515. 856 16th September: much of the time two were ill, and when there was work to be done, two others were employed to Chapra or elsewhere in the service, it was not well to manage in such an important matter, it was approved and understood to write to the servants that, in order to increase the personnel stationed over there, a corporal and six privates shall be sent up with the fleet. However, as it was noticed on this occasion that the servants, as evidenced by three reports sent over concerning the weighing of the saltpetre mentioned heretofore, had among others also commissioned soldiers, whereas it had always been customary to appoint for such work clerks, the surgeon, or the sergeant, when one is stationed there, and which now seems all the more necessary since that saltpetre, being received from the English, in the event of an alteration or dispute in the weighing, a soldier might easily let himself be talked out of it, not to mention the objection that one might occasionally make regarding his testimony in case of a subject, it was likewise resolved to express our utmost astonishment to the servants regarding this. But as this will certainly have come about because the other servants were occupied with the work of taking inventory and transport at the time that the soldiers were dispatched to the residences and engaged in weighing saltpetre, to let this pass for this time as a done deed, under the recommendation, however, to appoint in future for such commissions no lesser person than a corporal. 536. 857 517. 23rd Sep 1762 23rd Sep 1762. Maimed Sailor [illegible] the standing compensation agreed. Complaint of an English Captain about an assistant pilot. Attestation signed by the Chief Surgeon Jan Iacob Waser stationed on the Oranjezaal, reading as follows: We, the undersigned Surgeons in the service of the Honorable East India Company on the ship De Oranjezaal, commanded by the Valiant Captain Fredrik Kelger, hereby certify and declare: That the person of Paulus Elker of Hamburg, serving in the capacity of sailor on the aforementioned ship, on 9 April 1766, while performing necessary labor in the hold, had the index finger of his right hand so pinched and contused between two water casks, which resulted in severe inflammation, ulceration, and bone necrosis, that despite all efforts and remedies employed we were compelled, after mature deliberation, to amputate it at the first joint close to the hand on 14 June, in order to prevent all further and more severe complications. Done on the Honorable Company's ship aforementioned, 14 June 1766. Was signed: Joh: Iacob Waser. Considering that the sailor Paulus Ekler, while working in the hold, had the misfortune of crushing the index finger of his right hand between two casks to such an extent that, despite all efforts and applied remedies, it had to be amputated at the first joint close to the hand due to arising inflammation and bone necrosis; and whereas Article 42 of the General Letter of Articles, enacted on 4 September 1742 and amplified on 11 October 1747, stipulates that for all disabilities from which someone, though cured and healed, may nevertheless be found deprived of his former health, mutilated, or weakened, and thereby deprived of the previous use of his limbs, compensation shall be settled at the discretion of arbiters, Doctors, Surgeons, or others knowledgeable therein, following a prior inspection; it was, after deliberation, approved and agreed to grant the said Paulus Ekler a sum of fifty guilders for the loss of that finger, and to have the same paid to him out of the Company's treasury. Furthermore, the Director presented to the Assembly that a certain English Captain, in the service of a private merchant James Lister residing at Calcutta, had addressed His Honor and emphatically complained about the indiscreet and impertinent behavior of the Pilot Mazinus van der Merk, who had piloted the ship De Jonge Samuel inwards and held command over the sloop De Duijf sailing ahead of that vessel. That the ship of the said English Captain, at Kasserijen at the same time that De Jonge Samuel passed by, was in such distress that it not only had to cut its masts but also cast various goods overboard in order to save the ship and the souls on board. That, as our aforementioned Company's vessel was under sail, they could not spare any crew to provide the other vessel with the necessary assistance, either to save the ship or to salvage goods floating in the water; but that once that vessel had come to anchor, the sloop's crew immediately made every effort

