The memorandum of extraordinary repairs to the Company's Lodge passed and inserted. can clearly be seen item by item, the costs incurred for the maintenance of the roads actually not amounting to more than ƒ1736.8.5. And after the reading of the same, it was decided and resolved to consider the intention of this meeting fulfilled thereby; to offer the report itself to their High Nobilities in original at an appropriate occasion, and to preserve an authentic copy thereof at the secretariat. Also, after reading a report from the commissioners who, under the ultimate of August, conducted the inspection of the Company's buildings, subjoined here: To the Right Honorable Sir George Louis Vernet, Director and Commander on behalf of the General Dutch East India Company in Bengal, Behar, and Orixa, etc. etc. etc. Right Honorable Sir, The undersigned, having inspected the condition of the Company's buildings and fortifications pursuant to Your Right Honorable's esteemed written order, in the presence of the Overseer of the Buildings, the Master Carpenter, and the Smith, have the honor to report to Your Right Honorable on this matter: That at present no noteworthy defects are found in the Company's residential quarters or warehouses, other than those for which their High Nobilities, by esteemed missive of the 11th of July last, were pleased to order the renovations to proceed in accordance with the report transmitted to the headquarters dated the 19th of February last, of which most defects have considerably worsened since then. Only the surki floors in the dispensaries, kitchen, and courtyard in the Fiscal's residence, being entirely dilapidated and full of rat holes, ought to be renewed, as well as the gutter in front of the Land Gate. Likewise, in the house of the Master of the Equipage, a doorframe and door in the office ought to be renewed, and in the clerks' rooms one window frame, three windows, and five sashes ought to be changed. The straw huts of the gardeners, washerman, and bearer of Your Right Honorable, the shades at the main guardhouse, and the straw huts of the guard peons must also be renewed annually. The moats around the Lodge also require cleaning. This being all that ought to be done besides the ordinary repairs of whitewashing, plastering, and minor masonry work, we hope hereby to have complied with Your Right Honorable's intention, subscribing ourselves with all respect: was signed: Right Honorable Sir; below: Your Right Honorable's most humble servants; was signed: J. C. C. Pasqual, G. L. Singelman; in the margin: Hoogly, the 4th of November 1766. and decided to order the defects repaired: determined to have the repairs of the minor defects listed therein, which were discovered besides those for the improvement of which authorization was recently granted, carried out in due time and in the most economical manner. Furthermore, a memorandum of various extraordinary repairs to the Company's Lodge in the past financial year, amounting to Current Rupees 5248.10 or ƒ8267.1.10, having been examined with great accuracy; it was understood, since nothing improper was discovered therein, to pass the same and to insert it here, reading as follows:

641. 946 14o: 862. 14o. 862. incorporation of a Petition from Hoevenaar After this was read a Petition from the Bookkeeper and third person of Pattena, Ludolff Hoevenaar, and an Attestation annexed thereto from the Chief Surgeon of this Directorate, Lucas Cramer, verifying the Petitioner's statements regarding an incurable ailment to his left leg in this country, and the already resulted and still to be feared seizures in case of a longer stay in these hot regions, both of this content: To the Right Honorable Lord George Louis Vernet Director of the Company's affairs in Bengal, Behaar and Orixa etcetera, together with the respective Council of Houghly. Right Honorable Lord, Honored Councillors. The undersigned, Your Right Honorable's and Your Honors' very humble servant, takes the liberty to make known to Your Right Honorable and Your Honors, with all respect, that he, the Petitioner, coming hither from Batavia with the ship Vlissingen in the year 1759, after prolonged severe weather on the voyage, noticed the flare-up of an affliction in his left knee, from which he, the Petitioner, had imagined himself to be radically recovered at the main office; that notwithstanding the efforts made for a cure, the worsening thereof became so violent in May 1760 that he, the Petitioner, was in the uttermost danger of losing the entire leg; that it was nevertheless possible through palliative remedies to avert such an exorbitant necessity until now, notwithstanding that he, the Petitioner, found himself in the same fatal circumstances several times thereafter; that he, having departed for Pattena as third person in the year 1764, instead of finding the hoped-for relief there, was not only stricken more than once by the aforesaid vehement attacks of his old ailment, but was also subject at various times to a darkening in his vision, and in addition was afflicted in the month of March last by a stroke, which has indeed lessened, yet with continual remnants in the nervous system that persist for a long time. Wherefore he, the Petitioner, out