The 7th of February Item of a secretarial declaration concerning the wetting of several linen bales. To the Right Honorable, Venerable Sir, George Louis Vernet, Director of the Company's important trade and interests, together with the Members of the Political Council. Right Honorable, Venerable Sir and Respected Councilors, In compliance with the resolution of this assembly dated the 23rd of September 1754, the undersigned, having duly reviewed the cash accounts of the months of September and October last, on the oath taken upon assuming their duties, and having collated them with the receipted warrants and the counter cashbook, found that the balance of the same amounts to, for that of the month of September sr r: 242919: 17 23/4, being ƒ 382598:3:-, and for that of October, 50250: 2 2/3, being ƒ 79143:19:8. It furthermore appears at the foot in the debit of the same that on various provisional warrants there was also disbursed in that month of September sr 37682 8 7/3, in October 39460 5 1/63. And finally, in both, that the two following warrants chargeable to the estate of the late Fiscal Mr. Fs. Immens concerning salaries remain unpaid, namely: Letter E, amounting to Ct. R. 305: 4 7/7, Letter F, amounting to 287: 677, being Ct. 592: 10 7/7 together. Which duty we hereby submit as our report, having the honor to remain with due high esteem, underneath was written: Right Honorable, Venerable Sir and Respected Councilors, lower: Your Right Honorable, Venerable obedient servant, signed: F. And furthermore is inserted here the memorandum submitted by the Senior Merchant and Head Administrator the Honorable Menso Frinck of the balances in the main treasury as of the ultimate of January. Today, the 1st of February 1766, appeared before me, Jacob Eilbracht, First Sworn Clerk of the Bengal Secretariat, in the presence of the witnesses to be named below, Cheirulla, Manjee, and Sheikh Adoe, Asseraf, Moraad, Emaen Uddien, Nazir, Noer Mahmed, and Refiek Mahmed, rowers on one of the vessels that arrived here from Pattena in the month of December last. Who, at the requisition of the Honorable Venerable, Since the Manjee and rowers of a vessel that recently arrived from Pattena with the Company's linens and sank here in front of the Factory, whereby the greater part of the bales became wet, have testified by secretarial declaration under offer of oath that this accident was caused solely by heavy winds and storm without any person's neglect of duty, it was resolved to have this declaration sworn before the Council of Justice and to insert it below. 536 The 7th February The 7th February The bail for the group of Dorpnarijen on account of firki accepted. The Honorable Lord Director George Louis Vernet, Director of Bengal, Bihar, and Orissa, declared, That their vessel had been laden with various bales of cloth; that upon their arrival here it was moored at the Ghat by the Master of the Equippage Zuydland. That two days after their arrival, in the late night, or around daybreak, on the watch of the appearer Nazir, the wind and current had come through rather stiffly. That as a result the vessel went adrift and half of the goods became wet, but the other half, dry and in good condition, was taken out of it and placed on another vessel. That subsequently, after the ebb had run out and the vessel was sitting dry, all the bales were carried to shore and the vessel was also saved. And finally, that this accident was caused by the heavy wind and current. All of which having been made understood to the deponents through translation, they offered, if required, to confirm the same further. Thus enacted at Hooghly in Bengal in the presence of Carel Gustaf Bromberg and Hendrik Albregt Dolle as witnesses. The minute hereof is properly signed, below stood, which I attest, signed, Jacob Eilbracht, sworn clerk. The merchant Dorpnarein and company having provided proper surety, as appears from the deed executed thereof at the Secretariat, for the firki which might be found on their delivery of cloth for the year 1765, it was resolved, after resumption, to accept the same as sufficient and, pursuant to the resolution of the 25th October of the past year, to have their rejected goods stamped and subsequently delivered to them. After this, upon the proposal of the Lord Director, consideration being taken as to whom should be appointed, provisionally and subject to the honored approval of the High Government of the Indies, as First in the cloth hall and Trade Bookkeeper, in the place of the deceased Council members, the Merchant Jan Carel Kist and Junior Merchant Christoffel Maurits Doeve; it was first resolved, upon the nomination of his Honor, to appoint as Trade Bookkeeper and First Warehouse Master the Junior Merchant, Dispenser, and Invoice Keeper Johannes Mattias Ross, and that the Junior Merchant Ross becomes provisional Trade Bookkeeper and First Warehouse Master with the rank of Merchant; and on that account he was subsequently given a seat below the Merchant Rietveld. The said Lord Director, subsequently indicating with regard to the office of First in the cloth hall that the Junior Merchant Abraham De Labat, both on account of his post of Second in the cloth hall and his sufficient knowledge of cloth, and moreover expressly sent out by the Gentlemen Masters to be employed in the Dallan, seemed to be the nearest in line to succeed in the place of the Merchant Kist, but that this was inadvisable for many weighty and very well-known reasons; this was agreed to by all the members, and only the Master of the Equippage Zuijdland, notwithstanding this, judged that Labat was the nearest and most qualified to step up, of which it was understood beforehand to make a record; and and the Junior Merchant Humbert as provisional first in the Dallan, after this, being resumed by his Honor that

