, in consideration that the survey for making the transfer took place at the end of July, and thus only one month before the time that the second ordinary annual survey is conducted, had omitted this latter with the approval of this Ministry, seeing that the shortness of time in between had seemed to them that such would be superfluous.