of anxiety over this continuation, finally resolved to make a quick trip hither, in order that, if possible, by the advice and help of the physicians residing here, he might be cured of these precarious seizures; that he, the Petitioner, having obtained Your Right Honorable's permission for departure, having accomplished this happily, and having applied to the Chief Surgeon of this Directorate, requesting his assistance, both in respect of this ailment and the aforementioned troubles in his eyes and knee, which is now completely stiffened, found him to be of the opinion that, by reason of the little likelihood of recovery in these lands due to the severe heat, which weakens the bodies more and more, and to prevent a new attack in the nervous system, it is of the uttermost necessity for him, the Petitioner, to exchange these regions for a nobler climate, and the sooner the better to seek out Europe. Since this is the only way that is seemingly still open for his preservation, he, the Petitioner, takes the liberty to turn to Your Right Honorable and Your Honors with a humble prayer that Your Right Honorable and Your Honors may discharge him from his aforesaid office of third Person in Patna, and that his passage direct from here to Europe on one of the first departing ships may kindly be granted to him, with preservation of the course of his salary, in consideration of the Petitioner's long expiration of time, having already been promoted on 16 June 1755 to his present capacity as Bookkeeper. Deliberation regarding his Thus, the suppliant's request for his direct release to the Netherlands with retention of rank and pay was extensively discussed and noted, that this runs entirely counter to the positive order of Their High Noble Lordships, by the formal rescription of August 1765, dictating that in the future all servants, of whatever rank or faculty they may be, must be given their dismissal not directly, but via the head office; but that in this case, by letting the suppliant first depart for Batavia, since he is in such a dangerous condition, he would be exposed to even more perilous consequences, because, as is evident from the Chief Surgeon's Attestation, no other way to recover his former health and for the further preservation from the affliction is open to him, than to leave this hot climate and to depart as quickly as practicable for the Fatherland; and that consequently Their High Noble Lordships' order may well allow some mitigation for such miserable persons, especially if care is taken that such an unfortunate servant, in case he has had any administration here or there, comes to secure his Lords and Masters for the administration that was entrusted to him; wherefore, after consideration of all this, it is resolved to grant the request of the suppliant as it stands, and therefore to allow him to depart for Europe on one of the return ships, with retention of rank and pay, item with the permitted baggage according to the Regulations, since he seems well to merit this favor, considering that, notwithstanding his aforesaid sad affliction, he has always diligently performed his service and has served out his contract as Bookkeeper nearly three times over. However, the petitioner takes the liberty with the utmost submission to request that some consideration may be shown toward him in this matter, not only because a poor soldier has no further accountability other than when his service requires it, but also because he is moreover so unfortunate as to have been struck in the head by a musket ball of 4 ounces during the action that occurred in the year 1759 with the English and the corps of Lieutenant Colonel Roussel, so that, besides the loss of his right eye and enduring indescribable pain and suffering, he had to undergo an operation on the palate of his mouth after the lapse of two years to extract the said ball, such that, in order to speak, eat, or drink, he is thereby obliged to wear a sponge with a silver plate in the opening, without however ever having demanded any reward for this or ever having failed in his service since; the truth of the petitioner's statements regarding the wounding can be seen in the attached certificates, and those concerning the operation may be learned upon inquiry from the Chief Surgeon Camer, who performed it together with the Assistant Surgeons Rudolph and Hoen. Pursuant to the order given by Your Right Honorable Worships to me, the undersigned Invoice Keeper, I have accurately examined the opium which was delivered in the year 1765 by the Chief Moize Lafons and the deceased Second Andries Jurgen Schultz, and forwarded to the headquarters; further, how much each pro rata was found to pay of what was delivered and of the commission money received thereon, against the imposed Rds. 10510 to be reimbursed to them, as I have the honor to demonstrate to Your Right Honorable Worships below, namely: By the Chief and Second together were delivered according to invoice of 26th November 1764: 300 chests, and by the Chief alone according to invoice of 15th December 1764 and 15th February 1765: 200 chests. D. accompanying the account of his administrations of the Moorish toll, consulage moneys, and the Lord's rights, from the first of July