537 the 7th of February the 7th of February filling of the vacated posts through continuation thereof the requested dies for Batavia to be produced at Kassembazaar. that certainly among the other applicants there were none who possessed the skill required for that post, but that it was nevertheless absolutely necessary to place someone therein to be able to give the necessary orders daily and to keep an eye over the work, proposing at the same time for this the Junior Merchant and Warehouse Master at Kassembazaar, Jan Pieter Humbert, thus upon taking the vote only the Equipagemeester Zuijdland persisted in his previous opinion in favor of Labat, but the other members conforming with the proposal of His Honor, the aforementioned Junior Merchant Humbert was appointed First in the cloth warehouse. Having proceeded after this to fill again the offices fallen vacant through the aforementioned promotions, it was decided to appoint as dispencier and invoice keeper, in place of the Junior Merchant Ross, the Junior Merchant, ordinary commissioner and assayer at Cassembazaar, Joan Hendrik Haghadamius, and in place of the Junior Merchant Humbert as Warehouse Master at Cassembazaar, the Bookkeeper and First Commissioner in the mint Albert Tobias, and again as First the Second Commissioner in that workshop Antoni Boogaardt, while the young assistant David La Roche was appointed as Second Commissioner there. Lastly, in place of the aforementioned Haghadamius, the Bookkeeper Iacobus Benoist was appointed ordinary commissioner at Cassembazaar, and in place of the latter, the Assistant Gerrit Roghe was appointed third packer in the cloth warehouse, all as aforesaid, subject to the honored approval of Their High Nobles. Furthermore, it was approved to have the transfer of the trade warehouses made to the incoming Warehouse Master Ross under today's date, and of the provision warehouses under the ultimo of this month. Finally, it being communicated by the Director that the production of the dies requested from Batavia for minting rupees would not be feasible here, as His Honor had had a trial made thereof according to the resolution of the 29th past, it was decided to send the models to the Cassembazaar servants and to order them to have the requested 40 dies manufactured according to what was written in the Batavia letter of the 25th of October 1765 in the mint residence or wherever they think that this will cause the least sensation. Resolution to sell the stock of Persian rupees. A memorandum of contracted Dhaka linens, and resolution to conform thereto. Tuesday, the 18th of February 1766, before noon, all present. The junior merchant Jan Pieter Humbert, who on the 7th of this month was provisionally appointed First in the cloth warehouse, having today taken the oath framed for the members of Policy and Justice, has been assigned his seat below the junior merchant and provisional trade bookkeeper Johannes Matthias Ross. The Director next, considering that the assembly currently consists of only eight persons, proposing to grant the junior merchant and provisional provision master and invoice clerk Johan Henrich Haghadamius a seat in this Council and in that of Justice, the members have agreed, and he has accordingly, after taking the oath, been given a seat below the junior merchant and cashier Otto Willem Falck. Furthermore, it was resolved to appoint the junior merchant Johannes Matthias Ross as guardian of the orphans in place of the deceased junior merchant Christoffel Maurits Doeve. Also, upon the proposal of his Honour, it was approved to sell the Persian rupees in stock at the main treasury at 92 stuivers per rupee of 100 Sikkas weight. The contractor of Dhaka linens, Santokraaij, having nearly fulfilled the contract of the past year, and the Director having found him inclined to engage again in a new supply, though he could not be moved to any price reduction, wherefore his Honour formed a memorandum of those goods regarding whose prices the demand for returns for the year 1766, dated 18th October 1764, is not too strictly limited, and whose supply the aforesaid contractor was willing to undertake, consisting of the following; which was discussed at length, and considering that there is no chance, with regard to the procurement of Dhaka and Jugdia cloths, to engage another merchant of so much honesty and capability, it is inserted here. Memorandum of the contracting of the Dhaka and Jugdia linens, which have been undertaken by the native merchant Santokraaij to be supplied at the following prices against the demand dated Amsterdam the 18th of October 1764 for the year 1766: 500 pieces of seerband, namely: 100 pieces superfine at 22 rupees each, 2200 rupees. 200 pieces fine at 18 rupees each, 3600 rupees. 300 pieces ordinary at 16 rupees each, 4800 rupees. Total 8400 rupees. 400 pieces twill thereof: 100 pieces fine at 8 rupees 12 annas, 873 rupees. 300 pieces ordinary at 7 rupees 8 annas, 2250 rupees. Total 3125 rupees. 5000 pieces hammams: 2000 pieces fine at 10 rupees 5 annas each, 10500 rupees. 500 pieces fine at 12 rupees each, 6000 rupees. 8000 pieces ordinary at 7 rupees each, 28000 rupees. 10 pieces ordinary at 6 rupees each, 26400 rupees. Total 34600 rupees. 10000 pieces baftas: 38500 rupees. Total rupees: 84625 rupees. Being three-fourths of this sum: 63468 rupees 12 annas. 37. the 18 February the 18th February two pilots pensioned two findings of garbled and opened sukels of mace incorporated. to be able to agree as aforesaid santocraij, while there is also no reason at all to complain about the prices, it is approved and understood to have the assortments specified in the aforementioned memorandum delivered by the aforesaid merchant at the prices stated therein, but to refrain from the contracting of the other Dhaka linens, as they are by far not to be obtained for the stipulated prices. The pilots Henric Deister and Marten Pieters having made known by petition their reluctance, on account of their advancing years and constitution weakened by continuous fatigue, to serve longer without fear of accident, with the request therefore, and in consideration of their long years of service, to be permitted to be pensioned with retention of wages and board money, it was approved, pursuant to the authorization received thereto by esteemed rescript from the High Indian Government dated 19th August 1765, to grant the petitioners' request, as they well merit this as a favor through their good conduct and faithful service. Hereafter were reviewed two findings drawn up by the Honorable Head Administrator Menso Finck, the one of the garbling of 5940 lb of nutmegs and the other of the opening of three sukels of mace, reading as follows. Saturday the 8th of February 1766 in the morning presentibus omnibus demptis the members Ross, Falck and Tissot, the first two due to occupation in service. by the Lord President was submitted and subsequently read the following. Extract from the minutes of what was negotiated and resolved in the Political Council at Hoegly Friday the 7th of February 1766.