519. 858 23rd Sep 1762. 23rd Sep 1762. proposition regarding this from his Honour resolution to sentence said pilot to a fine of six months' wages. placed and had also fished out various pieces of crew equipment with the small boat, which in the meantime had drifted upstream with the flood tide, and had stored them in the sloop; that the aforementioned English ship as well as ours having arrived at Fulta, the captain had addressed himself first to the quartermaster of the sloop and, upon being referred by him, to the pilot, for the restitution of the salvaged goods, offering to procure him a reasonable salvage fee from his master; that the aforementioned pilot had not only demanded eight hundred rupees in advance from that man, but had even refused to give a list of the goods themselves as long as that money was not counted out to him, to the extent that, since the aforementioned pilot would not change his mind, he had found himself compelled to leave the goods uninventoried at Fulta and to continue the voyage to Calcutta with his disabled ship. For all of which extreme insolences, his Honour gave to the consideration of the meeting whether that pilot ought not to be rigorously punished for this, as an example and for the better conduct of others, since this might otherwise only give cause to repay us in kind in similar or other cases, where one might occasionally be in extreme need of assistance, as had been shown by experience only two years ago, when without the faithful help of an English pilot one would have run the risk of losing all the silver from the ship 'T Huis te Boede, since the sloop the Haaring, into which it had been transshipped according to orders, having sprung a leak, would have sunk with it, had not the Englishman taken care to immediately assist and take all the chests over into his sloop; and that, whereas the Calcutta ministry in the year—as noted in the Daily Register of 11th and 28th July 1762—according to which one of their pilots who had caused a private vessel of our nation to go astray, had, upon the complaints made in that regard, been dismissed from office and rank and sent to Europe as a useless subject, his Honour therefore judged it necessary to proceed to some noticeable correction, for if one gave no satisfaction, one could also never in fairness expect to be granted a hearing in the future regarding any grievance of a similar nature. Whereupon having deliberated and unanimously agreed with the Director that the insolence of the aforementioned van der Merk went so far that, had there not been such a lack of experienced pilots, he would well have deserved to be deported or demoted again to a lower rank; and therefore, out of that consideration, and in the expectation that it in the future to the pilots and all other seafaring personnel appointed to the sloops in general 535.

Lastly, it was agreed to note hereby that the sum of one lakh Sanwat rupees negotiated on the 28th of August 1765 from the native merchant Gohordaas has been paid with interest, and the bonds granted for it have been torn up in this meeting. 540 542. 869 26th September 26th September to respond thereto in writing to have the shortage of 129½ rupees compensated by the Honorable Head Administrator to provide the Fiscal an extract from Their High Noble's formal rescript regarding the bringing up of the goods of the ship's crew regarding the differences in the weight deficit of silver would have undergone faithful treatment, it was, after this had been discussed, approved and understood to allow Ross to justify himself in writing thereon beforehand, upon the request made by the present titular Merchant and First Warehouse Master and Trade Bookkeeper Johannes Matthias Ross, as the then Dispenser. On the other hand, it was resolved to have the Upper Merchant and Head Administrator, the Honorable Menso Isinck, compensate for the deficit of 129½ rupees found among those brought on the ship 's Gravezande in the year 1764, and regarding which Their High Nobles, upon the further elucidation provided, had found that, although these had indeed been credited back to Batavia, in this matter, even though our resolution of 29th January 1765 dictates that the bags should have been sent to the Main Settlement according to the orders, inattention had nevertheless occurred again since they were never sent; and for which negligence the Honorable Head Administrator is, according to the opinion of this assembly, primarily answerable. The reasons which caused this administration on the 20th August 1765 to resolve to order the ship authorities of the ships entering the Ganges, by an ordinance, to first send all their goods to Hoegli before selling them, appeared sufficient to Their High Nobles and were therefore approved by the same, provided care is taken that the ship's crew is otherwise treated fairly and that no just reasons for complaints are given to them, thus it was resolved to provide the Fiscal with an extract hereof for his guidance. It being noticed in the main section of the debits and credits that the High Government declares that it can reconcile itself to the found weight deficit of the bar silver from Bleiswijk discovered at Hoegli to the amount of 6 marks 2 ounces 6 engels on 12456 marks, on the assumption that, having acted in accordance with orders in this matter, no suspicion could take place regarding it, because this silver was sold at Hoegli and