to the last of August 1766, taking the liberty hereby to inform Your Honors that they, as permanently appointed thereto, have examined the same according to order and found them to agree with the relevant documents, such as the talikas, warrants, and the protocol of the Council of Justice. Thus it was resolved to keep this annotation thereof and to have the account, as usual, entered into the Daily Register under today's date. To pass the provision of P.a r.a 500 to two soldiers for the expenses on the departure. Report of the servants concerning the slow collection of linens. And, after resumption, it was approved and agreed that the costs of the aforesaid ransoms, or three hundred seventy Arcot Rupees, which were paid in advance to the first attestant by the equipage master Zuijdland, shall be reimbursed from the Company's treasury. Hereafter, there being laid upon the table a sample of Bafta brown blue, according to which the 2000 pieces demanded in the requisition for this year are offered at A2o 110 the corge, it was resolved to close the purchase and to have the aforesaid quantity delivered accordingly. Subsequently, the contents of two letters from Patna, the one of the 2nd and the other of the 8th of this month, were also deliberated upon, and it being initially found communicated in the first that the servants had disbursed s. r.oa 500 to two soldiers who escorted five vessels with 311 packages of diverse linens hither, for the payment of the necessary expenses; it was, after deliberation, considered that the arrangement made in this regard by resolution of the 26th ultimo and communicated to the servants in our letter of the 4th current was not yet known to them, and it was consequently resolved to pass this provision, but at the same time to write to them that henceforth they must not disburse any more money to the military personnel than they absolutely require to make good the board money, or other expenses, such as the cossid wages and the like. Regarding the dispatched linens, it being reported among other things by the servants that, notwithstanding all efforts made, they had not been able to bring the quantity of the sologesjes higher than 500 pieces, but that they nevertheless flattered themselves with the hope that some reasonable quantities of these, as well as of the other cloths, will still come in if their daily exhortations and encouragements may help thereto; and that they well wished to be able to give firm assurance in that regard, but that it was almost unbelievable how reluctantly and sluggishly trade proceeds in this respect: it was, after this had been discussed, approved to inform the servants concerning this matter that it will also be agreeable to us to learn of a good and better success of the linen trade in general, but that, however gladly we believe what they report to us concerning the slow progress of the procurement, we must nevertheless have them observe that prudence required far more to endeavor with industry to struggle through all difficulties than to make too much thereof in the Company's papers, to which one ought not to resort except in the utmost necessity; 655. 656. 17o 862. 650 17oe 862. which was deemed all the more necessary because the Noble High Government of the Indies, in its respected formal rescript of the 11th of July of this year, being by no means edified by the reports of the servants regarding the impediments concerning the collection of the previous year, recommends this administration not to credit such positions too lightly. Furthermore, that for the renewing or actually the making anew of 6 rotten doors and 20 windows and frames, timber is also required; regarding which we cannot say what sort can best be employed. For the corporal's room and the guard, the carpenter says that fully 32 beams are needed, of 24 to 26 feet, and for repairing the gunpowder storehouse 4 pieces, as well as for the door of the lodge 6 beams of 16 feet long, and under the gate beside the doctor's room, 4 beams of 18 feet and 2 for the laths. 665. 24th October. 24th October. deliberation thereupon balance does not matter, it being certain however that the least breath of air causes some difference, noticing which the bars were weighed back and forth; as regards the balances, one always employs the best one has at hand, upon noticing any defect one takes all possible care for those that are good and the best, as we presently possess one that arrived in the year 1764 with the ship Schoonzigt and upon which also several parcels of bar silver, and now lately also those of the Oranjezaal and the Jonkvrouw Cornelia Jacoba, have since been weighed in and found to maintain the exact weight; such a smooth and truly good balance beam is nevertheless, and in this country possibly more than elsewhere, so delicate that through rusting or the slightest careless handling of a rough or clumsy hand, or unawares, defects sometimes render it entirely unusable, as has now been found two years in succession regarding the one per the ship Welgelegen in the past year and now recently regarding the one per the Oranjezaal, which had perhaps suffered so much in unpacking during transit hither that they could not be used here for the weighing of silver.