therefore not reweighed at Kassembazaar: but that when Their High Nobles also noted That 533 bars with Scholtenburg from Delft and Amsterdam had kept their full weight both at Hoegli and at Kassembazaar. Furthermore, it having been observed that Their High Excellencies, concerning the request made by the present Secunde of Kassembazaar, the Merchant Pieter Brueijs, as former Pay Bookkeeper, that some entries which are said to have since been redressed might be deducted from the compensation imposed on him for the adverse difference between the Trade and Pay books of the year 1762/3 to the amount of f 4778.19, as well as what the fugitive Garrison Writer Suijker had stolen from the Company in the said year, and that a similar consideration might be granted for what he had to pay for the aforesaid reason for the financial year 1765/6, amounting according to the notes recorded in the resolution of this council of 26 March 1765 to f 1654.19, have not seen fit to grant, but for such reasons as are fully expressed in the letter, have refused the same, in so far as the Company has not been fully indemnified for the said theft; it is therefore, seeing that this provides a sufficient order for payment, since, apart from what was first realized from said Suijker's property to the amount of f 5956.10, there has since been received f 582.6.8 for the sold silverware that had been pledged, making together f 6568.16.8, whereas the stolen property amounts to fully f 34366.4, resolved to let the compensation take effect hereafter, insofar as this has not already been done by anticipation through the successive dispositions of this assembly. As it does not clearly appear from the mint yields, among other necessary details, what the silver costs upon accounting and what is thus lost or gained on it in minting, and Their High Excellencies having therefore had a similar yield statement drafted and sent hither, with orders to have the yield statements drawn up in accordance with it in the future, with the local charges added thereto; it is understood to write to the Kassembazaar servants, to whom the models were already sent in copy on the 11th of this month, to issue the necessary orders for the fulfillment of this desire. Resolution to have the Assayer Hagadamius account for the tools to the Second Bacheracht. 11 January of this year regarding the accounting rendered by the Under-Merchant Hagadamius for the expenses incurred in the years 1763 and 1764 for the repairs of the assay tools, we simply referred to that paper and stated that it was passed among the attachments annexed to the findings on the Bengal Trade books of 1762/3, and this notwithstanding that Their High Excellencies in the formal rescript of 19 August of last year had specifically ordered that the unavoidability of the expenses and that everything could absolutely not be done for less be demonstrated in a satisfactory manner; and that one ought to have complied with this without referring Their High Excellencies to attachments that usually had to be delivered to other servants; the more so since one can judge the nature of the matter better from nearby than from afar, with a repeated order to avoid such references in the future and to deal with all such matters that are either of speculation and importance or require Their High Excellencies' special disposition in the letters, briefly yet substantively, citing the thoughts or sentiments concerning the same; it is therefore, in order dutifully to obey the same, approved and understood to observe this recommendation to the utmost ability in the future. And since Their High Excellencies, deeming it unnecessary to explain themselves regarding the request of Hagadamius that the amount which he has sought to demonstrate to Their High Excellencies as necessary for the maintenance etc. of the aforesaid tools, or f 2388.13, be granted to him, excuse the retention of an Assayer in Bengal for the future, from whom the Company derives so little benefit and service; and after a demonstration that from the compilation of the cost of the assay tools and their repair in the years 1726 to 1733 no more was charged than f 500 per year, and that the same in later years of 1761/2 and 1762/3 came to amount to just over f 1500, they order that the tools purchased and remaining under said Hagadamius shall be handed over by him to the Chief of Kassembazaar and entered into the books, and shall be properly maintained for f 500 a year to be enjoyed by his honour, in order to be able to make use of the same if required; it is resolved to write accordingly to the Chief of Kassembazaar, the Honourable Johannes Bacheracht, and to order Hagadamius by extract hereof to account for the said tools to his honour. 501 874

Regarding the point concerning the Patna fleets and the expenses that occur in the transport to and fro of merchandise, it being seen that Their High Noble Lordships, upon the assurance given by this ministry that no excessive expenditures have been discovered in the successively submitted memoranda, have also passed the same, however hard it is, in the present disadvantageous situation, under the appearance of a free trade published by royal farmans, to have to make such forced expenses; but considering that the same seem to increase rather than decrease annually, as they had amounted in the book year 1764/5 according to the general memorandum inserted in our resolution of the 10th of March of this year to a sum of ƒ59833.10, being ƒ39565.5.5 more than in the year 1763/4, and indeed ƒ36362.10 higher than those in the preceding book year 1762/3, giving into consideration whether the transport of opium and saltpeter could not take place somewhat less costly than in the last two years, and regarding which Their High Lordships leave the means that appear best and safe to this ministry deferred to its attention and deliberation: it was seriously discussed here, and advanced by the Lord Director that His Honor had long let his thoughts dwell upon this, but had not well been able to work out anything good before, as now recently upon the granting of the sanad or charter by the Nawab for the benefit of the Company; for His Honor, on the occasion that the vakil had been to the Hughli Durbar to have that paper registered in the Diwan Khana /: the Moorish registry :/, had let the Faujdar know that one would strictly regulate oneself according to its contents, with the request that he, for his part, would give orders that we, by his subordinates, according to the tenor of that privilege, 555. 559. 878 26th September. 26th September. Regarding Their High Excellencies’ further remark made concerning this Article, to the effect that, although the aforementioned increase in expenses may have been caused by the larger returns received from Pattena, one ought nonetheless to have cited the reasons for it, and that the same are still expected; it has been resolved to comply with this, and to demonstrate respectfully to Their High Excellencies in the next dispatch that, as indicated at the foot of the aforementioned Memorandum, the deficit in the book year 1764/5 originates not only from the fact that more fleets with returns have arrived, but also because, as naturally follows from this, through the transshipment of so much more goods, including a considerably larger number of bags of saltpeter than in previous years, item a quantity of 300 chests of Opium, which, according to the note in the Kassembazaar letter of 2nd March of last year, had to be transported overland for a considerable distance due to the extraordinary drought, where consequently higher expenses were incurred; and furthermore on account of what was re-allocated to the Commander for the maintenance of the Tensen by resolution of 11th April of last year and now approved by Their High Excellencies, as well as charged to this account; while it was finally also resolved, pursuant to the explicit desire of Their High Excellencies, to make known the reasons for the increase or decrease in the letters annually from now on. Furthermore, it was approved to inform the said High Government, upon their desire to be notified whether the Cashier at Kassembazaar, Daniel Overbeek, had taken the Oath for the expenses validated for him by our resolution of 18th February of the current year for the transshipment of Pattena returns at Jellingij, that this has not been done, as it has never been the custom. Their High Excellencies further, under the Article of Timberwork and Repairs, under an emphatic recommendation to fix the eye, without reflecting in the least upon splendor and costliness, upon the utility and necessity of whatever needs to be repaired, and to observe a proper economy with fitting prudence so that the Company may with reason more easily console itself with the expenses that must be incurred for it, granting authorization, as far as the main Office is concerned, for necessary improvements that must be made to dwellings and Warehouses according to the reports and calculations sent over by express Commissioners and Overseers of the buildings, alongside our letters of 11th April 1765 and 20th March last, to an amount that would come to s.o rop.s 15026 2¼, not counting 542 beams and 160 battens and planks in kind; it has been approved to have an Extract hereof issued to the Overseer of the buildings, the Junior Merchant Gregorius Herklots; but to represent respectfully to Their High Excellencies in the next dispatch, concerning the supposition as if a portion of these were included among those which, according to our resolution of 29th October 1764, had been ordered repaired in the most economical manner, that in the aforementioned calculation no other items were placed than such major defects which, without express authorization, one did not dare to repair, and that therefore the resolution of 29th October 1764 only refers to the minor repairs. 564. 26th September 1762. 26th September 1762. To observe the order regarding the answering of the Requisitions and to let the Head Administrator receive it. To order the Pay Bookkeeper the matter standing in the margin. remains deferred. But with respect to the latter, to await the report that was requested on the 29th of July past from the Trade Bookkeeper concerning the true state of the account of deficient sicca rupees, which continues very confused in the books. To prevent the complaints of the Lords Majores to the High Government, both regarding the negligence and the failure to answer the Requisitions of Their Right Honorable Excellencies, as well as the failure to give reasons for not complying with the prescriptions regarding many kinds of Linens, and pursuant to Their Right Honorable Excellencies' order to establish the necessary orders and penalties in this essential point, by which Their High Excellencies ordered that, upon the departure of the last return ship, a provisionally answered Requisition be sent to the Netherlands, showing what has been fulfilled thereon, and received, and is apparently yet to be received, and then to consider that Requisition concluded and to make the goods that might subsequently come in on the said petition serve for the next Requisition, in so far as they agree with the subsequently demanded assortments, and to send the others to the Netherlands with proper notation; as well as to send said Requisition, formally answered, to Batavia by the last shipping opportunity, to be presented from there with the after-ship to the Lords Masters; furthermore, by the Extract thereof, earnestly recommending the Honorable Head Administrator, whose duty it is to draw up that answer, to ensure that this takes effect at the appointed times, on pain of incurring, in case of omission or negligence, the fine of six months' wages for the benefit of the Batavian diaconate, it has been resolved to record here that an Extract hereof has already been delivered to the Honorable Head Administrator upon the receipt of this letter, and likewise that the extracts were sent on the 11th of this month to Kassembazaar and Patna for the inspection of the servants; while finally everyone is hereby most earnestly enjoined to the proper and exact compliance therewith. With relation to the Servants, it being seen that Their High Excellencies have been pleased favorably to grant the submitted request for the Senior Merchant and Head Administrator, the Honorable Menco Isinck, and of the late Merchant and First in the Cloth Hall, Ian Carel Kist, and to grant them, according to the Home order, the wages pertaining to their ranks from the day that they actually performed the services in which they obtained those ranks, it has been approved and agreed to have an Extract thereof delivered to the pay bookkeeper, in order to credit the surplus of wages of the aforementioned persons to their accounts. On this occasion, the ordinary oath of clearance having been taken for the lawful acquisition of their offices by the persons confirmed in their posts, the titular Merchants Iohannes Matthias Ross and Johan Pieter Humbert, also the Junior Merchant Ian Hendrik Hagha Damius, the same is recorded here. And further resolved to have the transfer of the Warehouses made as of the last day of this month to the Second Warehouse Master, the Junior Merchant Jan Rauwertsz, who has arrived here from Batavia as such, by the Junior Merchant Jacob Nicasius De Meyer, who has been reinstated in his former post of ordinary commissioner. But considering that the general inventory as of the last day of August has not yet been completed for the present, it has also been approved, to prevent spillage and charges, to let the same also serve for the aforementioned transfer, after deducting the warrants that have been granted, or might be granted, since the last day of August until the day that the work reaches its conclusion. Likewise, it has been agreed to let the Junior Merchant Gerrard Reijnier Wichers, appointed by Their High Excellencies as Warehouse Master of Kassembazaar, depart thither as soon as he shall have arrived here; but to suspend for the present the fixing of the time for making the transfer by the disapproved and former Warehouse Master Albert Tobias. Military Lieutenant Francois Leonard August Fiscol Grenus having been discharged from the service at his request by Their High Excellencies while retaining his rank, it has been resolved, pursuant to what has been ordered, to stop his wages since the 5th of this month, or the day that the formal Rescript mentioned in the beginning of this document was received here. By the just-mentioned formal rescript it being finally ordered to charge to the main settlement, by a separate Invoice, 3715 Aux gold Rupees arriving per the ship De Jonge Samuel and accepted at Batavia at f152 each, on condition that any lesser yield that might occur thereon shall be reimbursed to the Company and any excess shall be refunded, it has been decided to hand an Extract hereof to the Invoice keeper for observation. 570. to
